    Article 95 of the 1988 Constituziun is henceforth amended to read as follows: "Persons who are citizens by birth acquire, when they reach their fourteenth birthday, the rights of legal adulthood, which rights entitle them to full participation in the political process, including the right to vote and to hold elective office. Persons under the age of fourteen may appeal to the Cosâ before they attain this age, and if they can demonstrate to the convincing of a majority in the Cosâ that they would be active and constructive citizens, may be granted legal adult status. Citizens who acquire citizenship through naturalisation automatically acquire legal adult status. Legal adult status may never be revoked."

    The Ben Oversight Committee is hereby abolished. The following powerful justifications: 1. The Committee was set up at the behest of Dan Lorentz to "carefully monitor Ben Madison. His is clearly unfair because no similar committee has been set up to scrutinise Bob Murphy, John Jahn, Dan Lorentz or any other powerful public figure. The committee's very existence is an unwarranted presumption of some hidden guilt on Madison's part. It is therefore vindictive and repugnant to Talossa's spirit. 2. The Committee intends to monitor Ben's "non-official actions." Hounding a fellow citizen for his unofficial doings is entirely against Talossanity and all it stands for. 3. The Committee intends to monitor Ben äs editor of Støtanneu." This provision is clearly intended to make Ben worrie4d about writing a particular storywhich might offend the members of the Committee. It is clearly noxious to a free press to have some explicitly hostile bureaucratic agency watching over it. Also it subjects only one of our two newspapers to such unfair treatment. It violates the freedom of the press guaranteed by Article 56 of the Organic Law. If we enact laws to "monitor" the press, heaven knows what's next! 4. Finally and worst of all, the Committee is not even a committee. Dan Lorentz has monopolised power and uses the B.O.C. as a personal soapbox from which to assail any disagreed-wtih Ben-position. Committee members Jean Williams and Sandee Prachel have never been contacted by Lorentz, not encourage to participate. Clearly it has become a personal fiefdom which serves only to add the pretended force of law to Dan's disagreements with Ben. The Cosâ therefore takes the side of fairness, freedom, hot apple cider in winter, and every other good thing and cheerfully repeals the Ben Oversight Committee.

    The Cosâ hereby repeals all bills which conflict with the follwing. Each political party may submit a limited number of bills to the Clark every month. The limit is equal to the number of people who voted for the party in the previous election. Thus, one-person parties may submit one bill per month; a party which gets five votes may submit five bills per month. Please let this be the end of this issue!!

    The Cosâ passed the "People tp Provinces Act"(RC22, Apr 88) unanimously, which was to assign provincial membership to any and all citizens not currently so assigned. This was to be according to the province the Citizen lived in or lived closest to. To date, nothing official has been done concerning this act. The Cosâ hereby enforces this overdue act, by giving King Robert I the job of assigning said Citizens, and informing the RT public within 14 days of the passage of this bill.

This is retroactive to September, 1987. Furthermore, since the numbering of bills always returns to "1" at the beginning of a Gov't, all past bills or laws will be referred to by their RC/LC number, and the month and year it was submitted to the Cosâ (i.e. RC8 (Apr 88)).

    8RC9 - An Act to Establish an Advisory Cußéglh Cestoûr


    WHEREAS the Cestoûrs, the American natives living within the borders of Talossa, have no say in the management of the Talossan government, and

    WHEREAS this is rather discriminatory, now

    THEREFORE the Cosâ establishes an elective body called the Cußéglh Cestoûr (Cestoûr Council) to represent their interests.

    Elections to the Cußéglh will take place twice a year and it will function exactly like the Cosâ. The Cußéglh will comprise 50 seats, apportioned (as in the Cosâ) by popular vote among pre-registered political parties. No single member may hold more than 15 seats. Non-votes and refuse-to-votes will not count, of course. Anyone living in the borders of Talossa, whether Talossan or Cestoûr, will have a right to vote in the Cußéglh elections, but must prove that they reside within the national territory. The Rôle of the Cußéglh is purely advisory; it can only pass resolutions calling for the Government to take certain steps. Its goal is to represent the population of the Talossan Peninsula as a whole, without regard to citizenship. The Cußéglh will elect a chairman who will bear the title of President of the Cußéglh.

