    WHEREAS the electoral commission was a very, very noble idea added with the introduction of the secret ballot AND

    WHEREAS in the 2 elections it was in place, it's consequence was mainly to delay the formation of the government AND

    WHEREAS in the 46th Cosa, the electoral commission found no errors in the ballot AND

    WHEREAS now, in the 47th Cosa, the vast majority (almost 90%) of the voters either voted publicly (allowing anyone to review their vote) or using an automated form which eliminates any human error but all ballots currently need to be validated anyway AND

    WHEREAS without the electoral commission, votes made with the online voting form could in practice be 100% secret without even the Secretary of State knowing their content AND

    WHEREAS all incoming emails of the chancery are now open for review by the electoral commission anyway AND


    THEREFORE the Ziu resolves that section 6 of Article VII of the Organic Law which currently reads:

    Votes for the Cosa may be submitted either publicly or privately. Votes submitted privately shall be submitted to and available only to an Electoral Commission, consisting of the Secretary of State and the three Justices of the Uppermost Court. Should any Justice be unavailable to serve on the Commission, the King shall name a Magistrate judge of a subordinate court to replace that Justice, but should no Magistrate such judge likewise be available, the Commission shall serve as otherwise constituted. It shall be a criminal act, punishable as determined by law, for the contents of any such vote to be revealed by any member of the Commission to any other person. The members of the said Electoral Commission shall independently confirm the final tally and together shall certify the election.


    Is replaced with:

    Votes for the Cosa may be submitted either publicly or privately. Votes submitted privately in a non-fully automated process involving only the voter shall be submitted to and available only to an Electoral Commission as ballots are receivedconsisting of the Secretary of State and the three Justices of the Uppermost Court. Should any Justice be unavailable to serve on the Commission, the King shall name a Magistrate judge of a subordinate court to replace that Justice, but should no Magistrate such judge likewise be available, the Commission shall serve as otherwise constituted. It shall be a criminal act, punishable as determined by law, for the contents of any such vote to be revealed by any member of the Commission to any other person. The members of the said Electoral Commission shall independently confirm the final tally and together shall review the election. Failure of the electoral commission shall not delay the normal operations of the Kingdom, but any errors identified shall be corrected accordingly, notwithstanding any articles or law preventing the correction of the error (including any articles preventing the removal of an elected official from office).

    Statute

    Whereas in theory we have a system where provincial citizenship corresponds to a geographic location, and

    Whereas many citizens living in the same area are currently assigned to different provinces, and

    Whereas these citizens should have the option to be assigned to the right province, and

    Whereas moving to a different catchment area should result in a change of provincial citizenship, and

    Whereas there is a small mistake in Lexhatx E 7.1.2, which still mentions only seven province, and

    Whereas this bill does not solve all the problems related to provincial catchment, but is part of a broader discussion on the subject, and

    Whereas I never really got around to writing proper whereas clauses, now

    Therefore El Lexhatx E 7.1.2, which currently reads “Citizens living outside the boundaries of Talossa shall be assigned to a province corresponding to a geographic zone. The entire globe shall be divided into seven geographic zones so that anyone living anywhere outside Talossa is automatically assigned to the corresponding Talossan province.” 

    will be amended to read: 

    “Citizens living outside the boundaries of Talossa shall be assigned to a province corresponding to a geographic zone. The entire globe shall be divided into eight geographic zones so that anyone living anywhere outside Talossa is automatically assigned to the corresponding Talossan province.”,

    Furthermore El Lexhatx E 7.3, which currently reads:
    “No Talossan citizen may transfer his provincial citizenship to a different province, except by physically moving into that province or into the zone corresponding to that province. A citizen living inside or outside of Talossa who moves into an outside zone corresponding to a different province may transfer his citizenship to the new province by law, but in the absence of such a law, is considered assigned to his original province for all purposes.” 

    will be amended to read:

    “No Talossan citizen may transfer his provincial citizenship to a different province, except by physically moving into that province or into the zone corresponding to that province. A citizens living inside or outside of Talossa, who moves permanently into an outside zone corresponding to a different province will be (re)assigned by the SoS to the province corresponding to the new geographic zone in accordance with the following provisions:

    7.3.1 Citizens moving to an area corresponding to a province closed to immigration will not be reassigned upon moving.

    7.3.2 The provisions in this section do not apply when a citizen currently assigned to the wrong province geographically moves within his/her current geographic assignment area, unless the move is either a) over a distance of more than 1000 kilometres, or b) across national borders. In both cases the provisions in this section do apply.”

    Furthermore, El Lexhatx E. 10.7, which currently reads: “Whenever any Talossan wants to move his provincial assignment to the province in whose assigned area he actually lives, he may do so, provided that either a) the province to which he is moving has a lower population than the province from which he is moving, or b) both provinces are currently closed to immigration.”

    will be amended to read:

    “Whenever any Talossan wants to move his provincial assignment to the province in whose assigned area he actually lives, he may do so, provided that either a) the province to which he is moving is not closed to immigration, or b) both provinces are currently closed to immigration.”

    Rejected by the ZIU

    WHEREAS there are talks about nationalizing Wittenberg so that Wittenberg operations are handled by officials instead of honorary Wittmeisters AND

    WHEREAS in reality, this concerns Wittenberg operation and not Wittenberg hosting AND

    WHEREAS in the past, it was impossible to move data from our current hosting company due to their policy AND

    WHEREAS it is now possible to do so with a migration to the professional version of their forum which allows to export data AND

    WHEREAS this professional version can only be upgraded to if 6 months are paid (at 10$ each) AND

    WHEREAS at this point, we do not have enough information to decide if the export of the data is good or not AND

    WHEREAS the former Witthoster of Wittenber 8, 9 and 10 is willing to once again sponsor hosting of Wittenberg if asked AND

    WHEREAS this bill is not yet privatizing Wittenberg, it is only there to mandate a research on privatization 

    THEREFORE the Ziu resolves to

    Hire pro-bono former Witthoster Marti-Pair Furxheir to do a technical analysis of the quality of the exports of the professional version of the current Wittenberg's hosting company and present a technical report of the feasibility of a migration AND

    Prepare to set aside in a future budget 60$ or so to pay for the professional version should the technical report prove promising AND

    To subsequently decide by law whether to move forward with the migration and find an acceptable new company to host the next Wittenberg

    Statute

    Whereas, currently there is alot of tension between the parties.

    Whereas, tension leads to anger.

    Whereas, anger between parties can lead to battles and hatred. 

    Whereas, hatred can lead to suffering, via someone renouncing, which is suffering for all involved. 

    Therefore, we propose an extension of the role of the Speaker (Túischac'h) within the Cosa. 

    Currently Article XII Section 9 of Organic Law which currently reads :

    "The King shall appoint a Member of the Cosâ to serve as Speaker of the Cosâ (Talossan: el Túischac'h), on the advice of the Seneschál for the upcoming term. The Speaker shall preside, direct and maintain order at Living Cosâs in an unbiased fashion. He is considered the honourable President of the Cosâ and shall be awarded all due veneration when serving as such."

    Article XII Section 9 shall be replaced by: 

    "The King shall appoint a Member of the Cosa to serve as Speaker of the Cosa (Talossan: el Túischac'h), on the advice of a simple majority vote in the Cosa for the upcoming term. The Speaker shall preside, direct and maintain order during Living Cosas, in an unbiased fashion. Otherwise, his function will be to advise Members of Cosa of appropriate decorum. He is considered the honourable President of the Cosâ and shall be awarded all due veneration when serving as such."

    Statute

    WHEREAS, John le Carre was probably right when he said that once you start leading the "inside-out world of espionage, you never shed it", and

    WHEREAS, unlike our larger state counterparts we should never need to employ such illicit tactics, and

    WHEREAS, it makes me uncomfortable that government spies could be among us now, unbeknownst to the general public, unaccountable to the people, and sanctioned by one individual, and

    WHEREAS, Talossa is a country that should be built on trust and friendship, and

    WHEREAS, these particular tactics of espionage hark back to the days of King Robert I, and

    WHEREAS, it has never been known for us to implement such tactics in modern Talossa before, and we have still managed to effectively catch fraudsters, now

    THEREFORE, be it enacted by the Ziu that subsection A.17 of el Lexhatx, which reads
     

    Officials of the Kingdom of Talossa who create or use false identities as a means to investigate suspicious citizenship applications or other activities involving fraudulent or misleading identities or statements may, if prosecuted under this act, claim exemption from the provisions of this act by demonstrating that any subterfuge employed met all of the following criteria:
    17.1. Was in response to a suspicious circumstance, as reasonably understood;
    17.2. Was reasonably expected to be effective in uncovering fraud; and,
    17.3. Was used only for a brief time and limited to discovering suspected fraud.
    17.4. Can demonstrate that Prime Minister authorized the subterfuge and that the Minister of Defence and the Uppermost Cort were informed of the subterfuge.
     
    is hereby repealed in full, and replaced with the following text:

    17. Charges brought under A.16 shall be heard in the Magistrate's Court, subject to appeal to the Uppermost Cort.

    FURTHERMORE, A.16.2 is to be amended to read as follows:

    Uses another person's identity or uses an identity that creates the impression of another person to post or convey messages via email or on any public forum in the Kingdom of Talossa.

    Whereas the complex and crazy process of avoiding corruption and exposure with a secret ballot is not yet perfect, and

    Whereas we want to give guidance on how the election should be conducted without being too rigid, since we have these people in place for the purpose of their good judgment, and

    Whereas the best way to do that is probably to say how things should be done, generally speaking, but leave some wiggle room, and

    Whereas we also need a way to finish up if there's a serious problem, 


    Therefore el Lexhatx's Title B shall have appended to it an additional section 13, which shall read as follows:

    13. The Election Commission and Secretary of State shall fulfill the duty of certifying election results, as specified in Org.VII.6, according to these guidelines.

