RZ1 - The FLUNK Debunk Act

Statute

Whereas; the official "sacred shrine of Talossa." FLUNK, controlled by formerly reasonable and mature-for-their-age Citizens Nick Kovac and Andrew Worm, which had been granted "full provincial-like authority" (LC17, 9/92; LC9, 3/93), has been in an official state of rebellion against teh Kingdom since last July (refusing to recognize the legitimate, democratically-elected national Governments); Therefore the Cosâ hereby officially revokes the quasi-independent status of FLUNK, returning its territory fully to Mussolini Province; and the governing thereof to that of Mussolini Province as well. Likewise, Kovac's and Worm's provincial citizenship is returned to that of their province of residence (namely, Vuode).

RZ2 - The "You can run but you can't hide" Act

Whereas a tradition has grown up in RT politics of mailing campaign literature directly to voters, and whereas this wreaks havoc not only with opposition parties (who have no opportunity to see what they're being charged with) as well as with historians (who can't quote the campaign literature to see what the issues in the election really were), Therefore the Cosâ hereby mandates the following: If any political manifesto, leaflet or advert is drafted by any political party or organisation for mass distribution to two or more Talossan voters, acopy of that document must be depositied at the same time with the Secretary of State, for immediate transfer to the Müstáit Naziunál (National Archives), for public viewing. Violations shall be punished by the levying of a $3 fine for every such document not deposited.

RZ3 - The CRAAP Commission Act

The Cosâ hereby established the Commission Royal on Amending and Adapting the Principles (CRAAP) to study the question of whether or not the Vague Principles recently abolished can be rewritten and improved, limiting their vagueness and preserving them as central truths in the RT Constituziun. John Jahn, wes Erni and Ben Madison are nmaed to the CRAAP Commission, which may admit new members by majority vote. The CRAAP is instructed to report back to the Cosâ within two monhts of the adoption of this legislation.

RZ5 - The Loom of Language Act

Whereas, it has been a tradition ever since 1981 to sear Prime Ministers in with their hand on a copy of The Loom of Language (a book from the 1940s about languages, which ignited King Robert's fanaticism for language and also his xenophilia which gve use Talossa), teh Cosâ hereby enshrines this ritualistic act in the Constituziun by adding the following text to Article 47:



The Oath of Office shall be administered with the Prime Minister resting his left hand on a copy of The Loom of Language (unless this is absolutely and utterly impractical) and raising his right hand as if he were getting a passport or testifying in court.

RZ6 - The Donatüs Act

Statute

Whereas most Talossans have Talossan-language names which are translations into Talossan of what their names mean in the languages they come from; and Whereas Ben Madison is the exception to this rule, the Cosâ hereby changes his Talossan name. His name is currently Rôibeard Desmats, which is derived from "Madison". Since "Madison" comes from "son of Matthew" and "Matthew" means "gift" in Hebrew, the King now gets the new last name Donatüs (from the Latin word for "gift"). This also commemorates Donatus, an African religious leader of the 4th Century--an ancient Berber ancestor. All references to Desmats in the Constituziun are changed to Donatüs. Voting for this legislation does not necessarily commit any Member of the Cosâ to a Berber heritage.

Whereas, only one form of legal sanction against lawbreakers makes any sense in Talossa, therefore the Cosâ hereby enacts the following Constitutional Amendment. (Analysis of the Covenants of Rights and Freedoms shows that this Amendment does not violate any of Talossa's civil rights laws.) The Law and Order Minister may officially reinforce this penalty by sneering at convicts.


Art. 84a. The courts shall have power to enforce penalties against violators by depriving them of their right to vote. This may be construed as prohibition to vote in a single election, or on a single Clark, or may also take the form of suspension of some Cosâ seats so as to weaken (but not entirely remove) his ability to vote on a Clark. The Cort shall under no circumstances impose more than one such penalty for a single crime. A decision of the Uppermost Cort of this nature may only be overturned by law, or by Royal pardon.

