Statute

WHEREAS, the island nation of Taiwan is not a part of China, but rather a multi-ethnic Pacific island colonized and settled by ethnic Chinese some five hundred years ago, and

WHEREAS, the people of Taiwan enjoy a flourishing democracy and a free-market economy that set them apart, morally, socially and culturally, from the Communist Chinese mainland, and

WHEREAS, the diplomatic fiction of the "Republic of China," by which the Taiwanese government once claimed to be the sole legitimate government of mainland China is wearing thin, and

WHEREAS, Taiwanese voters have elected, by a substantial majority, a government committed to declaring the island an independent, sovereign nation--which is, in reality, what Taiwan already is,

THEREFORE, the Kingdom of Talossa hereby

CALLS UPON the Government of Taiwan to proceed with its planned democratic vote on full legal independence,

DECLARES its support for the Taiwanese independence movement as a part of Talossa's general support for non-violent, democratic separatism everywhere, and

URGES the United States of America to stand by its alliance and security agreements with Taiwan, and to defend the island and its people in the event of military retaliation from Communist China.

Statute

WHEREAS, over the decades a combination of legislation and tradition has designated many of the public buildings in the Kingdom of Talossa to have official purposes and functions, and

WHEREAS, there is currently no authoritative, official collection of these buildings, and

WHEREAS, such a collection is useful for historical purposes, and also to visiting Talossans making the haxh who wish to see where stuff gets done (theoretically) in Talossa,

THEREFORE, the Ziu hereby adopts as official the following designations for public buildings in the Kingdom of Talossa, understanding that the list may be supplemented or amended by further legislation.

1) Complete List of Provincial Capital Buildings:

The Maricopa Capitol Building -- Milwaukee City Hall
The Vuode Capitol Building -- The Pavilion at Lake Park
The Mussolini Capitol Building -- Riverside High School
The Atatürk Capitol Building -- Enderis Hall (UWM Campus)
The Cézembre Capitol Building -- Repaire des Corsaires café
The Florencia Capitol Building -- The Oriental Theatre
The Maritiimi-Maxhestic Capitol Building -- The Mackey/Mitchell Buildings Complex (on Michigan St.)

Repealed

WHEREAS, over the past several months, numerous Talossans from all across the Talossan political spectrum have participate in the interesting and amusing project of devising street names for all the 90-plus streets found within the borders of the Kingdom of Talossa, and

WHEREAS, published versions of the proposed street list have met with virtually unanimous public praise, and

WHEREAS, the Kingdom always seeks to promote its national peculiarity and distinctiveness,

THEREFORE, the Ziu hereby

ADOPTS, as official, the Talossan-language street names listed in the link below, to be used either in place of, or alongside, the older English street names.

Rejected by the ZIU

WHEREAS, Talossa's citizenship laws make no final distinction between people who have actively worked to undermine Talossa and who have either been thrown out because of it, or quit because of it, and people who have lost their citizenship for clerical reasons due to the "Three Strikes Law," which was designed solely as a book-keeping measure to relieve the Secretary of State of the responsibility of keeping track of disappeared citizens, and

WHEREAS, the Kingdom of Talossa is a nation which seeks to retain its own citizens, call home its lost sheep, and recover the world-wide diaspora of Talossans, and

WHEREAS, some former Talossans may feel intimidated or offended by citizenship laws which treat them as second-class people or which force them to submit to some sort of test or bureaucratic requirements to justify exactly "why" they have not been "active enough,"

THEREFORE, the Ziu hereby authorizes a public referendum at the earliest legal opportunity to rewrite Article XVII, Section 11 of the Organic Law to read as follows:

Article XVII, Section 11: A person who has lost his citizenship by protracted non-voting may reassert his citizenship at any time, through a verified public announcement to the Secretary of State. A person who has lost his citizenship for any other reason, whether by deliberate renunciation or as punishment for a crime, shall be considered a Cestoûr for all purposes and may reapply for citizenship through the normal naturalization process.

Whereas I have nothing agains't the Apathy Is not crime law BUT

WHEREAS this could mean a party could contact an ex-citizen on the last day of an election and get a surprise vote that no other party had the chance to convince

THEREFORE the ZIU AMENDS RZ20 to change the following line :

A person who has lost his citizenship by protracted non-voting may reassert his citizenship at any time

to :

A person who has lost his citizenship by protracted non-voting may reassert his citizenship at any time except during a general election
