    Whereas, the current Constituziun's article on VIA Forms was written at a time when elections took place much more frequently, and thus is no longer as helpful to VIA Form voters as it once was, THEREFORE, the Cosâ hereby rewrites Article 36 of the Constituziun as follows:
    Art. 36. The Secretary of State shall provide, to any voter who requests it, a Vote in Advance (VIA) Form. The VIA Form will stand, after it is signed by the Citizen and returned to the Secretary of State, as a substitute ballot during the next two elections. If the Citizen is unable to vote in either (or both) of those elections, the party choice indicated on the VIA Form will be entered as that Citizen's choice in said election(s). The VIA Form shall include a space for the Citizen to enter one political party of his choice. A Citizen may request other VIA Forms, each of which supercedes the last. If the Citizen does vote normally in an election, his VIA Form choice is ignored. The Secretary of State is still obliged to provide a ballot to each Citizen who requests one, in case the Citizen wants to change his mind.

    Whereas, the Kingdom is contemplating advertising itself on the Internet, which may possibly bring a comparatively massive wave of new immigrants to our metaphoric shores, and Whereas, Talossa may as a society and as a government be unprepared to deal with large numbers of new, unsocialized citizens, Therefore, the Cosâ hereby appoints Robert Madison to chair a Committee on the Future, to be assisted by such others as he shall choose (but not Al Gore, Newt Gingrich, or the Tofflers) to debate such questions as this issue may cause to arise. Questions that might be debated are included on p. 2, in the Address to the Whole House.

    Esteemed Members of the Cosâ: If RC4 passes, it is my intent to circulate a questionnaire to all members of the Committee on the Future to discuss various issues relating to new immigrants. These questions will include: Do we want to relax or strengthen immigration laws? Do we want a quota on new immigrants to keep Talossa from getting swamped? Do we want a 'House of Lords' so those who have been Talossan for years can maintain some control over the national identity? Do we want to give the King 'emergency powers' in case new immigrants team up to 'take over' Talossa and steer it off its historic course? Should we reinstate a multiple choice civics test for immigrants? Etc. I hope you will all vote for RC 4 and actively participate in the survey that will be drafted.     Whereas, in a recent music survey, Frank Sinatra was chosen as Talossa‘s favorite male vocalist (by a wide margin); and Whereas; only one Talossan actually belongs to any fan club for any performer (and that's F.S.); and Whereas, Sinatra recordings are always presented at official Talossan get-togethers (Talossafest/Anniversary); and Whereas, he recorded a lovely duet in '93 with Talossa‘s National Entertainer (Gloria Estefan); and Whereas, Sinatra has worked tirelessly entertaining America/Talossa for 6 decades, and has given generously to charities and even pioneered racial/religious tolerance (1945's "The House I Live In"); and Whereas, this December 12th will be Mr. Sinatra's 80th birthday; Therefore, Talossa hereby gives hin1 what will surely be his greatest award that day - the declaration of Tuesday, Dec. 12th, 1995 as "Frank Sinatra Day" throughout the Kingdom, and Talossans are encouraged to celebrate by playing their favorite Sinatra recording and celebrating appropriately.

    The Cosâ hereby establishes a single, generic election ballot that can be photocopied and used in all RT elections:
    Art. 30. Only "registered" political parties may obtain seats in the Cosâ. Parties which win votes but are not "registered" may not assume their seats in the Cosâ until they register themselves. A political party may register itself at any time with the Secretary of State, by obeying the following procedure: First, the Party must have at least one member designated as its "Ieader." Second, the leader of the Party must provide the Secretary of State with a 50-word (or less) statement of the general aims and views of the Party. Third, the Secretary of Slate may request from all parties a fee, to be set by law, to cover the cost of the election. This fee shall be uniform for all parties. A party which holds seats in any Cosâ is automatically "registered" for the following Cosâ if it wins any seats therein; its leader and 50-word statement are assumed to "carry over."

    Art. 34. The Secretary of State shall produce a generic election ballot with instructions on its use, a blank space in which to stamp the Election Deadline, a blank space in which the voter may write the name of the political party of his choice, and a blank space for the voter's signature. (Unsigned ballots are invalid.) This ballot shall be a public document, available to all upon written request. All citizens may freely keep, make, and distribute unaltered copies of the ballot as part of a campaign for votes. The back of the ballot shall contain any 11x7 cm adverts which the parties may have submitted for that election, and if a ballot contains such adverts, voters may vote for the party of their choice by crossing out the advert of that party. 'OId' ballots or ones not containing the adverts on the back are still considered valid. Voters who write in the name of the party of their choice are responsible for writing it correctly. The Secretary shall prepare special ballots for referenda if these are required.

