    WHEREAS our electoral commission was created back when we thought the secret ballots would be handled by hand AND

    WHEREAS when anything is handled by hand, mistakes are bound to be made AND

    WHEREAS we cannot afford to make mistakes so every vote had to be validated AND

    WHEREAS something else occured. Our Secretary of State used the power of his database to allow once again online votes without any human intervention other than that of the voter AND

    WHEREAS these votes, if secret, are only reviewed because specifically, the law requires the electoral commission to do so AND

    WHEREAS voters not only get a receipt but can validate their vote until the next election and eventually, forever AND

    WHEREAS one of the members of the electoral commission is a party leader, causing discomfort to some citizens

    THEREFORE the ZIU resolves to amend the Organic Law, pending a referendum to approve it, in the following manner:

    Article VII: Election to the Cosâ, Section 6 will get a new sub-section 1 which reads as follows:

    6.1: Secret votes cast using a secure, electronic voting system for which a confirmation receipt is available to the voters and which the voters can validate themselves shall not have their content (Cosa votes, Senate votes, Provincial votes and Referendum votes) revealed to the electoral commission provided that the identifiers and technical information used to vote are still available to them. Any member of the electoral commission may request that the content of an automated ballot be still reviewed by the electoral commission as a whole if they suspect a problem occurred with that specific vote.

    Rejected by the Cosâ

    Whereas the current wording of the OrgLaw is interpreted by different people in different ways, and

    Whereas amendments to the OrgLaw have been approved by a majority of both houses of the Ziu, including at least a 2/3rds majority of the Cosa and by the people of Talossa in a referendum, and

    Whereas the King should not have the power to effectively permanently veto these amendments, and

    Whereas granting the King this power would render much of Talossas vibrant ideological discussions irrelevant, now

    Therefore Article XV, Section 1 of the Organic Law, which currently reads:

    "An amendment to the Organic Law may be made by proclamation by the King where so authorized by:

    * A vote of two-thirds in both chambers of the Ziu, and

    * Approval of the majority of voters participating in a referendum on the question of the amendment no later than during the next scheduled general election following the approval of the Ziu.

    * Proposed changes to this Organic Law that affect the representation of a province in the Senäts, or of the territory or equal sovereignty of a province, shall only be passed with the approval of a majority of participating voters in that province.", will be amended to read:

    "An amendment to the Organic Law shall be made by proclamation by the King where so authorized by:

    * A vote of two-thirds in both chambers of the Ziu, and

    * Approval of the majority of voters participating in a referendum on the question of the amendment no later than during the next scheduled general election following the approval of the Ziu.

    * Proposed changes to this Organic Law that affect the representation of a province in the Senäts, or of the territory or equal sovereignty of a province, shall only be passed with the approval of a majority of participating voters in that province.

    * If the King does not make such a proclamation within two weeks of the amendment being authorised, the amendment to the OrgLaw will be considered in effect and the OrgLaw accordingly amended.

    * In accordance with Article X, Section 6 of the OrgLaw, the King retains the right to reject an amendment that has been approved by the Cosa and the Senäts before its ratification by referendum."

    Statute

    We Had a Short Amendment Buried in a Larger One Act

    WHEREAS, Before the last General Election, Article VIII, Section 5 of the Organic Law read, "Each MC will represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.", and

    WHEREAS, In 2012 we fixed the "will represent" problem by passing a law (44RZ25) declaring that those who wish to represent a particular constituency need only declare such representation, and that those who do not choose a particular constituency shall be deemed to represent the Kingdom as a whole, and

    WHEREAS, The author of an omnibus amendment to change various parts of election law decided that 44RZ25 had no effect, and despite it being unnecessary, he decided to amend Article VIII Section 5, and

    WHEREAS, His omnibus amendment was passed, ratified, and proclaimed, and

    WHEREAS, Article VIII, Section 5 of the Organic Law now reads, "Each MC may represent, for ceremonial purposes, a particular geographical "constituency." The exact procedure will be determined by law.", and

    WHEREAS, When El Lexhatx was created, 44RZ25 was incorporated into the code, but only the portion which read "Any Member of Cosa that does not wish to or fails to choose a particular constituency to represent shall be deemed to be representing The Kingdom of Talossa and its citizens as a whole." (H.10), and

    WHEREAS, H.10 of El Lexhatx now conflicts with the recent changes to Organic Law, because MCs no longer need to be "deemed" to represent a particular constituency, and

    WHEREAS, We still need to prescribe the exact procedure for representing a constituency for those who do wish to represent one, and

    WHEREAS, In keeping with the "Short Act" traditions, I have once again tried to make this as not-short as possible, and

    WHEREAS, I believe I have accomplished that goal, NOW

    THEREFORE, Section H, Subsection 10 of El Lexhatx which currently reads:

    10. Any Member of Cosa that does not wish to or fails to choose a particular constituency to represent shall be deemed to be representing The Kingdom of Talossa and its citizens as a whole.
     


    shall be amended to read:

    10. Members of Cosa shall be free to represent any constituency within the geographic boundaries of the Kingdom of Talossa including any and all of its territories and overseas colonies. Any Member wishing to represent a constituency shall publicly declare such representation before the conclusion of the first Clark following a General Election.

    WHEREAS the whole world uses the Metric system for the exception of the USA, Liberia, and Myanmar, and

    WHEREAS multiplying and dividing by 10 is very easy because we use a base-10 number system, and

    WHEREAS the Imperial system is so convoluted that even math enthusiasts can't keep track of it all, and

    WHEREAS it is easy to know that there are 100,000 centimeters in a kilometer, but not so easy to know that there 63,360 inches in a mile, and

    WHEREAS NASA once lost $125 million because Lockheed Martin used Imperial units instead of the agreed-upon Metric units, and

    WHEREAS we would not want the same thing happening to our own scientific pursuits

    THEREFORE the twenty-ninth section of Title F of el Lexhatx, which currently reads:

    The sole official system of weights and measures within the Kingdom of Talossa is the so-called "American" or English System.

    Shall be replaced in full by the following:

    The official system of weights and measures within the Kingdom of Talossa is the Metric System.  However, the Fahrenheit scale shall be the official temperature scale of the Kingdom of Talossa, though it is recognized that the Celsius scale is far superior for scientific endeavors.

    Statute

    WHEREAS There is currently no way to change a bill after it has been clarked, and

    WHEREAS This is perfectly fine for the most part, except for when there are grammar/formatting errors in the bill which nobody notices until it has been clarked, and

    WHEREAS This necessitates either the creation of another bill just to fix that error, or rejecting an otherwise fine bill, and

    WHEREAS That seems ridiculous

    THEREFORE Subsubsection C.1.2.3 is added to el Lexhatx which reads:

    C.1.2.3 If the Scribe finds an error in the formatting, grammar, or spelling of a bill that has already been clarked, or alerted of same, he shall work with the sponsor of the bill to fix said error(s).

    C.1.2.3.1 The Scribe shall publicize any proposed changes to a bill, and said changes may only be implemented after they have been public for seven days

    C.1.2.3.2 If, before the proposed changes are implemented, a petition of MCs representing at least 1/3 of the seats in the Cosa, or a petition of at least 1/3 of the Senators, goes before the Scribe in protest of the proposed changes to the bill, the Scribe may not implement the changes.

    C.1.2.3.3 If a disagreement arises over the interpretation of a law that was amended though this process, the language originally enacted by the Ziu is superior and shall be used in interpretation

    C.1.2.3.4 The Scribe shall keep a record of the original language of bills that were amended in this way for use according to C.1.2.3.3

    Rejected by the Cosâ

    WHEREAS Talossa, as a great Kingdom, has a need of filling every role present in a great Kingdom, serious or not, and

    WHEREAS A jester/fool is completely necessary in a nation founded in fun, and

    WHEREAS We have a perfectly qualified candidate at our doorstep, and 

    WHEREAS It appears that said candidate simply did not know how to respond to messages on Witt, and

    WHEREAS This is no reason to exclude anyone

    THEREFORE The Ziu resolves to issue a grant of citizenship to ANN-ELIZABETH SHAPERA

    FUTHERMORE,  Subsection 1.10 is added to Title C of el Lexhatx, which reads:

    1.10.  A Royal Jester shall be appointed by the King to an indefinite term, and serve at his pleasure.  The task of the Royal Jester shall be to entertain the Royal Family and the people of Talossa.

    1.10.1.  In keeping with the spirit of jesters (which is to say, brutal honesty deriving from a lack of ambition), the Royal Jester shall not hold any other office in the Kingdom of Talossa during his/her tenure.

    Statute

    WHEREAS, as per Lex.D.2.1.5,
     

    The Seneschal shall be required to submit to the Ziu, in time for consideration by the the second Clark of the Cosa, a government bill approved by the whole Cabinet which shall contain the following: (38RZ15)

    2.1.5.1. a detailed budget listing all planned expenses of the State through the current Cosa, specifying the amounts to be requisitioned for each Cabinet Ministry or Officer of the Royal Household and the purpose of each such expense;

    2.1.5.2. any amount of the Treasury to be set aside for investment as directed by the Finance Minister and the investment policy that will be pursued;

    2.1.5.3. the total amount in louise of any planned currency minting and printing, and postage issuance to be executed by the Royal Bank & Post during the term of the current Cosa.

     

    WHEREAS as per Lex.D.2.2 as Distain I am empowered to act in the Seneschal's stead if requested to;

    WHEREAS this bill has been approved by all members of the Cabinet; and

    WHEREAS the latest Treasury financial report by the Burgermeister of Inland Revenue, which announces the current balance of HM's Treasury to be ($1,780.45), can be found here: talossa.proboards.com/thread/10843/somewhat-intermittent-burgemeister-report-july; so


    THEREFORE be it enacted by the Ziu that the Government shall be allocated the following budget for the duration of the 48th Cosa:

    1) The Ministry of STUFF shall be allocated a budget, not to exceed 46¤40 ($70) for the purchase of a Proboards Pro account to backup Wittenberg.

