WHEREAS, Article X, Section 3 of the Organic Law contains a provision for the Prime Minister of Talossa to be sworn into office "by signing an Instrument of Inauguration," a written document, and,

WHEREAS, this provision has never once been obeyed in the three years since the Organic Law was voted in as the supreme law of the land, and,

WHEREAS, having laws that do not correspond with reality is not a good thing,

THEREFORE, the Ziu hereby instructs that a vote be taken in a public referendum, at the earliest possible opportunity, to replace the language in Article X, Section 3, of the Organic Law, with the following language (amendment in boldface), which corresponds to the normal and traditional mode of swearing in the Seneschál:

"Art. X:Sec. 3. The Seneschál shall be sworn in by reciting the historic Oath of Office in the Talossan language, if possible in
the presence of a copy of the historic book, The Loom of Language. He shall raise his right hand and take the Oath
verbally in the presence of the King or a member of the Uppermost Cort, either in person or over the phone. In place of reciting the entire Oath he may simply affirm by the word 'üc' his intention to abide by its terms. The historic Oath of Office is as follows:" [Rest of article unchanged]

WHEREAS in Canada, driving under the influence of alcohol is illegal,

WHEREAS diplomatic immunity for diplomats and employees of diplomats is an essential part of diplomatic relationship,

WHEREAS Saturday, on TWO seperate occasions, employees of the Russian embassy in Ottawa, Canada caused accidents while suspected by police officers of being under the influence of Alcohol,

WHEREAS one of these accidents, caused by the first secretary of the Russian embassy caused the death of Catherine McLean, a 50 year old Ottawa citizen and wounded another woman,

WHEREAS in both cases, the drivers of the vehicules invoked diplomatic immunity in order to avoid prosecution,

WHEREAS Canada requested from Russia the lifting of the diplomatic immunity, which was refused by Russia,

WHEREAS Russia has annonced that they will persecute their first secretary under Russian law,

WHEREAS Russia seem to try to use this event as a way to demonstrate the independance of their justice system by trying to provide a fair and just trial, rather than simply dismissing the case or convincting the defendants

THEREFORE, the Ziu hereby:

OFFER their sincere sympathy for the familly of Catherine McLean,

JOIN their concerns and hopes with those of the Canadian governement, that the Russian trial will be fair for both the Accusation and the defense, and that justice will be done.

SUPPORT Canada in their decision to maintain diplomatic immunity despite popular opinion requesting that it doesn't apply for criminal offenses.

WHEREAS, Talossans value professional, social and fraternal organizations, and
WHEREAS, Our female citizens deserve to have there specific needs addressed;
THEREFORE, The Ziu establishes the "Talossan Royal Gynecological Society" as the first medical organization within the Kingdom.

WHEREAS, Talossans recognize that the information age has arrived, and
WHEREAS, The threat from other nations, micronations, fanatical organizations and extremist individuals is real;
THEREFORE, The Ziu creates the appointed post of "Minister of Intelligence Operations," and establishes the "Primary Intelligence Group" which:
Falls Under the direction of the Minister of Intelligence Operations.
Is chartered to collect, analyze and disseminate information vital to the security of the Kingdom of Talossa.
Operates separately from, but in concert with all other domestic and allied information collection agencies, military organizations, law enforcement agencies and other groups as directed.
Provides an annual briefing to the Cosa.
Will be divided into three branches, which, respectively, may be headed by a Deputy Director, and are known as:
General Operations Directorate, which conducts clandestine operations, information collection and other duties as directed.
Analysis Sub-Section, which conducts information analysis and other duties as directed.
Internal Information Security Sub-Section, which conducts intra-agency security operations and other duties as directed.

WHEREAS, The Uppermost Cort is the only judicial body in the RT, and
WHEREAS, A provision exists in Article XV: Section 1 providing for the establishment of a Lower Cort, and
WHEREAS, Differing geographic regions and work or school commitments prevent timely communication between the Uppermost Cort Justices and its petitioners, and
WHEREAS, The creation of a Lower Cort would expedite the judicial process, and allow the Uppermost Cort to act as an appellate body in addition to its current role,
THEREFORE, The Ziu creates a Lower Cort to be presided over by one Justice. The Seneschal initially appoints this Justice.
This Justice will then be required to run in an annual election for this Judgeship.
The Lower Cort Justice may not be a member of the Uppermost Court.
All matters Judicial will first be presented to the Lower Cort and ruled on by the Lower Cort Justice.
If appellate action is taken against a Lower Cort ruling, all evidence, written arguments and Lower Cort Findings will be forwarded to the Uppermost Cort for consideration.