    13.1. The SoS will send them a reminder of their duties at the start of the election. They should notify the SoS that they are willing and able to verify ballots, while the election is still going on. If they fail to respond to a further reminder, the Secretary of State should notify the nation.

    13.2. After the election is concluded, within one week the members of the Commission should go through the ballots and mark them as valid or invalid, by whatever procedure is established by the Chancery. Each ballot need only be validated by three members of the Commission unless there is a discrepancy, and after they have finished, they should notify the Secretary of State that they are done. This process should be completed within one week after the end of the election.

    13.3. If there is any discrepancy, the Commission shall confer in private, and discuss the matter until they reach a consensus. It is suggested that a vote should be taken with regards to each disputed ballot, and majority opinion among the Commission should then govern the Commission's decision with respect to that ballot. The Commission should notify the Secretary of State when they have finished this process, so that he can declare the elections certified.

    Furthermore, the sixth section of the seventh article of the Organic Law, which currently reads:

No member of the Commission may, whilst the Commission is engaged in the process of ballot validation, simultaneously serve as a leader of a political party. If at any point in the certification process, three of the members of the Electoral Commission agree that one of the members has become unresponsive, they shall notify the King, who shall in turn remove the named individual and appoint as replacement a Magistrate judge of a subordinate court or, should no such Magistrate judge be available, the Commission shall serve as otherwise constituted.

    Statute

    WHEREAS, as per Lex.D.2.1.5,

    The Seneschal shall be required to submit to the Ziu, in time for consideration by the the second Clark of the Cosa, a government bill approved by the whole Cabinet which shall contain the following: (38RZ15)

    2.1.5.1. a detailed budget listing all planned expenses of the State through the current Cosa, specifying the amounts to be requisitioned for each Cabinet Ministry or Officer of the Royal Household and the purpose of each such expense;

    2.1.5.2. any amount of the Treasury to be set aside for investment as directed by the Finance Minister and the investment policy that will be pursued;

    2.1.5.3. the total amount in louise of any planned currency minting and printing, and postage issuance to be executed by the Royal Bank & Post during the term of the current Cosa.


    and WHEREAS this bill has been approved by all members of the Cabinet; and

    WHEREAS the latest Treasury financial report by the Burgermeister of Inland Revenue can be found here: talossa.proboards.com/thread/9790/burgermeister-report-july-5-2014 ; so

    THEREFORE be it enacted by the Ziu that the Government shall be allocated the following budget for the duration of the 47th Cosa:

    1) The Ministry of Stuff shall be allocated a budget, not to exceed ℓ40 ($60) for the purchase of a Proboards Pro account to backup Wittenberg.

    2) The Ministry of Finance shall be allocated a budget as follows:

    - All funds that the ministry may raise through Kickstarter or similar funding methods, to be used in the production of 5,000 Talossan coins with a face value of ℓ1 each, for a total face value of ℓ5,000 ($7,500). 

    - An amount, not to exceed ℓ320 ($480) in supplemental funding for the production of 5000 Talossan coins, as mentioned above. Costs for the production of coins could be lower depending on both which deal the Government will go for and on public giving.

    - 33¤20 ($50) to support requests by other ministries and/or offices of the Royal Household for expenses not specifically budgeted.

    3) The Ministry of Culture shall be allocated a budget, not to exceed 66¤40 ($100) for the production of Talossan language material.

    4) Details of any project on which monies from the above allocations will be spent will be publicly published, along with estimated costs, no less than two weeks before the actual purchase is made. Monies not allocated above shall be retained in the central fund. For security andadministration purposes, all allocated monies shall remain in the central fund and, subject to approval by the Minister of Finance and provisions in this Act, may be drawn down on a case by case basis by each Minister. 

    5) The investment policy of Talossa for this Cosa is to leave funds in the interest-bearing bank account that serves as the central fund. 

    6) In accordance with el Lexhatx, the Government may later in this Cosa submit supplemental budgeting legislation for the approval of the Ziu.

    Statute

    BE IT ENACTED by the Ziu of Talossa that:

    1. Title D, Section 2.3 of El Lexhátx shall be replaced in its entirety by the following text:

    2.3 The Interior Minister, who shall combine the roles of Defence and Immigration Minister as set forth in Organic Law XII.4 and XII.5, and shall head the following Bureaus. The Minister may appoint Deputy Ministers to be in charge of each Büreu, and the Civil Service Commission may appoint Permanent Secretaries to each Büreu, to work under the direction of the Minister and any Deputy Ministries.


    a) El Büreu dels Afáes Înphätseschti (Bureau of Home Affairs) which shall be responsible for the order and well-being of the homeland and its environs. This Bureau shall provide a public presence in or near the Greater Talossan Area, shall assist in the organization of Living Cosâs, shall provide governmental assistance to the organizers of an annual TalossaFest celebration, and to all citizens making the Haxh, and shall take care to guide the Seneschal and other ministers in ever maintaining the connection and bond of Talossans worldwide to their homeland.

    b) The Büreu dels Afáes Cestoûreschti (Bureau of Cestour Affairs), led by the 'Piaçatéir Naziunál' and assisted by bureaucrats known as C'huescoûrs (or "Binkies"), who shall see to it that the interests of Cestours within the homeland receive the proper attention of the government.

    c) El Büreu dal Zefençù (Ministry of Defence), which shall marshal and provide the Invincible Moral Support of the nation to the good and right side of any international conflict, as determined by the government, conveying to the combatants our proud "we would stand with you, but it's safer to stand behind you" stance. 

    c) i) No action of the Minister or the Bureau of Defence shall infringe on the King's organic role as Leader of the Armed Forces.

    d) El Büreu dàl Înmigraziun (the Bureau of Immigration), which shall be responsible for the execution of the nation's laws appertaining to immigration of new citizens into the realm. This Ministry shall work closely with the Chancery and its Bureau of the Census to ensure that all incoming citizens are properly processed through immigration as provided by law. 

    2.3.1. The Interior Minister shall also be the liaison between the Kingdom Government and the provincial governments.

    2. Title D, Sections 2.4, 2.11 and 2.12 are deleted in their entirety.

    3. Title D, Section 5 shall be replaced in its entirety by the following:

    For all purposes of protocol, seniority, and precedence, the cabinet ministries shall be ordered as follows: Prime Ministry, Ministry of Foreign Affairs, Ministry of Interior, Ministry of Stuff, Ministry of Finance, Ministry of Culture, Ministry of Justice.

    4. Prime Dictate 47PD01 is hereby repealed.


    5. All references in this Lexhátx to the Minister, Ministry or Deputy Minister of Immigration, Defence or Home Affairs shall be replaced by references to the Interior Ministry. For convenience, a list of reference to these follows:

    Rejected by the Senäts

    BE IT ENACTED by the Ziu of Talossa that El Lexhátx shall be amended thus:

    1. Title B, Section 9, on party registration fees for Cosâ elections, is hereby replaced by the following text:

    9. The Secretary of State, or his appointed agent, may charge, as prescribed by the Organic Law and if directed to by the Government in the Budget, a registration fee of no greater than 13¤20 (thirteen louise and twenty bence, equivalent to $20US) to each political party in forthcoming elections. Any Party or Parties which fail or refuse to pay such a fee shall be deemed not registered. (42RZ14)


    2. Title C, Section 1, Section 4.2, on the Royal Treasury, is amended as follows:

    maintain and report to the Finance Minister and the Government on the fiduciary health of the Kingdom, at least once in every calendar month and whenever else requested


    3. Title C, Section 6-8 on the Royal Bank and Post, are hereby DELETED in their entirety.

    4. Title C, Section 2, is amended to read as follows::

    The Officers of the Royal Household shall have no fixed terms of office, and shall not be removed from office by the dissolution of the Cosa. The Officers of the Royal Household are appointed and removed by the King on the recommendation of the Prime Minister. The four exceptions to this are that the Secretary of State shall be appointed by the Prime Minister acting alone and may be removed by law; the Burgermeister of Inland Revenue shall be named in the same way as the Secretary of State; the Chancellor of the Royal Talossan Bar shall be appointed and removed by the King on the recommendation of a resolution of the Senäts; and the Commissioner of the Civil Service, who shall be appointed by the King, for a two year renewable term, after being recommended by a legislative civil service committee and approved by a two-thirds majority vote in the Cosa and a majority vote of the Senäts in favor of appointment. The Chancellor may be removed by the King on the recommendation of the Senäts.


    5. Title D, Section 2.8, is replaced in its entirety by the following:

    2.8. The Finance Minister, heading the Ministry of Finance. The Ministrà dal Finançù (Ministry of Finance) is responsible for: 
    2.8.1. setting and implementing the economic policies of the Kingdom, and directing the investment of that portion of the Royal Treasury set aside by authorized budgeting act of the Ziu (all of which said investments shall be executed in fact by the Burgermeister of Inland Revenue, an Officer of the Royal Household); 
    2.8.1.1. The Finance Minister with the assistance of the Burgermeister of Inland Revenue shall deliver a Financial Report at the end of each Cosa term. This Report shall be required to contain the following information: (38RZ15) 
    2.8.1.1.1. the amount, location, liquidity, and availability of all funds held by or for the Royal Treasury, 
    2.8.1.1.2. a detailed list of all changes in the account balances of the Royal Treasury since the last Report, 
    2.8.1.1.3. a balance sheet which clearly lists all expenses linking them to the relative sheet items in the budget bills approved in the Cosa, 
    2.8.1.1.4. the investment policy that is will be pursued by the Ministry of Finance for any amount of the Treasury that has been budgeted by the Ziu for use in investment, 
    2.8.1.1.5. the current valuation of the louis with respect to other foreign currency, 
    2.8.1.1.6. the total amount of louise and postal items in circulation. 
    2.8.2. design, minting, printing, valuation, distribution, and redemption of all national currency, postage, and commemoratives; 
    2.8.3. keeping a balance sheet of all funds legitimately appropriated by the Ziu
    2.8.4. requesting such donations from citizens towards the upkeep of the State as may be approved by the Ziu in the Budget.