    2) The Ministry of Finance shall be allocated a budget as follows:

    - All funds that the Ministry may raise through Kickstarter or similar funding methods, to be used in the production of 5,000 Talossan coins with a face value of ℓ1 each, for a total face value of ℓ5,000 ($7,500). 

    - An amount, not to exceed 333¤20 ($500) in supplemental funding for the production of 5,000 Talossan coins, as mentioned above. Costs for the production of coins could be lower depending on both which deal the Government will go for and on public giving.

    - 33¤20 ($50) to support requests by other ministries and/or offices of the Royal Household for expenses not specifically budgeted.

    3) The Ministry of Culture shall be allocated a budget as follows:

    - An amount, not to exceed 53¤20 ($80) for the production of Talossan language material;

    - An amount, not to exceed 13¤20 ($20) for the purchase of prizes for the Siorida Talossa (Miss Talossa) beauty pageant.

    4) The Ministry of Interior shall be allocated a budget, not to exceed 13¤20 ($20) for the symbolic adoption of a Talossan Emperor Penguin through the United for Péngöpäts charity.

    FURTHERMORE, details of any project on which monies from the above allocations will be spent will be publicly published, along with estimated costs, no less than two weeks before the actual purchase is made. Monies not allocated above shall be retained in the central fund. For security and administration purposes, all allocated monies shall remain in the central fund and, subject to approval by the Minister of Finance and provisions in this Act, may be drawn down on a case by case basis by each Minister. 

    FURTHERMORE, the investment policy of Talossa for this Cosa is to leave funds in the interest-bearing bank account that serves as the central fund.

    FURTHERMORE, the total amount in louise that the Royal Bank & Post is planning to mint during the 48th Cosa is ℓ5,000 ($7,500).

    FURTHERMORE, the Government reserves to apply an additional sales tax to the public sale of stamps and coins to help recover part of the production costs. Details of the tax will be published no less than two weeks before the items are put on sale.

    FURTHERMORE, in accordance with el Lexhatx, the Government may later in this Cosa submit supplemental budgeting legislation for the approval of the Ziu.

    Rejected by the Cosâ

    WHEREAS our electoral commission was created back when we thought the secret ballots would be handled by hand AND

    WHEREAS when anything is handled by hand, mistakes are bound to be made AND

    WHEREAS we cannot afford to make mistakes so every vote had to be validated AND

    WHEREAS something else occured. Our Secretary of State used the power of his database to allow once again online votes without any human intervention other than that of the voter AND

    WHEREAS these votes, if secret, are only reviewed because specifically, the law requires the electoral commission to do so AND

    WHEREAS voters not only get a receipt but can validate their vote until the next election and eventually, forever AND

    WHEREAS one of the members of the electoral commission is a party leader, causing discomfort to some citizens AND

    WHEREAS the eletoral commission never changed the actual output of the election (number of seats of parties or Senator) AND

    WHEREAS I proposed a sub-section in the organic law, forgetting it's not allowed

    THEREFORE the Ziu resolves to propose in a referendum the following amendments to Article VII: Election to the Cosâ of the organic law:

    Section 6 which currently reads:

    Votes for the Cosa may be submitted either publicly or privately. Votes submitted privately shall be submitted to and available only to an Electoral Commission, consisting of the Secretary of State and the three Justices of the Uppermost Court. Should any Justice be unavailable to serve on the Commission, the King shall name a Magistrate judge of a subordinate court to replace that Justice, but should no such Magistrate judge likewise be available, the Commission shall serve as otherwise constituted. It shall be a criminal act, punishable as determined by law, for the contents of any such vote to be revealed by any member of the Commission to any other person. The members of the said Electoral Commission shall independently confirm the final tally and together shall certify the election. No member of the Commission may, whilst the Commission is engaged in the process of ballot validation, simultaneously serve as a leader of a political party. If at any point in the certification process, three of the members of the Electoral Commission agree that one of the members has become unresponsive, they shall notify the King, who shall in turn remove the named individual and appoint as replacement a Magistrate judge of a subordinate court or, should no such Magistrate judge be available, the Commission shall serve as otherwise constituted.


    Is replaced by:

    A new Section 10 is added, as follows:

    The electoral commission of an election consists of the Secretary of State and three of the Justices of the Uppermost Court selected by the King within 10 days of the Writ of dissolution of the Cosa based on their availability and experience. No member of the Commission may, whilst the Commission is engaged in the process of ballot validation, simultaneously serve as a leader of a political party. Should less than three Justice be available to serve on the Commission, the Commission shall serve as otherwise constituted. If at any point in theconfirmation process, the majority of the members of the Electoral Commission agree that one of the members has become unresponsive, they shall notify the King, who shall in turn remove the named individual and appoint as replacement from one of the other Justices or, should no such Justices be available, the Commission shall serve as otherwise constituted.


    A new Section 11 is added, as follows:

    It shall be a criminal act, punishable as determined by law, for the contents of any private vote to be revealed by any member of the Commission to any other person.


    A new Section 12 is added, as follows:

    The Secretary of State shall initially, within 7 days of the election deadline certify alone the election. Once the Secretary of State has confirmed the election, the results are official and the Ziu can resume normal operations. If any ballots are in doubt over their validity, the Secretary of State may defer that ballot to the full Electoral Commission for a rapid review within those 7 days. If problems occur, the Secretary may, with adequate justifications, request from the Electoral Commission an additional delay to certify the election.


    A new Section 13 is added, as follows:

    The members of the Electoral Commission shall independently confirm the final tally and together shall confirm the results of the election. Should any errors be found after the election was certified, it shall be retroactively changed notwithstanding any other provisions of the law preventing such a change.


    A new Section 14 is added, as follows:

    Ballots may be cast via a secure online ballot with a voter receipt. These ballots need not be individually confirmed by the Commission or certified by the Secretary of State. Any such ballot system shall only be permitted once the Uppermost Cort has verified its reliability and unanimously approved the system with a public vote.

    A new Section 15 is added as follows:

    The electoral commission of an election is never fully disbanded and members of that commission remain in duty in case a citizen later contest the election results or the record keeping for that election.

    Rejected by the ZIU

    WHEREAS a private citizen has built between 2000 and 2004, and then between 2013 and now an extensive database of bills, cosa members, Senators, Clarks, election votes etc... AND

    WHEREAS that database, once the pivotal centerpiece of Chancery operations was thought lost for good in June 2004 when said citizen left the Kingdom and yet, was preserved and restored to full function by that same citizen when he returned to the Kingdom AND

    WHEREAS the Kingdom of Talossa still doesn't own that database and should said citizen leave again in any way, the Kingdom would lose all of those records AND

    WHEREAS said citizen has named a price for nationalizing that database which is to be put in charge of it until he can no longer properly maintain it AND

    WHEREAS past attempts at nationalization have failed but it is becoming more and more pressing to resolve that

    THEREFORE the Ziu resolves to create the Office of Dynamic Data Records as a new Royal Household and names Marti-Pair Furxheir as it's initial administrator, the Royal Data Clerk.

    Said office shall be created by adding section 1.10 to title C The Royal Household of El Lexhatx which reads as follows:

    1.10 The Office of Dynamic Data Records, headed by the Royal Data Clerk. The function of the Office of Dynamic Data Records is to manage all computer records owned by the Kingdom of Talossa for its official functions and delegated to its care in order to help other Royal Households, Ministries or any other organization of the Kingdom which needs data management. 
    1.10.1: The Office of Dynamic Data Records is considered to be a part of any office or households which hires the Office of Dynamic Data Records to maintain its records when it come to data privacy laws.
    1.10.2: In order to manage any data, an agreement needs to be negotiated between the data owners and the Office of Dynamic Data Records. Such agreement are permanent once established.

    FURTHERMORE, Section 2 which currently reads as:

    2. The Officers of the Royal Household shall have no fixed terms of office, and shall not be removed from office by the dissolution of the Cosa. The Officers of the Royal Household are appointed and removed by the King on the recommendation of the Prime Minister. The four exceptions to this are that the Secretary of State shall be appointed by the Prime Minister acting alone and may be removed by law; the Burgermeister of Inland Revenue shall be named in the same way as the Secretary of State; the Chancellor of the Royal Talossan Bar shall be appointed and removed by the King on the recommendation of a resolution of the Senäts; and the Commissioner of the Civil Service, who shall be appointed by the King, for a two year renewable term, after being recommended by a legislative civil service committee and approved by a two-thirds majority vote in the Cosa and a majority vote of the Senäts in favor of appointment. The Chancellor may be removed by the King on the recommendation of the Senäts. (47RZ13)

    2.5 The Royal Data Clerk shall be appointed by law. The Royal Data Clerk can only be removed for gross dereliction of duty as determined by the uppermost cort. 

    FURTHERMORE once the Royal Data Clerk shall accept his position and take his duty, the database system currently hosted on talossa.ca shall be considered to be the property of the Office of Dynamic Data Management and thus, the property of the Kingdom of Talossa. Backups shall be sent to at least 2 members of the Uppermost cort within 6 months of such a nomination.

    Statute

    Therefore there shall be a new subsection C.1.1.2 added to el Lexhatx, which shall read as follows:
     

    C.1.1.2. The Bureau of the Census within the Chancery shall conduct a census of all citizens of Talossa, collecting demographic information and updating the Chancery's contact details for the citizenry. A census shall be performed every two calendar years, or more frequently if the Seneschal so requests.
     

    Furthermore there shall be new subsections C.1.1.2.1-4 added to el Lexhatx, which shall read as follows:
     

    C.1.1.2.1. The only required questions for any respondent on the Talossan Census shall be (a) current Talossan and non-Talossan names, and (b) citizen contact details (preferably email). The Chancery will provide an option for respondents to share their email address with party leaders, pursuant to Lex.D.8.5.4.

    C.1.1.2.2. Other questions on the Talossan Census shall be identical to the questions on the last census. These questions may be changed by the Chancery, either of its own volition or on request from the Seneschal, but any changes shall be approved by the Ziu. These questions will be marked as optional, and at no time shall a citizen be forced or required to respond to an optional question.

