WHEREAS, it is vitally important that our citizens are able to give informed consent as to how their e-mail address is to be used, and

WHEREAS, the present arrangement is based off the idea of tacit and passive, not informed consent, and

WHEREAS, informed consent is better because that way people know what they’re agreeing to, and

WHEREAS, details such as one’s e-mail address are actually quite important, and

WHEREAS, if you asked most people if they’d be happy to share their e-mail address with anyone if they stump up a small fee, they’d probably say that was a little dodgy, and

WHEREAS, this bill ONLY stops party leaders from seeing a citizen's e-mail address without their consent, not the Chancery, now

THEREFORE, be it enacted by the Ziu that Lex.D.8.5, which currently reads

8.5. Information Available to Political Party Leaders 
8.5.1. An Electorate Database shall be made available to political party leaders. 
8.5.2. The Database shall only be accessible by leaders of parties which have been fully registered with the Chancery and provincial officers, provided the conditions in D.10.5 are met. 
8.5.3. The Database shall contain the following information on each of the Kingdom's Citizens only: Name, Province, E-Mail address. 
8.5.4. Measures shall be taken to ensure that the database is kept non-public and can only be viewed by the audience intended. 
8.5.5. Additional information may be held upon the database against any given person ONLY if that person requests such information to be included. 
8.5.6. Any citizen may request to opt-out of being included in this database for any reason at any time by notifying the database administrator.

is amended as follows:

8.5.6 which reads

Any citizen may request to opt-out of being included in this database for any reason at any time by notifying the database administrator.

is hereby amended to read

Any citizen may request to opt-out of having their E-Mail address included in this database for any reason at any time by notifying the Chancery.

A new sub-sub-section shall be added to follow 8.5.3 which shall read

The E-Mail address of a citizen shall only be made available to party leaders if the citizen has opted-in to receive election communications

D.8.5.4, D.8.5.5, and D.8.5.6 are renumbered accordingly.

The Electoral Reform Amendment

WHEREAS, reducing the number of seats available in the Cosa is desirable in order to maintain political competition in our country, and

WHEREAS, such a move would reduce the amount of complacency among politicians and political parties, and

WHEREAS, this would require both our parties and our politicians to work harder in order to hold and win their seats, and

WHEREAS, it is desirable that we do not break links with reality and maintain a realistic and proportionately sized lower chamber, and

WHEREAS, even places like Scotland and Wales which are significantly larger in population and territorial size have fewer parliamentarians in their respective legislative bodies, now

THEREFORE, the Ziu recommends that the following amendment to the Organic Law be considered for ratification by the citizenry of Talossa:

Org.VII.1 which currently reads:

The Cosâ is composed of 200 seats, apportioned among political parties based on their performance in the General Election.

Shall be amended to read as follows:

The Cosâ is composed of 20 seats, apportioned among political parties based on their performance in the General Election.

WHEREAS, the office of Admiral of El Marì Rexhital Talossan currently lies conspicuously vacant, and

WHEREAS, it is imperative that the defense of the Kingdom remain robust and prepared, and

WHEREAS such robustness and preparation requires leadership, and

WHEREAS, after a long (perhaps too-long) process of interview and consideration, the Ministry of Interior has determined that the best candidate for this post is M:sr Iason Bitxichë Taiwos, now

THEREFORE, I, Carlüs Xheraltescù, with the full support and counsel of my deputy, Óïn Ursüm, do recommend to his Majesty King John that Iason Taiwos be raised to the rank and post of Amirál, MRT, and request the necessary approval of a majority of the Ziu.

WHEREAS Section B, Article 2 of El Lexhatx is the article concerning the electoral ballot AND

WHEREAS that article is a single block of text AND

WHEREAS this author wants to make a small change in that block of text but can't find a way to insert it 

THEREFORE the Ziu resolves to modify Section B, Article 2 of El Lexhatx which currently read as:

 

2. The Secretary of State shall make available, through a website dedicated to this purpose, the text of the election ballot. The ballot shall, for the next general election, contain a space for a yes or no vote on Organic Law amendments passed during this Cosa, as well as contain spaces for provincial and senatorial voting. (The legality of votes cast for provincial and senatorial elections on the ballot shall be dependent on voters' approval of said laws in a public referendum, on the same ballot.) The ballot shall be in a .pdf or other graphical format. The ballot shall have space on it for the voter to indicate his name and relevant contact information. Clear voting instructions in both Talossan and English will be included with each ballot. In order to be counted in the election, the ballots must be received by the Secretary of State on or before election day. (33RZ5)

To be split into sub-articles as follows:

And then, new article 2.2 is removed as it is no longer applicable and was apparently ephemerous in nature, pending past amendments and is replaced by:
 

2.2 The Ballot can also include for each referendum up to two 50-words essays, one in favor of the amendment and one against the amendment, composed to reflect various arguments in favor or against said referendum. The argument's signature are not counted in the 50 words limit. In case of a problem reaching a consensus, the chancery can appoint a committee composed of key defenders of that position and an impartial member of the bar

Furthermore, article 2.3 is modified as follow:

2.3 The ballot shall be available in a .pdf or other graphical format. The ballot shall have space on it for the voter to indicate his name and relevant contact information or said information pre-filled by the Chancery.
