WHEREAS Ben Madison has indicated a desire to sit on the Court of Cassation; and
WHEREAS the Organic Law forbids him to sit on any court; and
WHEREAS the Court of Cassation is held not to be a court per se; and
WHEREAS this still has the appearance of contradicting the Organic Law, even if it does not; and
WHEREAS laws should not look like they are contradicting the Organic Law;
THEREFORE the Ziu changes the name of the Court of Cassation to the Committee of Cassation.

WHEREAS Article VII, Section 5 of the Organic Law requires that: Each MC will represent, for ceremonial purposes, a particular geographical "constituency";

WHEREAS some Canadian Talossans need to buy books from the Cudëscherïa in American dollars; and
WHEREAS they have to go to their bank and pay it expensive service charges to buy American dollars; and
WHEREAS there may come a time when American Talossans may need to buy books from the Cudëscherïa in Canadian dollars; and
WHEREAS when this time comes they will have to pay even more expensive services to buy Canadian dollars; and
WHEREAS Canadian Talossan may want to buy American dollars and American Talossans may want to buy Canadian dollars for other purposes, such as tourism; and
WHEREAS there is one Talossan, Jay Shorten, who has bank accounts in both countries and will be glad to take a cheque in either currency and give out a cheque in either currency;
THEREFORE the King, with the advice and consent of the Ziu grants a Royal Charter establishing THE NORTH AMERICAN DOLLAR EXCHANGE BANK (Jay Shorten, proprietor) to exchange modest amounts of loonies, toonies, Susan B. Anthonies, Sacajaweas, Washington, Jefferson, Lincoln, Hamilton, Jackson, and Grant blah green, Liberal blue, Tory purple, Royal light green, and Kingly pink dollars of both sorts.

Appointement

WHEREAS Albrec'ht Stolfi, Military Governor of Maricopa Province, is temporarily but lengthily off-line; and
WHEREAS Gov. Stolfi has indicated his indication to resign from said office due to the aforementioned technical difficulties; and
WHEREAS Maricopa's newest citizen, John Minot, has volunteered his time and effort to serve in the Military Governorship and help guide Maricopa back to a constitutional democracy at some vague time in the future;
THEREFORE the Ziu hereby thankfully ratifies the resignation of Governor Albrec'ht Stolfi and appoints John Minot to serve as the second Military Governor of Maricopa Province.

Statute

WHEREAS the first World War officially ended on November 11, 1918; and
WHEREAS many Talossans feel that World War I was a defining moment in history; and
WHEREAS the date of November 11 of each year has been set aside by many nations of the world as a day in which they can remember the sacrifices made by soldiers, their families and the nation as a whole; and
WHEREAS it is important for all of us to remember to past in the hope that it is not repeated;
THEREFORE Talossa officially recognises November 11 of each year as Remembrance Day.

Approved by a referendum

WHEREAS the Kingdom of Talossa needs an electoral system that is less dependent on devices of chance to attribute seats; and
WHEREAS the "An Outageous Act to Amend Article Seven, Section Two of the Organic Law and Close Down the Electoral Casino (Except On Certain Special Occasions)" as submitted to the October Clark has failed to pass into law and resolve the "Casino Talossa" problem;
THEREFORE this act hereby rescinds Article Seven, Section Two of the Organic Law and replaces it with the following wording:

(a) Each party shall receive a percentage of the 20 Cosâ seats corresponding to the percentage share of the vote received by that party at the immediately preceding general election.


(b) In the event that a seat is divided between two or more parties, the seat shall be assigned to the party(ies) with the highest decimal remainders.

(c) In the event that a seat is evenly divided between two or more parties, a percentile die roll or a coin toss shall be used to determine the assignment of that seat.

WHEREAS considerable confusion has arisen regarding the perennial question of Talossa's non-relations with bug nations and other so-called "micronations" on the Internet; and
WHEREAS having a "Minister for Micronational Affairs" dignifies every johnny-come-lately online micro with the same title that once applied only to serious endeavours like Hutt River, Talossa, and Sealand; and
WHEREAS the Prime Minister has seen fit to include such a ministry in his cabinet;
THEREFORE the Ziu hereby renames the Ministry for Micronational Affairs as "the Ministry for Fake Countries" (MFC).
