    Statute

    That, failing the passage of the preceding law, Talossa shall declare itself satisfied and satiated with the current boundaries, borders, territories, and what-not and thus take no more land from anywhere, anything, or anyone. That Talossa shall, as Jahn recently proposed, reaffirm its boundaries as THE BOUNDARIES to which nothing more needs to be added.

    Statute

    To facilitate reasoned exchanged between members of Cosa on the merits of bills, the Secretary of State shall provide space on each month's Clark for debates on the upcoming months's bills. Obviously, this entails that the bills to be voted on in the upcoming month may be published a month before, so that Members of the Cosa may consider and propose alternatives to them.

    The Cosa pleasantly but without equivocation asks that the King restrict his or her use of the King's Cosa-granted veto power to legislation which, in his or her painfully considered opinion, would dangerously and drastically alter the future course of the Kingdom. The Cosa expressly urges the King not to veto Cosa approved legislation with which he merely disagrees. It is the Cosa's opinion that unrestricted use of the King's veto will sour and perhaps eventually destroy Talossa's vibrant but still precarious democracy. Hear, King, the wish of the voice of the people.

    Repealing

    7RC8 - The Repeal of the Repressive Party Consensus Encouragement Act


    The undeniable effect of the recently passed Party Consensus Encouragement Act will be to reduce the variety of independent view expressed in the Cosa.

    The Cosa realizes that part of the fun of being a Talossan is the freedom to participate as an independent voice in the hot boil of Talossan politics, and therefore in a fit of reason, hereby repeals the deleterious Party Consensus Encouragement Act.

    Statute

    The Cosa hereby declares Talossa's historic borders to be those which were confirmed by the United States Government prior to the unfair treaty of 26 September 1833 (see pages 20 and 21 of the History). However, approval of this bill in no way is to be seen as making present territorial claims against the United States, merely a recognition of past history.

Furthermore, a Committee on the New Constitution is hereby formed, to study the problem.     Statute

    It is hereby made law that all bills submitted to the Sec'y of State for consideration in the RT Cosa be presented in the following format:
    a.) either typed or word-processed
    b.) titled, with the bill's title underlined.
    c.) only single-spaced used, except that the bill's title may be two lines above the bill proper.
    d.) after the bill, the words "Proposed by", followed by the MC's first and last name, his party, and his representative, home district.
    If bills are sent in any other way then above, then they will be re-formatted by the Sec'y of State. It's about time MC's show some responsibility for their bills.

    Henceforth, any bill designed to repeal or amend a law, not written by the person who proposed the law to be repealed or amended, must contain a full and accurate description of the law to be repealed or amended. This bill will stifle those dishonest politicians who seek the repeal of good laws by hoodwinking unsuspecting Cosâ members with absurd caricatures of laws. For examples of this vile behaviour, see the DDP's repeal of the Party Consensus Encouragement Act in the March Clark or the DDP's repeal of the Electoral Reform Act in the April Clark.

    The Secretary of State shall prepare, after every dissolution of the Cosâ, a Gazetâ Uficiál listing all laws passed and not subsequently repealed during the just-ended Cosâ session, along with their sponsors. This shall be made available to all at cost and will serve as a permanent record of legal proceedings in the Kingdom.

    Ammendement

    The recently-passed Electoral Reform Act stipulates a secret ballot in future RT elections. This is good. Unfortunately it also stipulates a complex system of ranking candidates (not parties) which, upon further reflection, I have concluded would result in confusion. So, the part stipulation this candidate-ranking sytem is hereby abolished, leaving the secret ballot, one person-one votes system in place. I apologise for the confusion.
