THE WEBSITE RESPONSIBILITY BILL

WHEREAS under current law, responsibility for 'overseeing the Internet presence of the Kingdom' is currently the responsibility of the Scribery:

and WHEREAS this has led to a neglect of the outwards-facing Internet presence of the Kingdom;

and WHEREAS the responsibility of the Scribery for Talossa's internet presence in C.1.2 conflicts with the responsibility given to the elected Government in A.20;

and WHEREAS this function should properly be the responsibility of the elected Government, and the Scribery should concentrate on its core function of keeping public records:


BE IT ENACTED by the Ziu as follows:

1) The following additional paragraph shall be added to El Lexhátx D.2.10:


2.10.3 As part of their duties as described in D.2.10 above, the Ministry of Stuff shall be responsible for the content of the publicly-readable Internet presence of the Kingdom, excluding those websites under the jurisdiction of other entities of the Kingdom as described in El Lexhátx A.20 or elsewhere in El Lexhátx. They shall be directly responsible for the content of one or more websites named as the 'official' website(s) of the Kingdom, and ensuring the availability for all Talossans of the following:

a) the records of the Scribery as described in C.1.2;
b) up-to-date information on the personnel of all Government, Royal Household, Civil Service and Chancery office-holders.


2) El Lexhátx C.1.2 shall be amended by the deletion of the phrase in "strikethrough" = below:

The Scribery of Abbavilla, headed by the Scribe of Abbavilla. The functions of the Scribery are to maintain and publish the Organic and statutory laws of the Kingdom, and oversee the Internet presence of the Kingdom.

WHEREAs the Deputy Secretary of State may replace the Secretary of State should he become unavailable AND

WHEREAS the Members of the Chancery may not replace the Secretary of State should be become unavailable AND

WHEREAS El Lexhatx says the opposite AND

WHEREAS the author of that original bill was clearly stupid and unable to write clearly AND

WHEREAS I just looked who was the author so please ignore the previous WHEREAS 

THEREFORE the Ziu resolves to amend El Lexhatz, Article C, Section 1.1.1 which currently reads:

1.1.1. Members of the Chancery are to be considered as if they were Deputy Secretary of State, without the ability to replace the Secretary should he become available. Members may act in the name of the Secretary of State and perform official business as delegated to them by the Secretary. (30RZ11)

Is replaced by:

1.1.1. Members of the Chancery are to be considered as if they were Deputy Secretary of State, without the ability to replace the Secretary should he become unavailable. Members may act in the name of the Secretary of State and perform official business as delegated to them by the Secretary. (30RZ11)

WHEREAS elections now occur the month after the dissolution AND

WHEREAS the dissolution was on January 4th AND

WHEREAS this section of the organic law means the election starts on Februrary 15th AND

WHEREAS there is no provision for that additional month of waiting, therefore causing an impossible contradiction in the organic law 

THEREFORE the Ziu resolves to put to referendum the follow amendment to the organic law, in Article VII

Section 3, which currently reads:

All elections to the Cosa are to be conducted during a period beginning from the fifteenth day of the calendar month following the dissolution of the prior Cosa until 7:30 p.m. on the first day of the subsequent month. The first day of this period (the fifteenth) is called the "Balloting Day" and the final day is called the "Election Deadline."

is replaced by:

All elections to the Cosa are to be conducted during a period beginning from the fifteenth day of the calendar month following the last Clark or final month of Recess of the prior Cosa until 7:30 p.m. on the first day of the subsequent month. The first day of this period (the fifteenth) is called the "Balloting Day" and the final day is called the "Election Deadline."