    C.1.1.2.3. Any information collected during the census that would individually identify any person or persons, including their contact information, shall be withheld from the public for to protect individual privacy, consistent with Lex.D.8. The only exception is that citizens may opt to have their e-mail address shared with party leaders, pursuant to Lex.D.8.5.4. Census information shall not be released under any "freedom of information" or "government transparency" requests, notwithstanding any other provisions of el Lexhatx.

    C.1.1.2.4. Demographic information and other information that does not identify the respondents shall be made available within thirty (30) days of the conclusion of any census.

    WHEREAS Marti-Pair has the right idea, but just needed some tuning-up on the language,

    THEREFORE the seventh article of the Organic Law, "Election to the Cosâ," shall have the following text inserted as a new Section 7:

    Ballots may be cast via a secure online ballot with a voter receipt. These ballots need not be individually certified by the Commission if, prior to the election, the Commission has verified the reliability of the secure online ballot system and unanimously approved its use with a public vote.

    FURTHERMORE the current Section 7 and subsequent sections in this section shall be preserved and renumbered accordingly.

    4.3.9. 10 December. Human Rights Day. A suggested method to celebrate Human Rights Day is reviewing Article XIX of The Organic Law and/or the Universal Declaration of Human Rights. (40RZ7)

To encourage all Talossans to pay tribute to the lives of squirrels, through observation of and reflection on their activities; to encourage all Talossans to participate in service projects such as provision of appropriate mid-winter foodstuffs to supplement the diet of squirrels, and/or activities to protect squirrel habitat, and/or other appropriate actions; and to recognise the benefits of the collaborative work to support squirrels by the many Talossan citizens, just as squirrels support our realm.     Statute

    WHEREAS I have given up on trying to come up with satisfactory language for my original compromise bill, and

    WHEREAS The proclamation crisis is still a thing that needs solving, and

    WHEREAS This bill is a lot simpler than the last one

    THEREFORE Article XV: Amendments to the Organic Law is hereby repealed and replaced with the following:

    Section 1

    The Organic Law may be amended by the Ziu and the people in accordance with the provisions of this article.

    Section 2
    Amendments to the Organic Law may be proposed by two-thirds of the Cosa with approval of the Senäts. Approval of the Senäts shall be by simple majority, except that amendments to this article, amendments to the articles regarding election to and composition of the Senäts, and amendments to the article regarding territorial subdivisions require approval of two-thirds of the Senäts.

    Section 3
    The King shall assent to amendments proposed by the Cosa and Senäts unless he returns them with his objections within thirty days of their proposal, or within fifteen days in the case of amendments passed on the last Clark of a Cosa term. The King shall not refuse assent if the identical amendment is approved by three-quarters of the same Cosa with an absolute majority of the Senäts, or by two-thirds of the following Cosa with a simple majority of the Senäts.

    Section 4
    After approval by the Ziu in accordance with the preceding sections, a proposed amendment shall be submitted to the people in a referendum. If the King objected to the proposed amendment under the preceding section, a statement of his objections not exceeding one hundred and fifty words shall be provided to the people along with the proposed amendment. The King shall promulgate the amendment as part of this Organic Law if it is approved by a majority of voters participating in a referendum on the question of the amendment no later than during the next scheduled general election following the approval of the Ziu, except as provided in the following sections. 

    Section 5
    Proposed changes to this Organic Law that affect the representation of a province in the Senäts, or of the territory or equal sovereignty of a province, shall not be promulgated unless approved by a majority of participating voters in that province. 

    Section 6
    The Covenants of Rights and Freedoms, being sacred and necessary to the defence of our free society, are entrenched provisions of this Organic Law. No amendment to the Covenants shall be promulgated unless approved by a two-thirds majority of voters participating in the referendum on the question of the amendment. 

    FURTHERMORE, Section 11 of Article V of the Organic Law is hereby repealed, and the following sentence is added to Section 10 of Article V:

    Bills creating new provinces or changing the number of provinces in any way require two-thirds of the Senäts.

    Statute

    WHEREAS Talossa is a sanctuary for those of goodwill and the best of humankind cognizant of the fraught condition endured by many of our planet’s co-inhabitants, and

    WHEREAS Talossa consists of homo sapiens; a species through providence and through the struggle and ingenuity of countless generations occupies a special place on this ‘pale blue dot’, and

    WHEREAS Talossa recognizes and realizes, in a desire to contribute to the shared concerns and common destiny of the human family, its conscience as a people.

    THEREFORE Subsubsection D.2.6.3 is added to el Lexhatx, which reads:

    D.2.6.3 The Bureau for Humanitarian Aid and International Development (The Bureau) shall serve as the hub for the Kingdom of Talossa's support for disaster and poverty relief and other forms of humanitarian assistance, emergency response and the promotion of efforts towards socioeconomic development.

    D.2.6.3.1 The Bureau shall operate under the auspices of the Ministry of Foreign Affairs. The Bureau shall be administered by an Administrator to be appointed by the Minister of Foreign Affairs with the approval of the Seneschal.

    D.2.6.3.1.1 The Bureau shall be funded by contributions from individuals, nonprofit organizations and where deemed appropriate by the Ziu, legislative appropriations.

    D.2.6.3.1.2 With respect to legislative appropriations its funding should be determined as a component of an approved Budget covering expected expenditures for an entire government term, with additional expenditures approved by the Ziu. For the purposes of funding decisions, additional expenditures includes disbursements composed of monies derived from private individual and organizational contributions.

    D.2.6.3.2 All funding decisions should follow an internal approval process consisting of an affirmative review by the Bureau’s Board of Governors to include the Administrator, the Minister of Foreign Affairs or a delegated official, two representatives of the Ziu (one from the Government and one from the Opposition) and a representative of the King.

    D.2.6.3.2.1 If the internally approved funding decision allocates funds not included in current legislative appropriations then the proposal will be submitted as a standalone bill for consideration by the Ziu.

    D.2.6.3.3 To ensure transparency and accountability, the Administrator or a delegated official shall be responsible for the development and maintenance of an agency website providing the total amount of funds at the Agency's disposal, a history of all agency funding decisions and information on the donation/appropriation process.

    Statute

    Whereas, the member states of the United Nations are preparing to begin implementation of sustainable development goals (SDGs) to direct global policymaking initiatives and agendas from 2015 onward, and

    Whereas, these goals include ending absolute poverty, promoting gender equality, creating greater food security, inclusive and equitable quality education, water management and sanitation, sustainable energy production and industrialization, reducing income inequality, better urban environments, action on climate change, sustainable resources development and natural conservation, and

    Whereas, these goals have been drafted, debated and finalized during a period of profound and unprecedented challenge in the form of anthropogenic climate change, and

    Whereas, this profound and unprecedented challenge is the result of centuries of industrial development, and portends great instability with respect to the global commons, finance and trade, food security and international migration and thus threatens the achievement of the sustainable development goals.

    Therefore, it is the sense of the Ziu:


    • to call on all nations to be mindful that anthropogenic climate change is not an issue for tomorrow but a clear and present danger to the flourishing of contemporary human civilization, and

    • to endorse the sustainable development goals as important and urgent directives for all nations in helping to realize the success of nations and the potential of each human being, and

    • to express its support for the December 2015 negotiations between nations at the United Nations Climate Change Conference in Paris and urge nations to conclude a binding agreement as not the culmination but the progressive continuation of a globally coordinated response to anthropogenic climate change, and

    • to encourage all Talossans to consider actions in their own lives and communities to reduce their carbon footprint and raise awareness of this urgent challenge.

    Rejected by the Cosâ

    WHEREAS the current Organic Law was originally designed in 1997;

    AND WHEREAS the current Organic Law has had to be amended several times over the term of each Cosă since then;

    AND WHEREAS the need for amendments has only increased since the functions of government moved entirely onto the Internet;

    AND WHEREAS the upshot of this is that most of the significant business of our legislature has become amendments to the OrgLaw;

    AND WHEREAS amendments to the Organic Law not only need a 2/3 majority in the Cosă and to win a referendum, but as recently shown, can be completely ignored by the King without recourse to an override;

    AND WHEREAS the combination of the above points means that a parliamentary majority or even a super-majority can no longer be sure of the power to enact its programme, leading to legislative gridlock;

    AND WHEREAS this might be great if you like things exactly the way they are, but as recent polling shows, most Talossans don't;

    THEREFORE the Ziu enacts the following bill:

    1. With regards to El Lexhátx H.4, a Royal Commission on OrgLaw Reform shall be set up.

    2. This Commission shall consist of seven (7) the following members; three (3) to be chosen by the current Government majority in the Cosâ; two (2) to be chosen by the largest opposition party in the Cosâ; one (1) to be chosen by other parties represented in the Cosâ; and between one and three (1-3) to be chosen by the King from non-members of the Ziu.

    3. The members of this Commission shall be chosen and their appointments confirmed by the King no later than November 1 2015/xxxvi.

    4. a) The members of this commission shall deliberate upon and produce, no later than February 1 2016/xxxvii, a proposal for a new Organic Law for Talossa, or else for amendments to the current Organic Law. This proposal must be endorsed with the signatures of an absolute majority of the Commission members and shall be known as the Majority Report.

    b) Any dissenting commission members may present a Minority Report or Reports, collectively or individually.

    c) Any Majority or Minority reports shall be presented in the form of legislation for an Organic Law amendment or replacement, ready to be introduced to the Hopper. The King will present the Majority Report to the Hopper, and may present any Minority Reports to the Hopper at his discretion.

