Whereas, Martin Harvey has fulfilled all his obligations in his quest for Talossan citizenship, and,

Whereas, Martin has demonstrated his continued interest in participating in Talossa as a citizen, and,

Whereas, the only actually reachable member of the Cort, namely John Jahn, has given his approval to the submission of this bill of citizenship, and,

Whereas, the only other Justice of the Cort is unavailable to render decisions, opinions, considerations, arguments, debates, or to even declare that he is a living person,

Therefore, let the Ziu find that Martin Harvey is a full citizen, with all the advantages that such status might entail.
