Whereas, for over four months the Russian Federation has engaged in unprovoked and barbaric brutalization (war, not a “special military operation”) of the people and infrastructure of Ukraine, and

Whereas, for over four months the Russian Federation has blockaded Ukrainian grain exports endangering the food security of millions, and

Whereas, for over four months Vladimir Putin, Sergei Lavrov, Dmitri Peskov and other agents of the Russian Federation’s kleptocratic and autocratic regime have threatened use of non-conventional weaponry if their illegal and inhuman actions are not validated by Western acquiescence.

Therefore, be it resolved that it is the Sense of the Ziu of the Kingdom of Talossa:

As a proponent of global democracy, to express its solidarity with the Ukrainian fight for sovereignty and self-determination, and

Supports the efforts of the International Criminal Court to investigate instances of Russian armed forces participating in forced relocation of Ukrainian civilians, systematic and pervasive sexual violence, and deliberate targeting and killing of Ukrainian civilians, and

Condemns the Russian Federation’s blocking of Ukrainian grain exports as an egregious and unacceptable endangering of food security for millions in the developing world.

Whereas, genocide is defined by the 1948 Convention on the Prevention and Punishment of the Crime of Genocide as: Killing members of the group; Causing serious bodily or mental harm to members of the group; Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; Imposing measures intended to prevent births within the group; Forcibly transferring children of the group to another group, and

Whereas, the People's Republic of China, since 2014, is reported by governments, international human rights organizations, and Uyghur testimony to be engaged in the following acts in violation of the 1948 Genocide Convention: Extrajudicial and mass detention, forced cohabitation, destruction of cultural and religious sites, removal of children, forced sterilization and contraception, and forced labor, and

Whereas, it is the duty of members of the international community like the Kingdom of Talossa, under new normative regimes such as the Responsibility to Protect, to at a minimum shine a light on these egregious violations of human dignity and rights.

Therefore, be it resolved, that the Ziu of the Kingdom of Talossa:

Joins with the United States, Canada, the Netherlands, the United Kingdom, Czechia, Lithuania, and France in officially designating the treatment of Uyghurs by the People’s Republic of China as a genocide, and

Calls on other governments to do the same and commit to words and actions that pressure the People’s Republic of China to end its abuses against Uyghurs living in Xinjiang and their families around the world, and

Calls on international institutions such as the International Criminal Court and the United Nations High Commission for Human Rights to seek full access and unflinching analysis and reporting.

Whereas, current election regulations require the Secretary of State to post preliminary election results to only Wittenberg, and

Whereas, it is broadly agreed that Wittenberg, while an important aspect of Talossan life, is not Talossa itself, and

Whereas, it is a reasonable act of public interest to ensure that news of Talossan elections is made available to as many Talossans as possible, and

Whereas, this amending of election notification requirements will result in minimal additional burden on the Chancery.

Therefore, El Lexhatx B. 13.5 is amended to read as follows (changes in bold):

Whereas the international community currently only recognizes Somaliland as an autonomous region of Northern Somalia, and

Whereas Somaliland has possessed its own distinct culture and heritage since the 1800s, and

Whereas in 1991 Somalilanders took a stand against the murderous rule of military dictator, Siad Barre, and declared their independence, and

Whereas since this time in contrast to Somalia the Somaliland government has drafted an enduring constitutional democracy and maintained societal stability, and

Whereas the democratic features of Somaliland governance have been observed by international organizations including the European Union, and

Whereas, this present resolution follows on the precedent of 28RZ28, An Act to Officially Recognize Taiwan, then co-sponsored by current sitting Fiova senator Gödafrïeu Válcadác'h.

Therefore, be it resolved that it is the Sense of the Ziu of the Kingdom of Talossa to endorse international recognition of the Republic of Somaliland.

WHEREAS one of the ugliest facets of Talossan history has been a xenophobic attitude towards micronations, or other Talossa-like entities;

AND WHEREAS the blanket ban on Talossans being involved in other such entities was removed early in the realm of King John by the current provisions A.9 of El Lexhatx, which restricts sanctions to a "blacklist" of bad micronations;

AND WHEREAS this blacklist has not existed for some time, if it ever did;

AND WHEREAS the incumbent Government has the joint manifesto commitments of simplifying El Lexhatx, and of opening Talossa to the world of micronations;

AND WHEREAS this bill is unlikely to have much practical impact, but acts as a symbol of international friendliness;

BE IT ENACTED by the King, Cosa and Senäts in Ziu assembled that sections A.9 and D.2.6.5 of El Lexhatx are hereby deleted in its entirety.

THE NAMING THE NATIONAL TEAMS ACT

Whereas El Lexhatx currently shows that we have National NFL, NBA and MLB teams but no NHL team and the former are named in separate sections (Section F paragraphs 25, 32 and 33 respectively). Let Section F Paragraph 25 which currently reads "25. The Green Bay Packers shall be Talossa's Official NFL Team, and it will remain so until such time as the nation is able to field its own NFL team to contest the American teams. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Green Bay Packers," as the "Florenciâ Packers." (23RZ40, 23RZ43)"  be changed to read


"25. Until such time as our great nation is able to field our own teams in the respective leagues the following teams will be recognized as the Talossan National Teams.

25.1 The Green Bay Packers shall be Talossa's Official NFL Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Green Bay Packers," as the "Florenciâ Packers."

25.2 The Milwaukee Brewers shall be Talossa's Official MLB Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Brewers," as the "Maricopa Brewers."

25.3 The Milwaukee Bucks shall be Talossa's Official NBA Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Bucks," as the "Benito Bucks."

25.4 The Nashville Predators shall be Talossa's Official NHL Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Nashville Predators," as the "Cézembre Predators."

25.5 The Milwaukee Admirals shall be Talossa's Official AHL Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Admirals," as the "Maritiimi-Maxhestic Admirals."

25.6 The Milwaukee Wave shall be Talossa's Official Major Arena Soccer League Team. The Ziu officially authorises loyal Talossan citizens to refer to the team, heretofore known as the "Milwaukee Wave," as the "Fiovă Wave."
