Whereas I was given no part in the creation of the Talossan Constitution, and Whereas I would like to see immense changes in the Constitution which would promote greater activity and participation, Therefore the Cosâ hereby authorizes the Prime Minister to call before the end of his ter a Constitutional Convention.
