    WHEREAS potential Dandelions should have the right, if their parents/guardians and the Kingdom agree, to participate in Talossan cultural life on a limited basis to see whether citizenship appeals to them;

    El Lexhatx E.13, including subsections 13.1-3, to be replaced by the following text:
     

    QuoteAny child or ward of a Talossan citizen under the age of 14 years may be registered by their Talossan parent or guardian as a "Dandelion-In-Waiting" or Implind, by application to the Secretary of State. To assist them in their future decision as to whether to become Talossan citizens, Implinds may avail themselves of the rights and privileges of prospective citizens, subject to any limits agreed by their Talossan parent or guardian and the Secretary of State.

    Statute

    Whereas, the people of Türkiye and Syria have been devastated by a severe earthquake with a death toll in the tens of thousands, and

    Whereas, it is in the national character of Talossans to come to the aid and support of others in their time of need, and

    Whereas, the Bureau of Humanitarian Aid and International Development exists for times and needs such as these.

    Therefore, the Ziu authorizes the Bureau of Humanitarian Aid and International Development to make a one-time Talossan contribution of 33¤20 or $50 (USD) to the Syrian Civil Defence (White Helmets) to support local aid efforts.

    WHEREAS one of the many things that makes Talossa impressive and unusual among its fellow small countries is the continuity and antiquity of our government, and

    WHEREAS it's good to visibly preserve that antiquity for others to see, and

    WHEREAS the 2017 revisions to the Organic Law were comprehensive and excellent, and their organizer merits more credit than he gave himself
    ,

    THEREFORE it is resolved by the King, Cosa, and Senäts in Ziu assembled that the Scribe shall change the displayed title of the Organic Law to reflect its legal origin date of 1997, and

    FURTHERMORE that the Scribe shall alter the Preamble, which currently reads

    WE, JOHN I, by the grace of God, King of Talossa, etc., etc., etc., conscious of the role conferred upon Talossa by history, ever mindful of our inexplicable and inextricable connection somehow to Berbers, moved by the tenacity of the Talossan people throughout the many trials of the past twenty years, with renewed patriotism and the resolute will to craft a state based on justice, law, and freedom, for the peace, order, and good government of all Talossans, aware of the need for a new governing document that may serve Talossa for decades to come; and owing a debt of gratitude to Matthias Muth, John Eiffler, Evan Gallagher, Sean Hert, John Jahn, Dan Lorentz, Geoff Toumayan, Marc-André Dowd, Nathan Freeburg, and Ken Oplinger, who developed the founding principles of modern Talossan governance, and to Viteu Marcianüs, Ian Plätschisch, Gödafrïeu Válcadác'h, Dame Miestrâ Schivâ, Txoteu Davinescu, Sir Cresti Matawois Siervicül, and Eovart Grischun, who ensured the preparation of this document; do ordain and establish, by and through the consent of the Talossan People, as the supreme law of our Realm, this 2017 Organic Law

    Statute

    WHEREAS the official symbols and flags for the Cosa and the Senats were chosen in the seventeenth and twentieth Cosas, respectively, by the illustrious method of directly stealing the symbol of the Parliament of the United Kingdom, and

    WHEREAS that is embarrassing and we should have our own stuff, and

    WHEREAS the Coletx d'Armeux Rexhital has come up with some perfectly lovely new symbols that we should endorse,


    THEREFORE it is resolved by the King, Cosa, and Senäts in Ziu assembled that the ninth and tenth subsections of Title F of el Lexhatx shall be deleted, and replaced with the following text:
     

    Quote9. the official device of the Senäts shall be Argent, the facade of Merrill Hall sable, within a braided bordure or studded with eight jewels gules.  The official flag of the Senäts shall be a 2:3 vertically striped bicolour of green and red, charged on the fly side with the device of the Senäts.