RZ14 - The Final Solution to the Dead Citizens Problem Act

Whereas, some Talossan citizens have not been seen nor heard from in years, and Whereas their perpetual absence from parties, voting, etc. is considered a national embarrassment and a bookkeeping hassle, and Whereas these people obviously no longer consider their Talossan citizenship to be of importance to the wider community, THEREFORE the Cosâ hereby enacts the following Constitutional Amendment to enable the Talossan people to prune these dead branches from the living tree that is Talossa. The folowing new article is added:



Art. 97a Because voluntary mass mobilisation is vital to national morale, the Cos&aciric; may revoke the citizenship of persons who are chronically inactive and/or inaccessible. A resolution to that effect may be presented as a bill to the Cosâ and shall take effect if approved by twi-thirds of the seats/ The PM's and Deputy PM's "extra seats" do not count when voting on such a bill. If the bill receives royal assent, the citizenship of the person(s) named in the bill is immediately terminated for all purposes. A person whose citizenship has been terminated may, if he reappears, appeal to the Uppermost Cort for reinstatement. The Cort may reinstate terminated citizenship by a simple majority vote. Failing that, the person must reundergo the standard naturalisation procedure.

RZ17 - The By

The effect of this Act is to authorise "by-elections" on a national scale to fill vacant Cosâ seats. If enacted, it would work like this: Wes Erni dies in a horrible bridge accident in February. His 35 seats are vacant. Prime Minister Jahn authorises a by-election in March and five people vote in it: 3 vote PC and 2 vote for the Wes Will Return Religious Party (WWRRP). His 35 seats are split up 21 for the PC and 14 for the WWRRP. The new seat assignments take effect in the April Clark.


1. The words "or in by-elections, which form an exception the normal practice" are added to Article 32.


2. Article 43 is deleted.


3. Article 44 is changed to read as follows:
   

   "Each person thus appointed acts as a correspondent representative, known as a "Member of the Cosâ" (MC). MCs may not be removed from office except by a two-thirds vote by the Cosâ and approval by the Prime Minister. An MC vacates his seat if he fails to vote on two consecutive Clarks, or if he resigns from office or dies. Any seats left unassigned at the end of the first Clark are considered vacant."



4. The following text is added as a new Article 37a:
   

   "In the case of vacant seats occurring between elections, the Prime Minister may (by PD) authorize a by-election to fill any and all vacant seats. All vacant seats as of the date of the END of the by-election are filled at once by said by-election. A by-election begins on the 7th of the month and lasts until the 25th of that month. A special ballot is drawn up by the Secretary of State and may be obtained by anyone at cost. Except for the aforementioned time parameters a by-election behaves just like a normal election. The vacant seats are split up among the parties according to the percentage of votes cast in the by-election, and take effect at the beginning of the next Clark."

RZ18 - People to Provinces, Again, Act

Whereas, there is serious confusion once again as to what province people are in or should be in, Therefore the Cosâ hereby takes drastic action and divides the entire globe up into provincial zones, so we can tell what province you're assigned to by what zone you live in. This does not in any way imply Talossan claims or control over any zones outside the constitutionally recognised borders of the Regipäts Talossán.

ZONE 1 (Atatürk Province) Suburbs of the North Shore, all parts of Milwaukee north of Capitol Drive, the counties of Ozaukee, Washingon, Dodge, Columbia, Sauk, Richland, Crawford and all counties in Wisconsin north of these; and the states of Minnesota, North and South Dakota, Wyoming, Montana, Idaho, Oregon, Washington, and Alaska; and all Provinces and Territories of Canada from Manitoba westward. (Amended by 21RC36)

ZONE 2 (Cézembre Colony) The Eastern Hemisphere, South America and the Caribbean islands.

ZONE 3 (Mussolini Province) All parts of the city of Milwaukee between Capitol Drive and Wisconsin Avenue, Wauwatosa, and the counties of Waukesha, Dade, Iowa and Grant.