    5. The Commission may call for public witnesses or expert testimony as it sees fit.

    Statute

    WHEREAS the legislation creating Emblems of Office are currently in Title A of el Lexhatx, and

     

    WHEREAS Title A is about crime, and

     

    WHEREAS The emblems of office don't have anything to do with crime, and more to do with culture, and

     

    WHEREAS Title F is about culture

     

     

    THEREFORE, Section A.18 of el Lexhatx is repealed and other sections are renumbered accordingly

     

    FURTHERMORE, Section F.39 is added to el Lexhatx, which reads;

     

    39. The office of Seneschal, Secretary of State, and Chief Justice shall be symbolized by totem items of rank. These items will be provided as speedily as possible by the government, with care for their quality and the economics of the matter. Designs and the nature of the items are the responsibility of the government, through whatever channels it deems appropriate. (38RZ3) 

        39.1. The Seneschal shall wear a chain of office of sufficient ostentation as befits the leader of Talossa, representing the burden of being shackled to the nation's welfare.

        39.2. The Secretary of State shall wield a stamp embossed with the logo of his office, being both an effective and appropriate totem that can be used henceforth.

        39.3. The Chief Justice shall bear a silver-haired wig of reasonable quality, indicating a traditional role as a judge and the flowing locks of Lady Justice herself.

        39.4. Each bearer of these items shall be required, if they lose their office, to mail them to the King within two weeks, from whom the items shall be passed on to the next holder of the office.

    WHEREAS BEER and UTal are both fairly defunct, and

    WHEREAS BEER does not even have a permanent residence under one of the Cabinet ministries, and

    WHEREAS Science is cool and we should do more of it, and

    WHEREAS If we created one large science association, it would encompass more than just teaching and rocketry, which, while cool, are just small niches, and

    WHEREAS A more all-encompassing association would be more active and produce more findings

    THEREFORE Lex.C.1.8, which currently reads

    1.8. The University of Talossa, headed by the Regent of the University of Talossa. The function of the University of Talossa is to provide educational opportunities and recognize achievement in Talossan academic studies and accomplishments.


    shall be amended to read

     

    1.8. The Royal Society for the Advancement of Knowledge, headed by the President of the Royal Society. The function of the Royal Society is to conduct and promote research and academic study in all areas of human endeavor.
        1.8.1 Schools may be created within the Society for the purpose of focusing on a specific subject. The exact procedure for establishing a school shall be chosen by the President, who shall also appoint a dean to supervise each school.

    FURTHERMORE Lex.D.2.12 is hereby repealed.

    Statute

    WHEREAS Closed provinces cause people to be assigned to a province different from where the catchment areas indicate they should, and

    WHEREAS We work really hard on the catchment areas, so we should use them, and

    WHEREAS If citizens are distributed without regard for their location, the provinces become solely "Senatorial Voting Clubs" without geographical meaning, and

    WHEREAS What is a geographical division if it has no geographical meaning?

    THEREFORE Lex.E.7.13, Lex.E.7.14, and Lex.E.7.15, which currently read;

    7.13. All provincial citizenship assignments shall be made when the province to which the citizen is assigned is OPEN to nonresident immigration on the day prior to the naturalization of said citizen. A province shall be CLOSED if its population is equal to or greater than thrice the population of the smallest province (by population) on the day prior to the naturalization of said citizen. 

    7.14. For purposes of this title, provinces shall be listed in the following circular order: Cézembre, Florencia, Fiova, Atatürk, Vuode, Maritiimi-Maxhestic, Maricopa, Benito. 
    7.15. No citizen may be assigned to a "closed" province. In the event that a citizen's assignment may place him in a "closed" province, the citizen is assigned to the next province listed in E.7.14 which is not "closed."

    Are hereby repealed.

    FURTHERMORE Lex.E.10.7. which currently reads;

    10.7. Whenever any Talossan wants to move his provincial assignment to the province in whose assigned area he actually lives, he may do so, provided that either a) the province to which he is moving is not closed to immigration, or b) both provinces are currently closed to immigration.

    shall be amended to read;

    10.7. Whenever any Talossan wants to move his provincial assignment to the province in whose assigned area he actually lives, he may do so by notifying the Chancery.  The move will be officially recognised once the Chancery has validated the request.

    Statute

    WHEREAS I proposed the "Nobody Feels like Writing Acts just to Fix Typos Act" while I was only in my second Clark as a legislator, and

    WHEREAS I was still learning how to write legislation at the time (though admittedly I am still learning), and

    WHEREAS Having pondered the language of the bill I have passed, and seeing it is now being used, I find I don't especially like the way I wrote it, and

    WHEREAS Specifically, there is concern it might be inorganic, and I think parts of it are redundant and impractical, and

    WHEREAS For my own peace of mind, I would appreciate the opportunity to reword it

    THEREFORE Lex.C.1.2.3, which currently reads

    C.1.2.3 If the Scribe finds an error in the formatting, grammar, or spelling of a bill that has already been clarked, or alerted of same, he shall work with the sponsor of the bill to fix said error(s).

    C.1.2.3.1 The Scribe shall publicize any proposed changes to a bill, and said changes may only be implemented after they have been public for seven days

    C.1.2.3.2 If, before the proposed changes are implemented, a petition of MCs representing at least 1/3 of the seats in the Cosa, or a petition of at least 1/3 of the Senators, goes before the Scribe in protest of the proposed changes to the bill, the Scribe may not implement the changes.

    C.1.2.3.3 If a disagreement arises over the interpretation of a law that was amended though this process, the language originally enacted by the Ziu is superior and shall be used in interpretation

    C.1.2.3.4 The Scribe shall keep a record of the original language of bills that were amended in this way for use according to C.1.2.3.3

    is amended to read;

    C.1.2.3 If the Scribe, or their deputy(s), finds an error in the formatting, grammar, or spelling of a bill which is currently in the Clark, or is alerted of same, they shall work with the sponsor of the bill to fix said error(s).

    Rejected by the Senäts

    WHEREAS The current coalition agreement says that a goal of ours is to "introduce a nuanced system of mandatory Cosa lists which allow parties to deal with events beyond their control", and

     

    WHEREAS A voter should know which individuals they are voting for when casting a vote for a certain party, and

     

    WHEREAS This will serve to increase accountability to the voters

    THEREFORE A new subsubsection B.2.3 is added to el Lexhatx which reads

    B.2.3 The ballot must also include, for each party contesting the election, a list of citizens to whom the party intends to award Cosa seats.  If a party does not submit a candidate list to the Secretary of State before the election, the party leader is assigned all seats won, and seats which cannot be held by the Party Leader are forfeited. 

        B.2.3.1 Before the conclusion of the first Clark, each party leader must submit to the Secretary of State a report containing the distribution of the seats won in the election
            
            B.2.3.1.1 The party leader may assign seats to any eligible citizen(s) they see fit, so long as the following criteria are met:
                B.2.3.1.1.1  The party's internal procedures are followed

                B.2.3.1.1.2  No one who was not named on the list is assigned more seats than any eligible citizen who was named on the list

                B.2.3.1.1.3  The total number of seats awarded to those not on the list does not exceed 1/3 of all seats won by the party

                B.2.3.1.1.4  No person occupies more than the legal number of seats

            B.2.3.1.2  Any person assigned a seat as above may decline to take their seats in which case they will be reallocated according to the criteria of B.2.3.1.1.

            B.2.3.1.3  If a party cannot assign all of their seats under the criteria of B.2.3.1.1, the additional seats are forfeited.

    Statute

    WHEREAS, "The Decoupling the Public and Private Witts Act" of last term directed that Telecomuna should go live on August 1st, and

    WHEREAS, that hasn't happened, which is kind of a bummer, but it's a big job, so that's probably understandable, and 

    WHEREAS, nonetheless we really do want this to happen, so we should give it another chance,


    THEREFORE Title J of el Lexhatx shall be put into abeyance until 1 April of 2016. The Royal Scribe shall leave the law in el Lexhatx, but clearly label the title to note that it will go into effect in April of 2016.

    FURTHERMORE the Secretary of State shall formally present a complete plan to the Ziu for the creation of Telecomuna, including platform, appearance, and the message boards that will exist. This will be done at least one month prior to April of 2016, so that the Ziu will have a chance to vote on approval of the plan.

    FURTHERMORE, the Seneschal is directed to confer with the Secretary of State within one month of the passage of this bill, to establish clear expectations and timelines for the creation of Telecomuna. The Seneschal shall formally report to the Ziu when this has been done to his satisfaction.

    Rejected by the Cosâ

    WHEREAS it can be extremely difficult to obtain information from the Government in accordance with Lex.D.8, and

    WHEREAS that entire bit of the law is also rather difficult to read and follow, and

    WHEREAS the issue of privacy and government transparency are both really important in a democratic system of law, and need to be protected in a clear and easily-understood manner,


    THEREFORE the eighth section of Title D of el Lexhatx, which currently reads:

     

    8. The government of the Kingdom of Talossa has the duty and responsibility to make public information about and held by the government's cabinet ministries and sub offices within the guidelines set below: (40RZ9)