    2.8A The Finance Minister also serves as the Chairman of the Banqeu es Post Rexhital (Royal Bank & Post) unless he gets too lazy and appoints a Chairman. The Royal Bank and Post is responsible for issuing and regulating the currencyand postal paraphernalia of the Kingdom.

    2.8A.1. Base Unit of Account. The base unit of account for the Kingdom of Talossa is hereby established and styled the "BENT." The plural of the bent is "BENCE." Convenient shortenings such as "tubbence" and "thrubbence" shall be understood and recognised by the government, and may appear on collectable tokens (colloquially "coinage", though they shall not constitute current money). This unit of account is fixed to $0.025 in the currency of the United States of America. (36RZ2, 46RZ20) 
    2.8A.2. Second Unit of Account. A second unit of account, which shall have the fixed denomination of sixty (60) bence, is hereby established and styled the "LOUIS," which shall also be officially recognised by the shortened name "LOU." The plural of the lou is "LOUISE." Convenient colloqualisms for the denominations of louise are encouraged, specifically "Brock" for a single lou, "Costello" for five louise, "Ferrigno" for ten louise, "Rawls" for twenty louise, and so forth. 
    2.8A.2.1. The commonly-used symbols ℓ and ¤ shall be officially adopted for the louis and bent, respectively, and these symbols shall be used in accordance with common practice: ¤ to be used as a separator of the two denominations, with louise on the left of the symbol and bence on the right; ℓ may also be used to indicate amounts in whole louise, by placing the symbol to the left of the amount. 
    2.8A.3. Creation and Issuance of Collectable Tokens. The Royal Bank & Post is exclusively authorised to design, cause to be created, issue, and distribute collectable tokens (colloquially "coinage", though they shall not constitute current money) in any denomination of whole bence. The Royal Bank & Post is authorised to imprint the denomination of any coinage with its price in louise, rather than in bence, as it sees fit. 
    2.8A.3.1 Current Token Design. The first issue of Talossan collectable tokens ("coins") shall have, on the obverse, the Chinese character "ben" upon a shield, with a crown above the shield; above the crown shall be the curved inscription "REGIPÄTS TALOSSÁN", and below the shield shall be the curved inscription of the year of issue (both the Common Era in Arabic numerals and the year of the Kingdom of Talossa in Roman numerals). On the reverse shall be an image of a dandelion, a large "ℓ1", and the inscription "VIENS LUÏÇ". 
    2.8A.4 Creation and Sale of Postal Paraphernalia. The Royal Bank & Post may design, create, issue, and sell postage items, such as stamps and imprinted envelopes, in any demonination, and sell the same at a cost exceeding that expended for their creation. Postal items may be purchased by private individuals or organizations (such as those established to provide postal delivery services) and may be re-sold to the public in exchange for postal delivery or other services. The Royal Bank & Post is empowered to print denominations on postal items which are above the original sale value of postal items charged to a private organization purchasing the same, so to ease any resale of these items by the private organization to the general public, by providing on the face of the item the intended retail purchase price. 
    2.8A.5. Redemption of Postal Items Forbidden. Postal items may never be redeemed to the Royal Bank & Post for their face value or any other value. 
    2.8A.6 Creation and Sale of Commemorative Items. The Royal Bank & Post shall design, create, issue, and sell any commemorative items of the Kingdom of Talossa. Such items may be purchased by the general public at a cost at or above that expended for their manufacture, such valuation to be determined by the Royal Bank & Post. 
    2.8A.7 Disposition of Profit. All profit in the form of foreign currency which is realized from the sale of currency, postal items, and commemoratives or by donations from citizens shall be duly tendered by the Royal Bank & Post to the Burgermeister of Inland Revenue for deposit and safe-keeping within the Royal Treasury.
    2.8A.8 Economic Policy and Investment of Royal Funds. The Royal Bank & Post is responsible for determining and enacting economic policy of the Kingdom of Talossa. Funds kept in the Royal Treasury shall be made available by the Burgermeister of Inland Revenue to the Royal Bank & Post for the purpose of making foreign investments calculated to wisely augment the value of the said Treasury. The Minister of Finance shall be responsible to the Prime Minister and the nation for the policies implemented. 
    2.8A.9 Royal Audit. The Burgermeister of Inland Revenue shall be permitted, as a Servant of His Majesty's Household, to audit the reported financial condition of His Majesty's investments at any time. 
    2.8A.10 Governmental Expenses. Except when forbidden or restricted by legislation, the government of the day is empowered to requisition funds from the Royal Treasury to provide for the operation of the Royal Bank & Post, the other Cabinet Ministries, and the Prime Ministry. The amount requisitioned for the operation of each such ministry shall not in any way or for any reason increase during such time as the sitting government continues in office following having lost the confidence of the Cosâ, except it be by royal fiat and to provide for the necessary defence and preservation of the realm. 
    2.8A.11 Banking Operations. The Royal Bank & Post is empowered to act as a banking facility to serve citizens of the Kingdom of Talossa. The deposit and lending policies of the Bank shall be freely established by the Royal Bank & Post but may be modified by law by action of the Ziu. The safety of all funds deposited with the Royal Bank & Post shall be guaranteed by the government.


    6. Article D, Section 2.1.5, shall be amended by the addition of the following:

    2.1.5.4. the total amount in louise of any planned donations proposed to be requested from Talossan citizens towards the upkeep of the State. This section shall not entitle any budget to impose compulsory taxation or mandatory donations of any kind.

    a) Two new sections be added to Title C, Section 1.1, as follows:

    C1.1.2 The Secretary of State shall give a report at least once every Cosâ term on the operation of the Chancery to the Ziu, and be available for questioning as to that report from MZs. Additional reports of this nature may be requested by the Government from time to time.

    C1.1.3 If the office of the Secretary of State becomes vacant at any time, the King on the advice of the Seneschál may appoint an Acting Secretary of State until a permanent replacement shall be chosen as provided in the Organic Law.


    b) Title C, Section 2 be amended by the replacement of the following:

    Statute

    BE IT ENACTED by the Ziu of Talossa that el Lexhátx shall be amended by the addition of the following clause as Title F, Section 39:

    The Milwaukee Wave indoor soccer team shall be Talossa's Official fútbol sachéir/soccer team, and it will remain so until such time as the nation is able to field its own Association football team to compete with Greenland, Sealand, Kurdistan and other nations unjustly excluded from FIFA. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Wave" as the "Fiôvâ Wave".

    Statute

    BE IT ENACTED by the Ziu of Talossa that El Lexhátx shall be amended thus:

    1. Title C, Section 1, Section 4.2, on the Royal Treasury, is amended from:
     

    maintain and report to the Finance Minister and the Government on the fiduciary health of the Kingdom,


    to read as follows:
     

    maintain and report to the Finance Minister and the Government on the fiduciary health of the Kingdom, at least once in every two calendar months and whenever else requested


    2. Title C, Section 6-8 on the Royal Bank and Post, as follows, are hereby DELETED in their entirety:
     

    6. The Royal Bank and Post is responsible for setting and instituting the economic policies of the Kingdom, issuing and regulating the currency of the Kingdom, and investing funds from the royal treasury for best effect to His Majesty's realm. Be it further clarified by this title that the Chairman of the Royal Bank and Post is a political office and is not an Office of the Royal Household, and that therefore this Chairman shall lose his office when the Government that appointed him is replaced by a new elected administration.

    7. The Chairman of the Royal Bank and Post, when invited to participate in the Cabinet, shall be additionally styled and addressed as the Minister of Finance, and his office as the Ministry of Finance.

    7.1. Base Unit of Account. The base unit of account for the Kingdom of Talossa is hereby established and styled the "BENT." The plural of the bent is "BENCE." Convenient shortenings such as "tubbence" and "thrubbence" shall be understood and recognised by the government, and may appear on collectable tokens (colloquially "coinage", though they shall not constitute current money). This unit of account is fixed to $0.025 in the currency of the United States of America. (36RZ2, 46RZ20) 

    7.2. Second Unit of Account. A second unit of account, which shall have the fixed denomination of sixty (60) bence, is hereby established and styled the "LOUIS," which shall also be officially recognised by the shortened name "LOU." The plural of the lou is "LOUISE." Convenient colloqualisms for the denominations of louise are encouraged, specifically "Brock" for a single lou, "Costello" for five louise, "Ferrigno" for ten louise, "Rawls" for twenty louise, and so forth. 

    7.2.1. The commonly-used symbols ℓ and ¤ shall be officially adopted for the louis and bent, respectively, and these symbols shall be used in accordance with common practice: ¤ to be used as a separator of the two denominations, with louise on the left of the symbol and bence on the right; ℓ may also be used to indicate amounts in whole louise, by placing the symbol to the left of the amount. 

    7.3. Creation and Issuance of Collectable Tokens. The Royal Bank & Post is exclusively authorised to design, cause to be created, issue, and distribute collectable tokens (colloquially "coinage", though they shall not constitute current money) in any denomination of whole bence. The Royal Bank & Post is authorised to imprint the denomination of any coinage with its price in louise, rather than in bence, as it sees fit. 

    7.3.1 Current Token Design. The first issue of Talossan collectable tokens ("coins") shall have, on the obverse, the Chinese character "ben" upon a shield, with a crown above the shield; above the crown shall be the curved inscription "REGIPÄTS TALOSSÁN", and below the shield shall be the curved inscription of the year of issue (both the Common Era in Arabic numerals and the year of the Kingdom of Talossa in Roman numerals). On the reverse shall be an image of a dandelion, a large "ℓ1", and the inscription "VIENS LUÏÇ". 

