WHEREAS it is a plank of the coalition government to introduce legislative proposals that seek to create explicit cultural duties for the Monarch, and
WHEREAS current law allows for a State Opening of the Cosa, but this is rarely done as the concept only really applies to Living Cosas, so
THEREFORE be it enacted by the Ziu assembled that El Lexhatx H.1 which currently reads:
Future elections shall be followed, when practical, by an official Living Cosă which shall be styled the “State Opening of the Cosa”. At the State Opening, the Prime Minister shall read his Speech to the Nation, and the Leader of the Opposition shall have a chance to rebut. A Living Cosă shall be carried out at the same time, on the Government's first Clark. At the start of the State Opening, the new Prime Minister will be sworn in publicly. The State Opening shall feature food, drink, and as many Talossans as possible will be invited to attend.

Following each General Election there shall be an official “State Opening of the Cosa”. At the start of the State Opening, the new Seneschal shall be sworn to the office publicly. The Sovereign shall then deliver a speech outlining the Government's legislative agenda and programme for the term. The contents of this speech shall be communicated to the Sovereign by the incoming Seneschal prior to the ceremony. The Seneschal may announce Cabinet Ministers during the ceremony. A rebuttal by the Leader of the Opposition shall follow, which may be followed by a further rebuttal by the leader of the third largest party. When practical, the State Opening shall be held during an official Living Cosă for which food and drink shall be featured and as many Talossans as possible shall be invited to attend.

THEREFORE be it enacted by the Ziu assembled that El Lexhatx F.40.2 which currently reads:
Decorations are awarded for gallantry, civilian bravery, or meritorious services. While similar to National Orders, they may or may not be created by the sovereign and conferred by either the Crown’s designee or a Governmental Body; and are traditional worn on the left side of the jacket or dress. Decorations may also entitle recipients to usage of post-nominals.
is hereby amended to read:
Decorations are awarded for gallantry, civilian bravery, or meritorious services. While similar to National Orders, they may or may not be created by the Sovereign and conferred by either the Crown’s designee or a Governmental Body; and are traditionally worn on the left side of the jacket or dress. Decorations may also entitle recipients to usage of post-nominals.
Whenever a governmental body wishes to grant a Decoration to a citizen it shall communicate this intent to the Sovereign. Once per Cosa, and during the final Clark of a Cosa, the Sovereign shall conduct an Investitures Ceremony where the recipients of these awards shall be announced. The Sovereign shall formally present award insignia to those recipients on behalf of the body conferring the award.

WHEREAS the Ministry of the Interior is currently embarked on a mission to improve the Kingdom's immigration services, and
WHEREAS there exists a New Citizen's Committee (NCC), which has never really did anything or achieved any of it's stated goals, and
WHEREAS this is an area that requires improvement, and
WHEREAS this government has a stated objective, per the Programme for Government for the 54th Cosa, to "find other ways to get new citizens quickly involved in Talossan society and state", and
WHEREAS this government has a stated objective, per the Programme for Government for the 54th Cosa, to "create a New Citizens' Information Packet", and
WHEREAS meeting those two stated objectives and reforming the NCC can all be dealt with in a "three birds, one stone" method, so
THEREFORE be it resolved by the Ziu assembled that the following changes to El Lexhatx are hereby enacted:
A) LEX.D.2.3.1, which currently reads:
El Büreu dàl Înmigraziun (the Bureau of Immigration), which shall be responsible for the execution of the nation's laws appertaining to immigration of new citizens into the realm. This Ministry shall work closely with the Chancery and its Bureau of the Census to ensure that all incoming citizens are properly processed through immigration as provided by law.
shall be amended to read:
El Büreu dàl Înmigraziun (the Bureau of Immigration), which shall be responsible for the execution of the nation's laws appertaining to immigration of new citizens into the realm and shall work to attempt to increase quality and quantity of immigration applications. This Bureau shall work closely with the Chancery and its Bureau of the Census to ensure that all incoming citizens are properly processed through immigration as provided by law.
B) LEX.D.2.3.1.1, which currently reads:
The New Citizens' Committee shall comprise all Talossans who have been citizens for six months or less, and shall operate at the direction of the Bureau of Immigration to provide perspective on how to increase quality and quantity of immigration applications, and how to most effectively involve new citizens in Talossan affairs.
shall be amended to read:
EL Grexhiglh dal Citaxhienità Noveu (the New Citizens' Coterie (or, in short, NCC)), which shall be a department within the Bureau of Immigration and shall be responsible for the integration of new citizens into their new Talossan lives and shall work to find ways to most effectively involve new citizens in Talossan affairs.
C) The following shall be added to El Lexhatx:
D.2.3.1.1.1 The NCC shall publish a series of information packs aimed at new citizens and shall ensure that these packs are publicly available at all times.
D.2.3.1.1.2 The NCC shall operate a service to be known as 'El Lüverveu' (The Librarian), where new citizens can easily request directions to information on any area of Talossanity, Talossan culture or Talossan history via a simple online form. The NCC shall then endeavor to supply the new citizen with directions to the correct place(s) and source(s) of such information requested.
D.2.3.1.1.3 The NCC shall operate a service to be known the 'TalossAssistant Programme', where new and prospective citizens are guided into Talossan life by existing citizens. This programme may operate under whichever design best fits the needs of immigration services at any given time.