    Statute

    WHEREAS 37RZ10 corrected the motto of the Regipäts to "Miehen Huone on Hänen Valtakuntansa";

    WHEREAS when the amendment was transcribed in the Legeu Orgänic it was erroneously spelled "Miehen Huone on Hänen Valtakuntasna";

    WHEREAS that section was removed from the Legeu Orgänic by 53RZ14;

    WHEREAS 53RZ22 copied the erroneous spelling into the Lexhatx § L.5.1 and because of that the Scribe no longer has the authority to rectify the spelling:

    WHEREAS the Legeu Orgänic Article I Section 7 has the correct spelling "Miehen Huone on Hänen Valtakuntansa";

    WHEREAS the Greater State Arms is incorrectly blazoned with "Miehen Huone on Hänen Valtakuntasna";

    WHEREAS it is necessary to finally complete the process of correction of our motto started 16 years ago;

    BE IT ENACTED by Regeu, Cosă and Senäts in Ziu assembled that Lexh.L.5.1 be amended to read as follows:

     

    Quote5.1 The Coat of Arms of Talossa shall exist in two forms: the Lesser State Arms and the Greater State Arms. The Lesser State Arms is thus blazoned: "Argent the Chinese Character 'Ben' meaning energetic Sable. Surrounding the Escutcheon an Annulet Azure fimbriated Or bearing the words 'Regipäts Talossán Kingdom * 26.12.1979 *' Or. For the Crest a Royal Crown Proper." The Greater State Arms consists of the Lesser State Arms with the following supporters and base: "Two Talossan Squirrels Proper standing upon a Ribbon Argent fimbriated at the chief Vert and at the base Gules bearing the motto 'Miehen Huone on Hänen Valtakuntansa'". Either form of the Coat of Arms of Talossa may be used for official and patriotic purposes.


    FURTHERMORE the Ziu hereby honours the memory of the late Xhorxh Asmour who first proposed 37RZ10.

    Statute

    Whereas, government transparency is important to the maintenance of a relationship of trust, confidence, and respect between the governor and the governed, and

    Whereas, this mutual relationship is a vital component for the maintenance of Talossa's free and open society, and

    Whereas, the automated transmittal of non-confidential internal government communications to the Royal Archives upholds the current Government's pledge of transparency.

    Be it enacted by the King, Cosa and Sënats in Ziu assembled that a new subsection is added to El Lexhatx D.8 to read as follows:

     

    Quote8.9 Automated Governmental Information Transmittal

    8.9.1 All internal government communications on Government-owned fora shall be transmitted to the Royal Archives as soon as feasibly possible after the conclusion of that Government's term of office.

    8.9.2 These transmittals shall be released to the public by the Royal Archives seven (7) years after the conclusion of that Government's term of office.

    8.9.3 No communications containing protected information covered by El Lexhatx sections D. 8.2, D. 8.3, and D. 8.4 shall be included in the transmittals. 


    Furthermore,

    The transmittal scheme shall begin with the internal government records of the Tzaracomprada Cabinet (58th Cosa).

    Statute

    Whereas, settler colonialism is defined by the Oxford English Dictionary as "a type of colonialism in which the indigenous peoples of a colonized region are displaced by settlers who permanently form a society there," and

    Whereas, the Kingdom of Talossa is on land itself and is an enclave of the United States, a country fitting this definition, and

    Whereas, the Kingdom in the diversity of its citizen's global reach has connections with many countries meeting this description (Canada, Australia, New Zealand, and South Africa as examples), and

    Whereas, land acknowledgments have grown in use as a tool to start conversations around historical witnessing and reconciliation in settler colonialist countries.

    Therefore, be it enacted, that the following customized version of the land acknowledgment created by the Electa Quinney Institute of the University of Wisconsin-Milwaukee is added to El Lexhatx Section F as a new subsection:
     

    Quote42. LAND ACKNOWLEDGMENT. The Kingdom of Talossa acknowledges it is located on traditional Potawatomi, Ho-Chunk and Menominee homeland along the southwest shores of Michigami, North America's largest system of freshwater lakes, where the Milwaukee, Menominee and Kinnickinnic rivers meet and the people of Wisconsin's sovereign Anishinaabe, Ho-Chunk, Menominee, Oneida and Mohican nations remain present.

    Rejected by the Senäts

    Whereas, every Talossan goes through meaningful milestones over the course of their lives, and

    Whereas, it is a reasonable prerogative of the Kingdom to participate in celebrating the most meaningful of these milestones, and

    Whereas, the longevity of each citizen's membership in the Kingdom is one of the most meaningful of milestones for each Talossan.

    Therefore, be it enacted, that a new section of Title D of El Lexhatx (2.1.2) shall be added as follows:

    D 2.1.2: Each citizen meeting specific time thresholds as a Talossan citizen, may request a certificate, signed by the Crown and the Seneschal. The citizenship milestones are 5 years, 10 years, 20 years, and 50 years.

