WHEREAS el Lexhatx directs the Minister of Finance to provide the Ziu with a complete accounting of the Kingdom’s assets, recent income and outlays, and the status of our currency, and


WHEREAS el Lexhatx further directs the Government to submit a budget requesting appropriations for planned projects,

THEREFORE His Majesty’s Government does hereby report to the Ziu, in keeping with Lex.D.2.8.1, the following financial report and balance sheet, accurate as certified by the Burgemeister of Inland Revenue as of 13 Feb 2016/XXXVII:

B. Appropriations Request

FURTHERMORE His Majesty’s Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury totaling 733¤33 ($1,100 USD), allocated as follows and for the following purpos

• C. Fundraiser Authorization

FURTHERMORE the Seneschal of the Kingdom of Talossa, or his appointed deputy, shall undertake to create, manage, and promote a voluntary fundraising campaign to the citizens of Talossa and other interested parties over the course of this term.  The targeted amount for this campaign shall be ℓ40 ($60 USD), in accordance with the direction of Lex.D.2.1.5.4.  The fundraising campaign will end once this target is reached, and no more than one fundraising campaign is authorized.  The proceeds from seigniorage, sales of stamps, contributions from official Supporters of Talossa, and other moneymaking schemes shall be counted towards this fundraising target if the Seneschal, or his appointed deputy, so choose.

FURTHERMORE the Minister of Finance of the Kingdom of Talossa, or his appointed deputy, undertake to create, manage, and promote a voluntary fundraising campaign to produce supplementary funds for the production of coins to the citizens of Talossa and other interested parties over the course of this term.  On this basis shall the number of coins minted be determined, as decided by the Government based on the interest expressed and funds raised.

 D. Investment Policy

FURTHERMORE His Majesty’s Government hereby directs the Burgermeister of Inland Revenue to continue to invest all held funds into an interest-bearing savings account, but to keep an additional separate tally of all income to date that has been derived from the sale of stamps.

WHEREAS the Boss from Bosporus, Turkish President Recep Tayyip Erdoğan, is one of the most annoying, despicable, and ridiculous political figures of our time, and
WHEREAS the Boss from Bosporus has done many an illegal thing, one of which was to build a Presidential Palace with 1000 rooms with a converted value of roughly 203 million Louise (~305 million USD) in a nature reserve, and
WHEREAS the Boss from Bosporus has defied orders from Turkey's courts, including the highest court, forbidding him to continue building his Presidential Palace, and
WHEREAS recently, the Boss from Bosporus has, with disesteem to diplomatic decorum, summoned the German ambassador to Turkey to appear before the Turkish Ministry of Foreign Affairs due to a satirical video published in Germany criticising his person, and
WHEREAS apparently criticism of his person seems to make the Madman from Bosporus even madder, and
WHEREAS democracy is something he wants to do away with, and
WHEREAS we never want political satire to be something journalists could get incarcerated for in Talossa, now

THEREFORE resolve the Ziu to add following new section 35 to Title F. Culture of the Organic Law, after section 34:
 

35. Every Talossan is encouraged to exercise freedom of speech, and to voice his or her critical opinion of public, or political figures, and their actions, within the limits of law. The Ziu especially encourages the citizens of our Kingdom to generate many so-called memes to draw attention to unjust, undemocratic, or illiberal heads of state with tendencies towards megalomania, despotism, fascism, or radical nationalism, be they within or without Talossa.

FURTHERMORE the Ziu condemns the erratic actions of Turkish President Recep Tayyip Erdoğan, and reminds him, and the People of the Republic of Turkey, of the importance of democracy, freedom of speech, and rule of law.

