WHEREAS in 1811, the august Amadeo Avogadro discovered that the number of molecules in a gram molecular weight of an element is one "mole", or 6.02x10^23; and
WHEREAS people into chemistry and such geeky subjects (which we in Talossa *adore*, because they're great) celebrate October 23 (Get it?) as Mole Day;
THEREFORE the Ziu declares October 23 of every year, from 6:02 am to 6:02 pm Talossan Standard Time (Get it?) as a holiday called Mole Day in the Kingdom of Talossa

WHEREAS in Talossan history, and simply in general ethics, it is a violation of trust and ethics to make public a private correspondence;
THEREFORE the Ziu orders the Uppermost Cort, upon conviction of the crime of violating this act, to levy a punishment on the offender no less than the loss of the right to vote on a single Clark. For this act, "a private correspondence" means any postal mail, e-mail, or voice mail, sent in implied or explicit confidence, which making public would constitute a breach of ethics. The Uppermost Cort of course would decide if the act constituted such.

WHEREAS on 9 March 1999, former Tennessee Governor, Secy of Education under Bush, and President of the University of Tennessee, Mr. Lamar Alexander, formally declared that he would be running for President of the United States for a second time;
WHEREAS to his supporters, this is truly the Second Coming, because now the Republican Party has a decent three-way race in the primaries, between Alexander, Liddy Dole, and George W. Bush; and
WHEREAS leave it to the Kingdom of Talossa to support the underdog;
THEREFORE the Ziu declares that Kingdom of Talossa gives its Invincible Moral Support(tm) to the incredibly well-organized and well-funded candidacy of Governor Lamar Alexander for President of the United States. Let him always keep Alan Keyes from being President.

WHEREAS for many years the RT has used its Invincible Moral Support (tm) to bend the laws of God and man in favour of the party on which that support has showered; and
WHEREAS this support is part of the National Idiosyncrasy;
THEREFORE the Ziu requires that, whatever said support is referred to, the trademark of the Kingdom is noted, as in the title of this act.

WHEREAS Frédéric Maugey revived King Robert I's deflated interest in Talossa in July 1981, when the King had pretty much given up on the whole thing; and
WHEREAS, if it had not been for Frédéric Maugey's heroic act of knowing a good thing when he sees it, there would not be a Talossa today;
THEREFORE the Ziu hereby officially proclaims Frédéric Maugey the Saviour of Our Country, with all rights and privileges thereunto appertaining, including having his image portrayed on Talossan postage stamps, currency, and on big red banners during May Day celebrations in Abbavilla.

WHEREAS a cursory examination of the past several Clarks will show that a majority of the laws have been resolutions, that is, a bill that makes a statement and doesn't actually do anything; and
WHEREAS both resolutions and bills are both called bills/acts in the current Clark system, which is rather confused and could impede the PM from knowing what his branch is required to do;
THEREFORE all proposals before the Ziu will continue to be called Resolutions of the Ziu, however, when a resolution is passed, it will continue to be an RZ and not an LZ. Only true bills will become LZ. Furthermore, in the Clark resolutions will be entitled The X Resolution, as opposed to The X Act or The X Bill. The SoS will enforce this

WHEREAS the Organic requirement of certain ministries may be detrimental to the good governance of the Kingdom, and may give rise to corruption, nepotism, Popery, the Black Plague, and Donny Osmond;
THEREFORE the Ziu orders a referendum to decide on the following amendment to the Orglaw:
In Article XI: "Sections 3-6 are removed. Section 7 will read 'The duties of Ministers will be set by tradition and expediency.' Sections 7-10 will be renumerated 3-6."

WHEREAS the term "minister" connotes a member of the Cabinet and a position of patronage; and
WHEREAS the Immigration Minister does not quite fit this connotation; and
WHEREAS the IM should have a better name to define what it is in practice;
THEREFORE the Ziu orders the SoS to hold a referendum, to co-incide with the next Clark, to decide the following amendment to the Organic Law of 1997:
"In the following sections, the term 'Immigration Minister' or 'Minister of Immigration' is changed to 'Secretary of State for Immigration': Art. XI:Sec. 1., Art. XI:Sec. 5., Art. XVII:Sec. 1, Art. XVII:Sec. 4, and Art. XVII:Sec. 11.