    Articles 35 and 35a are repealed.

    The Cosâ hereby establishes a second, upper House for the Talossan Parliament, in order to safeguard Talossa by placing a veto in the hands of all Talossans who have persistently maintained their devotion to Talossa through long-term, active participation. The following articles are added to the Constituziun:
    Art. 24. There shall be a Senäts (in English: "Senate") composed of Senators, who shall serve at the pleasure of the King without limit of numbers, who have attained the age of 20 years, been citizens of Talossa five years, and who have voted in at least half the elections to the Cosâ in which they were eligible to vote during the five years preceding their Appointment. The King shall summon such qualified persons to be Senators, and may dismiss Senators if they fail to maintain high standards of participation. Citizens seeking admission to the Senäts shall petition the King for a Senatorship, and shall produce such proof of their eligibility as may be required.

    Art. 25. The Senäts shall review all laws passed by the Cosâ and, unless they act otherwise, shall be presumed to consent to same.

    Art. 26. The Senäts shall elect its own President and shall administer its own business as it sees fit, whether on a statutory or an ad hoc basis. Each Senator shall have one vote.

    Art. 27. The Senäts, by a vote of more than half its members, may abrogate any act of the Cosâ within two months of its passage. The Senäts is not a political body. Its power, it is presumed, shall only be exercised in cases of extreme danger to the life, integrity, or national identity of the Kingdom of Talossa, and not frivolously or for partisan advantage.

    Additionally, the Cosâ hereby resolves: The Senäts shall come into being on 1 January 1996 when the first Senators receive their Appointments. John Jahn is designated as President of the Senäts.

    Talossa consists of 15 sub-provincial units called (since 1984) "Cantons," but these Cantons don't have names, only numbers (e.g. 73, 74, 75, etc.). In order to make them more interesting, and to honour several Talossans, the Cosâ hereby names these Cantons according to the list below. Names with asterisks are traditional (and some already official). Names without asterisks are new, and are named for Prime Ministers beginning with Dan Lorentz and going up through Jack Schneider. No slight is intended against post-1989 PMs, it's just we ran out of Cantons.

    Art. 35. Voters may, instead of returning a paper ballot, vote by e-mail. To do so they must register their e-mail address before the election with the Secretary of State. A voter's e-votes must be placed from that address in order to be counted. If the Secretary has reasonable grounds lo suspect fraud, he may delay acceptance of e-votes till they can be verified. An e-vote shall indicate the name of the person voting, the party voted for, and any referendum choices.

    Whereas, John Eiffler finds association with Mussolini distasteful, he has opted to form a new province consisting of Canton 108 (Florenciâ Canton), to be titled Florenciâ Province. This removes this Canton from Mussolini Province. Eiffler's citizenship is transferred to Florenciâ Province. This bill takes effect upon Eiffler's formal promulgation of an acceptable Provincial Constitution for Florenciâ Province.

    Whereas, the post of Secretary of State has been theoretically filled by Wes Emi for the last six months, and Whereas, Emi has not actually done any of the work but rather has put it on the shoulders of our already overworked King, and Whereas, Brendan Duddy of the Clockwork Orange Party has volunteered to take up this burdensome and irksome task for the greater glory of Talossan democracy, and Whereas, he has publicly vowed to operate the office in a fair, nonpartisan fashion, THEREFORE, the Cosâ hereby receives King Robert's formal appointment of Duddy to the office of Secretary of State of the Kingdom of Talossa until further notice, and formally approves him in said office, effective immediately on the 29th of February, 1996/xvii. This will entail his responsibility for the March/April 1996 General Election and all further Cosâ business.

    Henceforth, every February 28th shall be designated Off with Their Heads Day in the RT, and shall be an official holiday in the Kingdom. This holiday acts as a warning (rather than a means to celebrate) for all current Talossans to remain active and involved. On February 28th, 1994, Bill Simmons and the Europeans lost their citizenship due to the passage of LCs 28-31 - the first such mass extinction in RT history.

    Whereas, Talossa has no official holiday during the month of March, the Cosâ hereby enacts the following:

    Henceforth, every March 31st shall be designated Mindless Patriotism Day in the RT, and shall be an official holiday in the Kingdom. This holiday commemorates the passage that day of two important, patriotic laws by the Cosa in 1993. Those were the laws creating "Wargaming" as our "Official National Passtime," and food served at Taco Bell as our "Official National Cuisine." Every March 31st, Talossans are urged to play, read about, or work on designing a wargame, and dine at Taco Bell. (Well, they should be doing those things every week of every month, but especially so on March 31!)

