    38RZ2 - The Broad-Leaf Dandelion Act


    WHEREAS Talossan citizenship ("the best thing money can't buy") is granted unto any person naturally born to (or, as precedent has established, adopted at birth by) a Talossan citizen, and

    WHEREAS Talossan law somehow strangely fails to provide any mechanism for any other (already living and breathing, crying and complaining, laughing and playing) child of a Talossan citizen to become a citizen themselves until reaching the age of majority and applying for citizenship personally, and

    WHEREAS that seems pretty odd, considering that any other nation of the world (which is what Talossa is) would certainly admit to citizenship any minor children of any new citizen immigrating to such other nation, and

    WHEREAS like we say, Talossa is as real as any other nation of the world, and actually probably even more real than France, and

    WHEREAS immigration law can easily be adjusted to account for this unfortunate oversight, and

    WHEREAS if something is easy to do, then we have a pretty good chance of actually getting around to doing it, and

    WHEREAS we are now getting around to doing it, and just in the nick of time, because we have a condition now where a poor little kid has three Talossan little kid siblings and no way to become one himself, and

    WHEREAS we also have other little kids, looking jealously at their cool Talossan parents, wishing they could wear the red and green in our national Cub Scout pack and a bunch of other little kid things that we probably haven't even established yet, now

    THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that The Youthful Citizenship Act (35RZ4) is hereby amended to add a third clause, reading:

    1. Any minor child or ward of a Talossan citizen shall be made a citizen on simple application of the Talossan parent or guardian. Such application shall be made to the Secretary of State and shall affirm that any non-Talossan parent or legal guardian of the minor child (according to and under any jurisdiction of the world) accedes to said citizenship. The said minor child shall be made a citizen of the province to which the parent making the described application clings, regardless of the closure status of the province. Said child shall be forever entitled to be known as a Dandelion, and specifically as a Broad-Leaf Dandelion, and shall on reaching the age of 14 years become a voting citizen according to the terms of Article XVIII, Section 7 of the Organic Law and of Section 2 of this Act.

    38RZ3 - The Shiny Objects Act

    WHEREAS it is in keeping with the dignities of office that holders of those offices possess items signatory of their position, marking them with the dignity and power therein, and

    WHEREAS such items are a Talossan tradition, with the monarch traditionally wearing the "Romanian train conductor's hat" and el Túischac'h wielding a bell at a Living Cosa to demand attention, and

    WHEREAS some of our most important offices have no such item associated with them, entirely out of keeping with their status and dignity, and

    WHEREAS the office of Seneschal, the leader of the nation, is a position of great importance and power, well-respected by all Talossans and vital to the well-being of the nation, and

    WHEREAS the office of Secretary of State is responsible for the sacred task of safeguarding democracy itself within Talossa, certifying and carrying out general elections and legislative action, and this office is so important yet so difficult that it is not at all envied, and

    WHEREAS the office of Chief Justice of the High Cort is the head of the arbiters of justice in Talossa, responsible for leading the Cort in making decisions of law according to the trying demands of jurisprudence,

    THEREFORE be it here established that the office of Seneschal, Secretary of State, and Chief Justice shall henceforth be symbolized by totem items of rank. These items will be provided as speedily as possible by the government, with care for their quality and the economics of the matter. Designs and the nature of the items are the responsibility of the government, through whatever channels it deems appropriate.

    1. The Seneschal shall wear a chain of office of sufficient ostentation as befits the leader of Talossa, representing the burden of being shackled to the nation's welfare.

    2. The Secretary of State shall wield a stamp embossed with the logo of his office, being both an effective and appropriate totem that can be used henceforth.

    3. The Chief Justice shall bear a silver-haired wig of reasonable quality, indicating a traditional role as a judge and the flowing locks of Lady Justice herself.

    Each bearer of these items shall be required, if they lose their office, to mail them to the King within two weeks, from whom the items shall be passed on to the next holder of the office.