    7.4. Talossan Currency. The currency of the Kingdom of Talossa shall be beer, which has been, and continues to be, thankfully and conveniently distributed worldwide. 

    7.5 Provisions Against Counterfeit Currency. The Royal Bank & Post shall take care to be clear that non-alcoholic "beer" is, in fact, not beer at all, and thus is not currency. Official terminology is hereby established that counterfeit currency denominated in louise are to be called "Alcindors" and counterfeit currency demoninated in bence are to be called "Afflecks" or "Hills." 

    7.6. Distribution and Redemption of Currency. Talossan currency shall be distributed in exchange for foreign currency, and may be redeemed for the same with the Royal Bank & Post according to policies of exchange to be established by that body. 

    7.7. Consular Exchange of Currency. Consulates of the Kindom of Talossa may be established at any establishment applying to become a consulate and wishing to exchange local currency for quantities of Talossan currency. Such application shall be made to the Ministry of Foreign Affairs, which shall consult with the Royal Bank & Post before establishing any new consulate. The Kingdom shall provide a plaque or other sign to the establishment, which shall identify it as a consulate of the Kingdom of Talossa. 

    7.8. Creation and Sale of Postal Parapharnalia. The Royal Bank & Post may design, create, issue, and sell postage items, such as stamps and imprinted envelopes, in any demonination, and sell the same at a cost exceeding that expended for their creation. Postal items may be purchased by private individuals or organizations (such as those established to provide postal delivery services) and may be re-sold to the public in exchange for postal delivery or other services. The Royal Bank & Post is empowered to print denominations on postal items which are above the original sale value of postal items charged to a private organization purchasing the same, so to ease any resale of these items by the private organization to the general public, by providing on the face of the item the intended retail purchase price. 

    7.9. Redemption of Postal Items Forbidden. Postal items may never be redeemed to the Royal Bank & Post for their face value or any other value. 

    7.10. Creation and Sale of Commemorative Items. The Royal Bank & Post shall design, create, issue, and sell any commemorative items of the Kingdom of Talossa. Such items may be purchased by the general public at a cost at or above that expended for their manufacture, such valuation to be determined by the Royal Bank & Post. 

    7.11. Disposition of Profit. All profit in the form of foreign currency which is realized from the sale of currency, postal items, and commemoratives shall be duly tendered by the Royal Bank & Post to the Burgermeister of Inland Revenue for deposit and safe-keeping within the Royal Treasury. Any profit realised by the Royal Bank & Post in the form of beer shall be disposed of howsoever the Royal Bank & Post sees fit. 

    7.12. Economic Policy and Investment of Royal Funds. The Royal Bank & Post is responsible for determining and enacting economic policy of the Kingdom of Talossa. Funds kept in the Royal Treasury shall be made available by the Burgermeister of Inland Revenue to the Royal Bank & Post for the purpose of making foreign investments calculated to wisely augment the value of the said Treasury. The Minister of Finance shall be responsible to the Prime Minister and the nation for the policies implemented. 

    7.13. Royal Audit. The Burgermeister of Inland Revenue shall be permitted, as a Servant of His Majesty's Household, to audit the reported financial condition of His Majesty's investments at any time. 

    7.14. Governmental Expenses. Except when forbidden or restricted by legislation, the government of the day is empowered to requisition funds from the Royal Treasury to provide for the operation of the Royal Bank & Post, the other Cabinet Ministries, and the Prime Ministry. The amount requisitioned for the operation of each such ministry shall not in any way or for any reason increase during such time as the sitting government continues in office following having lost the confidence of the Cosâ, except it be by royal fiat and to provide for the necessary defence and preservation of the realm. 

    7.15. Assessment of Bouillon. The Royal Bank & Post shall annually appoint, from its officers and staff or other volunteer Talossan citizens, the membership of the Royal Treasury Reserve Board. This board shall be charged with regularly evaluating bouillon and providing assessments to the Chairman of the Royal Bank & Post. In addition to random samplings of bouillon as determined by the board, the duties of the board shall include attending such events as The World Beer Cup and other beer festivals. 

    7.16. Banking Operations. The Royal Bank & Post is empowered to act as a banking facility to serve citizens of the Kingdom of Talossa. The deposit and lending policies of the Bank shall be freely established by the Royal Bank & Post but may be modified by law by action of the Ziu. The safety of all funds deposited with the Royal Bank & Post shall be guaranteed by the government. 

    8. This title supercedes and replaces any and all existing statutory laws pertaining to the various Offices and Officers of the Royal Household, the Office of National Names, and the Royal Bank and Post, which are in conflict with the provisions of this title.



    3. Title C, Section 2, is amended as follows: (strikeout and bold text is only to indicate additions and shall not appear in El Lexhátx)
     

    The Officers of the Royal Household shall have no fixed terms of office, and shall not be removed from office by the dissolution of the Cosa. The Officers of the Royal Household are appointed and removed by the King on the recommendation of the Prime Minister. Thethreefour exceptions to this are that the Secretary of State shall be appointed by the Prime Minister acting alone and may be removed by law; the Burgermeister of Inland Revenue shall be named in the same way as the Secretary of State; the Chancellor of the Royal Talossan Bar shall be appointed and removed by the King on the recommendation of a resolution of the Senäts; and the Commissioner of the Civil Service, who shall be appointed by the King, for a two year renewable term, after being recommended by a legislative civil service committee and approved by a two-thirds majority vote in the Cosa and a majority vote of the Senäts in favor of appointment. The Chancellor may be removed by the King on the recommendation of the Senäts.


    4. Title D, Section 2.8, which currently reads:
     

    2.8. The Finance Minister, heading the Ministry of Finance. The Finance Minister also serves as the Chairman of the Banqeu es Post Rexhital (Royal Bank & Post) unless he gets too lazy and appoints a Chairman. The Ministrà dal Finançù (Ministry of Finance) is responsible for: 
    2.8.1. setting and implementing the economic policies of the Kingdom, and directing the investment of that portion of the Royal Treasury set aside by authorized budgeting act of the Ziu (all of which said investments shall be executed in fact by the Burgermeister of Inland Revenue, an Officer of the Royal Household); 
    2.8.1.1. The Finance Minister with the assistance of the Burgermeister of Inland Revenue shall deliver a Financial Report at the end of each Cosa term. This Report shall be required to contain the following information: (38RZ15) 
    2.8.1.1.1. the amount, location, liquidity, and availability of all funds held by or for the Royal Treasury, 
    2.8.1.1.2. a detailed list of all changes in the account balances of the Royal Treasury since the last Report, 
    2.8.1.1.3. a balance sheet which clearly lists all expenses linking them to the relative sheet items in the budget bills approved in the Cosa, 
    2.8.1.1.4. the investment policy that is will be pursued by the Ministry of Finance for any amount of the Treasury that has been budgeted by the Ziu for use in investment, 
    2.8.1.1.5. the current valuation of the louis with respect to other foreign currency, 
    2.8.1.1.6. the total amount of louise and postal items in circulation. 
    2.8.2. design, minting, printing, valuation, distribution, and redemption of all national currency, postage, and commemoratives; 
    2.8.3. keeping a balance sheet of all funds legitimately appropriated by the Ziu.

All profit in the form of foreign currency which is realized from the sale of currency, postal items, and commemoratives or by donations from citizens shall be duly tendered by the Royal Bank & Post to the Burgermeister of Inland Revenue for deposit and safe-keeping within the Royal Treasury.
    2.8.2.8 Economic Policy and Investment of Royal Funds. The Royal Bank & Post is responsible for determining and enacting economic policy of the Kingdom of Talossa. Funds kept in the Royal Treasury shall be made available by the Burgermeister of Inland Revenue to the Royal Bank & Post for the purpose of making foreign investments calculated to wisely augment the value of the said Treasury. The Minister of Finance shall be responsible to the Prime Minister and the nation for the policies implemented.
    2.8.2.9 Royal Audit. The Burgermeister of Inland Revenue shall be permitted, as a Servant of His Majesty's Household, to audit the reported financial condition of His Majesty's investments at any time.
    2.8.2.10 Governmental Expenses. Except when forbidden or restricted by legislation, the government of the day is empowered to requisition funds from the Royal Treasury to provide for the operation of the Royal Bank & Post, the other Cabinet Ministries, and the Prime Ministry. The amount requisitioned for the operation of each such ministry shall not in any way or for any reason increase during such time as the sitting government continues in office following having lost the confidence of the Cosâ, except it be by royal fiat and to provide for the necessary defence and preservation of the realm.
    2.8.2.11 Banking Operations. The Royal Bank & Post is empowered to act as a banking facility to serve citizens of the Kingdom of Talossa. The deposit and lending policies of the Bank shall be freely established by the Royal Bank & Post but may be modified by law by action of the Ziu. The safety of all funds deposited with the Royal Bank & Post shall be guaranteed by the government.


    6. Article D, Section 2.1.5, shall be amended by the addition of the following additional clause in bold (bold formatting not to appear in El Lexhátx):
     

    2.1.5. The Seneschal shall be required to submit to the Ziu, in time for consideration by the the second Clark of the Cosa, a government bill approved by the whole Cabinet which shall contain the following: (38RZ15) 

    2.1.5.1. a detailed budget listing all planned expenses of the State through the current Cosa, specifying the amounts to be requisitioned for each Cabinet Ministry or Officer of the Royal Household and the purpose of each such expense; 

    2.1.5.2. any amount of the Treasury to be set aside for investment as directed by the Finance Minister and the investment policy that will be pursued; 

    2.1.5.3. the total amount in louise of any planned currency minting and printing, and postage issuance to be executed by the Royal Bank & Post during the term of the current Cosa;

    2.1.5.4. the total amount in louise of any planned donations proposed to be requested from Talossan citizens towards the upkeep of the State. This section shall not entitle any budget to impose compulsory taxation or mandatory donations of any kind.