WHEREAS the Cunstaval is the organically mandated representative of the Crown in a province; and

WHEREAS the Cunstaval may, in certain situations, exercise all the powers of the provincial government; and

WHEREAS the Cunstaval should have the full trust and confidence of the people from the province where he or she will have power over; and,

WHEREAS it is only possible to earn a province's full trust and confidence if the Cunstaval belongs to the province that they will have power over; and

WHEREAS most Cunstavals are not residents of the provinces they have power over, and non-residents are still being appointed by the Crown to represent a particular province; and

WHEREAS the practice of appointing a non-resident as Cunstaval is not fully reflective of the will of the residents of a province where the former will have power over; and

WHEREAS the above-mentioned practice may only cause distrust and resentment between the Crown and its subjects; now

THEREFORE Org.17.9, which currently reads

Each Province shall govern itself in such a manner as to guarantee its citizens the full protection of their rights under this Organic Law. Provincial elections may, if so specified in a Province's constitution, be conducted by the Chancery at the same time as elections to the Cosâ, and in accordance with the national election laws and rules. The King shall appoint a Cunstavál (or Constable) for each Province. Until such time as the King or Cunstavál proclaims a provincial constitution providing otherwise, a Province's Cunstavál shall serve as Military Governor and may exercise all the powers of the provincial government. No Cunstavál shall proclaim any provincial constitution or constitutional amendment which:

- Conflicts with any provision of this Organic Law,
- Grants to the King (and consequently to the Cunstavál as the King's representative in the Province) royal powers less extensive than those granted to the King on the national level, except that the provincial royal powers need not include a right of dissolution if provincial elections are held concurrently with Cosâ elections,
- Fails to provide a right to appeal decisions of the provincial court or courts (if any) to the Cort pü Înalt or such other national courts as may be created by the Ziu, or
(In the case of the adoption of a new constitution, is not approved by a referendum in which at least either a majority of all citizens of the province or a two-thirds majority of votes actually cast is in favor of the constitution.)

shall be amended to read,

BHAID Disbursement (II) Act

Whereas, the Bureau for Humanitarian Aid and International Development was transferred the outstanding contributions in the amount of $192.56 from its now-defunct predecessor, Talossa AID, and

Whereas, BHAID also conducted a turnout prediction contest during the 49th Cosa General Election raising a total of $20, and

Whereas, pursuant to 48RZ17, the Humans Helping Other Humans Act, the Board of Governors convened and resolved to donate these funds to GiveDirectly.org and the International Foundation for Electoral Systems, respectively, as a part of BHAID’s international development mandate.

Therefore be it resolved that the Ziu authorizes the Bureau of Humanitarian Aid and International Development to contribute $192.56 (128.37 Louise) to GiveDirectly.org and $20 (13.33 Louise) to the International Foundation for Electoral Systems.

WHEREAS, at present, the catchment areas of provinces in Talossa are patchy and uncongrous; and

WHEREAS what this means is that provinces have become more and more Senatorial voting clubs rather than meaningful groups of people with common geographical or cultural origins; and

WHEREAS while a balanced intake of immigrants, geographical contiguity and common cultural roots may very well be impossible to achieve all at the same time, this is still a step in the right direction to achieve just that; so

THEREFORE the Ziu hereby amends El Lexhatx section E article 7 as detailed below.

Article 7.3.3 is added with the following text:

7.3.3 Any citizen who happens to find himself living in the catchment area of a different province, subsequent to the creation of a new province or the alteration of catchment area boundaries, will be allowed to choose between remaining a citizen of his current province or becoming a citizen of the province whose catchment area he now lives in. The provisions of article 7.3.2 apply to this rule as if the citizen is assigned to the wrong province.

Articles 7.4 to 7.11 are amended as follows:

7.4. ATATÜRK PROVINCE. Talossan citizens living in the following areas shall be assigned to Atatürk Province: All suburbs of Milwaukee within Milwaukee County, which lie to the north and east of the City of Milwaukee; the Wisconsin Counties of Washington, Ozaukee, Sheboygan, Calumet, Manitowoc, Kewaunee, and Door; and the U.S. states of Massachussetts, Rhode Island, Maine, New Hampshire, and Vermont, and the Canadian provinces of Quebec, New Brunswick, Prince Edward Island, Newfoundland & Labrador and Nova Scotia.
 Overseas, the nations of Russia, Azerbaijan, Armenia, Uzbekistan, Georgia, Tajikistan, Belarus, Kyrgyzstan, Turkmenistan, Kazakhstan, Turkey, Northern Cyprus, Syria, Lebanon, Israel, Palestine, Jordan, Iraq, Iran, Afghanistan, Pakistan, India, Bhutan, Sri Lanka, Banghladesh, Maldives, Nepal, Saudi Arabia, Kuwait, Bahrain, Qatar, UAE, Oman, Yemen, Egypt, Sudan, South Sudan, Djibouti, Eritrea, Ethiopia, Somalia, Kenya, Tanzania, Uganda, Rwanda, Burundi, Dem. Rep. of the Congo, Rep. of the Congo, Gabon, Sao Tomé, Cameroon and Equatorial Guinea.

