WHEREAS in any country the nation's judges make a short declaration to explain decisions that they make;
THEREFORE the Ziu asks every judge who makes a decision to inform the people why they vote yes, no, or abstain. This declaration must be published in the next Clark and/or in the next Støtanneu.

WHEREAS Cort Justices have to make impartial judgements; and
WHEREAS the Justices can't make fair decisions when they sit in the Ziu at the same time they sit in the Cort;
THEREFORE the Ziu says that Cort Justices must quit every seat in the Ziu that they currently have; and
THEREFORE, in the future, Cort Justices cannot hold seats in any house of the Ziu.

WHEREAS the Organic Law says that MCs have to be assigned to a region of Talossa;
THEREFORE the Ziu votes for the following representation: Vuode seat: Ben Madison

WHEREAS the people of Penguinea left the country of Talossa because they never really understand the King's position; and
WHEREAS "Un dialogue de sourd" isn't a perfect option for the Kingdom of Talossa; and
WHEREAS some Talossans wish to talk and exchange points of view with Penguineans;
WHEREAS neither Talossa nor Penguinea is a perfect state; and
WHEREAS peace is Talossa's best option;
THEREFORE the Ziu names Maxime P-Charbonneau the official Ambassador of the Kingdom of Talossa in Penguinea for a one-year term of office; and
THEREFORE the Ziu names Charles Sauls the official Deputy Ambassador of the Kingdom of Talossa in Penguinea for a one-year term of office.
THIS LAW will give the Talossan embassy in Penguinea the right to make peace with Penguinea. (NB: Friendship is the most important thing.)

WHEREAS the Immigration Commission is working on important business that Talossans in the Ziu and in general should know about;
THEREFORE the Ziu asks that the TIC should report on its business before the first days of 1998.

WHEREAS the Mowameddo Regime has been peaceful with the RT; and
WHEREAS both Mowhans and Talossans have expressed a wish to have diplomatic relations; and
WHEREAS Albrec'ht Stolfi has been awarded a diplomatic visa by the Mowhan Government;
THEREFORE Albrec'ht Stolfi is hereby recognized by the Ziu as first Talossan ambassador to the Mowameddo Regime, and the Ziu also recognizes the institution of the Talossan Embassy to Mowameddo.

WHEREAS, the Organic Law confers full autonomy upon provinces which have been certified by the Ziu; and
WHEREAS, no Talossan Province has yet been so certified; and
WHEREAS, the Province of Vuode has long had a fully democratic constitutional-monarchical form of government extending back into the 1980's; and
WHEREAS, the Province of Vuode recently completed a democratic election for its own Government which was universally acknowledged to have been free and fair (even by Jimmy Carter--just kidding);
THEREFORE, the Ziu hereby consents to the appeal of the people of Vuode Province to become the first formally "Certified" Province under the 1997 Organic Law, and votes herewith to Certify Vuode Province as a democratic, loyal portion of the Talossan nation.

WHEREAS there is a certain vaguely nacho-chip-shaped province named after a certain King Florence I that's just been buzzing with political and cultural activity; and
WHEREAS this vaguely nacho-chip-shaped, active province is included in a policy that "grandfathers" in provinces extant at the time of the OrgLaw for recognition as full parts of the Regipäts Talossán, if only they request this recognition; and
WHEREAS Florenciâ -- the aforementioned vaguely nacho-chip-shaped province -- has never requested this recognition until reminded to do so by a certain Kingual figure with a beard who is named "Rôibeard" in the glheþ Talossán; and
WHEREAS Florenciâ, by virtue of its long-standing democratic government, which has gone on continuously and without interruption since the days when the province was first formed, is clearly deserving of such recognition;
THEREFORE the Ziu says "Heck yeah!" to the appeal of Florenciâ Province, and also certifies said province as the Second Formally "Certified" Province (and the First Formally Certified Province Without The Quotation Marks, and also the First Formally Certified Province Without The Bold Text Or The Quotation Marks), and votes to "certify", certify, and just plain certify Florenciâ Province, in harmony (and peace, and "free love") with the Organic Law of 1997, as a democratic, loyal portion of the Talossan nation.