    Statute

    WHEREAS, it is vitally important that our citizens are able to give informed consent as to how their e-mail address is to be used, and

    WHEREAS, the present arrangement is based off the idea of tacit and passive, not informed consent, and

    WHEREAS, informed consent is better because that way people know what they’re agreeing to, and

    WHEREAS, details such as one’s e-mail address are actually quite important, and

    WHEREAS, if you asked most people if they’d be happy to share their e-mail address with anyone if they stump up a small fee, they’d probably say that was a little dodgy, and

    WHEREAS, this bill ONLY stops party leaders from seeing a citizen's e-mail address without their consent, not the Chancery, now

    THEREFORE, be it enacted by the Ziu that Lex.D.8.5, which currently reads

    8.5. Information Available to Political Party Leaders 
    8.5.1. An Electorate Database shall be made available to political party leaders. 
    8.5.2. The Database shall only be accessible by leaders of parties which have been fully registered with the Chancery and provincial officers, provided the conditions in D.10.5 are met. 
    8.5.3. The Database shall contain the following information on each of the Kingdom's Citizens only: Name, Province, E-Mail address. 
    8.5.4. Measures shall be taken to ensure that the database is kept non-public and can only be viewed by the audience intended. 
    8.5.5. Additional information may be held upon the database against any given person ONLY if that person requests such information to be included. 
    8.5.6. Any citizen may request to opt-out of being included in this database for any reason at any time by notifying the database administrator.

    is amended as follows:

    The Electoral Reform Amendment

    WHEREAS, reducing the number of seats available in the Cosa is desirable in order to maintain political competition in our country, and

    WHEREAS, such a move would reduce the amount of complacency among politicians and political parties, and

    WHEREAS, this would require both our parties and our politicians to work harder in order to hold and win their seats, and

    WHEREAS, it is desirable that we do not break links with reality and maintain a realistic and proportionately sized lower chamber, and

    WHEREAS, even places like Scotland and Wales which are significantly larger in population and territorial size have fewer parliamentarians in their respective legislative bodies, now

    THEREFORE, the Ziu recommends that the following amendment to the Organic Law be considered for ratification by the citizenry of Talossa:

    Org.VII.1 which currently reads:

    The Cosâ is composed of 200 seats, apportioned among political parties based on their performance in the General Election.

    Shall be amended to read as follows:

    The Cosâ is composed of 20 seats, apportioned among political parties based on their performance in the General Election.

    THEREFORE the Ziu resolves to modify Section B, Article 2 of El Lexhatx which currently read as:

     

    2. The Secretary of State shall make available, through a website dedicated to this purpose, the text of the election ballot. The ballot shall, for the next general election, contain a space for a yes or no vote on Organic Law amendments passed during this Cosa, as well as contain spaces for provincial and senatorial voting. (The legality of votes cast for provincial and senatorial elections on the ballot shall be dependent on voters' approval of said laws in a public referendum, on the same ballot.) The ballot shall be in a .pdf or other graphical format. The ballot shall have space on it for the voter to indicate his name and relevant contact information. Clear voting instructions in both Talossan and English will be included with each ballot. In order to be counted in the election, the ballots must be received by the Secretary of State on or before election day. (33RZ5)

    To be split into sub-articles as follows:

    And then, new article 2.2 is removed as it is no longer applicable and was apparently ephemerous in nature, pending past amendments and is replaced by:
     

    2.2 The Ballot can also include for each referendum up to two 50-words essays, one in favor of the amendment and one against the amendment, composed to reflect various arguments in favor or against said referendum. The argument's signature are not counted in the 50 words limit. In case of a problem reaching a consensus, the chancery can appoint a committee composed of key defenders of that position and an impartial member of the bar

    Furthermore, article 2.3 is modified as follow:

    2.3 The ballot shall be available in a .pdf or other graphical format. The ballot shall have space on it for the voter to indicate his name and relevant contact information or said information pre-filled by the Chancery.

        2.1 The ballot shall, for the next general election, contain a space for a yes or no vote on Organic Law amendments passed during this Cosa, as well as contain spaces for provincial and senatorial voting. 
        2.2 The legality of votes cast for provincial and senatorial elections on the ballot shall be dependent on voters' approval of said laws in a public referendum, on the same ballot.

        2.4 Clear voting instructions in both Talossan and English will be included with each ballot.

    And then, new article 2.2 is removed as it is no longer applicable and was apparently ephemerous in nature, pending past amendments and is replaced by:

    2.2 The Ballot can also include for each referendum up to one 50-words essay per party with Cosa Members, each marked as being either in favor of the amendment or against the amendment. The argument's signatures are not counted in the 50 words limit.


    Furthermore, article 2.3 is modified as follow:

    Whereas the monarchy of Talossa is one of our greatest strengths, and has sustained the nation through many a troubled time, and

    Whereas the elected government of Talossa is another of our greatest strengths, and has continually revitalized Talossa with new ideas and talent, and

    Whereas private citizens may dispose of their property as they wish and their communications cannot be abridged by the law, as enshrined in the First Covenant of the Organic Law (not to mention the Third, Fourth, Sixth, Eighth, and Thirteenth, which are also involved), and

    Whereas public debate of the issues and possible new citizens are necessary for a healthy country, and the Ziu and Government and Corts must be free of any extralegal oversight for debate and immigration to be honest and effective, and

    Whereas these four principles are coming into conflict with the current arrangement of Talossa's message board, Wittenberg, and for the good of all we should take the Gordian solution and separate the public and private,


    Therefore there shall be a new Title J in el Lexhatx, named "Telecomuna." It shall consist of the following provisions:
    1. The Chancery shall be responsible for providing an official internet message board(s) or forum(s) for the express use of Household, Government, or provincial business. The Secretary of State or his delegated representative within the Chancery shall make all reasonable effort to maintain and make available this board(s) for all offices of the Household, Government, or provinces that so request. The Secretary of State shall have ultimate discretion in the question of infrastructure, although he is highly advised to take the wishes of officials into account in his decisionmaking.

    2. Each officeholder or head of agency shall be responsible for monitoring any board(s) provided for their use, and reporting any problems or requests to the Chancery as needed.

    3. This board(s) shall include the necessary infrastructure to allow the Ziu to fulfill its functions, including proposing, debating, and considering bills and the posing of Terpelaziuns. This board(s) will also provide a place for citizens to register their votes in elections. This board(s) shall be known as "Telecomuna."

    Furthermore, the Ziu directs that all references to "Wittenberg" within the following provisions of el Lexhatx shall be changed to "Telecomuna": A.5.4.7, A.15, B.3, C.1.3.2, C.9.4, E.3-7, F.32, and H.2.

    Furthermore, the Ziu directs that the 31st section of Title F (F.31) and the second sub-sub-section of the third sub-section of the sixth section of Title A (A.6.3.2) of el Lexhatx be struck from the law and that the titles be accordingly renumbered as necessary.

    Furthermore, these changes to the law shall not go into effect until August 1st, 2015/XXXVI. The time between the passage of this law and that date should be used by the Chancery and other agencies to plan, prepare, and set up Telecomuna. The Chancery shall, between the time of the passage of this law and August 1st, 2015/XXXVI, hold a period of public consultation of at least one month, during which it will seek out the opinions of the Talossan public for the design and structure of Telecomuna. Prior to August 1st, 2015/XXXVI, but after the public consultation period, the Chancery shall present a proposed plan for the design and structure of Telecomuna to the Ziu in an official report. The Ziu shall vote to approve or deny the plan. If the Ziu denies the plan, the Chancery shall revise the plan and resubmit it for approval. Telecomuna and the other legislative changes of this bill will not go into effect until after the Ziu has approved the plan.

    WHEREAS Talossa has an official team for American football (the Florencia Packers), baseball (the Maricopa Brewers), basketball (the Benito Bucks), and European football/soccer (the Fiôvâ Wave), but

    WHEREAS Maritiimi-Maxhestic Province doesn't have an associated sports team, but

    WHEREAS Maritiimi-Maxhestic Province does have a sort of nautical feel about it, and

    WHEREAS this was actually Iason Taiwos's idea, but he is unable to propose it, and

    WHEREAS Talossa thrives on fun stuff like this, and

    WHEREAS I don't feel like writing a Péngöpäts Provincification Proclamation Act right now (though I'll probably use that title when I do),

    THEREFORE the following section is added to El Lexhatx, Section F:
     

    40. Milwaukee Admirals shall be Talossa's Official AHL Team, and it will remain so until such time as the nation is able to field its own hockey team to contest the American teams. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Admirals," as the "Maritiimi-Maxhestic Admirals."

    FURTHERMORE the Ziu thanks Admiral Iason Taiwos for suggesting the idea.