ZONE 4 (Vuode Province) West Milwaukee, West Allis, Greenfield, Hales Corners, Franklin and Greendale; Upper Michigan, and Indiana, Ohio, Pennsylvania, New Jersey, New Yrok and the New England states; All Canadian provinces from Ontario east. (Amended by 21RC36)

ZONE 5 (Maritiimi-Maxhestic Province) Milwaukee between Wisconsin Avenue and Oklahoma Avenue; St. Francis, S. Milwaukee, Cudahy, Oak Creek, and the counties of Racine, Kenosha,. Walworth, Rock, Green, and Lafayette; and all states east of the Mississippi and south of those listed in Zone 4, including the District of Columbia; also Bermuda and the Bahamas.

ZONE 6 (South-West Territories) Milwaukee south of Oklahoma Avenue, Jefferson County, the State of Illinois, the States of Missouri, Arkansas and Louisiana, and all states westwards (excepting those under Zone 1, above) including Hawaiia and all U.S Pacific possessions; Mexico and the nations of mainland Central America, including Panama.

ZONE 7 (Pengopats Territory) All lands in the southern hemisphere, south of the Equator.

Persons living in the RT are assigned to the Province they live in. Persons may change their zone assignments only by Law of the Cosâ. John Jahn is assigned to Martiimi-Maxhestic Province. For the purposes of this act, Brook Gläfke must declare one official place of residence. Persons for whom no current address is available will be assigned (pending their actual or political death) to the province appropriate to their last kown actual residence.

Whereas Talossa's South-West Territories have languished long enough under territorial rule, the Cosâ hereby directs Robert Madison to consult with SWT inhabitants John Eiffler, Gary Schwichtenberg and John McGarry (the latter two only if the "People to Provinces" act passes) in order to draft a constitution for the Territories and raise them to full provincial status, under the tentative name of Flúviâ ('River') Province, pending approval by the local Citizen inhabitants. A later bill will formalize the establishment of this Province.

WHEREAS, the Kingdom of Talossa has just moved its national capital to Vindsvåning, in Ben Madison's upstairs office at Vuode Palace, and WHEREAS, nobody can pronounce it correctly, and WHEREAS the room's paint-job and décor (if one can call it "décor") reflect the King's seventh-grade obsession with the schlocky TV fantasy "Electrawoman and Dynagirl" (see Støtanneu #806), and WHEREAS the headquarters for these fantasy superheoines was called "ELECTRABASE", and WHEREAS the title "Electrabase" is not only fitting to the room for that reason but also conveys a sense of headquarters and of electric dynamism so vital to Talossa, THEREFORE, the Cosâ hereby changes the unpronounceable name of Vindsvåning and declares that ELECTRABASE is the national capital of the Kingdom of Talossa.

RZ21 - The No Ouija Boards Act

WHEREAS sending ballot to 'dead' citizens is fruitless and expensive, and communication with dead people is abhorrent to atheists and Christians alike, the Cosâ hereby undoes the work of some forgotten Leftist transient and changes Article 34 of the Constituziun to read as follows:



Art. 34. The Secretary of State shall produce election ballots and send one copy to the leader of each registered political party. He shall also retain copies at his office. Citizens may, by post, phone, or personal visit, obtain a copy (at or below cost) of the ballot for their own use. Citizens may freely photocopy ballots and distribute them to other citizens as Taveliéirs (Couriers), the point being that any party leader or citizen may distribute ballots at their own expense to any likely supporters. Citizens may under no circumstances alter, amend or abridge ballots.

Whereas "Lake Michigan" is a name imposed on our lake by foreign imperalist powers which has nothing to do with Talossa, or our ancient Berber heritage or anything like that,

Therefore, the Cosâ hereby officially renames Lake Machigan as the TALOSSAN SEA (Már Talossan), and also authorises the use of the name "Már Noastra" to represent this great body of water.

Furthermore, to try and get John Jahn to vote for this bill, the Cosâ also lauds him for his years of service to Talossa and for his normally wise conduct as Prime Minister.

Finally, to try and get Wes Erni to vote for this bill, the Cosâ hereby offers B.A. Beach as a training ground for anti-Castro Cubans (as long as they didn't shoot JFK) to make the 90-mile swim to Chicago in training for their 90-mile swim to Cuba to overthrow Jack Schneider's last bastion of hope and set up Gloria Estefan as dictator (with Emilio as minister of finance).