Furthermore, the phrase 'Immigration Minister' is removed from Art. XI:Sec. 1."

WHEREAS on 12 March or so the PM issued a PD dealing with micro policy; and
WHEREAS that PD wasn't universally accepted;
THEREFORE the Ziu approves the PD, and passes it into law over the King's objection.

WHEREAS questions have been raised over the international legality of "derecognition";
THEREFORE the Ziu defines, for the purpose of all Talossan law, the "derecognition" of a state as simply an acknowledgement of the fact that the state we recognized doesn't exist. This is akin to what we did with the Serb-ruled Bosnia way back when.

The Ziu Resolves that:
Talossa's historic claim to the East Side of Milwaukee, the isle of Cézembre, and the Pengopäts Territory is just that: historic. The claim is part of the National Idiosyncracy, and does not have direct effect on the operations of the Kingdom. Talossa will never dispute, with a force of arms or legs or anything, the de facto sovereignty of who ever is in charge. Talossa will never commit seditious acts in order to gain control of the territories. It's just part of the Idiosyncrasy, and a great Idiosyncrasy that is!

WHEREAS the Kingdom does not have an official holiday to honour the William Penn of Talossa, the Roger Williams of Talossa, the Thomas Hooker of Talossa; and
WHEREAS the Venerable Solomon Juneau is recognized to be the ultimate antecedent of the Talossan national consciousness, with his firm yet kind leadership of the East Side from 1819 to 1852; and
WHEREAS the Ziu now sees it incredibly fit to honour the great Juneau with a annual holiday;
THEREFORE the Ziu sets aside 28 May as Juneau Day, to commemorate the day where a few battalions of Juneaumen bravely fought against the evil Kilbournites on the two bridges.

The Ziu resolves that:
The Question to the Executive is expanded to allow MZs to question other MZs.

WHEREAS anarchy reigns over the four provinces not certified by the Ziu, i.e. Atatürk, Maricopa, M-M, and Mussolini;
THEREFORE the Ziu sets up the Board of Governors, and gives them free reign to rule with a steel-hard and firm fist over these wayward provinces, plus the Pengöpäts Territory. The Board's mandate is to set up a good, active, constitutional government in each Province.
(1) All previous supposed constitutions in those provinces are removed from effect. The provinces affected will be ruled by the Board by edict, passed by majority vote. No other authority in these Provinces will exist besides the Board.

(2) The Board of Governors will consist of as many people as the PM will care to appoint, but one person from each of the four provinces affected, plus Pengopäts, must sit.

(3) The following people will hold seats to start with: For Atatürk, Military Governor Gariçéir; For Maricopa, Justice Oplinger; For M-M, GGS Jahn; For Mussolini, Maestro Muth; For Pengöpäts, Governor Erni.

(4) The Board must meet in some fashion once a month. At its first meeting, no later than 1 June, the Board will begin to attempt to set up constitutional conventions and other such things in the effected Provinces.

WHEREAS non-Talossan television culture has come up with the so-called "Teletubbies"; and
WHEREAS these "Teletubbies" are a bunch of sissy, silly-looking, eggplant-shaped 'creatures'; and
WHEREAS young children obviously have little to learn from these rainbow-clad weirdos which are less clever and less prepared for modern life than the average three-year-old; and
WHEREAS not even "Mr. Roger's Neighborhood" was as lame as the Teletubbies; and
WHEREAS the sight of a baby-faced sun giggling for no reason at all is surely a traumatizing experience which can hinder the mental development of young sensitive children; and
WHEREAS our dandelions should be educated with more Talossanist values;
THEREFORE the Ziu officially condemns the Teletubbies, and encourages all Talossans to simply ignore them. The Ziu also denounces the Teletubbies television show as "rubbish".

WHEREAS on March 12, 1999, the Roman Catholic Archdiocese of Cincinnati issued a 'Zero Tolerance' policy on homosexual discrimination, and have vowed to make a concerted effort to bring homosexuals back into the Holy See where they can feel welcome and worship God without fear of prejudice;
THEREFORE the Kingdom of Talossa openly embraces the decison of the Archdiocese as being progressive and beneficial to bringing about a greater homogeneity in society.

