RZ1 - The National Financial Security Act

Whereas the recently-established Account of Inland Revenue, which contains the financial contributions of Talossans to help build Talossa, can only earn interest if the total amount of cash in the Account exceeds $50, the Cosâ hereby madates that, except to reimburse the Secretary of State for the costs incurred in the printing and mailing of the Clark, that it is henceforth illegal to withdraw money from the Account if said withdrawal would bring the total therein to under $50. (This law may be repealed by Prime Dictate if the PM feels a national emergency warrants it.)

In order to honour the effort expended by noted musicians John Jahn and Ben Madison on their superb Talossan national anthem, the Cosâ hereby amends Article 8 of the Constituziun to read:
"The national Anthem of Talossa is the song Dallas Pätsilor, with music by John A. Jahn and words by Robert Madison. The national Song is Anthem, written by Tim Rice, Björn Ulvæus and Benny Anderson for the musical 'Chess'."

RZ7 - The PDs Must Exist Amendment

Whereas there is some confusion about Prime Dictates, the Cosâ hereby amends the Constituziun, Article 51, by adding the following text to said Article:
"Prime Dictates (PDs) take effect immediately upon their signature by the Prime Minister and counter signature by the King. A Prime Dictate must be published at the earliest possible opportunity in the Clark."

RZ10 - An Act to Move Ron Rosalez's Place of Residence

Citizenship

Whereas Ron Rosalez has expressed interest in moving to the picturesque Province of Atatürk, the Cosâ hereby moves Citizen Rosalez's official residence from Pórt Maxhestic to Atatürk. In order to be fair to the non-TNP citizens in that Province, Mr. Rosalez agrees not to vote in provincial elections when they are next held.

Statute

The current restrictions on numbers of bills submitted each month remain intact, but by a quirk, co-sponsored bills don't count towards any limitations whatever. This is not the way it was supposed to be, and therefore the Cosâ resolves that any MC affixing his name to a bill counts towards his party's bill submission limitation.

RZ15 - The Charter of Rights Act

Whereas the 1988 Constituziun does not guarantee basic civil liberties (right of free speech, assembly, etc.) the Cosâ hereby establishes a Commission Royal on Civil Rights in the Kingdom (CROCK) consisting of Dan Lorentz, John Jahn, Tom Buffone, Bob Murphy and Robert Madison (and any others whom a majority of the Commission see fit to invite). The CROCK Commission will prepare a White Paper to answer the question of whether or not we need to amend the Constituziun to guarantee civil rights, and will recommend draft legislation. The Commission will complete its work no later than the end of Septmber 1989/X.
