RZ73 - An Act to Allow Spouses of Talossan Citizens to Become Citizens

WHEREAS many Talossans are married; and
WHEREAS their spouses may wish to get involved in the nation; and
WHEREAS a Talossan spouse provides an excellent character witness;
THEREFORE any spouse of a citizen can apply for a streamlined spousal version of citizenship, which shall be subject to the following sections:


"1. The application will be made by a resolution to the Ziu, which may be issued by the citizen, or any Ziu member, which shall read:
"WHEREAS my wife/husband ,, has fulfillled the requirements of the Spousal Citizenship Act, I and the Ziu (meeting in joint Gruppengloppen) hereby proclaim her/him a Spousal-Citizen." or its equivalent in the Talossan language.

2. The Minister of Immigration may ask for proof of the marriage by asking for a copy of the marriage license or a similar document.

a) The Minister is not required to ask for proof of marriage.
b) Whether the Minister asks for proof or not in no way affects or gives special status to the spouse's citizenship.


3. The Ziu shall allow or disallow the application by a two-thirds vote in a joint sitting or "Gruppengloppen", each individual serving as Senator and/or Member of the Cosâ having but one vote. The votes shall be secret and the Secretary of State shall report the citizenship as having passed or failed, but he shall not make public who voted either way, nor what the vote totals were.

4. Spousal-Citizens will hold full voting rights, in accordance with the Organic Law.

5. No Spousal-Citizen may hold government office or a seat in the Ziu.

6. The titles of Queen of Talossa and Prince Consort of Talossa are hereby exempted from Section 5.

7. Spousal citizenship will last until:

a) the original citizen's citizenship is suspended due to the customary reasons; or;
b) the original and spousal citizens get divorced, or;

c) the original citizen dies and leaves a widow or widower, and that widow or widower marries a non-Talossan citizen.

i) The widow or widower shall enjoy the rights and privileges of spousal citizenship until said remarriage.
ii) The widow or widower shall continue to enjoy the rights and privileges of spousal citizenship if he or she marries a Talossan citizen.

iii) If two Spousal-Citizens marry each other (both being widow and widower), they shall continue to enjoy the rights and privileges of spousal citizenship.



8. Spousal-Citizens can obtain full citizenship by going through the normal naturalisation procedure without the requirement to purchase Ár Päts or the post-naturalisation materials.

9. The short title of this Act shall be The Spousal Citizenship Act.

10. This bill affects Article XVII, Sections 1 through 6 and Section 8 of the Organic Law.
