Statute

WHEREAS according to the OrgLaw, the Talossan Language is the only official language of our nation; and
WHEREAS this doesn't seem to be respected, since many official names of cantons and provinces are in other languages, mainly English; and
WHEREAS this is the case of Maricopa, where the cantons are named after past PMs in Talossan history (Jack Schneider, Bob Murphy, Sandee Prachel, Tom Buffone, Wes Erni, and Frédéric Maugey), whose names are not Talossan in origin; and
WHEREAS these past PMs have names which can be translated into the Talossan language; and
WHEREAS this means the place-names derived from them could also have Talossan forms;
THEREFORE the Ziu hereby states that the cantons known as Schneideriâ, Murphysboro, Prachelion, Buffoniâ, Weserniâ, and Frédéricville, now have official Talossan forms, respectively: Taglhéiriâ, Zueriéiriâ, Sandadiâ, Paliaçéliâ, Ovestiâ, and Vilátx Fréiric. The non-Talossan forms may be used as an alternative by those not familiar with the Talossan Language, although The Ziu encourages all Talossan citizens to use the Talossan forms as a way of demonstrating respect and admiration for our wonderful language and our great nation.

Rejected by the Cosâ

WHEREAS a "secret vote" on immigration makes Talossa look like a cabal of insiders in a smoke-filled room, plotting the fates of others; and
WHEREAS a "secret vote" on immigration merely encourages needless speculation and the questioning of character which is detrimental to a healthy society; and
WHEREAS a "secret vote" on immigration also encourages public figures to lie about their votes, and can create a dishonest situation where someone claims to be anti-immigration in public, but votes pro-immigration in secret, and vice versa; and
WHEREAS a "secret vote" on immigration puts the Secretary of State in a difficult position as the bearer of "secret information," a position which could conceivably be abused by an unscrupulous holder of that officE; and
WHEREAS a "secret vote" on immigration is almost impossible to conduct among off-line Members of the Ziu, who must pass their votes to a third party in order to register them with the Secretary of State; and
WHEREAS a "secret vote" on immigration in the Ziu is morally incompatible with the public vote on immigration already cast by the Justices of the Uppermost Cort, who themselves must take a public position on incoming citizens; and
WHEREAS a healthy democracy demands public accountability for all the official acts of all its public servants, so that the Talossan people may know whether their elected officials are actually representing the public will, and working for the public good;
THEREFORE the Ziu hereby authorizes a public referendum to amend Article XVII, Section 7 of the Organic Law, to delete the sentence "The votes shall be secret and the Secretary of State shall report the citizenship as having passed or failed, but he shall not make public who voted either way, nor what the vote totals were.". The effect of this change shall be to make citizenship votes public, like all other votes on all other matters in the Ziu.

WHEREAS according to Article XIII, Section 4 of the Organic Law, "A member [of the Ziu] may, in writing, delegate his authority to vote (transfer his seat) to another person who can attend the Living Cosâ, but no individual may hold more than one proxy seat (in addition to his 'real' seat, if any),"; and
WHEREAS there is no legal definition for how this proxy vote may be employed;
THEREFORE the Ziu hereby resolves, that a person who is named as a Proxy Vote for another in a Living Cosâ is under the moral and legal obligation, whenever possible, to represent the original seat-holder's wishes and intentions on specific Ziu bills and the Vote of Confidence, whenever and however he is instructed or publicly notified to do so.

Approved but Ephemeral

In light of, and in accord with, recent statements by its members, the Ziu hereby expresses its personal and corporate encouragement to Mr. Matt Dabrowski, and cordially invites him to formally reapply for Talossan citizenship at the earliest possible legal opportunity.

WHEREAS Alfred W. Lawson was a pioneer in the development of aviation, largely forgotten today; and
WHEREAS Alfred W. Lawson developed a singularly nutty science of his own, appropriately named Lawsonomy, also largely forgotten; and
WHEREAS Alfred W. Lawson was a brilliant unconventional thinker whose entire career was improbably abzurd with a capital Z, much like Talossa's very existence; and
WHEREAS the University of Lawsonomy, which was formed in the 1940s to promulgate his teachings, still lives on today in the Greater Talossan Area (specifically in Sturtevant, WI, near the highway I-94); and
WHEREAS many Old Growth Talossans have seen the university's billboard for years, scratching their heads in puzzlement; and
WHEREAS the Lawsonian term "disorg" has made its appearance into Talossan English, having been used more than once in political discourse on Wittenberg;
THEREFORE the Ziu hereby designates September 22nd; the anniversary of the day his baseball team won the Atlantic League Championship in 1907; Alfred W. Lawson Day.

Repealed

WHEREAS the current manner by which the Government's recognized Leader of the Opposition is chosen is undemocratic, and thus that Leader may not accurately represent the wishes of the Opposition;
THEREFORE the Ziu hereby wishes the King to abide by the following procedure for the appointment of an Opposition Leader:
DEFINITIONS:
(a) "Governing party" is the political party providing the Prime Minister;

(b) "Coalition Member of the Cosâ" serves as a Minister or Deputy Minister or functional equivalent in the Cabinet, but holds his Seat as an independent or under another partisan label than that of the "Governing party";

(c) "Opposition Member of the Cosâ " is any Member of the Cosâ who holds a Seat as an independent or under another partisan label than that of the "Governing party", and is not a "Coalition Member of the Cosâ ";

(d) "Opposition Secretary" is the Leader of the political party with the largest quanTitative delegation of "Opposition Member(s) of the Cosâ ", or a "Opposition Member of the Cosâ " designated as "Opposition Secretary" by that Leader.

PROCEDURE:

(1) the Opposition Secretary will accept nominations of any Opposition Member of the Cosâ for the post of Opposition Leader from any and all Opposition Member(s) of the Cosâ following a General Election;

(2) the nomination period will last two weeks and begin with the publication of the first Clark of a new Cosâ;

(3) immediately following the nominating period, the Opposition Secretary will poll the Opposition Members of the Cosâ as to their preference for Opposition Leader;

(4) the polling period will last two weeks;

(5) immediately following the polling period, the Opposition Secretary will submit the poll results to the Monarch;

(6) the Monarch, on the advice of the Opposition, will appoint an Opposition Leader;

(7) in the event of Opposition Leader resignation, the same procedure outlined above will be followed, with the nominating period beginning with the publication of the next Clark following the resignation.

WHEREAS the Organic Law grants the Ziu as a corporate body the power to legislate through majoritarian democratic procedure; and
WHEREAS the Prime Minister's Organic unilateral authority to issue Prime Dictates (PD) with the force of Law can, if used irresponsibly, usurp the democratic foundations of Talossan law and government;
THEREFORE the Ziu strongly urges the current and future Prime Ministers of Talossa to use the power of the Prime Dictate with caution and respect, limiting its usage to memorials, congratulatory notices, internal Government organization, executive policy clarification, and other appropriate and limited governmental matters, and leave legislation solely for democratic consideration by the whole Ziu.

WHEREAS the Organic Law confers full autonomy upon provinces which have been certified by the Ziu; and
WHEREAS the Province of Maricopa has not yet been certified, but we all agree that it deserves to be; and
WHEREAS Maricopa has a number of potentially active citizens for the provincial scale;
THEREFORE the Ziu certifies Maricopa Province as a democratic, loyal portion of the Talossan nation.
