Whereas, it can be safely stated that Talossa's most active citizens participate in Cosâ business by becoming MCs, and Whereas, the opinions on the Great Issues Of Our Time of our most active citizens are of interest to inquiring minds, Therefore, the Cosâ hereby permits the Secretary of State, if he so chooses, to attach to the Clark various public opinion questions for MCs to till out (or to abstain on, if they choose). The results of the polling shall be made public and may be published in the press.