WHEREAS on March 13, 1999, the world lost a magnificant director in the passing of Stanley Kubrick (director of A Clockwork Orange);
THEREFORE Talossa officially recognizes his great talent and wishes him the best in the afterlife (even if none of the angels understand anything about him).

WHEREAS many Talossans are married; and
WHEREAS their spouses may wish to get involved in the nation; and
WHEREAS a Talossan spouse provides an excellent character witness;
THEREFORE any spouse of a citizen can apply for a streamlined spousal version of citizenship, which shall be subject to the following sections:


"1. The application will be made by a resolution to the Ziu, which may be issued by the citizen, or any Ziu member, which shall read:
"WHEREAS my wife/husband ,, has fulfillled the requirements of the Spousal Citizenship Act, I and the Ziu (meeting in joint Gruppengloppen) hereby proclaim her/him a Spousal-Citizen." or its equivalent in the Talossan language.

2. The Minister of Immigration may ask for proof of the marriage by asking for a copy of the marriage license or a similar document.

a) The Minister is not required to ask for proof of marriage.
b) Whether the Minister asks for proof or not in no way affects or gives special status to the spouse's citizenship.


3. The Ziu shall allow or disallow the application by a two-thirds vote in a joint sitting or "Gruppengloppen", each individual serving as Senator and/or Member of the Cosâ having but one vote. The votes shall be secret and the Secretary of State shall report the citizenship as having passed or failed, but he shall not make public who voted either way, nor what the vote totals were.

4. Spousal-Citizens will hold full voting rights, in accordance with the Organic Law.

5. No Spousal-Citizen may hold government office or a seat in the Ziu.

6. The titles of Queen of Talossa and Prince Consort of Talossa are hereby exempted from Section 5.

7. Spousal citizenship will last until:

a) the original citizen's citizenship is suspended due to the customary reasons; or;
b) the original and spousal citizens get divorced, or;

c) the original citizen dies and leaves a widow or widower, and that widow or widower marries a non-Talossan citizen.

i) The widow or widower shall enjoy the rights and privileges of spousal citizenship until said remarriage.
ii) The widow or widower shall continue to enjoy the rights and privileges of spousal citizenship if he or she marries a Talossan citizen.

iii) If two Spousal-Citizens marry each other (both being widow and widower), they shall continue to enjoy the rights and privileges of spousal citizenship.



8. Spousal-Citizens can obtain full citizenship by going through the normal naturalisation procedure without the requirement to purchase Ár Päts or the post-naturalisation materials.

9. The short title of this Act shall be The Spousal Citizenship Act.

10. This bill affects Article XVII, Sections 1 through 6 and Section 8 of the Organic Law.

WHEREAS certain patriotic and dedicated Talossan citizens have taken on the demanding jobs of providing necessary public services for the continued functioning of the Government; and
WHEREAS they receive no compensation whatsoever, except for feelings of personal enjoyment; and
WHEREAS foremost of these demanding jobs is the Secretary of State's Office and the Immigration Ministry;
THEREFORE the Ziu hereby acknowledges the services of the following, thanking them for their efforts: Secretary of State Johan Anglemark, Deputy Secretary of State R. Ben Madison, and Immigration Minister Gjermund Higraff; and
FURTHERMORE the Ziu recommends all to the Monarch for High Honors of the Kingdom (even though Madison is Monarch).

WHEREAS for yet another time in as many years, the forces of evil and oppression controlling the Serbian state have brought Europe to the brink of war; and
WHEREAS on 22 March 1999, the North Atlantic Treaty Organization authorized the United States and its allies to engage in war to order to bring about peace, for our ever-oppressed Sister Nation, the Albanians; and
WHEREAS this Parliament, this State, this Crown, this Nation, has long regarded the so-called "Republic of Serbia" as an aggressor state;
THEREFORE the Kingdom of Talossa:
DECLARES its approval of the actions taken by the North Atlantic Treaty Organization, and the future actions of its members;
REISSUES its declaration of war against the Serbian state;
AFFIRMS its solidarity with the anti-Serbian allies and with the peoples of Kosovo;
DEMANDS that peace be achieved in our time;
SUPPORTS the removal of the forces of evil and oppression from power in the Serbian state; and
ASKS that all citizens keep in their hearts, minds, and prayerrs, the innocent civilians that may lose homes, property, and live due to the obstinancy of said forces of evil and oppression.