    In order to further the Talossan people's sense of national peculiarity and ethnic idiosyncrasy, the adoption of Talossan-language names by all citizens is hereby made mandatory. The use of these names for al purposes, public and private, is voluntary, however. Use of these Talossan-language names will be encouraged and no person may be discriminated against for using or not using them. First names will be derived when possiblefrom a master list of direct translations, Last names will be produced during consultation with the person concerned, with the object of producing an aesthetically pleasing last name (with primary regard for a good Talossan translation of the original name's meaning). An Office of National Names (L'Óifisch dals Nóminas Naziunáis - ONN) is establsihed to oversee this process. It is placed under the control of Róibeard Desmats (i.e. Robert Madison).

    Whereas confusion has resulted from a misinterpretation of an (admittedly confusing) portion of the Constituziun on the issue of whether non-votes should be counted as votes, etc., Thereforse Article 36 of the Constituziun is rewritten to read as follows: The Cosâ is comprised of 215 seats. 200 are apportioned among the parties in proportion to the popular vote cast for the parties in the last election (abstentions, spoilt ballots, non-votes, and votes for parties which did not register being omitted from this count so that all those who actually vote for parties comprise 100% of the total "popular vote" for this purpose); these are called "elective seats."(The rest of the article remains as is.)

    The Cosâ hereby resolves to change the name of "Henry David Thoreau" Province to its original, historical name of Maritiimi Province, which it has had ever since early 1983. The original name is old Talossan for "maritime"- appopriate since the provnce is coastal and contains Port Wozniak. The new name has no meaning whatever for the Kingdom (Thoreau was never even IN Talossa!). This act also replaces the original flag or Maritiimi upon it, effectively burning any ridiculous replacement. This act cannot be overturned by the Provincial Gov't for at least a period of 12 months.

    [Amendment to the Constituziun. Articles 74 and 75 are rewritten as follows.]

    Art. 74. Legislation may be proposed and adopted by the people through the use of the Initiative. In order for this to be used, a piece of legislation may be drafted by any citizen, and if signed by a number of petitioners, exceeding 15% of the population of the Kingdom, be delivered to the Secretary of State. The question must then appear on the ballot as a referendum during the next general election. The legislation becomes law if approved by a majority of those who vote in the election. If the question seeks to amend the Constituziun it requires approval by two-thirds of those who vote in the election.

    Art. 75. The Cosâ may also prepare referenda and submit these to popular vote as it sees fit. The referendum may be advisory (a non-binding public opinion check) or may have the force of law upon its approval by a majority of those who vote on it. If the referendum seeks to amend the Constituziun it requires approval by two-thirds of those who vote in the election.

Furthermore we condemn the United States for its refusal to allow Mr Arafat to address the UN in New York. However, being realists, we promise that all of the above is provisional and will be rescinded at once if the PLO or its member sub-thuggeries persist in blowing up school buses or throwing cripples into the ocean. A copy of this declaration shall be sent by the Foreign Minister to the United Nations.

    [This Amendment replaces Article 94 of the Constituziun. Because of the central nature of the citizenship question to Talossa's very existence this amendment exceeds the 150-word maximum for bills as imposed in LC5 (Oct.88).]

    Art. 94a. Any foreigner or Cestoür who feels in his heart that he is Talossan may acquire Talossan citizenship. To do this, he must appeal to the Secretary of State for the appopriate papers. He must complete an objective exam dealing with questions of how government works and of history. He must also write an essay on "What Talossa Means to Me" answering four specific questions: 1) Why do you want to be a citizen? 2) How do you plan to participate in Talossa? 3) Would you change anything in Talossa? 4) Aside from a place where you can voice your opinions, what else does Talossa mean to you? The essay will be judged on quality of ideas, style of writing, humour, and understanding of the spirit of Talossa.

