WHEREAS, on 27 June 2003/XXIV the Prime Minister issued a PD
celebrating the life of notorious segregationist Strom Thurmond of
South Carolina, and
WHEREAS, Thurmond found the moderate racial policies of Harry S Truman
(such as an integrated military) far too extreme and ran his own White
Supremacist "Dixiecrat" party against Truman in 1948, and
WHEREAS, Thurmond remained an unrepentant segregationist for decades
thereafter, using his vast political influence among racist Southern
Whites to break the American South away from an increasingly tolerant
and progressive Democratic Party to join an increasingly reactionary
and fundamentalistic Republican Party, deliberately opposing real,
responsible Southern leaders like Lyndon B. Johnson who were trying to
heal the wounds of segregation and bigotry, and
WHEREAS, the Kingdom of Talossa wishes in no way, shape, or form to be
associated with Strom Thurmond's divisive, racist antics,
THEREFORE, the Ziu hereby repeals the relevant Prime Dictate of 27 June
2003/XXIV forthwith.

WHEREAS, prospective citizen Lisa Skovalia has submitted the paperwork required
for a citizenship application under the laws of the Kingdom of Talossa, and
WHEREAS, her application has received the approval of the Uppermost Cort, and
WHEREAS, she has displayed a sincere desire to become a Talossan citizen and a
sincere interest in our nationette, and
WITH, the enthusiastic recommendation of the Immigration Minister,
THEREFORE Lisa Skovalia is approved for citizenship in the Kingdom of Talossa,
with all the usual rights, responsibilities and duties thereunto, including any further
requirements mandated by current immigration law.

The Ziu hereby takes all necessary action to pass the following legislation and include it in a nationwide
referendum for final passage at the earliest opportunity.
1) Article VII, Sections 1, 2, and 3 of the Organic Law are hereby repealed.
2) The following text is added to replace the text repealed above:
Art. VII: Sec. 1.
a) The Cosâ is composed of 200 seats, apportioned among political parties based on their performance in the
General Election.
b) Each province of Talossa shall elect a certain number of seats to the Cosâ, proportional to its percentage
of the total Talossan population (including all known Dandelions and any other non-voting citizens) at the
time of the election, so that the total number of seats elected from all provinces equals 200. Before the
General Election, the Secretary of State shall certify any change in provincial seat totals since the last
election. This number of seats need not be rounded for the attribution of seats within the province.
c) Each province's seats shall be apportioned among the parties in proportion to the popular vote cast for
parties by voters in that province in the General Election (abstentions, spoilt ballots, non-votes and votes for
parties which did not register being omitted from this count so that all who actually vote for parties comprise
100% of the total "popular vote" for this purpose).
Art. VII: Sec. 2.
a) Based on the final vote tally in each province, the Secretary of State calculates the apportionment of seats
among the parties. Each party receives a percentage of the seats as equal to its percentage of the popular vote
within the province as is mathematically possible. This number of seats need not be rounded for the
attribution of seats within the province.
b) Each party shall receive a whole number of seats in the final tally. In the event of a single seat being
divided among two or more parties mathematically, the party with the highest number of total votes will be
used, and in case of a tie, percentile dice will be used to determine a single owner for the divided seat, with
chances proportional to the percentage of the vote received.
c) The Secretary of State shall employ whatever mathematical formulae and calculations in the
apportionment of seats, as will best reflect the intentions of this Act. The Uppermost Cort shall be the final
judge in case of mathematical disputes.
Art. VII: Sec. 3. Seats won by each party shall be divided by that party among its own members and
supporters as it sees fit, with the proviso that each Member of the Cosâ may hold no more than thirty seats.

WHEREAS, with the impending passage of the EM200 Cosâ Reform legislation,
certain individuals have expressed some sort of fear that this system is designed to
increase the power of the King, and
WHEREAS, nothing of the sort was intended or desired, but the Royal Family
desires that these fears be quashed,
THEREFORE, the Ziu hereby calls for a referendum at the earliest possible
opportunity to add the following language to Article VII, Section 6 of the Organic
Law:
"The King shall be eligible to sit in the Cosâ, but may not vote on the override of a
veto."

WHEREAS it is important for any institution to have distinctive insignia for
itself,
WHEREAS the Speaker of the Cosâ and the Mençéi have never really ever had
anything to do before,
THEREFORE, the Ziu adds to the duties of the Speaker of the Cosâ to appoint
one or more persons to design a distinctive insignia for this body unless one has
been done already. If there is already insignia in existence, then said person shall
have the responsibility of retrieving same and doing with is as the Speaker and
Cosâ direct. Said person or persons shall serve at the pleasure of the Speaker.
THEREFORE also, the Ziu adds to the duties of the Mençéi that of appointing
one or more persons to design a distinctive insignia for the Senäts unless one has
been done already. If there is already insignia in existence, then said person shall
have the responsibility of retrieving same and doing with is as the Mençéi and
Senäts direct. Said person or persons shall serve at the pleasure of the Mençéi.
If it is desirable to both the Speaker and the Mençéi, one person alone may be
appointed to serve both houses of the Ziu and/or create and disseminate in
whatever way the Speaker, Mençéi, and Ziu feel is appropriate, a single system of
insignia for the Ziu as a whole. If insignia for the Ziu as a whole is to be agreed
upon, the Monarch shall also have a say in the process equal to that of the
Speaker and the Mençéi.