WHEREAS it seems unseemly that the Túischac'h, the presiding officer of the Cosa, should be nominated by the King or by the Government instead of elected by the Cosa;
and WHEREAS the measure proposed by Senator da Schir for the nomination of the Seneschál seems as good as any;
BE IT ENACTED by the King, Cosa and Senäts of Talossa in Ziu assembled that el Lexhatx H.20, which currently reads:
The King shall appoint a Member of the Cosa to serve as Speaker of the Cosa (Talossan: el Túischac'h) for the upcoming term, on the advice of the Seneschal after consultation with the leaders of all parties represented in the Cosa. The Speaker shall preside, direct and maintain order during Living Cosas and in the Hopper, in an unbiased fashion. Otherwise, his function will be to advise Members of the Cosa of appropriate decorum. He is considered the honourable President of the Cosâ and shall be awarded all due veneration when serving as such. In the absence of the Túischac'h from the Hopper, the Mençéi shall perform these duties.

The Cosa shall elect one of its members to serve as Speaker of the Cosa (Talossan: el Túischac'h) for the upcoming term. Otherwise, his function will be to advise Members of the Cosa of appropriate decorum. The Cosa shall elect the Túischac'h as follows.
1. At any time between the Election Deadline and the following Dissolution of the Cosa, any Member of the Cosa shall be empowered to publish and open for signatures a petition nominating an eligible person for the office of Túischac'h.
2. Once a petition is published, any eligible Member of the Cosa shall be empowered to second the nomination by countersigning the petition in public.
3. Members may not second multiple nominations concurrently; if a Member wishes to support a different petition, he/she shall first publicly retract the earlier countersignature.
4. Following any number of petitions, presented as above and supporting the same candidate, being signed or counter-signed by members currently representing an absolute majority of seats in the Cosa, the candidate named in the petition(s) shall be declared by the Secretary of State to be the Túischac'h.
5. Petitions may not be carried over from one vacancy in the office of Seneschal to Túischac'h. Once a Túischac'h is elected as above, all petitions shall be made moot.

WHEREAS OrgLaw III.2 (before Still Into This, IV.4) provides that a Senator could not "vote their seat" until they qualified through length of citizenship or service;
AND WHEREAS OrgLaw III.5 (before Still Into This, V.5) provides that a Senator who does not vote on two consecutive Clarks loses their seat;
AND WHEREAS the intention of HM King John, who authored the first clause, was not that the combination of the two clauses would lead to someone to whom the first clause applied falling victim to the second clause;
AND WHEREAS this is not how the Secretary of State, and the current Attorney-General, have interpreted the law;
AND WHEREAS the Government has decided not to take the issue to Cort, but instead prefers to allow the Ziu to sort it out:
BE IT ENACTED by the King, Cosa and Senäts in Ziu assembled that OrgLaw III.5, which currently reads:
A Senator vacates his seat if he fails to vote on two consecutive Clarks, or if he resigns from office, loses his citizenship or dies.
is amended to read:
A Senator vacates their seat if, not being disqualified from voting by law, they do not vote on two consecutive Clarks; or if they resign from office, lose their citizenship or die.