    WHEREAS, we've needed a Commissioner for some time, and

    WHEREAS, it is important the Kingdom's bureaucrats are primed and ready for action, and

    WHEREAS such priming requires leadership, and

    WHEREAS, after a long process of interview and consideration, the Civil Service Committee has determined that the best candidate for this post is M:sr Txosue Roibeardescu, now

    Rejected by the ZIU

    WHEREAS a big portion of the election law dates from when people mostly voted in person and when only a small portion of the citizens were online AND

    WHEREAS the idea of a computerized voting form never entered the mind of the legislatures AND

    WHEREAS in reality, 85% of the votes sent to the Chancery from the 47th Cosa were made using that online form AND

    WHEREAS a lot of critic has been made on the fact that there were not drop-downs in the form AND

    WHEREAS the law doesn't currently allow said drop-downs since anyone can vote for anything AND

    WHEREAS at this moment, ANY Talossan can be elected to the Senate of ANY province, which makes it impossible to restrict the choices AND

    WHEREAS a few citizens vote on Wittenberg, forget to vote for the Senate and later fill that vote and this practice isn't 100% solved under law since the Cosa vote and the Senate vote are distinct elections occurring simultaneously AND 

    WHEREAS the law also has certain quirks, like being unclear as to who owns seats, the Cosa Member or the Party, leading to the common interpretation that a party can strip all of the seats of one of its Cosa Member, but not the last one AND

    WHEREAS certain parties have strict candidate lists which are not currently printed on ballots or enforceable in any way while other parties have very loose rules for seat assignments which the current law restricts and I believe that while any party can decide of any rule they want, it's up to the voters to decide how their vote shall be used AND

    WHEREAS that's not even counting stealth parties or party hijacking when a voter votes for an un-registered party and someone else registers it for them AND

    WHEREAS the request that the Secretary of State publish the rules no less than 14 days prior to an election causes a problem if the Cosâ is dissolved on the last day of the month a minute before midnight leaving the Secretary of State with less than 24 hours to publish the election rules AND

    WHEREAS the law also asks the Chancery to publish the election laws on a specific day when in reality, the election law should be codified by law and not by decree AND

    WHEREAS the opposition to changing that article has been "It's good to make a reminder" and while I agree, there are better ways in my opinion to approach this AND

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article IV: The Senate

    Section 4 which currently Reads:
    Except as otherwise provided in the Organic Law, any Talossan who may vote may be elected or appointed to the Senäts for any province. No Senator, even though elected or appointed to the Senäts, may actually vote his seat until he has been a citizen for one year, or served for six months as Secretary of State or Prime Minister, or received an order of knighthood from the King. No person may simultaneouly hold more than one seat in the Senäts.

    Is replaced by:

    Except as otherwise provided in the Organic Law, any Talossan who may vote may only be elected or appointed to the Senäts for his or her own province. No Senator, even though elected or appointed to the Senäts, may actually vote his seat until he has been a citizen for one year, or served for six months as Secretary of State or Prime Minister, or received an order of knighthood from the King. No person may simultaneously hold more than one seat in the Senäts.

    Section 8 which currently Reads:
    If a voter returns more than one vote, the first one cast is counted and the others are ignored.

    Is replaced by:

    If a voter returns more than one vote, the first one cast is counted and the others are ignored. If a voter initially abstains to vote in the Senate, either by not casting a vote when voting for the Cosa or by explicitly Abstaining on the ballot, the voter may, until the Election Deadline, still cast a non-abstaining vote for the Senate.

    Article VI: Political Parties

    Section 2 which currently reads:
    Only "registered" political parties may obtain seats in the Cosâ. Parties which win votes but are not registered may not assume their seats in the Cosâ until they register. A party may register at any time with the Secretary of State as follows: First, the party must have at least one member designated as its "Leader." Second, the leader must provide the Secretary of State with a 50-word (or less) statement of the general aims and views of the party. Third, the Secretary of State may request from all parties a fee, to be set by law, to cover the cost of the election. This fee shall be uniform for all parties.


    Is split and amended into multiple sections as follows:

    Section 2:

    Only "registered" political parties may obtain seats in the Cosâ. Parties which win votes but are not fully registered may not assume their seats in the Cosâ until they are fully registered.


    Section 3: 

    To be fully registered, a party needs to both file an application to the chancery and pay any fees for registration as set by law. This fee shall be uniform for all parties.

    Section 4:

    To file an application, the leader of a party needs to submit to the Chancery at least 24 hours prior to Ballot day the following documentation:

    • The full party name

    • The party initials as defined by law the voters will use to vote

    • A 50-words or less statement of the general aims and views of the party

    • The name of the party leader(s)


    Upon filing an application, the party is "filed" or "pre-registered" and can be printed on the Ballot as one of the choices, regardless of status of payment.

    At this moment or at any point before Ballot day, the leader of the party may also submit to the Chancery the following documentation for possible display on the ballot:

    • The URL of a party platform

    • A candidate list for seats

    Article VII: Election to the Cosâ

    Section 5 which currently reads:
    The Secretary of State must make public the exact procedure by which he will comply with 7.4, no less than fourteen days before the Balloting Day.

    Is replaced by:

    The Secretary of State must make public the exact procedure by which he will comply with 7.4, as soon as possible after Cosa dissolution. 

    Section 9 is repealed.

    Article VIII: Composition of the Cosâ

    Section 3 which currently reads:
    Each party shall assign its seats to such individuals as it sees fit, provided that each such individual is eligible to serve in the Cosa under this article and is assigned a whole number of seats. The Ziu may by law establish a maximum number of seats that any one Member of the Cosa may hold by law, but the minimum number of Members of the Cosa shall be no less than the number of Senators, and the same limit shall apply to all Members of the Cosa, and any changes to the limit shall take effect no earlier than the distribution of seats after the next General Election.

    Is replaced by:

    As new Section 4 is added, which reads:

    A new section 6 is added which reads:

    Before the publication of a Clark, each party may modify the list of Cosa Members representing it, including changing the number of seats for each Cosa member, adding new Cosa Members and even removing existing Cosa members, provided the following conditions are met:

    6.1: Seats cannot be removed from a Cosa Member which was listed on candidate list for that party on the previous ballot without his or her consent
    6.2: Notwithstanding article 6.1, seats can be removed equally from all Cosa members of a party to make room for a new Cosa member, provided that all Cosa members who loses seats using this method keep at least one
    6.3: Notwithstanding article 6.1, A Cosa member listed on the candidate list on the previous ballot who resigns from his or her party may be asked to resign his or her seats if he or she refuses to respect the official party line of his or her former party on bills not authored by that Cosa Member


    The former Section 5 which reads:

    Each MC will represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.

    Is renumbered Section 7 and reads:
    Each MC can represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.

    The former Section 6 is renumbered Section 8 and kept intact.

    Article IX: The Secretary of State, the Hopper, and the Clark 

    Section 2 which currently reads:
    Any Member of the Cosâ, or Senator, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State for consideration by the Ziu according to the procedures specified in this article. 

    Is replaced by:

    Any Member of the Cosâ, or Senator, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State in "The Clark" for consideration by the Ziu according to the procedures specified in this article. Only citizens who reasonably believes he will qualify to submit legislative proposals and bills in the next "Clark" can submit proposals to "The Hopper".

    Section 5 is corrected to that the 6th word (the single letter t) is removed from the text.

    Section 13 which currently reads:
    Notwithstanding Sections 2 and 5 of this Article, the Ziu may make laws regulating the number of bills a Member of the Cosâ or a Senator may submit for one Clark without the need to amend the Organic Law.

    Is replaced by:
    Notwithstanding Sections 2 and 6 of this Article, the Ziu may make laws regulating the number of bills a Member of the Cosâ or a Senator may submit for one Clark without the need to amend the Organic Law.

    In the case of a breakdown of Constitutional order in a province, leading to vacancies in vital executive or administrative roles of that Province, the Ziu may legislate to temporarily fill these vacancies in a manner which minimally overrules the Province's constitution and laws. These temporary executives or administrators shall hold office until they can be replaced in accordance with the province's Constitution and laws.

    Statute

    WHEREAS there are more and more talks about making the SoS office apolitical AND

    WHEREAS I have been proposing it for over a year now AND

    WHEREAS people across the political spectrum seem more and more willing to go with it AND

    WHEREAS the SoS should still be able to submit bills 

    THEREFORE the Ziu resolves to submit in a referendum the following amendments to the Organic Law:

    Therefore the sixth section of the eighth article of the Organic Law, which currently reads as:

    Except as otherwise provided by law, anyone eligible to vote in Talossa is eligible to hold any governmental position, including Member of the Cosâ. However, neither a reigning King, nor his Consort, nor a Regent during his regency shall hold any seats, either in the Cosâ or in the Senäts, nor shall any Senator hold any seats in the Cosa. But if a member of the Ziu is appointed Regent, and does not wish to resign his or her seats, a temporary replacement shall be appointed who shall occupy the Regent's seats until he or she is no longer Regent or his or her term of occupation of those seats expires. The method of appointing the temporary holder of the Regent's seats shall be specified in law.

    Statute

    WHEREAS I attempted a massive reform of the Organic Law and it failed AND

    WHEREAS people asked me to divide it in parts because one or two parts were controversial and others were fine AND 

    WHEREAS the idea of a computerized voting form never entered the mind of the legislatures AND

    WHEREAS in reality, 85% of the votes sent to the Chancery from the 47th Cosa were made using that online form AND

    WHEREAS a lot of critic has been made on the fact that there were not drop-downs in the form AND

    WHEREAS the law doesn't currently allow said drop-downs since anyone can vote for anything AND

    WHEREAS at this moment, ANY Talossan can be elected to the Senate of ANY province, which makes it impossible to restrict the choices AND

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article IV: The Senate

    Section 4 which currently Reads:

    Except as otherwise provided in the Organic Law, any Talossan who may vote may be elected or appointed to the Senäts for any province. No Senator, even though elected or appointed to the Senäts, may actually vote his seat until he has been a citizen for one year, or served for six months as Secretary of State or Prime Minister, or received an order of knighthood from the King. No person may simultaneouly hold more than one seat in the Senäts.

    Is replaced by:

    Except as otherwise provided in the Organic Law, any Talossan who may vote may only be elected or appointed to the Senäts for his or her own province. No Senator, even though elected or appointed to the Senäts, may actually vote his seat until he has been a citizen for one year, or served for six months as Secretary of State or Prime Minister, or received an order of knighthood from the King. No person may simultaneously hold more than one seat in the Senäts.