For several years if a Cosâ election ends with multiple parties being entitled to a fraction of the same seat, a coin has been flipped to determine which one party gets teh whole seat. This is not specified anywhere in the Constituziun, but we hereby so specify by adding the following to Article 39: "In the event of a single seat being evenly divided among two or more parties mathematically, a coin toss (or series thereof) will be used to determine which party obtains the seat."

Whereas the office of Speaker of the Cosâ is currently filled by the alarmingly active John McGarry, and Whereas it seems right to give the Speaker some token political power to make the Cosâ run more smoothly, the Cosâ hereby deletes the sentence "A tie between për and contrâ is considered a rejection of the bill" from Article 69, and adds the following as Article 70 of the Constituziun:



"In the unlikely event of a tie between për and contrâ votes, the Speaker of the Cosâ may cast a tie-breaking vote, if he so chooses. If he declines, the vote is deadlocked and the bill is considered defeated."



Art. 108 (regarding the Speaker and Living Cosâ) is deleted, and this is added as Article 55a:



"The Prime Minister shall designate, when he designates his Cabinet, an individual to serve as Speaker of the Cosâ (Talossan: el Túischac'h) during the upcoming term. He may be removed and replaced by law. He Speaker shall cast a tie-breaking vote on any bill on any Clark (Art. 70). Moreover. the Speaker shall preside, direct and maintain order at Living Cosâs. He is considered the honourable President of the Cosâ and shall be awarded all due veneration."

Whereas Talossa has a habit of linguistically-inept people become Prime Minister (witness painful bouts of Jahndeutsch and Wes Erni's inability to follow a simple text about Spanish being "exacerbated by shifts between inflection and parataxis, not all of which has been unidirectional... including periphrastic tenses... but postponing the main discussion of clitics"), and Whereas the next PM most likely will be the thoroughly nonlingual Gary Schwichtenberg, the Cosâ hereby creates a new tradition and amends Art. 47 of the Constituziun to reas as follows:



"The Prime Minister shall be sworn in by taking the historic Oath of Office in the Talossan language. He signs a written copy of it in the presence of the King of Talossa, or a Justice on the Uppermost Cort, and, if he so chooses, may recite the oath verbally at the same occasion. If he does not recite the Oath verbally, he shall merely swear the word "üc" ('yes') to indicate his intention nonetheless to be a good Prime Minister. Signed Oaths shall be kept in the National Archives, to be used as evidence in future criminal cases. The Historic Oath of Office is as follows: [rest of article unchanged.]"

Repealing

The Cosâ, in its "infinite wisdom," approved a Jack-authored bill (LC27, 10/91) that, in characteristically muddled language (and thinking), denounced "Capitalism's intrinsically resulting social classism and political plutocracy." It called Capitalism "antithetical to the Christian virtues," which inlde "anti-wealth tendencies and non-ecxploitation of the weak." He goes on and on, referring to it as "Law of the Jungle economics"which in the end must be "continually modified or even disbanded" so that we don't fall into "a philosophy of Social Darwinism or natural law." Holy cow!
O.K., so capitalism isn't perfect, but what this current law does is give sanction to Jack's definition of it, which no one save Satro and Kim Il Sung share. In approving this bill, the Cosâ hereby strikes down LC27 of 10/91, and instead takes no position one way or the other on the issue of "Capitalism."

The Cosâ hereby wishes to grant Talossan Moral Support to U.S. President Bill Clinton for his excellent recent trip to Europe. During that trip, President Clinton helped to bolster Russian President Boris Yeltsin (who needs all the bolstering he can get!), enacted the "Partnership for Peace" plan to eventually get Eastern European countries into N.A.T.O., got the Russians to stop aiming their ICBMs at us (and we at them), and brilliantly succeeded in getting the Ukraine to dump its 3rd-largest nuclear weapons stockpile. Also, he got the western European nations to support stronger measures against our mortal enemy: Serbia (including greater possibility for air strikes).