    8.1. Information Available for Request
    8.1.1. A citizen may only request access to information that has been recorded on paper, computer file, video file and/or audio file. Unrecorded opinion does not fall within the scope of this legislation.
    8.1.2. A citizen may request information regarding the business of the government's executive offices and the government's cabinet ministries so long as the information being requested does not conflict with D.8.2 or D.8.3.
    8.1.3. Leaders of political parties may access some personal contact details as set out in D.8.5.
    8.2. Information Exempt from Request
    8.2.1. The type of information not available for access is outlined as follows:
    8.2.1.1. Records that are of a personal nature where the disclosure of such records would clearly infringe a citizen's individual privacy in accordance with the Sixth Covenant of Article XIX (Covenant of Rights and 10.2.1.2. Freedoms) of the 1997 Organic Law of the Kingdom of Talossa. This also includes private medical, counseling, or psychological records.
    8.2.1.2 Records of a law enforcement or military agency only when the records meet one or more of the following criteria:
    8.2.1.2.1. The records would identify informants or witnesses,
    8.2.1.2.2. The records would identify undercover officers,
    8.2.1.2.3. The records would provide personal information of officers or officer's family members,
    8.2.1.2.4. The records would provide details of current operations or protocol. This includes details of communication codes and plans of deployment.
    8.2.1.2.5. The records would endanger the life or safety of officers or officer's families if the information was disclosed.
    8.2.1.2.6. The records are of an ongoing investigation.
    8.2.1.2.7. Records that fall within the scope of medical practitioner - patient privilege, attorney - client privilege, religious figure privilege, or any and all current and future privilege recognized by Statutory Law, Organic Law or Cort Rule.
    8.2.1.2.8. Records of security measures and records that would hinder the body's ability to maintain the physical security of custodial or penal institutions occupied by persons arrested or convicted of a crime or admitted because of a mental disability.
    8.2.1.3. Conversation logs that may be regarded as private may also be excluded from the scope of this legislation.
    8.3. Burden of Proof
    8.3.1. The burden of proof falls on the body that has been asked to disclose any and all requested information. The requester of the information does not have an obligation to provide an explanation for their request.
    8.3.2. If a request for information is denied by the body then an explanation as to why the request has been denied must be given.
    8.3.3. If a body fails to disclose requested information without a valid reason then the uppermost cort, or any other cort as set up by the Ziu, will reserve the right to force the body to disclose.
    8.3.4. The Corts will also arbitrate cases in which a requester feels a given reason was not sufficient enough to deny the request.
    8.4. Data Protection
    8.4.1. Personal information such as, but not limited to, private mailing addresses, contact telephone numbers and private email addresses, given names, ages, date of births and national security numbers shall be held on file and shall only be accessed by the Secretary of State or The King without prior permission of the person to whom the information relates to. In all other instances permission must be obtained by the person to whom the personal information relates to.
    8.4.2. The type of information and records described in D.8.4.1. above shall never be passed on to outside agencies for the purposes of data farming or market research. The details may be passed onto non-Talossan law enforcement agencies in the interest of international law enforcement and co-operation.
    8.4.3. Personal Information described in clause 1 above shall never be published on any public website belonging to the Kingdom as an asset.
    8.5. Information Available to Political Party Leaders
    8.5.1. An Electorate Database shall be made available to political party leaders.
    8.5.2. The Database shall only be accessible by leaders of parties which have been fully registered with the Chancery and provincial officers, provided the conditions in D.8.5 are met.
    8.5.3. The Database shall contain the following information on each of the Kingdom's Citizens only: Name, Province, E-Mail address.
    8.5.4. The E-Mail address of a citizen shall only be made available to party leaders if the citizen has opted-in to receive election communications
    8.5.5. Measures shall be taken to ensure that the database is kept non-public and can only be viewed by the audience intended.
    8.5.6. Additional information may be held upon the database against any given person ONLY if that person requests such information to be included.
    8.5.7. Any citizen may request to opt-out of having their E-Mail address included in this database for any reason at any time by notifying the Chancery.
    8.6. Information Available to Provincial Officers
    8.6.1. Provincial officers may have access to part of the electoral database established by D.8.5, provided the following conditions are met:
    8.6.1.1. The provincial officer is (partly) responsible for the conduct of provincial elections and needs the information in the database for the conduct of these elections.
    8.6.1.2. Provincial law of the province for which the officer serves must actively allow the officer to have access to the information.
    8.6.1.3. The provincial officer must send a request to the SoS for access to the information. The SoS may refuse the request if the conditions in 10.6. are not met.
    8.6.1.4. The provincial officer will only get access to the information about the citizens of the province for which he is conducting the elections.
    8.6.1.5. The provincial officer may not share the information with anyone not entitled to the information.
    8.6.1.6. The provincial officer may use the information only for the conduct of provincial elections.
     

    shall be replaced in full by:
     

    8. The Government of the Kingdom of Talossa will have a duty of transparency to the people of the nation, so that citizens may hold their elected officials accountable.

    8.1. A citizen may request at any time that the Seneschal, a Cabinet office, or any other sub-office or bureau provide any information held by the Government, including information about itself, information collected about others, information collected from others, statistical information collected by the Government, and transcripts of Government communications. The Government will not, however, notwithstanding the provisions of this section or any other section of el Lexhatx, provide any information which violates the privacy restrictions of D.9.

    8.2. The Government will decline to provide this information if:
    8.2.1. if doing so would identify informants or witnesses in a criminal investigation,
    8.2.2. if the information would endanger an ongoing criminal investigation or judicial proceeding,
    8.2.3. if the information would provide details as to current operations or protocol that might endanger the security of the nation,
    8.2.4. if the information falls within the scope of a medical practitioner, attorney-client privilege (not extending to the Avocat-Xheneral in his official capacity), religious counseling, or any and all current and future privilege recognized under the law, or
    8.2.5. if the information is in the form of a personal conversational log and has no bearing on official duties.

    8.3. Any agency will have no more than ninety (90) days within which to make a decision on whether or not the requested information will be released. The burden of proof as to why the information will not be released falls on the body that has been asked to disclose any and all requested information; the requester of the information does not have an obligation to provide an explanation, motive, or justification for their request.
    8.3.1. If a request for information is denied by any office or agency, a full written explanation as to why the request has been denied must be given to the requester.
    8.3.2. A citizen may challenge the denial by submitting a petition to the Uppermost Cort, which will arbitrate the decision. The Government shall provide the requested information in private as the Cort directs and according to whatever rules it makes, to enable the Cort to make an informed decision.

    9. Neither the Seneschal, any Cabinet office, nor any sub-office or bureau shall violate the privacy of citizens by publicly disclosing any of the following information:
    9.1. Any information that would violate any citizen's individual privacy in accordance with the Sixth Covenant of the Organic Law. For example, if an internal memo revealed the phone number of a potential appointee to an office, this information would be withheld. This also includes private medical, counseling, or psychological records.
    9.2. Any citizen's name, age, date of birth, email address, physical address, or other personal information of this nature, with the sole and strict exception described in D.10.

    10. An electorate database will be made available to the official party leaders of officially registered political parties. This electorate database will contain only voter names, their province, and their email address. The Secretary of State shall collect this information from those citizens who affirmatively opt to receive political party electoral communications.
     
    FURTHERMORE, the Royal Scribe shall renumber successive sections of this Title.

    Statute


    WHEREAS, we passed the Judicial Merry-Go-Round Amendment, and

    WHEREAS, it eliminated the Magistracy, and

    WHEREAS that means the Magistracy is gone, although you wouldn't know it to look at the published law,


    THEREFORE the Ziu hereby amends Title G of el Lexhatx to remove section 10 and all subsections, which currently read:

    10. There shall be Magistrate Courts (Corts dels Edilicieux) for the trial of all cases arising under the laws of the Kingdom of Talossa, both civil and criminal. (39RZ18)

    10.1. The Magistrate Courts shall consist of not less than two and no more than three separate Magistrate Courts, each magistrate distributed to separate chambers. No member of the Uppermost Cort and/or person(s) barred by Article XVI, Section 3 of the Organic Law, from being a Judge and/or non-citizens may be a Magistrate. Additionally, the head of the Ministry of Justice and his subordinates are barred from becoming or serving as a Magistrate. Magistrates shall be chosen and removed as provided in Article XVI, Section 1 & Section 4 of the Organic Law.
    10.2. Except as otherwise provided by law, or rule or order of court, the judicial power of the Magistrate Courts with respect to any action, suit or proceeding shall be exercised by a single magistrate, who shall preside alone and hold a regular or special session of court at the same time other sessions are held by other magistrates.
    10.3. The business of the Magistrate Courts shall be divided among the individual magistrates as provided by the rules and orders of the courts. The magistrates shall elect one of their number as Chief Magistrate, who shall be responsible for the observance of such rules and orders, and shall divide the business and assign the cases so far as such rules and orders do not otherwise prescribe.
    10.4. Any final judgment of a Magistrate's Court (and such other magistrate's orders as are made appealable by the rules and orders of the Uppermost Court) may be appealed to the Uppermost Court. The time and procedures for bringing such appeals may be specified by the rules and orders of the Uppermost Court, but in the absence of such rules appeals of a Magistrate's Court judgment must be filed with the Uppermost Court within 15 days of the date the judgment is issued by the magistrate.
    10.5. In any criminal trial, no sentence of banishment or revocation of citizenship recommended by a Magistrate's Court shall be effective unless approved by a unanimous vote of the Uppermost Cort.
     
    FURTHERMORE, the Royal Scribe shall renumber successive sections of this Title.

    WHEREAS we might just need some incentive on both counts, and

    WHEREAS we want to make it easier for active and earnest citizens to create new political parties, but at the same time we don't want to reduce our already meager yearly earnings,


    THEREFORE, the ninth section of Title D of el Lexhatx, which currently reads:
     

    9. The Secretary of State, or his appointed agent, shall charge, as prescribed by the Organic Law, a registration fee of 13¤20 (thirteen louise and twenty bence, equivalent to $20US) to each political party in forthcoming elections. Any Party or Parties which fail or refuse to pay the fee shall be deemed not registered.
     

    shall be amended to read:
     

    9. The Secretary of State, or his appointed agent, shall charge, as prescribed by the Organic Law, a registration fee of 6¤40 (six louise and forty bence, equivalent to $10 USD) to each political party in forthcoming elections. Any Party or Parties which fail or refuse to pay the fee shall be deemed not registered.
     

    Furthermore, D.2.1.5.4, which currently reads:
     

    2.1.5.4. the total amount in louise of any planned donations proposed to be requested from Talossan citizens towards the upkeep of the State. This section shall not entitle any budget to impose compulsory taxation or mandatory donations of any kind.
     

    shall be amended to read:
     

    2.1.5.4. the total amount in louise of any planned donations proposed to be requested from Talossan citizens towards the upkeep of the State. This targeted amount shall not be less than 6¤40 for each political party registered with the Chancery at the time the Budget is submitted to the Ziu.
     

    Furthermore, a new sub-sub-sub-section shall be added to Title D el Lexhatx after D.2.1.5.4, which shall read as follows:
     

    2.1.5.5. Neither this nor any other section of el Lexhatx shall be interpreted in such as way as to require compulsory taxation or mandatory donations of any kind.
     