    Statute

    WHEREAS the Organic Law directs that each government submit a budget by the second Clark of their Cosa term,

    PART A: Financial Report

    The current funds of the Kingdom consist of a checking account, a savings account, and a Paypal account.  On report from the Burgermeister of Inland Revenue as of 30 March 2023, these accounts stand at the following balances:
    •  Checking: 31¤4 ($46.60 USD)
    •  Savings: 785¤40 ($1,178.50 USD)
    •  Paypal: 183¤38 ($275.44 USD)
           Total: 1000¤22 ($1500.54 USD)

    There was no previous Financial Report for the previous Cosa term, but on report from the Burgermeister of Inland Revenue, the following are the expenditures from the last budget which occurred between 21 May 2022 and 30 Mar 2023:
    •  -40¤34 ($60.85 USD)    Webhosting costs
    •  -18¤12 ($27.30 USD)    Webhosting costs
    •  -35¤23 ($53.07 USD)    Google ads

    Since the last legal Financial Report in February of 2020, on report from the Burgermeister of Inland Revue the following changes to account balances have occurred as of 30 Mar 2023:
    •  Checking:+4¤49 ($7.23 USD)
    •  Savings:+76¤38 ($114.96 USD)
    •  Paypal:+139¤32 ($209.29 USD)

    The amount of current coinage and stamps in circulation and in reserve is currently unknown.  This information will be provided in a supplemental report to the Ziu.

    PART B: Budget

    THEREFORE, His Majesty's Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury totaling 366¤40 ($550 USD) for the specific purposes and subject to restrictions as outlined herein:

    • Culture grants 66¤40 ($100 USD)

    This amount will be set aside for fulfillment of any Culture Initiative Support Fund grants.  These grants are intended to help spur and reward activity from our citizens, providing them with small amounts to support language, journalism, or other cultural plans.  In previous years, most of this money has gone unspent.

    Ministrà dal Tec'hnoloxhà

    • Speculative Webhosting costs 133¤20 ($200 USD)

    For obvious Wittpocalypse-related reasons, future plans for our web infrastructure remain uncertain.  As the Ministreu dal Tec'hnoloxhà explores different options in conjunction with Permanent Secretary da Schir, the Government is erring on the cautious side and appropriating sufficient funds to meet a variety of needs.  It is our expectation that only a small portion of this money will need to be spent.

    Ministrà dels Afaes Utphätseschti

    • BHAID 33¤20 ($50 USD)

    The Bureau for Humanitarian Aid and International Development will continue its support for important causes worldwide.

    Ministrà à Savanar da Talossa àls Ultra-Fiovaes Folăs

    • Advertising 66¤40 ($100 USD)

    These funds will accommodate a cost-effective and high-impact future advertising campaign.
     

    • Stationary and Postage for IDs and Certificates 66¤40 ($100 USD)

    Once state assets are recovered from private hands and the ID program can continue, the Government will employ this sum to print, laminate, and mail the results.  Awards and grants will also be printed on fine paper and mailed to recipients.

    FURTHERMORE, notwithstanding the above allocations, no funds shall be disbursed without a notice of disbursement having first been transmitted to the Ziu at least fourteen days prior to the disbursement, except that disbursements solely for the purpose of postage may be made with no less than 24 hours notice. Notices shall contain details of the purchase and a cost estimate for the purchase, or the total amount paid if seeking funds for reimbursement. Copies of receipts and/or invoices will be provided upon request to Members of the Ziu.

    FURTHERMORE, any funds allocated by this section shall be retained in the central fund by the Burgermeister of Inland Revenue until such time as they are disbursed. Funds not disbursed prior to the end of the government term shall remain in the central fund.


    PART C: Investment Policy

    FURTHERMORE, His Majesty's Government hereby directs the Burgermeister of Inland Revenue to invest all held funds into a high-interest savings account unless or until otherwise directed or advised by act of the Ziu.


    PART D: Coinage and Postage

    FURTHERMORE, His Majesty's Government has no plans to coin monies or print postage during this term, as supplies remain sufficient to sustain both markets.


    PART E: Donations Target

    FURTHERMORE, His Majesty's Government proposes a voluntary fundraising goal of $200 over the course of this term.

