Be it hereby resolved that WHEREAS, the Talossan People have a vital stake in the perpetuation of their Monarchy; and
Whereas, HRM King Robert I of Talossa has become engaged to Jenny Pan, thus raising the intended likelihood of marriage and the terrifying possibility of a legitimate biological heir to the Somewhat Battered Throne of Talossa,
THEREFORE the Cosâ

Hereby acceipts King Robert I's formal appeal for Cosâ legitimation of the impending union between these respresentatives of the great civilizations of China and Talossa;
Approves the marriage as being in the best interests of the Kingdom, as explained in Article 8 of the House Law of the House and Dynasty of Madision;
Legitimizes the children of this union (if any) as rightful heirs to the Throne; and
Conveys as the nation's representatives Talossa's best wishes to the Royal Family.

Whereas, substantial evidence exists that the leaders of the Party of Death did fraudulently submit a forged ballot in the February, 1995 General Election, thus altering the results of the race by trickery; and Whereas, the leaders of the Party of Death also ran their campaign in open defiance of a constitutional Law of the Cosâ regarding rectification of their past campaign irregularities; Therefore the Cosâ now acts as the judge of its own elections and hereby;
Publishes the report of the Royal Election Commission elsewhere in this Clark;
Condemns the Party of Death for dishonesty, forgery, and electoral manipulation;
Resolves to enforce a spirit of honesty and civility with vigilant determination; and
Removes from office all 27 Party of Death seats, putting them up for by-election in April.

Whereas, Russian President Boris Yeltsin has continued to blunder his way from crisis to crisis, and has only proven himself in the past several years to be an incompetent drunk totally not up to the job; and Whereas, Talossa did in the past voice unequivocal support for said drunken sot; and Whereas, Talossa did last October declare its full diplomatic recognition of Chechnyá, which is now under bloody and savage (though incompetent) attack by Russia; Therefore, this Cosâ immediately revokes both PD50 (10/5/93) and RC17 (4/93), both of which declared RT moral support for Yeltsin.
In their place, Talossa hereby resoundingly condemns the incompetent Yeltsin government, and calls upon the people of Russia to replace it with a new, sober, pragmatic, competent one, and calls upon Russian forces to leave Chechnyá.

Whereas, the last battleships on Earth - the USS Iowa, New Jersey, Missouri, and yes, WISCONSIN - have been mothballed and recently stricken from the USN register of ships, thus clearing the way for them to be turned into museums or (gulp) scrapped; Therefore, the Cosâ hereby resoundingly condemns this terrible, ungrateful act by US Secretary of the Navy John Dalton (perpetrated 1/12/95), and calls upon the USN to do one of the following:
a.) Keep all four BBs on active and/or reserve status;
b.) Keep at least two BBs active/reserve, and turn the other two into museums;
c.) Keep the Iowa, NJ, and Missouri on active/reserve status, and sell the Wisconsin to either the state of Wisconsin, or, even better, to Brook Gläfke, who will then burn it over to the Talossan navy, which will maintain it in RT and international waters.

Whereas, Talossa did eliminate the Account of Inland Revenue some time ago (by finally using the funds therein to purchase a copy of The History for the Talossa U. Library); and Whereas the Constituziun still says a PM MUST name someone to the now totally useless post of "Burgermeister of Inland Revenue;" and Whereas we would like there still to be three positions from which a PM may choose his Deputy; and Whereas the national defense of the Kingdom is a high priority as it is with any sovereign nation; Therefore, the Cosâ hereby enacts the following changes to the RT Constituziun:
Article 52: Delete reference to "Burgomeister of Inland Revenue" and replace with "Defense Minister."
Article 53: Delete the second sentence, and replace with: "The Defense Minister shall be in charge of the armed forces of the Kingdom during peacetime and during times of declared war. During the latter periods, he is to be referred to as
