WHEREAS, all Talossans are citizens of other ("real") nations, and

WHEREAS, this puts all Talossans into a "dual citizenship" situation, and

WHEREAS, Talossa is a unique national community which has prospered for almost two decades by the unique commitment and participation of its people, and we do not want that participation confused or diluted by membership in
rival "micronations,";

THEREFORE, the Ziu hereby resolves, that all such "dual citizenships" of Talossan citizens be formally honoured and
recognized;

AND the Ziu hereby resolves, that no Talossan citizen shall be entitled to be a citizen, member, or constructive participant (however defined) in any so-called "micronation," without the consent of the Ziu.

AND the Ziu hereby resolves, that no Talossan citizen shall be entitled to be a citizen or member in any so-called "micronation," without the consent of the Ziu;

AND the Ziu hereby resolves that, in the spirit of true Derivatism (which is a philosophy beloved in our Regipäts, don'tcha know), Talossan citizens are free to be involved in a positive way with any other so-called "micronation" (below the level of citizenship in that "micronation"); unless Talossa is at war with said "micronation" or the Ziu has issued a bill officially condemning that "micronation".

Approved but Ephemeral

WHEREAS, the Kingdom of Talossa has always stood for freedom, diversity, and the individual's right to express his opinions without legal retaliation; and

WHEREAS, these fundamental freedoms have been extended onto the Internet since Talossa's 1995 decision to join the Internet; and

WHEREAS, the monopoly practices of Microsoft endanger the freedom of all Internet users, and thus endanger the freedom of Talossans; and

WHEREAS, there is credible evidence to suggest that Bill Gates is the Antichrist; and

WHEREAS, U.S. Attorney General Janet "Waco" Reno has courageously imposed a legal crackdown on Microsoft's monopolistic practices:

THEREFORE, the Ziu hereby expresses its concurrence with the United States Government's attempt to weaken Microsoft's computer monopoly, and supports the efforts of the Clinton Administration to open the Internet and the computer industry to free and fair competition.

WHEREAS, Francesco Felici of Pisa, Italy, has applied for Talossan citizenship and passed all the requirements pertaining thereto, including winning the approval of the Uppermost Cort;

THEREFORE, the Ziu hereby, in solemn Gruppengloppen assembled, doth formally confer upon him Talossan nationality, and all the attendant privileges and responsibilities, and welcomes him as Talossa's 72nd new citizen!

WHEREAS, Stephen Tanner of Provo, Utah, has applied for Talossan citizenship and passed all the requirements pertaining thereto, including winning the approval of the Uppermost Cort;

THEREFORE, the Ziu hereby, in solemn Gruppengloppen assembled, doth formally confer upon him Talossan nationality, and all the attendant privileges and responsibilities, and welcomes him as Talossa's 73rd new citizen!

WHEREAS, Talossan citizens can not move from province to province at will unless they physically relocate; and
WHEREAS, since the current assignment law does not take certain recently-created vaguely-nacho-chip-shaped provinces into account when assigning citizens, which leaves them in the cold just a little; and
WHEREAS some provinces have tons of citizens because they encompass, say, nearly the entire U.S. Northeast and Midwest, and other provinces have very few citizens;
THEREFORE the Ziu of the great nation of Talossa hereby declares: That prospective Talossan citizens who live in Canada and the U.S. states of Massachusetts, Rhode Island, Maine, New Hampshire, and Vermont will be assigned to Kemâl Atatürk Province (KA); and
That prospective Talossan citizens who live in the U.S. states of Illinois, Indiana, Iowa, Michigan, Ohio, and Pennsylvania will be assigned to Mussolini Province (MU); and
That prospective Talossan citizens who live in the U.S. states of Connecticut, Delaware, Maryland, New Jersey, and New York will be assigned to the Province of Vuode (VD); and
That prospective Talossan citizens who live in the U.S. states of Arizona, New Mexico, Oklahoma, Texas, Hawaii, and the California counties of San Luis Obispo, Kern, San Bernardino, Santa Barbara, Ventura, Los Angeles, Orange, Riverside, San Diego, and Imperial will be assigned to Maricopa Province (MA); and
That prospective Talossan citizens who live in the U.S. states of Alaska, Washington, Oregon, Idaho, Montana, Wyoming, Nevada, Utah, Colorado, North Dakota, South Dakota, Minnesota, Kansas, and Nebraska, and all California counties not assigned to Maricopa, will be assigned to the Province of Florenciâ (FL); and
That prospective Talossan citizens who live in the U.S. states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, and the District of Columbia, will be assigned to the Province of Maritiimi-Maxhestic (MM); and
That the current Cybercit assignments for Cézembre will continue as they are currently; and
That no persons will be assigned to the Territory of Pengöpäts; and
That the Talossan Assignment Committee (TAC), with R. Ben Madison as its chairman, is hereby created. The TAC will eventually put together a plan to assign prospective Talossans from the U.S. State of Wisconsin and people from the Southern Hemisphere; and
That recently approved Talossan citizen Dan Wardlow will be assigned to the Province of Florenciâ (FL); and
That recently approved Talossan citizen Albrec'ht Stolfi will be assigned to the Province of Maricopa (MA); and
That recently approved Talossan citizen T. Cartéir Adrár has until 31 December 1997 to notify the Talossan Secretary of State about whether he wishes to be assigned to Kemâl Atatürk Province (KA) or Vuode Province (VD); and
That citizens whose citizenship bills are currently before the Ziu will be assigned according to this law if they are approved by the Ziu.