    Statute

    Whereas, there is a continuing interest in encouraging the development of provincial subcultures, and

    Whereas, cultural development is one potential route to which we can revitalize provincial activity, and

    Whereas, there is one shining example of the successful development of a provincial subculture in the Cjovani Benitians, and

    Whereas, one way to encourage the replication of this laudable Talossan subculture effort is to memorialize and celebrate one of its first instances.

    Therefore, be it enacted, that a new ziua auservada or Day of Observance is created by adding subsection 4.3.8 of Title F of El Lexhatx to read as follows:

     

    Quote7 April. Cjovani Day. This holiday honors a trailblazing example of Talossan subcultural development, the Cjovani Benitians, and serves as a day for Talossans to consider the potential for future subcultures in their own provinces.

    Whereas, the Chancery is one of the most important offices in the Kingdom, and

    Whereas, it has been frequently stated that filling the position of Secretary of State has been a troublesome task in the recent past, and

    Whereas, this statutory revision is offered in the spirit of reform as a process or act of fundamental problem-solving or iterative improvement.

    Therefore, be it resolved, that the following changes are made to Title C of El Lex:

    The existing 1.2.1 is replaced with: One member of the Chancery shall be the Deputy Secretary of State. The Deputy Secretary of State shall be appointed under the same procedure as the Secretary of State in addition to advice and consultation from the current Secretary of State. The Deputy Secretary of State shall immediately succeed the Secretary of State upon their death, resignation, or removal. The Deputy Secretary of State shall fulfill responsibilities to assist the effective operation of the Chancery as assigned or delegated by the Secretary of State.

    The existing 1.2.1 is renumbered to 1.2.2 and revised and following subsections are renumbered: Another member of the Chancery shall be the Royal Data Clerk, heading the Office of Dynamic Data Management. The function of the Office of Dynamic Data Management is to manage all computer records owned by the Kingdom of Talossa for its official functions and delegated to its care in order to help other Royal Households, Ministries or any other organization of the Kingdom which needs data management. The Royal Data Clerk may be the same person as the Secretary of State. The Royal Data Clerk shall be considered an Officer of the Royal Household.

    1.2.3. is revised to read as follows: The Royal Data Clerk is appointed by the Secretary of State. The Deputy Secretary of State and/or the Royal Data Clerk may perform official business as delegated to them by the Secretary. Both the Deputy Secretary of State and the Royal Data Clerk shall have all the access required to carry out the Chancery's functions under this section.

    Statute

    WHEREAS currently the entire status of much of our legal system is possibly itself illegal, since the Ziu's ennumerated powers do not include any power to write criminal laws at all, nor to regulate any aspect of the legal system, meaning that most of Titles A & J are very much in doubt if challenged in cort, and

    WHEREAS this means that basically none of our criminal laws or rules about the cort system actually work,


    THEREFORE the third section of Article VII of the 1997 Organic Law shall be amended to include these additional provisions:
     

    20. Criminal justice designed to protect the personal and property rights of citizens.
    21. Administrative matters incidental to the functioning of the justice system.

    WHEREAS there is a large legal loophole that would permit virtually any crime, including very serious crimes such as threats of sexual assault, theft, bribery, or anything else, and

    WHEREAS the problem lies with the fact that we're offering unlimited and unqualified sanctuary under terms which clearly reference the medieval Christian practice of offering church protection from secular law, thereby allowing anyone to claim the right of sanctuary if accused of crimes, and

    WHEREAS it's hard to find any other way to interpret this bit of the law so that it makes sense, and so therefore this reading probably is going to be a valid one, or at the very least would be an incredible complication that might make it impossible to prosecute someone, and

    WHEREAS no one has yet taken advantage of it, but there's no reason to think that will last forever,


    THEREFORE the tenth section of Title A of el Lexhatx, which currently reads

    Statute

    WHEREAS, at present, the catchment areas of provinces in Talossa are confusing and incongruous; and

    WHEREAS while a balanced intake of immigrants, geographical contiguity and common cultural roots may very well be impossible to achieve all at the same time, this is still a step in the right direction to achieve just that.

    THEREFORE the Ziu hereby amends El Lexhatx Section E, Article 7 as detailed below.

