WHEREAS Talossa is, in the words of its laws, "inextricably connected somehow to Berbers";

And WHEREAS Berbers from North Africa, known to Western history as the "Moors", did rule Spain and exert a major influence upon its culture and people for hundreds of years;

And WHEREAS Spain brought its culture and people to many locales in the Western Hemisphere, including the Island of Cuba;

And WHEREAS Ms. Gloria Estefan is a native of the Island of Cuba;

And WHEREAS the Talossan nation is therefore inextricably connected somehow to Ms. Estefan, even without considering the fact that she had been National Entertainer of Talossa for an entire third of its existence;

Then THEREFORE the Cosâ of the great Kingdom of Talossa recognises that Gloria Estefan is, at the current time, the most truly Talossan person to be National Entertainer, and so restores Gloria Estefan to her rightful place in Talossa: the office of National Entertainer.

Whereas some people in the immigration pipe-line use a talossan name.

Whereas talossan name are cool.

Whereas the use of talossan name can put confusion in the immigration process.

Therefore the cosa ask all people with a talossan name to put in official document like ,immigration, their true name and their talossan name just to stop confusion and not to broke culture.

Whereas, the pigeon is the Talossan national bird, but

Whereas, pigeons are dirty disgusting vicious creatures who poop on people and are virtually extinct in Talossa on top of it; and

WHEREAS, there appears to be broad, multiparty consensus that Talossa needs a new national bird which can serve with dignity and pride; and

WHEREAS, Talossa is overflowing with crows, who travel in huge herds (schools? Flocks!) making lots of noise and attracting the attention of all Talossans in and around Talossa, and

WHEREAS it is generally accepted that the idea of huge black birds picking dead things off the ground is more impressive than pigeons,

THEREFORE the Cosâ hereby approves the Crow as the national bird of the Kingdom of Talossa.

Approved but Ephemeral

Whereas, the first year of the first century was "1", and the first year of the second century was "101", and the first year of the third century was "201," and the first year of the 20th century was "1901", and the first year of the 21st century will be "2001"; and

WHEREAS, propelled by the global media, the music industry, and the simple demons of ignorance, most people seem to believe that there is some millennial significance to the end of the year 1999 and the start of the year 2000; and

WHEREAS, the millennium begins on 1 January 2001, NOT 1 January 2000;

THEREFORE, the Cosâ hereby: URGES all Talossans to understand that 1 January 2000 is just another new year's day;

PLEADS with all Talossans to refuse to attend any special "Millennium" or "new century" parties held in December 1999 or January 2000; and

CONDEMNS anyone who believes the millennium or the century begins in the year 2000 as a mathematical ignoramus who doesn't deserve a high school diploma let alone a driver's licence.

Statute

WHEREAS, under the Organic Law (Art. XVI, Sec. 6, para. xviii), the Ziu has exclusive authority to determine all questions of relations between provinces; and

WHEREAS, certain provinces have political, social, or other characteristics which render them less desirable than others; and

WHEREAS, this may have a tendency to cause citizens to "flee" from those provinces instead of working to reform or improve them, thereby causing the formation of unpopular, inoperative, single-party "Ghetto Provinces" or "personal fantasy fiefdoms" in Talossa;

THEREFORE, the Ziu hereby resolves, pursuant to its authority under the aforementioned section of the Organic Law, that no Talossan citizen shall transfer his provincial citizenship to any province or territory without the consent of the Ziu.

WHEREAS, incoming citizens are currently assigned to provinces upon their naturalization based entirely on random geographical factors; and

WHEREAS, this policy has proven to be a failure in practice, leaving some provinces grossly overpopulated (e.g. Vuode) and others with no hope of population except thru internal migration (e.g. Florencia); and

WHEREAS, a more equitable distribution of population is required if Talossa's provinces are going to evolve into self-governing entities;

THEREFORE, the Ziu hereby enacts the following law.

1) LC17.1.94 (including its amendment at LC36.9.96) is hereby repealed.

2) Each Province and Territory is assigned an ideal percentage of the total Talossan population based on its area, Cestoûr population density, and other historical and geographical factors as follows: Atatürk 12%, Vuode 18%, Mussolini 18%, Florencia 6%, Maricopa 22%, Maritiimi-Maxhestic 12%, Cézembre 6%, Pengöpäts, 6%.

3) No incoming citizen shall be assigned to any Province or Territory which exceeds its assigned percentage of the Talossan population.

4) All incoming citizens shall be free to choose residence in any Province or Territory which does not exceed its assigned percentage of the Talossan population.

5) An exception is provided for the Territory of Pengöpäts, which may exceed its assigned percentage through immigration so long as its total population is not in excess of three.

Whereas, there exist two vacancies on the Talossan Uppermost Cort, and

Whereas, as King of Talossa it is my duty to appoint replacements when such vacancies exist,

I, Robert I, hereby appoint Thomas J. Buffone (Mussolini Province) to fill one of said vacancies, and call upon the Ziu to afford him swift and comprehensive confirmation.

Whereas, there exist two vacancies on the Talossan Uppermost Cort, and

Whereas, as King of Talossa it is my duty to appoint replacements when such vacancies exist,

I, Robert I, hereby appoint Matthias A. Muth (Mussolini Province) to fill one of said vacancies, and call upon the Ziu to afford him swift and comprehensive confirmation.

WHEREAS it is impossible to fill the seats of the Cosâ without allowing senators to sit in the Cosâ,

THE ZIU ENACTS that Senators shall be allowed to sit in the Cosâ for the duration of the 23rd session of the Ziu.


NOTE: An injunction has been taken out in the Uppermost Cort against the Ziu considering RZ9, and it shall not be considered until the matter is resolved.