    WHEREAS a few citizens vote on Wittenberg, forget to vote for the Senate and later fill that vote and this practice isn't 100% solved under law since the Cosa vote and the Senate vote are distinct elections occurring simultaneously AND

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article IV: The Senate

    Section 8 which currently Reads:

    If a voter returns more than one vote, the first one cast is counted and the others are ignored.

    Is replaced by:

    If a voter returns more than one vote, the first one cast is counted and the others are ignored. If a voter initially forgets to vote in the Senate, the voter may, until the Election Deadline, still cast a vote for the Senate.

    Rejected by the ZIU

    WHEREAS I attempted a massive reform of the Organic Law and it failed AND

    WHEREAS people asked me to divide it in parts because one or two parts were controversial and others were fine AND 

    WHEREAS the law also has certain quirks, like being unclear as to who owns seats, the Cosa Member or the Party, leading to the common interpretation that a party can strip all of the seats of one of its Cosa Member, but not the last one AND

    WHEREAS certain parties have strict candidate lists which are not currently printed on ballots or enforceable in any way while other parties have very loose rules for seat assignments which the current law restricts and I believe that while any party can decide of any rule they want, it's up to the voters to decide how their vote shall be used

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article VIII: Composition of the Cosâ

    Section 3 which currently reads:

    Each party shall assign its seats to such individuals as it sees fit, provided that each such individual is eligible to serve in the Cosa under this article and is assigned a whole number of seats. The Ziu may by law establish a maximum number of seats that any one Member of the Cosa may hold by law, but the minimum number of Members of the Cosa shall be no less than the number of Senators, and the same limit shall apply to all Members of the Cosa, and any changes to the limit shall take effect no earlier than the distribution of seats after the next General Election.

    Is replaced by:

    Each party shall assign its seats to such individuals as it sees fit, provided that each such individuals are eligible to serve in the Cosa under this article and is assigned a whole number of seats. 

    As new Section 4 is added, which reads:

    Is replaced by this new Section 5:

    Before the publication of a Clark, each party may modify the list of Cosa Members representing it, including changing the number of seats for each Cosa member, adding new Cosa Members and even removing existing Cosa members, provided the following conditions are met:

    6.1: Apart from Section 5 above, seats cannot be removed from a Cosa Member which was listed on candidate list for that party on the previous ballot without his consent

    6.2: Notwithstanding article 6.1, seats can be removed equally from all Cosa members of a party to make room for a new Cosa member or for existing Cosa members joining that party, provided that all Cosa members who loses seats using this method keep at least one

    6.3: Notwithstanding article 6.1, A Cosa member listed on the candidate list on the previous ballot who resigns from his or her party may be asked to resign some or all of his seats, so that he may receive seats from his new party

    The former Section 5 which reads:

    Each MC will represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.

    Is renumbered Section 7 and reads:

    Each MC can represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.

    The former Section 6 is renumbered Section 8 and kept intact.

    Section 2 which currently reads:

    Any Member of the Cosâ, or Senator, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State for consideration by the Ziu according to the procedures specified in this article. 

    Is replaced by:

    Any Member of the Cosâ, or Senator, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State in "The Clark" for consideration by the Ziu according to the procedures specified in this article. Only citizens who can currently submit legislation in the Clark or who have been promised seats by a party for the next Clark can submit proposals to "The Hopper".

    Statute

    WHEREAS people asked me to divide it in parts because one or two parts were controversial and others were fine AND

    WHEREAS the request that the Secretary of State publish the rules no less than 14 days prior to an election causes a problem if the Cosâ is dissolved on the last day of the month a minute before midnight leaving the Secretary of State with less than 24 hours to publish the election rules AND

    WHEREAS the law also asks the Chancery to publish the election laws on a specific day when in reality, the election law should be codified by law and not by decree AND

    WHEREAS the opposition to changing that article has been "It's good to make a reminder" and while I agree, there are better ways in my opinion to approach this

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article VII: Election to the Cosâ

    Section 5 which currently reads:

    The Secretary of State must make public the exact procedure by which he will comply with 7.4, no less than fourteen days before the Balloting Day.

    Is replaced by:

    The Secretary of State must make public the exact procedure by which he will comply with 7.4, as soon as possible after Cosa dissolution.

    WHEREAS each Cosa member is supposed to represent an actual geographical location but in practice we don't do that

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article VIII: Composition of the Cosâ

    The former Section 5 which reads:

    Each MC will represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.

    Article IX: The Secretary of State, the Hopper, and the Clark 

    Section 5 is corrected to that the 6th word (the single letter t) is removed from the text.

    Section 13 which currently reads:

    Notwithstanding Sections 2 and 5 of this Article, the Ziu may make laws regulating the number of bills a Member of the Cosâ or a Senator may submit for one Clark without the need to amend the Organic Law.

    Is replaced by:

    Article XIII: Duration of the Cosâ and the Government

    Section 1 which currently reads:

Its term is roughly six months, each month coinciding with a Clark. During its last month the King shall issue a Writ of Dissolution ending its term.     WHEREAS I attempted a massive reform of the Organic Law and it failed AND

    WHEREAS people asked me to divide it in parts because one or two parts were controversial and others were fine AND 

    WHEREAS the idea of a computerized voting form never entered the mind of the legislatures AND

    WHEREAS in reality, 85% of the votes sent to the Chancery from the 47th Cosa were made using that online form AND

    WHEREAS a lot of critic has been made on the fact that there were not drop-downs in the form AND

    WHEREAS the law doesn't currently allow said drop-downs since anyone can vote for anything AND

    WHEREAS that's not even counting stealth parties or party hijacking when a voter votes for an un-registered party and someone else registers it for them AND

    THEREFORE the ziu resolves to:

    Amend the Organic law as follows:

    Article VI: Political Parties

    Section 2 which currently reads:

    Only "registered" political parties may obtain seats in the Cosâ. Parties which win votes but are not registered may not assume their seats in the Cosâ until they register. A party may register at any time with the Secretary of State as follows: First, the party must have at least one member designated as its "Leader." Second, the leader must provide the Secretary of State with a 50-word (or less) statement of the general aims and views of the party. Third, the Secretary of State may request from all parties a fee, to be set by law, to cover the cost of the election. This fee shall be uniform for all parties.

    Is split and amended into multiple sections as follows:

    Section 2:

    Only fully "registered" political parties may obtain seats in the Cosâ. Parties which win votes but are not fully registered may not assume their seats in the Cosâ until they are fully registered.

    Section 3: 

    To be fully registered, a party needs to both file an application to the chancery and pay any fees for registration as set by law. This fee shall be uniform for all parties.

    Section 4:

    To file an application, the leader of a party needs to submit to the Chancery at least 24 hours prior to Ballot day the following documentation:

    • The full party name

    • The party initials as defined by law the voters will use to vote

    • A 50-words or less statement of the general aims and views of the party

    • The name of the party leader(s)

    Upon filing an application, the party is "filed" or "pre-registered" and can be printed on the Ballot as one of the choices, regardless of status of payment.

    At this moment or at any point before Ballot day, the leader of the party may also submit to the Chancery the following documentation for possible display on the ballot:

    • The URL of a party platform
    • A candidate list for seats

    Statute

    WHEREAS comprehensive judicial reform has been talked about for a long time; and

    WHEREAS our current judicial system is for all intents and purposes broken and slow to respond; and

    WHEREAS while this amendment only starts to address the issue it is a start 

    THEREFORE be it resolved by the Ziu and presented to the electorate for ratification that Organic Law Article XVI Sections 1-4 which currently reads:

    Section 1
    The judicial power of Talossa shall be vested in one Cort pü Înalt, in English the Uppermost Cort, and in such inferior courts as the Cosâ may from time to time establish. The judges, both of the Uppermost and inferior courts, shall be elected in accordance with Article XVI, 16.4, and shall hold their offices for life (or until resignation), and may only be removed by a two-thirds vote in the Cosâ with approval by the King and the Senäts.

    Section 2
    The Cort pü Înalt (Uppermost Cort) shall consist of three Justices. The three members of the Uppermost Cort are co-equal for all purposes. However, the Justice which has served on the Cort for the longest overall period of time is designated ceremonially as "Senior Justice." Other, inferior courts, shall consist of as many judges as are established by law. All courts must have an odd number of judges.

    Section 3
    Neither a reigning King nor his Consort, nor a Regent during his regency, nor the Secretary of State, nor the Seneschal shall be a Justice of the Uppermost Cort or a judge in any inferior court that the Ziu may create. Nor shall any Senator or Member of the Cosa be a Justice of the Uppermost Cort.

    Section 4
    In the event of a vacancy, either in the Cort pü Înalt or in an inferior court, any member of the Ziu may nominate a replacement. The nominee shall be approved by a two-thirds vote in the Cosâ and a majority vote in the Senäts in favour of his appointment. Upon such approval and upon making the declaration subscribed in subsection (b), the King shall appoint the nominee as a Judge of the Cort pü Înalt or in an inferior court and he shall then take his seat for life upon the court. The King may, stating his reasons for doing so, refuse to appoint the nominee, in which case the Ziu shall re-consider the nominee or nominate a new nominee. If after re-consideration of the nominee, two-thirds of the Cosâ and a majority of the Senäts have approved the nomination, then the King may not refuse to appoint the nominee as a Judge of the Cort pü Înalt or in an inferior court.
    (b) Every person appointed a judge shall publically make to the Citizens of Talossa and subscribe to the following declaration:
    "I, [NAME], do solemnly, sincerely and truly affirm and declare that I will duly, faithfully and to the best of my knowledge and ability execute the office of [Senior Justice of El Cort Pü Inalt] (or as the case may be) without fear or favour, affection or ill will towards any man, woman or child and that I will uphold the Organic Law and the laws of the Kingdom of Talossa. This I do solemnly affirm."
    (c) The declaration in subsection (b) shall be made and subscribed by every judge before entering upon his duties as such judge, and in any case not later than ten days after the date of his appointment. Any judge who declines or neglects to make such declaration as aforesaid, within this timeframe, shall be deemed to have resigned his office.