    Article 7.4 which currently reads:
     

    7.4. ATATÜRK PROVINCE. Talossan citizens living in the following areas shall be assigned to Atatürk Province: All suburbs of Milwaukee within Milwaukee County, which lie to the north and east of the City of Milwaukee; the Wisconsin Counties of Washington, Ozaukee, Sheboygan, Calumet, Manitowoc, Kewaunee, and Door; and the U.S. states of Massachussetts, Rhode Island, Maine, New Hampshire, and Vermont, and the Canadian provinces of Quebec, New Brunswick, Prince Edward Island, Newfoundland & Labrador and Nova Scotia. Overseas, the nations of Russia, Azerbaijan, Armenia, Uzbekistan, Georgia, Tajikistan, Belarus, Kyrgyzstan, Turkmenistan, Kazakhstan, Turkey, Northern Cyprus, Syria, Lebanon, Israel, Palestine, Jordan, Iraq, Iran, Afghanistan, Pakistan, India, Bhutan, Sri Lanka, Banghladesh, Maldives, Nepal, Saudi Arabia, Kuwait, Bahrain, Qatar, UAE, Oman, Yemen, Egypt, Sudan, South Sudan, Djibouti, Eritrea, Ethiopia, Somalia, Kenya, Tanzania, Uganda, Rwanda, Burundi, Dem. Rep. of the Congo, Rep. of the Congo, Gabon, Sao Tomé, Cameroon and Equatorial Guinea.

    Statute

    WHEREAS Article VI Section 4 of the Legeu Orgänic states that

     

    Prime Dictates (PDs) are public declarations which affect government policy and have the force of law. They take effect upon their countersignature by the King and function as laws for all purposes, with such exceptions and subject to such conditions as the Ziu may enact by statute. Prime Dictates are exempt from all provisions relating unto legislative proposals, but may never be used to amend this Organic Law.


    WHEREAS Lexh.D.2.1.2 states that
     

    2.1.1. The Ziu strongly urges the current and future Prime Ministers of Talossa to use the power of the Prime Dictate with caution and respect, limiting its usage to memorials, congratulatory notices, internal Government organization, executive policy clarification, and other appropriate and limited governmental matters, and leave legislation solely for democratic consideration by the whole Ziu.


    WHEREAS the combination of these two legal provisions makes the King's countersignature necessary to be enforceable for all types of PDs including those listed and merely organisational ones;

    WHEREAS PDs have been used for various purposes, e.g. in the Observance Day declarations, without the King's countersignature and in the absence of a specific exclusion of countersignature, their organicity for Org.VI.4 might be doubtful;

    WHEREAS the law already gives the Seneschal authority to act alone without the King's countersignature and those acts shall note take the form of a Prime Dictate;

    WHEREAS it is convenient that there should be defined by statute a decree for those actions the Seneschal is authorised to act alone and those pertaining to the day-by-day management of the government function;

    WHEREAS using the same abbreviation PD for both keeps the system simple and allows an easy record of them under PD like RZ is used for every act of the Ziu;

    WHEREAS in the 1988 Constituziun the name "Prime Directive" was used until 1989 for Prime Dictates, and using that name is an hommage to the long history of our nation;

    BE IT ENACTED by Regeu, Cosă and Senäts in Ziu assembled that Lexh.D.2.1 and D.2.1.1 which currently read
     

    2.1. The Seneschal, heading the Prüma Ministrà (Prime Ministry), is responsible for the overall operation and performance of the government, and shall perform all duties assigned to his office by Organic Law. All other Cabinet officers are appointed by the Seneschal (Prime Minister), serve at his pleasure, are responsible to him, and derive their powers from him. Accordingly, anything that any Minister can do (officially), the Seneschal may (if he desires) do himself.
         2.1.1. All acts, decisions and policy statements by the Seneschal shall be issued by executive orders, collectively known as Prüms Dideux (in english, Prime Deeds). These can be of two kinds:
              2.1.1.1. A Prüm Diktat (in english, Prime Dictate), as provided by Article VI Section 4 of the Legeu Orgänic, requires the King's countersignature to become enforceable and has the force of law. It's used:
                   2.1.1.1.1. to enact or amend statutes;
                   2.1.1.1.2. to authorise emergency spending, as provided in D.2.8.6;
                   2.1.1.1.3. to remove the Clerk of the Court, as provided in G.4.9;
                   2.1.1.1.4. in all situations where the Legeu Orgänic or Lexhatx explicitly require for it or for the King's countersignature.
             2.1.1.2. A Prüm Dirixhaziun (in english, Prime Directive) doesn't met the conditions of Org.VI.4. It's used:
                   2.1.1.2.1. to declare a month of recess, as provided by Article VI Section 8 of the Legeu Orgänic;
                   2.1.1.2.2. to issue memorials, congratulatory notices, internal Government organisation decisions and policy statements, executive policy clarifications, and other appropriate and limited governmental matters;
                   2.1.1.2.3. in all situations where the law provides for the Seneschal to act alone without the King's assent.
              2.1.1.3. The Seneschal shall use Prüms Diktats with caution and respect and leave legislation solely for democratic consideration by the whole Ziu except when is deemed necessary an urgent action.

