RZ5 - The "Call Him Doctor" Act

WHEREAS Certain Talossans have attained a recognized level of proficiency in one or more Talossan Studies (including the ghletg, history, politics, etc.); and
WHEREAS the Rest Of The World uses the title of "Doctor" for those who attain similar levels in Other Studies; and
WHEREAS Talossa does not but should;
THEREFORE the Ziu hereby resolve to assign the noble but pompous title of "Doctor" to any Talossan who has proven his/her proficiency in any area of Talossan Studies, the criteria of such proficiency to be determined by the Ministry of Culture.