    38RZ8 - The SQUIRRELS ... IN ... SPAAAAAAAACE Act

    WHEREAS the Kingdom of Talossa lays claim to the atmosphere above our beloved provinces and territory, and

    WHEREAS this claim can certainly be said to extend to the furthest reaches of space, and

    WHEREAS since the earth revolves and rotates and even sometimes shimmies, this pretty much could be said (if we don't do too much study, and why should we start now?) to give the Kingdom a valid claim to the entire universe, and

    WHEREAS the Kingdom has not yet explored this vast territory (and lack thereof), despite all the almost certain Talossanity out there, and

    WHEREAS the Kingdom has lately been fortunate enough to get a real live rocket scientist as a citizen (which leaves just a brain surgeon left on our to-do list), and

    WHEREAS the said real live rocket scientist brings with him a real live rocket, which has already become the first space vehicle to be adopted as Talossan (albeit a space vehicle in name only, and maybe not even that, seeing as how it is limited to travel that does not include travel into space yet, but hey, baby steps), and

    WHEREAS to properly manage our great nation's new space program, a bureau, agency, or some other red-tape generating group is definitely needed not only to slow things to a grinding halt but to study the space we might someday claim for our own, and to plan for the future conquest of that space by our nation (unless we run into unfriendly aliens, when we'll simply offer our trademark invincible moral support to whoever else we can find to do our fighting for a while, in the Talossan tradition), and

    WHEREAS we were somehow obviously unknowingly guided in the decision to form a space agency by the longstanding, albeit unappointed, Royal Commission on Space and Cool Space Stuff, which was proposed long ago by our current Túischac'h, S:reu John McGarry, now

    THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that:

    * the Royal Commission on Space and Cool Space Stuff is hereby officially disbanded with the thanks of the Ziu for all the herculean efforts that would have been expended by the Royal Commissioners, had they ever been appointed, and
    * a new executive agency is created, to be named El Büreu d'Esploraziun Espaçal es Rac'hetría (BEER), or in English the Bureau of Space Exploration and Rocketry, and
    * the Seneschal shall have the power to determine the proper ministry to assume responsibility for this bureau, and
    * the Ziu calls upon the Seneschal to appoint with utmost haste a BEER Head, so that this nation's space program can get off the ground
    * so to speak.

    38RZ10 - THE (FURTHER) SEPARATION OF POWERS AMENDMENT

    WHEREAS it has long been felt that the simultaneous holding of multiple legislative offices by a single person is not a very good idea, and

    WHEREAS it is probably even a worse idea for Justices of the Uppermost Cort simultaneously to serve in the Ziu, and

    WHEREAS the population of Talossa has now grown sufficiently that we have plenty of people to fill the Uppermost Cort, the Senäts, and the Cosa, without having to "double up" on jobs,

    THEREFORE the Ziu hereby approves the following amendment to the Organic Law, and transmits it to the people for ratification.

    Article VIII Section 6 is amended to read: "Except as otherwise provided by law, anyone eligible to vote in Talossa is eligible to hold any governmental position, including Member of the Cosa. However, neither a reigning King, nor his Consort, nor a Regent during his regency shall hold any seats either in the Cosa or in the Senäts, nor shall any Senator hold any seats in the Cosa."

    Article XVI Section 3 is amended to read: "Neither a reigning King nor his Consort, nor a Regent during his regency, nor the Secretary of State, nor the Seneschal shall be a Justice of the Uppermost Cort or a judge in any inferior court that the Ziu may create. Nor shall any Senator or Member of the Cosa be a Justice of the Uppermost Cort."

    WHEREAS in the Kingdom of Talossa there are two official languages, and

    WHEREAS those languages are English and El Glhetg Talossan, and

    WHEREAS when you have two official languages you should use them both, and

    WHEREAS it is seems a bit silly that the King signs bills online, and

    WHEREAS it would make us seem much less like an internet club if he actually signed them, now

    THEREFORE be it hereby recorded that it is the collective will of the Ziu that:

    1. If at all possible, bills presented for review in the Hopper should be translated into Talossan before being Clarked.
    2. The King shall sign a physical printed copy of bills at the time they pass into law, and collect these bills for posterity.