While Talossa is generally pleased with the current state of affairs regarding American-Talossan-European relations, we wish to also state our displeasure for the cowardice and irresolution thus far exhibited by N.A.T.O. countries with regards to the Serbian war against humanity, and we therefore call upon N.A.T.O. to take all necessary measures to defeat Serbian aggression (and come to the aid of General Erni and his hard-fighting Talossan Royal Dragoon Guards).

The Cosâ hereby confers upon John Jahn the official title of Talossa's National Musical Historian & Archivist. His extensive collection, which as of last moth comprised some 753 CDs, LPs and pre-recorded cassettes, plus untold hundreds of Jahn-recorded cassettes, is also hereby designated the Kingdom's National Musical Library. Jahn's collection includes some 498 CDs, 236 LPs, and several hundred cassette tapes. The variety included in this collection is also incredibly diverse, including Classical, Opera, Vocalists, Big Band Music of the '20s through '60s, film and musical show soundtracks, military band music, and rock and roll and adult contemporary music of the '50s through early '80s. With scant exceptions (Harry Connick Jr., Gloria Estefan among them), music has declined in quality over the past decade or so, so the Library has little of that noise. Nevertheless, it's by far the most diverse and extensive collection in the Kingdom, and Jahn has offered to record any selectioons desired by any Talossans for free should they ask (the whole collection is organized ruthlessly and easily accessible) Jahn also has several excellent books on instruments, composers, bands, Sinatra and musical history, which are part of the Library.

Whereas in a law of 8/23/86. the RT imposed snactions upon South Africa, demanding the release of ANC leader Nelson Mandela and the creation of a "multi-ethnic, federal democracy" before these sanctions would be lifted; and Whereas PDs 1a and 4 only extended RT "diplomatic relations" and "recognition" to the ANC and the "Botha Government"; Therefore, the Cosâ hereby enacts the following:


Due to the release of Mandela nd the creation of a democratic system in South Africa, due in no small part to the extraordinary pressure exerted upon the latter by Talossan economic sanctions, the Cosâ hereby congratulates Mandela and DeKlerk for their work in creating a new state, and hereby wishes to endorse the new South Africa by dropping sanctions forthwith.

Statute

Whereas in a law designed primarily to trivialise the importance of the Armed Forces of the Kingdom, LC18 (9/92), the Cosâ did thereby subordinate the Talossan Military to the War Games Ministry; and Whereas real war and war games are two very distinctly different enterprises (just try playing "Third Reich" in downtown Sarajevo); the Cosâ hereby declared that the Talossan Military, under the direction of a Defense/War Minister, is a ministry unto itself, not beholden to the War Games Ministry or any other cabinet-level offices.

Repealing

In a law written by Dan Lorentz (LC4, 3/90), entitled Another Foreign Policy Statement, the Cosâ approved a bill which states, in part, that "devotion to one's nation should not be one's most important political obligation;" that such nationalism is "dangerous," "impedes human solidarity," and Talossa hereby "shits upon it." These idiotic and insolent remarks fly in the face of our Talossan nationalistic pride, especially the line that says "our (Talossan) 'nationality' is disposable," and it doesn't claim any "unconditional loyalty from us." Whereas the above statements conflict with out Constituziun's Vague Principle which speaks of "nationbuilding," and i's Preamble, which says "our responsibilities to our country are no less sacred a trust than those of other people to theirs," and "Talossa is a nation. This we swear!" Therefore the Cosâ hereby oveturns LC4 (3/90) lock, stock, and barrel.