    Furthermore, a new sub-sub-section shall be added to Title D of el Lexhatx after D.2.1.9, which shall read as follows:
     

    2.1.10. The Seneschal, or his appointed deputy, shall take such actions as might be necessary to create, manage, and promote a voluntary fundraising campaign to the citizens of Talossa and other interested parties each year. The targeted amount for this campaign shall be the amount given in D.2.1.5.4. Unless otherwise authorized by the Ziu, the fundraising campaign will be concluded in a given term once that targeted amount is reached. Unless otherwise authorized by the Ziu, no more than one fundraising campaign per term will be conducted. The Seneschal may, if he so chooses, count the proceeds from any seigniorage, sales of stamps, contributions from official Supporters of Talossa, or other moneymaking schemes up to and including exciting business opportunities from former Nigerian government officials.

    Rejected by the Cosâ

    WHEREAS the Secretary of State is nominated by the Prime-Minister AND

    WHEREAS in effect, no one should be nominated to such a position against their will AND

    WHEREAS the previous Secretary of State loses his post as soon as he resigns, in theory AND

    WHEREAS the next Secretary of State gets his posts as soon as he is nominated  again, in theory AND

    WHEREAS in practice, until the new Secretary of State actually accepts his post, the old one usually continues to serve AND

    WHEREAS this creates the situation where a Secretary of State may be nominated without ever taking his role and the former Secretary of State might in effect continue to serve even if records indicate otherwise AND

    WHEREAS this occurred once already, for 2 Clarks of the 30th Cosa. Marti-Pair Furxheir had replaced Secretary of State Daviu Focteir for the 4th Clark of the 29th Cosa for a fixed 6 month period to let Daviu Focteir focus on his studies while allowing Marti-Pair Furxheir to run for Senate at the end of the Cosa. Marti-Pair Furxheir resigned after 6 months in favor of Daviu Focteir as promised, but Daviu Focteir never resumed his position AND

    WHEREAS this creates a discontinuity: Marti-Pair Furxheir actually served as Acting Secretary of State for those 2 Clark, but since Daviu Focteir never took office and Marti-Pair Furxheir only resigned to let Daviu Focteir hold office, it makes you wonder if Marti-Pair's resignation really took effect 

    THEREFORE The Ziu resolves to:

     - Allow the Database Administrator to modify the Database System to indicate that for the whole of the 29th Cosa, Marti-Pair Furxheir was the Secretary of State
     - Request that the Database Administrator mark chance in the Cosa comments for the the 29th Cosa so that there is an historical record of the change
     - Allow the Secretary of State to update the Wiki to indicate the substitution in a way to clarify the confusion.

    Statute

    WHEREAS the enactment of Organic Law XII.9, mandating the election of a Túischac'h by the Cosâ has turned into what the US Army would indelicately describe as a "Mongolian clusterf**k";

    AND WHEREAS it would be retrograde to make the Túischac'h a royal appointment again;


    BE IT ENACTED that the following section be added to El Lexhátxh Section H, where X replaces the number:
     
    X.1. Before the first Clark of a new Cosâ, and then again whenever the office of Túischac'h becomes vacant, the MCs shall convene as an Electoral Conclave under the leadership of the outgoing Túischac'h, or if none is available, the chronologically oldest MC. This Conclave shall decide upon a nominee for Túischac'h, who shall have the support of at least 50%+1 of the Cosa seats, and said nominee shall present himself for formal appointment to the King, as stated in OrgLaw XII.9. 

    X.2. If there is no Túischac'h nor a nominee as chosen above on the first day of the month, a Warrant of Prorogation shall be issued as in OrgLaw XIII.2 if it is the first Clark of the Cosâ; or otherwise, a month of recess shall be declared as in OrgLaw XIII.3

    Statute

    WHEREAS under OrgLaw XVII.1 the basis territorial building blocks of the Kingdom of Talossa are Cantons based on "historical boundaries";
    and WHEREAS these boundaries were previously those of United States Census Tracts;
    and WHEREAS the boundaries of these tracts have changed drastically since they were adopted into Talossan geography;
    and WHEREAS the boundaries of the cantons making up Fiôvă, Maritiimi-Maxhéstic and Maricopa Provinces were altered by 43RZ27 to be partly based on pre-2000 census tracts and post-2000 census tracts;
    and WHEREAS all this means that nowhere in federal law are cantonal boundaries set out, and we had better fix this, especially if a process of merger of provinces is on the cards:

    BE IT ENACTED BY THE ZIU OF TALOSSA that
     the following new subdivision of El Lexhátx is hereby enacted:
     
    K. Territorial Subdivisions

    1. Pursuant to OrgLaw XVII, the following are the current Cantons of the Kingdom of Talossa, with their names in the national language followed by English variants (if any):

    1.1. Abbavilla - boundaries are the National Boundaries to the north; the Talossan Sea to the east; a line drawn along E Kenwood Blvd between the River and the Sea, to the south; N Maryland Ave to the west.
    1.2. Flúvia Montevúdio - boundaries are the National Boundaries to the north and west; a line drawn along E Kenwood Blvd between the River and the Sea, to the south; N Maryland Ave to the east.
    1.3. Garibaldi - boundaries are the River to the West; a line drawn along E Park Place to the river, to the north; a line drawn along E North Avenue to the River, to the south; N Maryland Ave to the east; N Prospect Avenue in the south-east.
    1.4. Mazzini - boundaries are the River to the west; the southern boundary of Flúvia Montevúdio, to the north; N Maryland Ave to the east; a line drawn along E Park Place to the River, to the south.
    1.5. Zone Autorisée de Cézembre and Zone Interdite de Cézembre, the boundaries between which are those as depicted on page 27 of National Atlas of the Kingdom of Talossa by R. Ben Madison, 1994.
    1.6 Cüféir / Cooper - boundaries are, clockwise from W: the River, E Juneau Ave, N Van Buren St, E Wisconsin St.
    1.7. Las Înaltàns Maxhéstici / Majestic Heights - western and southern boundary is the River, eastern boundary is N Lincoln Memorial Boulevard. Northern boundary runs westward from the River along E Wisconsin St; N Prospect Ave; E Mason Ave.
    1.8 Florencia - boundaries are, from extreme North-West: along E North Ave from the River to N Prospect Ave; thence along N Prospect Ave to E Lafayette Place; thence along E Lafayette Place to N Farwell Ave; thence along N Farwell Ave to E Brady St; thence from E Brady Street to N Warren Ave; thence along N Warren Ave until its intersection with E Boylston St; thence, a line due west to the River.
    1.9 Sandadia/Prachelion - boundaries are the River, E Juneau Ave and N Van Buren St.
    1.10 Taglheiria/Schneideria - boundaries are, clockwise from NE: the western boundary of Florenciâ; E Brady St; N Van Buren St to the River.
    1.11 Zuerieiria/Murphysboro - boundaries are, clockwise from North: E Brady St; N Astor St; E Juneau Ave; N Van Buren St.
    1.12 Ovestia/Wesernia - boundaries are clockwise from NW: E Brady St; N Farwell Ave; N Franklin Place; N Prospect Ave; E Juneau Ave; N Astor St.
    1.13 Vilátx Fréiric / Frédéricville - northeast corner is the intersection of N Prospect Ave and E Juneau Ave. Thence, E Juneau Ave; N Van Buren St; E Wisconsin St; N Prospect Ave.
    1.14 Maritiimi / Jahnhaven - Boundaries are, anti-clockwise from NE: the southern boundary of Dun Cestour; the eastern boundary of Florenciâ; the eastern boundary of Ovestia/Wesernia; the eastern boundary of Frédéricville as far as its intersection with E Mason Street; a line drawn along E Mason St to the Sea.
    1.15 Port Maxhestic - Boundaries are the Sea to the east; the River to the south; N Lincoln Memorial Drive to the west; and the south boundary of Maritiimi to the north.
    1.16 Dún Cestour - boundaries anti-clockwise from extreme North-East are: a line drawn from the intersection of E Kenwood Blvd and N Lake Dr, along E Kenwood Blvd, to the Sea; thence along N Lake Drive to E Park Place; thence along E Park Place to N Maryland Avenue; thence along N Maryland Avenue to N Prospect Avenue; thence along N Prospect Avenue to E North Avenue; thence along E North Avenue to its intersection with N Lake Drive; thence along East North Avenue, cutting directly through the center of the traffic roundabout where the historic water tower is situated, to its intersection with N Terrace Avenue; thence along N Terrace Avenue to its intersection with E Water Tower Road; thence along E Water Tower Road in its entirety; thence directly across N Lincoln Memorial Drive to the unmarked road at the southern edge of the carpark; thence following that unmarked road to a point due east of the southern end of E Water Tower Road; thence due east to the Sea.

    Statute

    WHEREAS the current schemozzle concerning the election of the Túischac'h was at least in part caused by the unavailability of the SoS to administer the Database;
    AND WHEREAS it is imperative that the Talossan Database, currently the private property of the current SoS, be taken into public ownership, not only for its long-term preservation, but to make sure it is accessible to other people than the current SoS;
    AND WHEREAS the SoS presented a bill on this a while back which failed for various reasons, but which in this humble Senator's opinion was mostly good enough to be re-used;


    BE IT RESOLVED by the Ziu that El Lexhátx, section C.1.1, be amended from the following:
     

    1.1. The Chancery, headed by the Secretary of State. The functions of the Chancery are to prepare and submit the Clark, determine and report the passage or failure of each resolution considered by the Ziu, conduct, certify, and report upon all national elections, maintain the census and citizenship list, assist the citizenry in determining Talossan language personal names and registering the same, register political parties, communicate census information to political party leaders, and track and maintain legislative seating assignments. 

    1.1.1. Members of the Chancery are to be considered as if they were Deputy Secretary of State, without the ability to replace the Secretary should he become available. Members may act in the name of the Secretary of State and perform official business as delegated to them by the Secretary.

    1.1.1. One member of the Chancery shall be the Royal Data Clerk, heading the Office of Dynamic Data Management. The function of the Office of Dynamic Data Management is to manage all computer records owned by the Kingdom of Talossa for its official functions and delegated to its care in order to help other Royal Households, Ministries or any other organization of the Kingdom which needs data management. The Royal Data Clerk may be the same person as the Secretary of State. The Royal Data Clerk shall be considered an Officer of the Royal Household.