7.5. BENITO PROVINCE. Talossan citizens living in the following areas shall be assigned to Mussolini Province: the Wisconsin counties of Waukesha, Jefferson, Dane, Marathon, Wood, Portage, Waupaca, Waushara, Winnebago, Marquette, Green Lake, Fond du Lac, Columbia, and Dodge. Overseas, the nations of Italy, San Marino, Vatican City, Switzerland, Liechtenstein, Austria, Spain, Portugal, Andorra, Slovenia, Croatia, Bosnia-Herzegovina, Hungary, Serbia, Montenegro, Kosovo, Macedonia, Albania, Greece, Romania, Bulgaria, Moldova and Cyprus; plus all nations in Africa north of the Equator not listed elsewhere.

7.6. VUODE PROVINCE. Talossan citizens living in the following areas shall be assigned to Vuode Province: The City of Milwaukee (WI) and the U.S. states of Connecticut, New Jersey, New York, Pennsylvania, Ohio, Indiana, Illinois, Michigan, Iowa, Missouri.

7.7. MARICOPA PROVINCE. Talossan citizens living in the following areas shall be assigned to Maricopa Province: the Wisconsin counties of Polk, Barron, St. Croix, Pierce, Dunn, Chippewa, Eau Claire, Clark, Pepin, Buffalo, Trempeleau, Jackson, La Crosse, Monroe, Juneau, Adams, Vernon, Crawford, Richland, Sauk, Grant, Iowa, Lafayette, and Green; and the U.S. states of Arizona, New Mexico, Oklahoma, Texas, Hawaii, California, Arkansas and Louisiana. Overseas, the nations of South America (except Brazil) and all of continental Central America.

7.8. FLORENCIA PROVINCE. Talossan citizens living in the following areas shall be assigned to Florencia Province: the Wisconsin counties of Florence, Douglas, Bayfield, Ashland, Iron, Vilas, Burnett, Washburn, Sawyer, Rusk, Taylor, Price, Oneida, Lincoln, Langlade, Forest, Menominee, Shawano, Marinette, Oconto, Outagamie, and Brown; and the U.S. states of Alaska, Washington, Oregon, Idaho, Wyoming, Nevada, Utah, Colorado, Minnesota, Montana, North Dakota, South Dakota, Nebraska, Kansas, and the Canadian provinces and territories of Yukon, Northwest, Nunavut, British Columbia, Alberta, Saskatchewan, Manitoba, Ontario.

7.9. MARITIIMI-MAXHESTIC PROVINCE. Talossan citizens living in the following areas shall be assigned to Maritiimi-Maxhestic Province: All suburbs of the City of Milwaukee within Milwaukee County which lie to the south and west of the City of Milwaukee, and also the Wisconsin Counties of Racine, Kenosha, Walworth, and Rock; and the U.S. states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, the District of Columbia, Delaware and Maryland. Overseas, all the nations of insular Central America and Puerto Rico.

7.10. CÉZEMBRE PROVINCE. Talossan citizens living in the following areas shall be assigned to Cézembre Province: the nations of Ireland, United Kingdom, Iceland, Sweden, Finland, Denmark, Norway, Estonia, Latvia, Lithuania, Poland, Ukraine, Czech Republic, Slovakia, Germany, Netherlands, Belgium, Luxembourg, France, Monaco and any European nation not listed elsewhere.

7.11. FIOVA PROVINCE. Talossan citizens living in the following areas shall be assigned to Fiova Province: the nations of Australia, New Zealand, all Oceanian nations, all Asian nations not listed elsewhere, Brazil, South Africa, Madagascar, Lesotho, Swaziland, Mozambique, Zambia, Zimbabwe, Botswana, Namibia, Malawi, Angola, and all nations in Africa north of the Equator not listed elsewhere, and all nations of the world not included elsewhere.