    Art. 94b. Upon completeion of the essay the prospective citizen will be interviewed by the Uppermost Cort at a public meeting. The Cort shall be presented with the prospective's essay and exam and the sworn deposition of one or more Talossan citizens vouching for the character of the prospective. The Corive t shall ask the prospectquestions; so may anyone at the meeting. The Cort shall then issue a non-binding resolution to the Cosâ, approving or disapproving the prospective.

    The Cosâ, by majority vote, shall admit or disadmit the prospective to citizenship. And Cosâ member who votes against a prospective must write an Address to the Whole House explaining why he voted as he did. A disadmitted prospective must reundergo the entire process if he wishes to be admitted. Other restrictions or requirements may be imposed by law.

    Should the Prime Minister die or resign during his term (and not issue an order to dissolve the Cosä), the King/Regent shall nominate a new Prime Minister to complete his term. The new government must be formed and receive a vote of confidence before the end of the calendar month in which the PM resigns, or else the Cosâ must be dissolved and new elections called by the King/Regent.

    Whereas confusion reigns over whether or not committees established in the past still exist, the Cosâ hereby acts to deconfuse the issue. From henceforth, a difference shall exist (and be spelt out in future bills) between committees (which are set up as standing committees, free to issue reports at any time) and Royal Commissions (or Commissions Royal) which are set up on an ad hoc basis and charged with a specific one-time task such as preparing a dossier or White Paper on a specific problem, and presenting the same to the Cosâ. Once a Commission's paper is done, the Commission has fulfilled its duty and ceases to exist.

    Whereas it is only in the interest of boredom that lawful assemblies of the Talossan government be prohibited, the Cosâ hereby amends the Constituziun to allow Talossan lawmakers to have the dignity of assembling in a Living Cosâ, to freely discuss and vote on the nation's business. The following is tacked on to the end of the Constituziun and, when a Living Cosâ is called as in Article 1 of this bill, all relevant portions of the Constituziun in conflict with this are temporarily suspended.

    Art. 1. The Cosâ may hold Living Cosâs (live parliamentary meetings) by law. To do so, a bill must be presented to the Cosâ, naming the specific month in which the Living Cosâ is to occur, and pass the Cosâ by a 2/3 vote.

    Art. 2. The exact date of the Living Cosâ shall be set by the Prime Minister after consultation with all relevant parties. all members must receive two-weeks notice of the date of the Living Cosâ, and an honest attempt must be made beforehand to schedule a date for the meeting that as many MCs as possible can attend.

    Art. 3. Members who cannot attend will not be denied the right to participate. They may send their votes in by post, by phone or in person, in writing, so that they can be announced at the Living Cosâ. A member may, in writing, delegate his authority to vote (transfer his seats) to another member, even if this violates the 30-seat limit in Article 41. Or, he can vote in advance on each bill and give those written votes to the Secretary.

    Art. 4. Votes presented to the Secretary after the Living Cosâ will not be counted in the final tally. The final tally of votes on all bills is taken at the end of the Living Cosâ meeting. (This takes precedence over Article 66.

    Art. 5. Bills may not be presented at the Living Cosâ. No bill not proposed in the CLARK may be debated. CLARKs will be sent out on schedule as usual.

    Art. 6. The Living Cosâ shall be presided over by a Speaker (in Talossan, el Túischac'h). He shall maintain order and direct the meeting. He shall be elected by the Cosâ in the same bill which authorises the Living Cosâ. The Speaker, if possible, should not be an MC. The Speaker can be removed and replaced during a Living Cosâ only by PD.

    Art. 7. The CLARK during a Living Cosâ month must include a Vote of Confidence (Article 58).
