Statute

The Ziu hereby takes official action to repair all ambiguity, incompleteness, and silliness in the
assignment of people to provinces based on their geographical location.
1. This Act shall repeal any and all legislation ever passed by the Ziu (apart from Amendments to
the Organic Law) concerning the topic.
2. The provincial assignments of all Talossan citizens, as of 1 August 2003/XIV, are unchanged
by this Act. Included in this provision are the anomalous assignments of Brook Gläfke
(Florencia), Maxime Charbonneau (Florencia), Albrec

WHEREAS the right of Provinces to work together for mutual interest has no proper conduit;
and
WHEREAS the leaders of each province have no way to conduct intraprovincial business; and
WHEREAS the absence of a group of provinicial leaders leaves this need unfulfilled; and
WHEREAS such a group would serve a mighty purpose, giving the provinces a united voice
when addressing the government of Talossa;
THEREFORE the Ziu authorises the formation of a Council of Governors (el Cu

WHEREAS Article XVI, Section 13 of the Organic Law of Talossa reads: "No province existing
at the time of the adoption of this Organic Law may avail itself of any right guaranteed in this
Organic Law until such time as the province contains within it a working constitution with an
elected government and a citizenry comprising at least 10% of the population of the Kingdom of
Talossa or at least five persons (whichever is more). The Ziu shall have power to certify this by
appropriate legislation. No new province shall be constituted after the adoption of this Organic
Law unless said proposed province shall contain within it a working constitution with an elected
government and a citizenry comprising at least 10 persons."; and
WHEREAS this means that a province is only certified if it is able to fulfill the above
requirements of ten citizens and a constitution; and
WHEREAS this means only Vuode qualifies for such a distinction;
THEREFORE the Ziu hereby declares that There Is Only One Province in Talossa, and that
province is Vuode. The Ziu also declares that this section of the Organic Law may need serious
debate so as to make the requirements for official provincehood less stringent. This Act is not an
act of Law, merely a declaration.

Whereas Atatürk contains the highest number of French speaking citizens,

Whereas Atatürk citizens mostly like their French heritage,

Therefore,

The Ziu resolves to allow the assignment to Atatürk of all ex-colonies of France outside Europe, provided the province losing the assignment agrees.

The list includes :

- Louisiana
- French speaking countries of Africa and ex-French Colonies )( including Maroc, Algeria, Tunisia, Djibouti, Madagascar, Comoros )
- French speaking countries of the carribeans ( Including Guadaloupe, Guiana, Martinique, Réunion )
- Vietnam
- Corsica

However, with the exception of Corsica, no French colonies from Europe will be transferred to Atatürk.

Any province losing an assignment to Atatürk will be able to negociate an exchange of assignment, with Atatürk giving back some assignments in return.

Negociations shall be made by a commitee of at most 3 persons for each province, which must include the province senator, the province governor and the province premier.