    - "Prime Dictate" are amended to read "Prüm Diktat" (except in the amended section D.2.1.1. as provided in the previous section),

    Statute

    WHEREAS given the nature of the Ziu, it is important to try to improve the quality of legislation;

    WHEREAS the CRL's task in the legislative process should not be a duplication of the Hopper but should be focused primarily on the technical quality of legislation;

    WHEREAS it is considered appropriate for Scribery to fulfil its advisory role in this regard already provided for in Lexh.C.1.3.2;

    Whereas, the TNC pledged during the recent campaign to create a citizen skills inventory which will be used as a part of the Service Corps Initiative in compiling a voluntary knowledge base of those possessing useful professional skills in potential government service for use by incoming administrations in search of technocratic talent, and

    Whereas, as a part of this effort it is planned to introduce optional questions to the upcoming National Census, and

    Whereas, the relevant section of El Lexhatx C.1.2.2.2 is as follows: "Other questions on the Talossan Census shall be identical to the questions on the last census. These questions may be changed by the Chancery, either of its own volition or on request from the Seneschal, but any changes shall be approved by the Ziu, without needing to go through committee. These questions will be marked as optional, and at no time shall a citizen be forced or required to respond to an optional question.", and

    Whereas, the Chancery has recently articulated an interpretation of existing privacy laws which allow for government use of the National Census for this effort.

    Therefore, the Office of the Seneschal submits this request to the Chancery to include the following additional questions on the next census and submits same to the Ziu for approval:
     

    National Skills and Social Connections Survey. The Government of Talossa presents the survey below as a part of its effort to build a voluntary inventory of citizen skills.  This will give the current and future governments a way to conduct an orderly and knowledgeable search for people with the needed skills and a preexisting desire to serve. The survey also includes optional areas to make miscellaneous interests and/or hobbies known in an effort to foster social connections between citizens.

    Statute

    WHEREAS we should make it possible for people to create publicly-verifiable contracts to accommodate our unique style of digital governance, allowing for the creation of private corporations and non-governmental organizations in a way that has an official sheen to it, and

    WHEREAS the Register of Talossan Enterprises does not appear to exist and has never even been promoted and I doubt that more than two or three people know it hypothetically exists, so it had its shot over the last two years and hasn't made it,


    THEREFORE the tenth subsection of the eighth subsection of the second section of Title D of el Lexhatx, which currently reads as follows:
     

    Quote2.8.10 The Finance Minister shall create a Register of Talossan Enterprises, available to all Talossan citizens. Any Talossan who produces goods and services, whether commercially or as a hobby, may provide a description, no longer than 100 words, of their enterprise together with their contact details, for the purposes of advertisement and information. An enterprise shall be removed from the register at the request of the registrant; or by a determination by the Finance Minister that the enterprise is no longer active, or not of a character with which the Kingdom of Talossa wishes to be associated. Such determinations shall be subject to judicial review.


    shall be replaced by the following subsections:
     

    Quote2.8.10 The Finance Minister will make available a system for the public registration of articles of incorporation.  They or their designated representative will ensure that these articles are available for public perusal.

    Statute

    WHEREAS there is a need for a clear guide to establish embassies and
    WHEREAS such a guide would be useful for future generations seeking to establish embassies in non-traditional locations such as a bars, restaurants, coffee shops, or other public establishments


    THEREFORE be enacted by the law, Cosa and Ziu the following text shall be added to El Lexhatx as the seventh Subsection of Subsection six of Section two of Title D, under the Ministry of Foreign Affairs.
     