    WHEREAS life is beautiful and worthy of celebrating and

    WHEREAS part of this celebration should include reflection of significant events in history and

    WHEREAS Talossans of every background and faith should be able to reflect upon the historical events which have the greatest impact on their lives so it is

    THEREFORE resolved that the 11th Day of September be commemorated as International Memorial Day and shall be a day of reflection for all Talossans to honor the memory of all tragedies and celebrate all joys of the past.


    Let us remember all tragedies from the Babylonian Exile forward which are too numerous to mention, as well as every tragedy and day of sadness yet to come. Let us also rejoice in the beauty of nature that surrounds us and take the time to appreciate life, love and happyiness. Let all Talossans, regardless of faith remember the fallen and oppressed for if we do not learn from history, we will be doomed to repeat it. And let us, on this day, evaluate ourselves and see how we can strive to make the following year more fruitful for ourselves and our society.

    WHEREAS the functions and responsibilities of the Burgermeister of Inland Revenue (also known as the Royal Treasurer) and of the Minister of Finance (also known as the Chairman of the Royal Bank & Post, which is an agency within the Finance Ministry) have been detailed in Talossan Statutory Law 34RZ21 (The Burgermeister of Inland Revenue Act), 35RZ24 (The Royal Household Cleaning Act), 36RZ2 (The Newer Numismatic Naming Act), and 36RZ17 (The Cabinet Refinishing Act), and

    WHEREAS all four of these are pretty cool laws, which make a lot of sense, and

    WHEREAS it makes sense to have laws that have to do with money making a lot of sense, and

    WHEREAS it seems prudent to make even a little more sense of things, and even give the nation a fiscal schedule, now

    THEREFORE be it resolved by the Ziu of the Kingdom of Talossa:

    1. Refined Responsibilities of the Finance Minister. Point H of clause 2 of the Cabinet Refinishing Act is modified to read as follows:

    The Finance Minister, heading the Ministry of Finance. The Finance Minister also serves as the Chairman of the Banqeu es Post Rexhital (Royal Bank & Post) unless he gets too lazy and appoints a Chairman. The Ministrà dal Finançù (Ministry of Finance) is responsible for setting and implementing the economic policies of the Kingdom, and directing the investment of that portion of the Royal Treasury set aside by authorized budgeting act of the Ziu (all of which said investments shall be executed in fact by the Burgermeister of Inland Revenue, an Officer of the Royal Household), and for the design, minting, printing, valuation, distribution, and redemption of all national currency, postage, and commemoratives.

    2. Restatement of Governmental Spending Authority. Clause 16 of the Newer Numismatic Naming Act, governing expenditures from the Royal Treasury, is stricken, to be replaced by provisions of this Act.

    3. Format of the Government's Required Financial Report. The Report of the Finance Minister mandated by clause 14 of the Newer Numismatic Naming Act shall be delivered to the Ziu during the first Clark of each Cosa (if said Clark is seated) and shall be required to contain the following information: (1) the amount, location, liquidity, and availability of all funds held by or for the Royal Treasury (2) the investment policy that will be pursued by the Finance Ministry for any amount of the treasury that may be budgeted by the Ziu for use in investment, (3) the current valuation of the louis with respect to other foreign currency, and (4) the total amount in louise of any planned currency minting and printing, and postage issuance to be executed by the Royal Bank & Post during the term of the current Cosa.

    4. Governmental Budgeting Requirement. The Prime Minister shall be required to submit to the Ziu, as a government bill, and in time for consideration by the second Clark of the Cosa, a detailed budget listing all planned expenses of the government through the current Cosa, specifying the the amounts to be requisitioned for each Cabinet Ministry and the purpose of each such expense. This budget shall also include any amount of the treasury to be set aside for investment as directed by the Finance Minister according to the policy reported to the Ziu. The Seneschal shall take care to ensure that the budget presented will be sufficient to provide for all expenses of the government of the Kingdom of Talossa until the next budget shall be presented, during the subsequent Cosa.

