Election Rules and Procedures for the 53th Cosa election and up

Validity of these rules

The current version will be used for the 53rd Cosa elections and subsequant elections, and has been certified by the Elecoral Commission for that election, and then recertified for each following elections. The last recertification was in April 2021, for the 56th Cosa election.

Before Balloting Day

The election will start only on the 15th of the month following the dissolution of the Cosa. That day is called Balloting Day.

Several things need to occur prior to that day:


    Provincial Senate Election Registrations

    Provinces that want their Senate election to be conducted by the chancery must make an explicit request to do so. Provinces are strongly encouraged to do so at least one week before balloting day. In case of mixed signals the chancery will decide based on the law of the province.


    Provincial Assembly Election Registrations

    Provinces may indicate to the chancery whether they want their provincial assembly elections conducted by the chancery, consisting of a single blank line or box on the ballot to be filled in. They may also provide instructions to the voter about the specifics of their provincial election. Provinces are strongly encouraged to inform the chancery and provide instructions. In case of mixed signals the chancery will decide based on the law of the province. If the chancery is not aware of a province conducting its own election or no instructions have been provided, the chancery will include a provincial election on the ballot for that province.


    Party Registrations

  • Party Pre-Registration with the Chancery: Each party willing to run for the election will need to submit to the Chancery the following information at least 24 hours before balloting day:
    • Their full Party Name
    • Their party Initials (Max 4 letters unless specifically approved by the SoS)
    • Their 50 Word or less statement
    • Their party leader(s)
    • The URL of a party platform (optional)
    • A candidate list for seats (optional)

    This information will be included on the ballot. Write-in parties are not allowed. Parties that do not register at least 24 hours before balloting will not be able to receive seats.

    50 Word Statements for the Referendums

  • Current Parties 50 Words Statements for the referendums: Each party who held Cosa Seats during the Cosa which approved the referendums can submit a single 50 word statement per referendum to be printed on the ballot, which either clearly for or against a bill.

    Vote PER/YES. FreeDems have long pushed for the inactive King John's abdication, and he has now promised this will happen once a provision to appoint a successor is chosen. This proposal, while not perfect, will ensure that the new King will have broad support from the Ziu and the people.

On Balloting day

On the morning of Balotting day, every voter should receive an email from the SoS office with the ballot and a secret code (PSC).

That Ballot email might be sent in advance of the election, or a little late. Only votes received during the election will count, but rejected votes will be communicated, such as "Try again tomorrow, the election hasn't started yet".

Between Balloting Day and the Election Deadline

Between Balloting Day (which starts on the 15th of the election month), and the Election Deadline (15 days later, on the evening of the 1st of the next month), all citizens will be able to vote once and only once.

As per the Organic Law, all votes are final, and cannot be retracted, modified or altered in any way: if multiple votes are sent, only the first one is counted. The only exception is that if you vote on the Cosa part, but forgot to vote on the Senate part, you may add your Senate vote before the election deadline using voting method 1, 2, or 4 (see below). The database admin will then manually insert your Senate vote into the database.

You should receive one or two ballot reminders during the election should you have not voted by then. If you do not receive any emails from the Chancery on the 15th, it is your responsibility to contact the Secretary of State to have your email address fixed.

  • By replying to the official Election Vote Thread informing him that you emailed talossachancery@gmail with your new email, so that he can validate your email address and tie it to your Wittenberg Account.
  • By sending a private Wittenberg message to the Secretary of State

Ways to vote

Here are the approved method for voting:
  • 1 ) Voters can reply to their Ballot email with their votes, provided the PSC code is in the email. Those votes will be entered manually into the Database system.
  • 2 ) Voters will also be able to write a different email (to talossachancery@gmail.com), provided the code is in it. Those votes will be entered manually into the Database system.
  • 3 ) Voters will also be able to vote using the online form (https://www.talossa.ca/files/vote.php) using only their citizen number (available online and in the email) and the code from the email. Those votes will be entered automatically into the Database system.
  • 4 ) Voters will be able to vote on Wittenberg publicly A single vote thread will be created for casting votes on Wittenberg. If you have received your vote code (PSC), you should cast your vote in that thread WITH your code. If you have NOT received a code (perhaps we didn't have your email), announce so and vote anyway. The SoS office will attempt to validate your vote.
  • 5 ) Voters will be able to print the ballot located at http://www.talossa.ca/files/votebymail.php and mail it to the address located at the bottom of the ballot. Keep in mind that votes need to arrive before the election deadline to be valid and voting by mail might take long, especially from location outside western Europe.

Keep in mind when voting

Especially when voting using a different method than the database, keep in mind the following:

  • Specify which part you are voting for. Unspecified party votes will only count towards the Cosa election.
  • Write-in parties for the Cosa elections cannot receive votes. A write-in vote has the same effect as Present/Invalid.
  • For the Senate part, rank as many eligible candidates as you want in order of preference. Do not include one candidate multiple times. Please include a candidate’s full name or citizen number. Ambiguous votes may be rejected. Write-In votes for eligible citizens are allowed.
  • Party votes do not count in any way for Senate elections.

After the Election Deadline

The election will close at 7h30PM Talossan Time (CST/CDT) on the 1st day of the Month following Balloting day and votes received after that time will be rejected

The preliminary results will be available as soon as the election is over, but the Election Commission will still need to validate it