    1.1.1.1. Once the first Royal Data Clerk accepts his position, and once two members of the Cort pu Inalt have confirmed that they are in receipt of full and accessible backups of the database system currently hosted on talossa.ca, this database shall be considered to be the property of the Office of Dynamic Data Management and thus, the property of the Kingdom of Talossa. 

    1.1.2. Members of the Chancery are to be considered as if they were Deputy Secretary of State, without the ability to replace the Secretary should he become unavailable. Members may act in the name of the Secretary of State and perform official business as delegated to them by the Secretary. Once the requirements of C.1.1.1.1 above have been fulfilled, at least three members of the Chancery at any time shall have all the access required to carry out the Chancery's functions under this section.

    WHEREAS many of us want to be more than a Kingdom that exists almost completely on the Internet,

    WHEREAS our laws are almost entirely preserved in digital content on privately held Internet sources and the only paper copies are in the hands of the person signing them,

    THEREFORE we amend ElLexhatx H.16 which currently reads as
    16. The King shall sign a physical printed copy of bills at the time they pass into law, and collect these bills for posterity.

    16.1 The copies shall be distributed as follows:
    16.1.1 One copy shall be retained by the King.
    16.1.2 One copy shall be mailed to the Scribe of Abbavilla.
    16.1.3 One copy shall be mailed to the National Archivist.
    16.2 The copies shall be mailed to the individuals detailed in 16.1.2 and 16.1.3 within one week of the close of the Cosa in which they were passed.
    16.3 The respective individual as detailed in 16.1.2 and 16.1.3 will notify the Secretary of State and outgoing Seneschal once the copies have been received.
    16.4 The individuals detailed in 16.1 will be required to mail all copies of signed bills in their possession to their incumbent within ten business days of their incumbent taking the position.
    16.5 A line item of $15.00 will be included in each budget to pay for the King to mail the bills to the appropriate parties. Additional line items may be introduced to the budget if the Scribe, Archivist, or King need to mail their copies to an incumbent.

    Statute

    Whereas, the Bureau for Humanitarian Aid and International Development (BHAID) conducted its first fundraising drive on the issue of refugee and internally displaced persons assistance. From 1 October 2015 to 14 November 2015, BHAID raised $130 in donations via IndieGogo, and

    Whereas, the donations raised minus processing fees totaled $118.17 and were transferred to the Burgermeister of Inland Revenue for deposit into the Kingdom’s Treasury on 17 November 2015, and

    Whereas, pursuant to 48RZ17, the Humans Helping Other Humans Act, the Board of Governors convened starting on 22 November 2015 to determine which organization would receive donations. BHAID Governors selected UNICEF due to its work with Syrian refugees.

    Therefore be it resolved that the Ziu authorizes the Bureau of Humanitarian Aid and International Development to contribute $118.17 to the United Nations Children's Fund (UNICEF) as a part of Talossa's response to the Syrian refugee crisis.

    Rejected by the Cosâ

    WHEREAS The current coalition agreement says that a goal of ours is to "introduce a nuanced system of mandatory Cosa lists which allow parties to deal with events beyond their control", and

     

    WHEREAS A voter should know which individuals they are voting for when casting a vote for a certain party, and

     

    WHEREAS This will serve to increase accountability to the voters, and

     

    WHEREAS I hope it passes this time

     

    THEREFORE A new subsubsection B.2.3 is added to el Lexhatx which reads

     

     

    B.2.3 The ballot must also include, for each party contesting the election, a list of citizens to whom the party intends to award Cosa seats.  If a party does not submit a candidate list to the Secretary of State before the election, the party leader is assigned all seats won, and seats which cannot be held by the Party Leader are forfeited.
        

        B.2.3.1 Before the conclusion of the first Clark, each party leader must submit to the Secretary of State a report containing the distribution of the seats won in the election
            
            B.2.3.1.1 The party leader may assign seats to any eligible citizen(s) they see fit, so long as the following criteria are met:
                B.2.3.1.1.1  The party's internal procedures are followed

                B.2.3.1.1.2  No one who was not named on the list is assigned more seats than any eligible citizen who was named on the list

                B.2.3.1.1.3  The total number of seats awarded to those not on the list does not exceed 1/3 of all seats won by the party

                B.2.3.1.1.4  No person occupies more than the legal number of seats.

            

            B.2.3.1.2  Any person assigned a seat as above may decline to take their seats in which case they will be reallocated according to the criteria of B.2.3.1.1.

            B.2.3.1.3  If a party cannot assign all of their seats under the criteria of B.2.3.1.1, the additional seats are forfeited. 

       

    Other subsubsections in B.2 are renumbered accordingly.

     

     

    FURTHERMORE  Org.VIII.3, which currently reads

     

    Each party shall assign its seats to such individuals as it sees fit, provided that each such individual is eligible to serve in the Cosa under this article and is assigned a whole number of seats.     Statute

    WHEREAS Lex.H.2 has many subsections which, by proper convention, should really be broken down in subsubsections, and

     

    WHEREAS The current law references subsections which don't exist, and

     

    WHEREAS I like the law to look pretty, and

    WHEREAS if I Clark a bill next month I will have Clarked a bill in all six Clarks

     

     

    THEREFORE Lex.H.2 which currently reads;

     

     

    2. The Cosa authorises a question and answer period during Living Cosas. This will be called "Terpelaziuns" ('enquiries') or, for short, "Terps," or "Question Time." During Terpelaziuns, each MC may ask any other MC one question (plus a follow-up) and expect to receive some sort of answer. The Opposition Leader shall put the first question. Questions shall alternate between Government and Opposition members until all MCs on one side or the other have spoken. The remaining MCs may then put questions. Questions will be politely phrased in the third person and directed at the Speaker. Order of Questioners will be determined on an ad hoc basis by the Speaker. (14RC9) 

     

    2.1. Any Member of the Cosa (MC) or Senator may at any time between the First and Last Clark of a Cosa Term, table in “The Ziu” board on Witt, or its equivalent, a “c (PQ)” or “Terp” in a new thread or its equivalent. (44RZ1)

     

    2.2. The PQ or Terp may ask one question to a named Member of the Government relating to Public Affairs connected with their Ministry or on matters of administration for which they are officially responsible.

     

    2.3. There is no limit to the number of PQs or Terps a MC or Senator may submit in any given Clark.

     

    2.4. Any PQ or Terp that is submitted by a MC or Senator in accordance with Section 1 above, must be answered by the named Minister within seven (7) days of the question being tabled. Should the Minister be unavailable to answer the question within the seven (7) days, the question shall be redirected to the Prime Minister or his/her appointed Deputy who shall be granted a further seven (7) days to answer the aforementioned question. With the agreement of the questioner, there may be a extension of seven (7) days on top of this period. However, the period from the asking of the question to the answering of the question, shall in no circumstances exceed twenty one (21) days.

     

    2.5. For the purpose of subsection (a) above, “unavailable” means being unable for to access Witt, or its equivalent, for a acceptable and reasonable reason. Having Logged into or visited Witt during the seven day period, or its equivalent and having not seen or ignored the PQ or Terp, shall not constituent being unavailable. (c) This provision shall not apply PQs or Terps which refer to matters of Security or Defence of His Majesty’s Realm and/or any project(s), Correspondence or activities in which the Government has deemed and classed as confidential or its release may damage the Kingdom in any shape or form. Such questions may not be answered by any Minister.

     

    2.6. The Minister must answer the question in the same thread or its equivalent as the original question and the questioner may ask one (1) supplementary question, in which subsection (a) above applies, with the seven days starting from the date the supplementary question is asked.

     

    2.7. Failure to answer a question within the given timeframe shall constitute an offense and a Minister if found guilty of such a offense, will be subject to a punishment at the discretion of the Courts.

     

    2.8. It shall be a defence to the Minister if the questioner, notwithstanding any other legitimate defences, did not or failed to: (i) Correctly title his/her question or; (ii) Ask a clear question. E.g. An ambiguous question, in which the Minister tried to clarify but failed to do so in the timeframe and did not subsequently answer. Or; (iii) Post his/her question in the correct board, or; (iv) Engage with the Minister in trying to answer his/her question or; (v) Direct the question to one named Minister.

    WHEREAS the people of Talossa can count on their MZs to heed their needs, and
    WHEREAS we are quite very much glad that this is so, and
    WHEREAS this may not always be so, as politics have a tendency to be consumed by corruption, and
    WHEREAS I have wanted to draft this bill for quite some time now, and
    WHEREAS no auctions require my attention, and
    WHEREAS my dog is snoring loudly, and
    WHEREAS who needs to study?, long live procrastination!, now

    THEREFORE be it enacted by the Ziu that following amendment to the Organic Law be commended to the people of the Kingdom to be ratified in a plebiscite:

    Article X, Section 1 of the Organic Law, which currently reads:

    The Ziu is the only body authorized to consider and enact legislation binding upon the entire nation. The Ziu is composed of the King, the Senäts, and the Cosâ.

    shall be amended to read:

    The Ziu is the only body authorised to consider and enact legislation binding upon the entire nation, subject to the provisions in this Article. The Ziu is composed of the King, the Senäts, and the Cosă.

    and Article IX, Section 2, which currently reads:

    Any Member of the Cosâ, or Senator, or the Secretary of State, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State for consideration by the Ziu according to the procedures specified in this article.

    shall be amended to read:

    Any Member of the Cosă, or a Senator, or the Secretary of State, or the King, shall have the right to submit legislative proposals and bills to the Secretary of State for consideration by the Ziu according to the procedures specified in this article. Citizens have the right to submit legislative proposals and bills to the Secretary of State for consideration by the Ziu in form of a Decree by People’s Will, as specified in Article X of this Organic Law, and according to the procedures established by law.