    2.6.7.1 Any Talossan citizen living in another country can petition the Ministry of Foreign Affairs to establish an embassy in the country of their residence.

    2.6.7.2 The petition must include a proposal to establish the embassy in a suitable location, such as a bar, restaurant, coffee shop, or other public establishment open to the public. This must include a description of the physical space with pictures.

    2.6.7.3 The petition must also include a promise to display information about Talossa in the establishment. This information shall be displayed in a frame that must include:
    1. The talossan flag.
    2. The King's Coat of Arms.
    3. Brief description of Talossa.

    2.6.7.4 The Ministry of Foreign Affairs shall review the petition and consider the suitability of the proposed location and the potential benefits of establishing an embassy there. The Ministry may request additional information from the petitioner if necessary.

    2.6.7.5 If the Ministry approves the petition, it shall announce the decision and work with the petitioner to establish the embassy.

    2.6.7.6 Once permission has been granted, the embassy should operate in accordance with all local laws and regulations, and should maintain good relations with the host country's government and people.

    2.6.7.7 The Ministry shall maintain a list of all authorized Embassies, including their locations, names, and contact information.

    2.6.7.8  Authorized Embassies shall be subject to periodic review and evaluation by the Ministry to ensure compliance with the conditions of authorization and the standards of the Talossan government.

    2.6.7.9 Any violation of the conditions of authorization or the standards of the Talossan government by an Embassy may result in revocation of the authorization and closure of the Embassy. The Ministry shall notify the petitioner in writing of the reason for the revocation and closure.

    Statute

    WHEREAS there is now a vacancy on the Uppermost Cort;

    AND WHEREAS throughout most of Talossan history, the Uppermost Cort was set at 3 members;

    AND WHEREAS that tradition was broken at the time the old Magistrate's Cort was folded into the CpI;

    AND WHEREAS we now have a chance to restore this tradition;

    AND WHEREAS the effect of this bill will be to confirm the CpI at its current size of one Senior Judge and two Puisne Judges, as foreseen in OrgLaw VIII.3;

    AND WHEREAS under the provisions of OrgLaw VIII.3, this resizing will have to be approved by a 2/3 majority of the Cosa, and then approved by the same margin again in the next Cosa;


    BE IT ENACTED by the King, Cosa and Senäts of Talossa in Ziu assembled that El Lexhatx G.1.1, which currently reads:

     

    The Ziu enlarges the number of Puisne Judges to a total of three in accord with Section 3 of Article VIII of the Organic Law.

    Whereas, based on this pattern ministerial responsibility for the Royal Archivist seems better suited for STUFF rather than Immigration.

    Therefore, be it enacted, that El Lexhatx C.2 which currently reads:
     

    With the exception of the Secretary of State and the Permanent Secretaries, every Office of the Royal Civil Service shall be assigned to a responsible Minister of the Government as named below, to report and consult concerning the conduct of their office as and when requested, necessary or useful. Officers are not subject to the direction of their responsible Minister except as required by Organic and statutory law. The Scribe of Abbavilla shall be responsible to the Attorney-General, the Royal Archivist to the Minister of Immigration, the Burgermeister of Inland Revenue to the Minister of Finance, and the President of the Royal Society and the Poet Laureate to the Minister of Culture.

    Whereas, it is easy to become an MC or Senator but it should not be easy to remain an MC or Senator if one does not show up, and

    Whereas, membership in our national legislature should be a privilege that commands enough respect that those who do not show up face stricter consequences.

    Therefore, be it enacted, that Organic Law Article IV, Section 5 which currently reads as:

     

    Each person holding one or more seats is a representative known as a "Member of the Cosa" (MC). MCs may not be removed from office except by a two-thirds vote by the Cosa and approval by the King. An MC vacates his seats if he fails to vote on two consecutive Clarks, or if he resigns from office or dies. The seats of any MC who is removed or vacates shall be reassigned according to Section 4, above.


    Is amended to read as:

    A Senator vacates their seat if (not being disqualified from voting by law) they fail to vote on two consecutive Clarks within a single Cosa term, or if (not being disqualified from voting by law) they fail to vote on nine Clarks non-consecutively within their full term of office, or if they resign from office, or if they lose their citizenship, or if they die.

