WHEREAS Martín Bertagnon has fulfilled all the requirements given by the
Immigration Ministry; and
WHEREAS the Cort has approved of his application;
THEREFORE the Ziu now votes to naturalise Martín Bertagnon as a Talossan citizen.

WHEREAS Phil Ledgerwood has fulfilled all the requirements given by the Immigration Ministry; and
WHEREAS the Cort has approved of his application;
THEREFORE the Ziu now votes to naturalise Phil Ledgerwood as a Talossan citizen.

WHEREAS David L. Rice has fulfilled all the requirements given by the Immigration Ministry; and
WHEREAS the Cort has approved of his application;
THEREFORE the Ziu now votes to naturalise David L. Rice as a Talossan citizen.

WHEREAS Jamila Cruciani has fulfilled all the requirements given by the Immigration Ministry; and
WHEREAS the Cort has approved of her application;
THEREFORE the Ziu now votes to naturalise Jamila Cruciani as a Talossan citizen.

Whereas, the assignment of citizens to provinces based on the People To Provinces arrangement of November, 1997 (LZ 22.11.97) has proven controversial and unfair in practice, and

Whereas, a substantial consensus exists that the current system of apportioning citizens by geographical region is still the preferred model, but

Whereas, redistricting the geographic assignments has proven to be a contentious issue;

THEREFORE: The Ziu hereby amends LZ 22.11.97 by attaching the following clause:

"All such citizenship assignments shall be made when the province to which the citizen is assigned does not exceed one-fifth of the total population of Talossa on the day prior to the naturalization of the citizen.

"In the event that the province exceeds one-fifth of the total population, that population is closed to further Cybercit assignments until such time as it no longer exceeds one-fifth of the total population.

"For purposes of this Act, Provinces shall be listed in the following order:
Cézembre, Florencia, Atatürk, Vuode, Maritiimi-Maxhestic, Maricopa, Mussolini.

"No citizen may be assigned to a "closed" province. In the event that a citizen's assignment would place him within a "closed" province, the citizen is assigned to the next province on the list which is not "closed."

"Nothing in this Act shall affect the assignment of any citizen prior to the date of its passage, nor shall this Act affect the future status of citizens who physically live within the territory of the Kingdom of Talossa."

WHEREAS, the Republic of Zimbabwe is ruled by a corrupt oligarchy of racist, homophobic Communist thugs, who have stripped the country bare and left it in a state of social and economic ruin, and

Whereas, the racist Government of Zimbabwe under "Comrade" Robert Mugabe has endangered the peace of Africa by numerous insertions of troops into regional trouble-zones at the behest of fellow dictators, and

Whereas, the Government of Zimbabwe has recently begun a campaign of Ethnic Cleansing, marked by murder and kidnapping, and designed to expel or annihilate the country's economically most productive population, and

Whereas, a multiracial coalition of Zimbabweans has rallied around the figure of Morgan Tsvangirai to defeat Mugabe's proposal for an open dictatorship in a recent referendum, and are now engaged in a struggle to overturn Mugabe's ruinous racist rule at the ballot box:

THEREFORE, the Kingdom of Talossa, motivated solely by humanitarian concerns, hereby announces complete and total economic and diplomatic sanctions against Zimbabwe, to continue until the day when Robert Mugabe and his ZANU-PF oligarchs are removed from power by the people of Zimbabwe or by whatever foreign intervention may be required.

WHEREAS, Every single self-proclaimed "Wiccan" and "Pagan" who has applied for Talossan citizenship has been callous, argumentative, and nasty; and

WHEREAS, The "Wiccan" and "Pagan" communities are well-defined entities which might seek to usurp or exploit Talossa for their own nefarious purposes,

THEREFORE, the Ziu hereby recommends that no "Wiccans" and/or "Pagans" be approved henceforth for Talossan citizenship, and further recommends that if any such persons should apply, that appropriate investigations be conducted of their backgrounds and beliefs by appropriate Talossan law enforcement
agencies.