    FURTHERMORE, following new sections shall be included to the Organic Law:

    Article X, Section 9
    The people shall, having ceded the rights to consider and enact legislation to the Ziu, retain withal legislative competence in form of the Decree by People’s Will (Talossan: Xhußiun på Phedit del Popul). Such a Decree shall have binding character upon the entire nation following a plebiscite, and shall enter into effect upon ratification by the Citizenry, and proclamation of the King or the Queen. The King or the Queen must not refuse to proclaim a Decree.

    and

    Article X, Section 10
    The exact procedures wherewith a Decree by People's Will may be initiated, and voted upon, shall be determined by law. The laws shall prevent abuse of this sacred power, without unduly burdening, impeding, circumventing, taxing, or prohibiting any citizen of age to exercise this legislative competence. The Organic Law may not be altered by means of a Decree by People's Will.

    EVEN FURTHERMORE, upon the successful ratification of the amendments to the Organic Law by the People, following sections shall be included into Title H of the Lexhatx, with already existing sections to be renumbered accordingly:

    10. As mandated by the Organic Law, Article X, Section 10, following statutes shall determine the exact procedures whereby a Decree by People’s Will (Talossan: Xhußiun på Phedit del Popul) may be initiated, and voted upon:

    10.1. Citizens of age who wish to initiate the process for a Decree must first make the Decree’s draft public. In this phase, the document shall be known as a Decree Despatched (Talossan: Xhußiun Xhetadă). A Decree Despatched need not be complete, and may be amended and changed as desired, and must be signed with the words: “Xhureu q’estadra så” (English: I swear that it may be so), followed by the names and titles of the Initiator (Talossan: Racolteir). The Initiator must give any citizens the opportunity to discuss the Decree at hand.

    10.1.1. Upon making the Decree Despatched public, the Initiator must, so as to pass the threshold, prove support for the proposed Decree from at least six other citizens of age. These Supporters (Talossan: Riuschleir) must be citizens of at least six months. Supporters’ names shall be listed below the Initiator’s name, and must be signed: “Pirneçescu par” (English: Backed by) before the names and titles.

    10.1.1.1. Newer citizens may be Consignatories (Talossan: Risatschard) to the Decree Despatched, but they shall not be counted for the sake of the threshold. Consignatories shall sign their names last, headed: “M’alegra” (English: It pleases me), or, if there is more than one Consignatory, “Noi alegra” (English: It pleases us).

    10.1.1.2. Citizens that have not come of age must neither be Consignatories, nor Supporters.

    10.1.1.3. A Ziu Title, or a Limousine, as specified by Section 9 of this Title H, is not needed for the conformity of a Decree.

    10.1.2. Once the threshold is met, the Decree is eligible to become a Decree Desired, but remains open for discussion and deliberation in public. Amendments and changes to the Decree Despatched may still be made, but the Supporters must be notified of, and acknowledge the changes, or withdraw their support. Consignatories may withdraw their support in this manner as well, but are not required to explicitly approve of changes to the Decree.

    10.2. A Decree Despatched shall become a Decree Desired (Talossan: Xhußiun Xhitzadă) upon the announcement of finalisation of the draft, and upon approval by the Scribe of Abbavilla as to the form and orthography of the Decree. The approval may alternatively be granted by the King, or the Queen, or any Member of the Royal Talossan Bar, save members ex officio.

    10.2.1. A Decree Despatched may at the earliest become a Decree Desired after a fortnight of its last modification.

    10.2.2. Amendments and changes to a Decree Desired are not permitted.

    10.2.2.1. If amendments or changes to such a Decree Desired become necessary, the Initiator shall withdraw the Decree Desired as outlined in 10.2.4. of this Title, and despatch it anew.

    10.2.3. A Decree Desired that meets all requirements stipulated in this Article shall be put before the citizenry for consideration. Where the Decree Despatched has been initiated before the penultimate Clark of a Cosă, it may be voted upon in the next General Elections. Any Decree that has been despatched after such time, is to be put before the Citizenry in the General Elections that take place after the next General Elections.

    10.2.4. The Initiator of a Decree may, at any time before the Decree is put before the Citizenry to deliberate, withdraw the Decree. In such a case, the Decree may again be despatched by any eligible citizen who wishes to do so.

    10.2.5. The Initiator may also choose, for whatever reason, to cede a Decree to another citizen eligible to be a Supporter. In such a case, the Decree need not be despatched anew, and the new Initiator may continue from where the Decree was ceded.

    10.3. At any time, before the Decree is commended to the Citizenry in a plebiscite, the Decree may be sponsored by a Member of the Ziu to be Hoppered and Clarked with the approval of the Initiator. Such bills shall be identified as a “Decree Act”. Changes made to the sponsored Decree by a Member of the Ziu must be explicitly approved by the Initiator and the Supporters.

    10.3.1. The Sponsor(s) shall undersign after the Consignatories, with “Uréu q’estadra så”, followed by the Sponsor’s name and titles, or, if there is more than one Sponsor, they shall undersign with “Noi urent q’estadra så” (alternatively: “Urámeux q’estadra så”), followed by the Sponsors’ names and titles.

    10.3.2. If the sponsored Decree Act fails to pass the Ziu, or if the King refuses to assent, the Initiator or any Supporter may retrieve the Decree, and despatch it anew.

    10.4. Decrees may not alter the Organic Law.

    10.4.1. As balance to this restriction, the following special Decree shall compel the Ziu to consider changes to the Organic Law. Such a Decree shall be known as a Decree Daring (Talossan: Xhußiun Xhexhünadă). A Decree Daring must exactly outline which sections of the Organic Law the Ziu must deliberate upon, in the form of an Amendment as is customarily drafted in the Ziu.

    10.4.1.1. Citizens of age who wish to initiate the process for a Decree Daring must first make its draft public. The draft may be amended and changed as seen fit by the Initiator (Talossan: Racolteir), and must be signed with the words: “Voi en condemnéu” (English: I condemn you to this), followed by the names and titles of the Initiator. The Initiator must give any citizens the opportunity to discuss the Decree Daring.

    10.4.1.2. Upon making the Decree Daring public, the Initiator must, so as to pass the threshold, prove support for the proposed Decree from at least eight other citizens of age. These Supporters (Talossan: Riuschleir) must be citizens of at least six months. Supporters’ names shall be listed below the Initiator’s name, and must be signed: “Voi înperámeux” (English: We command you) before the names and titles.

    10.4.1.2.1. Newer citizens may be Consignatories (Talossan: Risatschard) to the Decree Daring, but they shall not be counted for the sake of the threshold. Consignatories shall sign their names last, headed: “En heveloréu” (English: I hail it), or, if there is more than one Consignatory, “En hevelorámeux” (English: We hail it).

    10.4.1.2.2. Citizens that have not come of age must neither be Consignatories, nor Supporters.

    10.4.1.3. Once the threshold is met, the Decree Daring is eligible to be submitted to the Ziu, but remains open for discussion and deliberation in public. Amendments and changes to the Decree Daring may still be made, but the Supporters must be notified of, and acknowledge the changes, or withdraw their support. Consignatories may withdraw their support in this manner as well, but are not required to explicitly approve of changes to the Decree.

    10.4.1.4. A fortnight after announcement of the finalisation of the Decree Daring, the Initiator shall Hopper the Decree Daring with the approval of the Scribe of Abbavilla as to the form and orthography of the Decree. The approval may alternatively be granted by the King, or the Queen, or any Member of the Royal Talossan Bar, save members ex officio. Decrees Daring that have been Hoppered may not be altered.

    10.4.1.5. The Initiator may, after the Decree Daring has remained in the Hopper for at least 10 days, instruct the Secretary of State to include the Decree Daring in the next Clark, so that it be voted upon by the Ziu.

    10.4.1.5.1. During the period wherein a Decree Daring remains in the Hopper, a Member of the Ziu may, with the approval of the Initiator, choose to sponsor the Decree Daring as a regular Amendment to the Organic Law. The Sponsor may, with the explicit approval of the Initiator and at least half of the Supporters of the Decree Daring, modify, change, and alter its contents.

    10.4.1.5.1.1. In case of a Member of the Ziu sponsoring a Decree Daring, it shall be styled a “Decree Amendment”. The Sponsor(s) shall undersign after the Consignatories, with “Uréu q’estadra så”, followed by the Sponsor’s name and titles, or, if there is more than one Sponsor, they shall undersign with “Noi urent q’estadra så” (alternatively: “Urámeux q’estadra så”), followed by the Sponsors’ names and titles.

    10.4.1.5.1.1.1. The rules specified in Section 9 of this Title H may be applied.

    WHEREAS Title Z (I pronounce this “zed”, you do, too!), Section 4 of El Lexhatx says that it is “hoped that el Lexhatx will be supplanted with a new code, written in El Glheþ Talossan”, and
    WHEREAS in the same title, it is defined how the Articles and Parts in El Lexhatx are referred to, namely Titles, and Sections, respectively, and
    WHEREAS we call each additional number on a section a subsection, subsubsection, subsubsubsection, and so on, and
    WHEREAS we have not agreed on names to the Titles and Sections in Talossan, and
    WHEREAS we have lovely diminutives in Talossan, and using very confusing amounts of sub- before the word section would be a stilistic crime against the Talossan language, now

    THEREFORE, the Ziu creates a document, to be known as El Lexhatx: Glheþinat, which shall serve as the document, where the translation of el Lexhatx shall be found, and

    FURTHERMORE the Ziu includes following preamble, and translated Title Z into El Lexhatx: Glheþinat, mimicking the formatting of El Lexhatx:

    FURTHER-FURTHERMORE the Ziu vows to reassess the status and validity of this translated Lexhatx, as soon as its translation is complete, and includes as a reminder section 5 in Title Z of the English version of El Lexhatx, reading:

    5. The Ziu, ever striving to ensure the upkeep of Our National Language, el Glheþ Talossan, shall reassess the status and validity of the Talossan Version of El Lexhatx upon completion of the translation, preferrably giving the completed Talossan Version precedence over the English version, but at the very least putting it on par with this English Version of El Lexhatx.