RZ42 - Foreign Policy Statement Revision Act

INTRODUCTION: In March of 1990 the Cosâ, then under Leftist control, passed a so-called "Foreign Policy Statement" denouncing patriotism of any kind and declaring Talossa "disposable". DESTRUCTION: Therefore, the Cosâ, now under Centrist control, hereby repeals that offensive "Statement" (LC4.3.90) and enacts the following as the official statement of Talossa's government on such matters:



The Kingdom of Talossa is a community of persons whose lives would be less bright and whose political, spiritual, ethnic or national ambitions would be less fulfilled were it not for its existence. We can say the same for all other legitimate countries. The Kingdom celebrates the natural diversity of human languages and cultures, except when the latter become diseased and work to the moral, social, or spiritual detriment of their members or oppressive to minorities in their midst. We reaffirm our moral support (RC8.7.91) for secessionist movements in general, barring of course ones which seek terrorism or unreasonable territorial demands. We accept that one’s ultimate political obligation is to the nation to which one belongs, to the extent to which that nation enshrines social and economic liberty and tolerates the transition to sovereignty or others in its border. We broadly endorse the concept of "one people, one state", but also rejoice when peoples forge multiethnic states founded upon the consent of every constituent group

The Kingdom of Talossa regards as natural the lamentable condition of ethnic dominance and repression exercised by powerful nations against weaker ones, but preaches liberation based upon merit and not upon any flaky Jeffersonian abstractions of equality. Nations who are objectively "better" based on such factors as a literacy culture, family cohesion, and absence of social pathologies, will inevitably rise to greater heights of self-rule, regardless of political platitudes, so Talossa proclaims the objective social self-betterment of each national community as its clearest, brightest path to liberation and peace. Multiethnic states should leave their minorities alone to develop for themselves their own methods at social improvement, funded by their own resources. And ethnic minorities should stop whining about mistreatment until their own house is in order. Culturally-separatist ethnic groups who complain about the majority without clearly proving in their own communities that they could govern themselves any better than they are currently being governed, should be expelled politically (not physically) from the country--and given a proportional territorial base so they might become self-governing, sovereign states.

The Cosâ confers upon John Eiffler the title of Associate Musical Archivist and designates his extenseive musical library of some 800+ CDs, LPs, cassettes, and reel-to-reel recordings of music released predominantly after 1950 as The Talossan National Musical Library: Progressive Wing, and distinguishes the current T.M.M.L. as the Conservative Wing. After lengthy conversations with current Archivist J. Jahn it is agreed that regardless of taste, music is an important part of any culture and while the progress of current musical trends is important in any culture, so is an appreciation of the past influences that bring the music into being.

RZ44 - The Mystery Science Act

Statute

Whereas at least three citizens--Eiffler, Madison, McGarry--are heavily involved in the global phenomenon of "Mystery Science Theater 3000", the Cosâ establishes those three citizens (plus any other Talossan MSTies who wish to join) as a Committee, to draft a letter to Mike Nelson, Tom Servo, Crow T. Robot, Gypsy, and Cambot at the MST 3k fan club in Minnesota. The letter is authorised to announce the conferring of honourary RT citizenship upon said beings and to announce to them that Mystery Science Theater 3000 is henceforth the official programme of the Kingdom of Talossa. All citizens are urged to watch. Note: Talossa may get actual air time on USA-wide television if this act passes. Vote carefully.

Whereas Frédéric Maugey, Patrick Matter, and Vincent and Guillaume Jacob--the entire RT citizen population of the Island of Cézembre--have recently been (ex)terminated by the Cosâ as RT citizens, if in fact they are still alive at all, the island of Cézembre has been left without native inhabitants. Therefore the Cosâ hereby abolishes the long-inactive and now completely pointless representative government of the island and places in under the supreme directional control of its current Governor, Robert Madison, who is empowered to draft a new constitution and/or rules for the island, under law.

WHEREAS since 1985 the official spelling of English in Talossa has been 'British' and Whereas not everyone in Talossa knows all the differences between British and American English, Therefore the Cosâ hereby establishes a Committee on Spelling to consist of Robert Madison and John Jahn (Talossa's to mosst active writers, in any language), plus anyone else who wants to join the committee, to develop rules for the official spelling of Talossan English, it being understood that the final resuklt will be neither pure-Britisih nor pure-American, but a substantially American spelling with local quirks.

However, a single Justice of the Uppermost Cort may hear a case n his own if this is acceptable to the other two members of the Cort. He shall be appointed to do so by unanimous vote of the entire three-person Cort, and shall render a decision on the case as if he were a majority of the whole Cort. His decison becomes that of the Cort itself and may not be appealed.
