WHEREAS the Kingdom of Talossa experiences periodic bouts of boredom which seriously call into question the health of its fragile democracy, the "Commission Royal on Apathy, Boredom, and Sedition" (CRABS) is hereby established to investigate into the causes of this cyclical malaise and to provide the Kingdom with suggested remedies, if, in fact there are any.

The CRABS shall be headed by Daniel Lorentz who shall furnish its reports to the King and Prime Minister before Christmas, 1987.

Consulting members of CRABS shall include Ben Madison and Andrew Wozniak, along with any others Citizen Lorentz shall invite to participate.

RZ3 - The Vote in Advance Act

6RC3 - The Vote in Advance Act

Citizens living in inaccessible places or who will be on holiday during the voting period will be provided with Vote In Advance (VIA) forms at their request.

On the VIA form, the voter will indicate the party he intends to vote for in the next election. The VIA form will be returned to the Secretary of State. If an election is called for within the next six months, and the voter is unavailable, his vote as signified on the VIA form will be counted as if he had sent in a ballot. (If he does send in a ballot, the ballot will supercede the party choice on the VIA form.)

The VIA form expires after six months (at which time a new form may be sent in). It is good for any number of elections during that six month period.

VIA ballots cannot be used for answering referenda, only for indicating party preference in Cosâ elections.

A voter who has sent in a VIA form may request another at any time, and his party choice on that form (once it has been duly received by the Secretary of State) supercedes any earlier VIA forms he may have used.

WHEREAS marriage results in sex, and

WHEREAS sex results in children, and

WHEREAS Talossans (as individuals or in a group) may someday decide to marry, which will lead to sex and children, now

THEREFORE be it resolved that any child born to one or more Talossan parents after September 1st, 1987, is to be considered a First Class Citizen of the Kingdom of Talossa, and upon attaining the age of 14 will assume full political rights, including the right to vote.

WHEREAS claims upon these islands serve only to make our two legitimate colonial claims look silly, now

THEREFORE the Kingdom of Talossa hereby abandons its claims to any islands in the Pacific Ocean, understanding that our colonial rule over Pengöpäts (in the Antarctic, in a territory no other nation has ever claimed) and Cézembre (off Brittany) will continue gloriously and for ever.

A national postal system is henceforth established for the Kingdom of Talossa, to be called Pôst Naziunál (PN). It is put under the jurisdiction of the Ministry of Stuff.

The Vuode Province postal system (VuodePost) is henceforth annexed to PN.

PN shall have power to issue stamps and deliver letters, the price of the stamps not to exceed .15¢ [sic] (US).

Whereas, the section of Talossa currently known as South Territory was a confederate (self-governing) province known as Pórt Maxhestic from 17 July 1985 to 14 September 1986, and as Südlicher Gro&00df;haven from 15 September 1986 to 17 November 1986, and whereas it is desirable to extend federalism in Talossa, therefore, I propose that Pórt Maxhestic province be resurrected under the democratic constitution of 15 September 1986, and under the provincial leadership of Citizen John Jahn, and Governor Generalship of Brook Gläfke (both of whom have been the only Talossans to ever hold these positions).

6RC13 - The Law and Order Act (for the Establishment of the High Court of Talossa)

WHEREAS Talossa is a nation of rules and regulations, and

WHEREAS these need to be enforced, and

WHEREAS the Talossan laws need to be upheld and the Constitution interpreted by impartial citizens (or at least, an impartial group of citizens), now

THEREFORE I propose that the Talossan Uppermost Court (TUC) be established.

The TUC is to be comprised of co-equal members from across our political spectrum:

Dan Lorentz (to be our Thurgood Marshall),
John Jahn (to be our William Rehnquist),
and Ben Madison (to be our Sandra O'Connor).

These will be permanent appointments (as in the U.S.).

All issues and laws brought forth will be reviewed by the TUC, which will meet whenever events warrant. A simple majority of the members of the 3-man TUC will be required to uphold/reject a law.

The TUC will handle all matters relevant and concerning to the RT Constitution. The TUC will meet to consider laws, etc. at the behest of the King, a member of the Cosâ, a provincial Governor General, the PM, or one of its members.

Paragraph 12 of the Parliamentary Organisation and Lawmaking Act of 1987 is rewritten to read as follows: "With each month's voting on CLARK bills, Members who require that their CLARK be mailed to them will send appropriate postage to pay for said mailing (either in stamp, currency, or international reply coupons). Members who receive their CLARKs by personal delivery are not obliged to pay for this service. If a Member receives his CLARK by mail and fails to pay the cost of postage, his CLARK for the next month cannot be delivered to him, and his votes for that month are null and void."