    Whereas, keeping track of who did or did not vote each election is a burdensome but necessary task (due to the “Three Strikes and You're Out" law); and whereas the sitting Sec'y of State may wish to delegate this duty to someone besides himself; the Cosâ hereby sets up the official governmental position of Grim Reaper. The Grim Reaper is named by the Sec'y of State, and serves entirely at his pleasure. The Sec'y of State automatically serves as the Grim Reaper if no other citizens has been specifically named to that position. The sole function of the Grim Reaper is to keep track of whether Talossans have voted or not in past elections, and report to the Sec'y of State the following:
    1. before the election begins, the names of citizens having two strikes for non-voting against them;

    2. immediately after the election, the names of citizens who have lost their citizenship due to suffering their third strike.

    Whereas, the Cosâ in November approved an official signature theme for all Talossan government broadcasting, therefore, the Cosa hereby also approves the following signature theme for all official Talossan news segments broadcast on Talossan State Radio services. As the opening and closing theme for Talossan news broadcasts, the following music will be played:

    The first 1 minute, B seconds of the first movement (Allegro brioso) of the First Piano Concerto in D-Flat Major, Opus 10, by Russian composer Sergei Sergeyevich Prokofiev (1891-1953).

    It's an excellent piece, highly appropriate for the start and finish of a news segment; in fact, it was formerly Used for "CBS Reports" in the 1960s/70s. For those uncultured MCs who don‘t have this work in their CD/LP/tape libraries, Talossan Music Librarian/Historian/Archivist Jahn will be glad to play it for you over the phone. Otherwise, trust me, it‘s good!

    The following is added to Article 92: "Applicants for citizenship who cannot be interviewed face-to-face by the Uppermost Cort are classified as Cybercits, and their admission to citizenship is covered in Articles 110-118."

    And the following new articles are added to the Constituziun:

    Art. 110. All applicants for citizenship who cannot be interviewed face-to-face by the Uppermost Cort are classified as "Cybercits" for all legal and constitutional purposes.

    Art. 111. Before a Cybercit can apply for RT citizenship, he must purchase one (1) copy of Ár Päts: A Cheap Talossan History. The cost shall be $2.00 plus shipping and handling. In the event his application for citizenship is turned down, this purchase shall not be refunded.

    Art. 112. A Cybercit must, with his application for Citizenship, complete or submit all of the following:
    1. The standard MC-95a citizenship application form

    2. The "What Talossa Means to Me" Essay specified in Art. 94a of this Constituziun

    3. An additional autobiographical essay

    4. A photograph of himself

    5. Proof of identity (any one of the following):
      1. photocopy of passport

      2. photocopy of driver's licence

      3. photocopy of birth or marriage certificate

    6. The completed Civics Test (see below)

    7. A current snail-mail address and telephone number

    Art. 113. The Secretary of State and the Uppermost Cort shall form a committee to draft a multiple choice and/or short answer exam, known as the Civics Test, consisting of 40 questions based on the Ár Päts text. They shall revise this test periodically. A passing score is 30 or more questions correct. The committee shall score the exam.

    Art. 114. After the requirements of Article 112 are successfully completed, the Uppermost Cort shall interview the prospective citizen by mail, telephone, or e-mail, and shall recommend to the Cosâ whether or not to approve the citizen. If the recommendation is in the negative, the application shall be denied.

    Art. 115. The Cosâ shall admit the prospective Cybercit on a two-thirds vote (not a simple majority).

    Art. 116. Once the Cybercit has been approved, he must (within two months of his approval) purchase all of the following materials:
    1. The National Atlas of Talossa or Flags of the Kingdom of Talossa

    2. The Catalög Telefiunál

    3. The Lexicon of Talossan English

    4. Any one other Talossa-related book from the official book list

    Art. 117. If the Uppermost Cort shall at any subsequent time find any fraud or dishonesty in the Cybercit's original application for citizenship, including his answers to Cort interview questions; or if the Uppermost Cort shall convict the Cybercit for anti-Talossan activities, it may impose the penalty of expulsion from Talossa. The King may commute such a sentence. In the event of a citizen's termination in this fashion, none of his purchases shall be refunded.
    Art. 118. Any application for citizenship which is denied may be resubmitted in toto following the next general election.