    Whereas, it can be said that one objective in granting rights is to reduce suffering and enhance flourishing, so the use of sentience as the main characteristic may be more appropriate, and

    Whereas, it was the trailblazing philosopher Jeremy Bentham who wrote in 1879, "The question is not, Can they reason? nor, Can they talk? but, Can they suffer?", and

    Whereas, sentience is the characteristic of consciousness whereby an organism has a sufficient level of awareness to experience suffering, and

    Whereas, sentience has been proven to be a characteristic not exclusive to homo sapiens sapiens, and

    Whereas, it is therefore a fact that the restriction of the normative and legal discussion and codification of rights to humankind is an unacceptable case of anthropocentric speciesism.

    Therefore, be it enacted that El Lex 5.3.13 which currently reads:
     

    10 December. Human Rights Day. A suggested method to celebrate Human Rights Day is reviewing Article XI of The Organic Law and/or the Universal Declaration of Human Rights.


    Is amended to read as:
     

    10 December. Sentient Rights Day. A day to celebrate the dignity and honor the rights of all sentient beings.


    Therefore, be it further enacted, that the Ziu of the Kingdom of Talossa, adds a new section to El Lex F as follows:
     

    F. 43 The Kingdom of Talossa endorses the transition in considerations from a legal and moral regime prioritising the protection of the rights of humankind to one that seeks the protection of the rights of all sentient beings.

    Statute

    Whereas the Clerk of Corts thinks the current statutory procedure for keeping cort records is excessive and onerous, and not really in keeping with our needs,

    THERFORE subsections 12.3.1 through 12.3.5 of Title G of el Lexhatx, which currently read

     

    Quote12.3.1. If the Cort pü Inalt shall request the Government or Scribe to maintain official reporters, then the Cort pü Inalt must designate, in the decision, whether it shall be deemed binding, and if so, it shall be reported in an official reporter entitled "Cort pü Inalt" and abbreviated to "CPI" in citations. All decisions of the Cort pü Inalt designated nonbinding shall be reported in an official reporter entitled "Cort pü Inalt Appendix" and abbreviated to "CPIA" in citations.
    12.3.2. All final determinations of the General Cort shall be published in an official reporter entitled "General Cort" and abbreviated to "GC" by the Scribe or an individual designated by the Government in the same fashion as described in G.12.1.3.1[r 13]. Non-final or interlocutory determinations that impact the rights of a party must also be reported in the GC reporter. All other determinations need not be reported in the GC reported unless so designated by the General Cort. Determinations not contained in the GC reporter shall be styled as General Cort Slip Opinions and must be made publicly available on a State-run website in consecutive order by date with an affixed number with an appropriate pin cite every 200 words, for ease of reference, that shall be listed as follows: Case Name, Year GC Slip Op NUMBER, *Pin (Full Date, Magistrate's surname, M.) (e.g. Doe v Smith, 2020 GC Slip Op 001, *1 [27 February 2020, Smith, M.]).
    12.3.3. If the Scribe or the appointed Government Ministry determines any aforementioned volume becomes lengthy, a subsequent volume shall be created with the appropriate cardinal prefixed prior to the reporter.
    12.3.4. The Cort pü Inalt may direct the Clerk of the Corts to normalize case captions according to rules it may set forth, which shall then be used in any reporter.
    12.3.5. The Cort pü Inalt may publish an official style manual enumerating proper citations for any source, which shall be followed by all parties filing documents with any national Talossan cort.

    Statute

    Whereas Talossa does not currently have a national Civil Rights Day, and

    Whereas at least one Talossan is related  to a man who walked the 54 miles from Selma, Alabama to Montgomery, Alabama on crutches (he only had one leg) with Dr. Martin Luther King Jr. on March 21, 1965.

    Therefore be it enacted by the Ziu that the second subsection of the fifth section of Title F of el Lexhatx, which currently reads

    5.2.1. the month of March: Berber Heritage Month. All citizens are encouraged to express themselves in whatever medium is appropriate, on the question of Talossa's real or imagined Berbercentric prehistory.
    5.2.2. 7 April: Cjovani Day. This holiday honors a trailblazing example of Talossan subcultural development, the Cjovani Benitians, and serves as a day for Talossans to consider the potential for future subcultures in their own provinces

    5.2.5. October 16: Publicity Day
    5.2.6. December 12: Llimbaziua (Language Day).
