WHEREAS, Paul Roberts of England has distinguished himself by co-organizing the "Talossan Free Radio Service" and has been approved for citizenship by the Talossan Uppermost Cort, the Cosâ hereby approves his naturalization immediately.

WHEREAS, Jon Peck of England has distinguished himself by co-organizing the "Talossan Free Radio Service" and has been approved for citizenship by the Talossan Uppermost Cort, the Cosâ hereby approves his naturalization immediately.

WHEREAS, Talossa has historically maintained an air of cultural distinctiveness vis-à-vis the United States; and WHEREAS, nearly all of Talossa's far-flung world-wide diaspora speak English with a distinctly non-American flavour; and WHEREAS, the letter "Z" is called "zed" in the English language outside the United States; and WHEREAS, Paul Roberts and Jon Peck have immortalized this pronunciation in the first-ever Talossan radio programme; THEREFORE, this Cosâ hereby confers upon the letter "Z" the official name of "zed" and encourages all Talossans to call it by that name in all positions and recitations of the English alphabet.

WHEREAS, Gary L. Cone was physically present at the Kingdom of Talossa's formal Declaration of Independence on 26 December 1979; and WHEREAS, he has been a fabled part of Talossan song and story for more than fifteen years; and WHEREAS, Mr Cone has decided to apply for Talossan Citizenship in an effort to (among other things) redeem his reputation among the citizenry who have thought of him as the "defeated Glib Room Empire villain" for all that time; and WHEREAS, Cone has been enthusiastically received by those Old Growth Talossans who have known him, or known of him, all these long years of his exile; THEREFORE, this Cosâ hereby confers Talossan citizenship upon Gary Cone and welcomes him into the Kingdom of Talossa.

WHEREAS self defence is necessary for maintaining the sovereignty of even the most peaceful and enlightened nations,

THEREFORE the Talossan Royal Armed Forces are hereby officially established.

The Minister of Defence shall assume the responsibilities of Commander-In-Chief, acting under the authority of the Prime Minister. The TRAF shall be composed of two armies: the Terguárd (in English, National Guard) and the Talossan Expeditionary Force. The Terguárd shall remain on Talossan soil in case of invasion, while the TEF shall be deployed in bases world-wide, so that global strategic initiative may be taken.

Each army shall be headed by a Lieutenant-General, to be selected by the Minister of Defence and approved by the Cosâ. Each Lieutenant-General shall have the power to appoint Commanders for the various divisions of the Army, including Infantry, Artillery, Naval, and Aerospace, as necessary. Each division shall have the power to adopt its own ranking system, regalia, and codes of conduct with the acquiescence of the Cosâ.

Recruiting for the TRAF shall be on an entirely voluntary basis, and the draft shall never be instituted save for cases of extreme national peril, as determined by the Cosâ.