The following question is to be added at the end of every CLARK form from now on: "Do you wish the current Government to continue in its term of office?"

MC's may vote on this as on any other bill. The results are announced on the next month's CLARK.

If "yes" obtains a majority of the vote, there are no political ramifications.

If, however, "no" obtains a majority of the vote, the Government must resign within 15 days of the announcement, and new elections must begin no later than 15 days after that.

The King may not veto a Vote of Confidence.

Article VII of the Organic Law is also repealed.

In their place the following is accepted:



"The Talossan language, as the national language, shall be the first official state language. English is accepted as the working language of the governmnet. French and German are accepted as the languages of minority communities, and government documents drafted specifically for consideration within those communities shall be prepared in the language of the community. All national election ballots are to be published in Talossan and English, with Talossan on top. A Ministry of Language Affairs is hereby created, to be chaired by Robert Madison. The Government shall encourage the learning and cultivation of the National Language through all appropriate but non-complusory means."

Today's date will henceforth be written: "Wednesday, October 21st, 1987/VIII." The abbreviation "A.R.T." is the equivalent to "A.D." and stands for "Anno Regni Talossae."

Any citizen or group may propose an Initiative Referendum to be placed upon the ballot at the next general election. To be put on the ballot, the Initiative Referendum question must be phrased so that it can be answered "yes" or "no". A petition, signed by no fewer than four Talossan citizens, must accompany the request to put an Initiative Referendum question on the ballot. If approved by the electorate, the decision mandated by the question is binding and may not be vetoed. The Cosa shall enforce the decision by means of appropriate legislation."

WHEREAS, the Kingdom has territorial waters which need defending, and

WHEREAS, Mr Kurt Litscher (a friend of our Defence Minister) has offered the Kingdom the use of his 23-foot sailboat for the purposes of establishing a Royal Talossan Navy free of charge, now

THEREFORE be it resolved that the Talossan nation accept this offer and this unarmed gunboat, the VSM Panache, to be officially accredited as the Royal Talossan Navy, and that Mr Litscher by styled Admiral of the Fleet.

Ammendement

Resolved, that the next general election employ a system of secret postal balloting, to guarantee secrecy, anonymity, and true democracy. Furthermore, in place of the current system in which party leaders dole out Cosa seats after an election (which can result in absurdities), a new system is hereby adopted whereby each party member announces before the election all potential MC's for that party. (No person may be named against his will). These names are then listed underneath the name of the party on the ballot. In the election, voters will rank the names from first in preference to last, and the top picks for each party will fill that party's seats in order of public preference. The exact working of the system will be announced in the press so that this bill doesn't go on forever. [Amended by 7RC50]

RZ81 - The Composition of the Government Act

Ammendement

Articles 47 through 51, and the 10th Amendment of the Organic Law are hereby repealed. IN there place the following law is enacted:

Article 1. The Government shall consist of the Prime Minister and his Cabinter.

Article 2. The PM shall be appointed by the King after consultation with leaders of the majority party or parties immediately following a national election. With the consent of a majority of votes in the Cosa, the PM shall take office no later than 2 weeks following the close of elections.

Article 3. The PM shall be sworn in either in person or by post, using this oath: "I do solemnly affirm that I, (name), will faithfully execute the office of (His or Her) Majesty's First Minister of the Kingdom of Talossa, and will to the best of my ability defend the integrity of the Talossan state. Long live the king!"

Article 4. The PM shall appoint and dismiss Ministers as will assist him in the governing of the country, but with the proviso that there must be a Minister of Foreign Affairs, as well as such other Ministers whose Ministries are established by law.

Article 5. Any one person may fill any number of posts.

As Secretary of State, I am the Talossan who has to deal with all these bills and votes every month. I enjoy the job, but it would be much more enjoyable if MC's would regard a simple rule that all other legislative bodies around the world do. That is, that once I receive an MC's votes on the bills of a given CLARK, that they are FINAL, and cannot be changed later. This means that an MC who has voted, and turned their votes in to me, cannot at a later date - based upon information about the progress of the voting - change any of those votes. Bills that have been received can always be changed or dropped before the end of a month, however, but NOT once the Clark's for that month have been created.

WHEREAS having small political parties able to gain entry into the Cosa merely encourages citizens to vote for themselves rather than to investigate other parties and learn about the issues, and

WHEREAS this contributes to a general lack of knowledge about the Kingdom within the Kingdom now,

THEREFORE the Cosa henceforth requires a party to gain at least two votes before it can obtain a seat in the Cosa. If a party gains only one vote, that voter will be given a subsequent ballot immediately following the election, and he will have an opportunity to change his vote.