    Shall be amended to read:

    Section 1
    The judicial power of Talossa shall be vested in one Cort pü Inalt, in English the Uppermost Cort, and in such inferior courts as the Cosâ may from time to time establish. The judges of the Cort pü Inalt and any inferior courts shall be elected in accordance with Article XVI, Section 4, and shall hold their offices for life (or until resignation), and may be removed by either a two-thirds vote in the Cosâ with approval by the King and the Senäts or due to inactivity as defined by failure to act, rule, or appear in an open case the justice is assigned to or participating in for more than 60 days, as certified by the Ziu in a majority vote.

    Section 2
    (a) The Cort pü Inalt shall consist of five Justices. 
    (b) Any justice may serve as a trial judge in any case brought before the judiciary.
    (c) Appeals to any trial judge rulings shall be heard by a quorum of three Justices (or by a single justice as described in Article XVI Section 8). The original trial judge may serve on the appeals panel if no other justice is available to fill a quorum. 
    (d) The five members of the Cort pü Inalt are co-equal for all purposes. However, the Justice which has served on the Cort pü Inalt for the longest overall period of time is designated ceremonially as "Senior Justice." 

    Section 3
    Neither a reigning King nor his Consort, nor a Regent during his regency, nor the Secretary of State, nor the Seneschal, nor any public prosecutor, nor any Senator shall be a Justice of the Cort pü Inalt. 

    Section 4
    (a)In the event of a vacancy in the Cort pü Inalt, any member of the Ziu may nominate a replacement. The nominee shall be approved by a two-thirds vote in the Cosâ and a majority vote in the Senäts in favour of his appointment.     "I, [NAME], do solemnly, sincerely and truly affirm and declare that I will duly, faithfully and to the best of my knowledge and ability execute the office of [Justice of El Cort pü Inalt] without fear or favour, affection or ill will towards any man, woman or child and that I will uphold the Organic Law and the laws of the Kingdom of Talossa. This I do solemnly affirm."
    (c) The declaration in subsection (b) shall be made and subscribed by every justice before entering upon his duties as such justice, and in any case not later than ten days after the date of his appointment. Any justice who declines or neglects to make such declaration as aforesaid, within this timeframe, shall be deemed to have resigned his office.


    BE IT FURTHER RESOLVED that Article XVI Section 8 is hereby amended to read:


    No court shall issue any authoritative decision without the fullest opportunity for all members assigned to a case to consider the case in question. However, a single Justice of the Uppermost Cort may hear a case on his own if this is acceptable to at least two other members of the Cort. He shall be appointed to do so by majority vote of the entire five-person Cort. If, after every reasonable attempt is made to contact all other members of the Cort, and three weeks (21 days) has passed since initial contact without any response, their silence shall be read as consent that an individual Justice may hear the case in question on his own. The duly nominated (either by active agreement or silence) Justice shall render a decision on the case as if he were a majority of the whole Cort. His decision becomes that of the Cort itself and may not be appealed nor shall it establish binding precedent in future cases.

    ADDITIONALLY Article XVI Section 14 is repealed.

    BE IT RESOLVED by the Ziu to add to El. Lex. G.5.7.3.

    If the Clerk of Courts fails to assign cases within the 72 hour window without an excuse as defined in El. Lex. G.5.7.1, and such failure to act exceeds 60 days, the office of The Clerk of Courts is deemed vacant.


    The Ziu also amends El. Lex. G.6. which currently reads

    The Clerk may deputize Court Officers to assist in the execution of these duties. Such deputization shall be made publicly by the Clerk and may be for a temporary or indefinite term, which the Clerk shall stipulate in the public notice of deputization.

    Whereas the government is elected to best represent the interests of Talossa and its citizens, and

    Whereas contacts with similar minded nations could form a part of this mandate, and

    Whereas the current law basically prevents the government from taking any decisions on this area, and

    Whereas no party is interested in forming meaningless alliances or devaluing the Talossan state, and

    Whereas we shouldn’t limit ourselves from exploring possibilities with regards to foreign affairs from which we may benefit, and

    Whereas we could learn and benefit from contacts with like-minded nations, even without having to immediately recognize them as sovereign states, and 

    Whereas there are many like-minded nations out there that have made a significant cultural contribution to the word, and

    Whereas it could be argued that even a major event like reunision was technically illegal as it was preceded by a mutual agreement with a nation officially regarded as a micronation, and

    Whereas this is ridiculous, and 

    Whereas we should trust and allow our elected government to properly represent this nation in the rest of world, and 

    Whereas we can trust the government to listen to wishes of the Ziu, now

    Therefore Lex.D.2.6.2, which currently reads: 

    “The Ziu stipulates that all official micronational diplomatic recognitions by the Government of Talossa, whether by legislation, executive fiat, or implicit policy, are hereby withdrawn and disavowed in the spirit of goodwill and friendship that they were initially offered; and the Ziu stipulates by statute that the Government of Talossa will have no relations with any micronation in any form. No part of this provision is intended to limit the free speech and assembly rights of or discriminate against any and all Talossan citizens to privately associate with any individual of their own choosing, including citizens of other micronations.”

    is hereby repealed;

    Furthermore the Ziu stipulates that this bill does not restore any official micronational diplomatic recognitions by the government that were withdrawn as a result of 25RZ50;

    Furthermore The following sub-sub-sections are added to Lex.D.2.6:

    "2.6.2. War against any nation, micronation or organisation can only be declared by the Ziu."

    "2.6.3. The government will not lend any Political, Diplomatic, Military or Economic support to a foreign war without the consent of the Ziu."

    "2.6.4. Any Treaty or agreements with any nation, micronation or organisation, that

    a) has the force of law in Talossa;
    b) relates to the official recognition of a foreign nation; or
    c) relates to forming or joining any sort of alliance with another nation or micronation,

    will only be valid upon ratification by the Ziu."

    "2.6.5 The Ziu stipulates that the government will have no relations in any form with a micronation which is blacklisted according to Lex.A.9.2.";

    Furthermore it is the sense of the Ziu that the government should not engage in official relations with any micronation that:
    1) Lacks any significant culture or history, consisting of actual events rather than fabrications;
    2) Devalues its own foreign policy by engaging in meaningless alliances or wars with other micronations; or
    3) Has neither verifiable territorial claims nor a significant active population.

    Statute

    WHEREAS Lexh. F.18.1 designates Z-Teca as an "Honorary Taco Bell," and

    WHEREAS Z-Teca is no longer called "Z-Teca," but has changed its name to Qdoba, and

    WHEREAS the "Z-Teca" referred to in 25RZ9 is also now a Qdoba,

    THEREFORE the Ziu amends Lexh. F.18.1 to read:

    18.1. The Qdoba (formerly Z-Teca) chain is recognized with the status of "Honorary Taco Bell." Eating at Qdoba fulfills one's ethnic obligations if eating at Taco Bell is inconvenient or otherwise prohibitive. (25RZ9)

    Statute

    WHEREAS the Prime Dictate power of the Seneschal, though exercised with admirable restraint in recent year, is inherently prone to abuse, and

    WHEREAS to whatever extent the Prime Dictate power may be used to create or change statutory law, it should be viewed as a delegation of authority by the Ziu, and

    WHEREAS the Ziu should therefore have more control over how the power is used,

    THEREFORE BE IT RESOLVED by the Ziu of the Kingdom of Talossa that the following amendment to the Organic Law be recommended to the citizenry for ratification:

    Section 5 of Article XI of Organic Law ("The Seneschál"), which currently reads:

     

    Prime Dictates (PD's) are public declarations which affect government policy and have the force of law. They take effect upon their countersignature by the King, function as laws for all purposes, and may be repealed by a majority vote in the Cosâ. If a Prime Dictate is vetoed by the King, the Cosâ may introduce the text of the PD as a regular bill and, if it receives two-thirds of the vote, it becomes law over the King's objection. A PD may never be used to amend the Organic Law. PD's shall be published at the earliest possible opportunity in the Clark.

    Statute

    WHEREAS termination of citizenship under Article XVIII, Section 10 of the Organic Law should be viewed as a matter of administrative necessity, and its characterisation as "voluntary renunciation" as mere legal fiction; and

    WHEREAS for that reason such terminations should be reluctantly effected, and easily reversed when it is discovered that a former citizen is not lost to us after all; now

    THEREFORE BE IT ENACTED by the Ziu, to be ratified by the people in referendum, that the Organic Law, Article XVIII, Section 11, which currently reads:

    A Citizen who has voluntarily renounced his citizenship (in any fashion) may go through the normal citizenship procedure to have his citizenship restored. This procedure may also be skipped and full citizenship restored by an act of the Ziu, if it deems that the applicant merits extraordinary consideration. 

    shall be amended by adding the following sentence:

    "The Ziu may also, by statute, establish expedited procedures to reinstate former citizens deemed to have renounced their citizenship under section 10."

    BE IT FURTHER ENACTED that, effective upon the ratification of the above amendment, el Lexhatx shall be amended to add the following section to Title E (Immigration):

    14. An individual whose citizenship has been terminated solely by effect of Article XVIII, Section 10 of the Organic Law may apply to the Chancery for reinstatement of citizenship by providing the contact information required by section E.2. 

    14.1. The Secretary of State shall reactivate the citizenship of the individual upon confirming that the individual can be contacted at the same e-mail address previously on file with the Chancery, or otherwise verifying to the Secretary of State's satisfaction the identity of the applicant as a former citizen.

    14.2. Reinstatement of citizenship under this section does not require a new grant of citizenship under section E.7, and the reinstated citizen shall be restored to his or her previous province rather than assigned according to the provisions of subsection E.7.1.