    5. Legislative Authority Requirement. All withdrawals from the Royal Treasury (except as provided for by clause 6, below) must be authorized by action of the Ziu approving the expense for which the withdrawal is made, either in the omnibus budget bill required by clause 4, above, or through approval of supplemental budgeting legislation. In accordance with such authorized budgeted expenses, the government of the day is empowered to requisition such funds from the Royal Treasury (said withdrawal to be performed in fact only by the Royal Treasurer or an authorised deputy).

    6. Emergency Spending. During times when any budgeted funds have been exhausted, when no budget has been approved due to rejection by the Ziu or dissolution of the Cosa without action on a budget, the Prime Minister may issue a Prime Dictate to provide for emergency spending, but may not act to cause withdrawal of funds from the Royal Treasury to fulfill the terms of any Prime Dictate unless and until the King has explicitly assented to the Prime Dictate.

    WHEREAS Talossa has not yet exhausted Milwaukee's supply of professional sports teams; and

    WHEREAS the Milwaukee Bucks, an NBA franchise, is yet another such team; and

    WHEREAS the Ziu has, in the past, officially encouraged Talossans everywhere to refer to the team that is, in our neighbouring nation, called the Green Bay Packers of the NFL as the Florencia Packers (Els Empacheirs da Florencia); and

    WHEREAS the Ziu has also, in the past, officially designated the Milwaukee Brewers (as they are known in our neighbour nation) of major league baseball as the Maricopa Brewers (Els Cumplosteirs da Maricopa); and

    WHEREAS the Milwaukee Bucks' Bradley Center is even closer to Talossa than the Brewers' Miller Park, much less Lambeau Field -- in fact, Bradley Center is only 300 yards across the U.S. border; and

    WHEREAS the Milwaukee Bucks are currently celebrating their 40th anniversary, and no better anniversary gift can be given by this nation than to adopt the team as its own; and

    WHEREAS Maricopa and Florencia are already spoken for, but Benito Province is just upriver; and

    WHEREAS the logo of the Bucks is red and green, an obvious sign that the team is and has been begging for adoption not only by our proud nation but by the province with the red-green mythical Italian heritage; now

    THEREFORE the Ziu officially encourages all Talossans everywhere to refer to the Milwaukee Bucks as the Benito Bucks (or, in Talossan, Els Bocs da Benito).

    38 RZ18 - The Staff of Herron Act

    WHEREAS Els Zuavs da l'Altahal Rexhital (the Zouaves of the Royal Bodyguard), while required by law to provide their own moustache and cool outfit, have hitherto been provided with no sidearms or other weaponry, and

    WHEREAS on 30 May 2008/xxix, Florencia Packer Noah Herron thwarted a burglary of his home using a bedpost, and

    WHEREAS this heroic act by a member of one of Talossa's national sports teams serves as a timely reminder to this nation of its proud heritage as the Kingdom founded in a bedroom, making it the world's shining symbol of what great good can be done with (or near) a bedpost, and causing Talossa to be referred to (in this legislation, at least) as the mythical bedpost capital and arsenal of the world, and

    WHEREAS, cognizant of the popular slogan that "The only bedposts I will give up the right to bear are holding up my deathbed", the Ziu continues and reaffirms the strong tradition in Talossa making no law abridging in any way the right of the people of to keep and bear bedposts, require registration or any waiting-period before the purchase of the same, or restrict access of the citizenry to bedposts of all shapes and sizes, including but not limited to hollow-tipped bedposts, now

    THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that

    1. Establishment of Official Improvised Weaponry. Bedposts are declared to be the "official preferred improvised weapon" of the Zouaves of the Royal Bodyguard, and

    2. Military Use of Bedposts. The Zouaves of the Royal Bodyguard are encouraged to make use of bedposts for ceremonial and drill purposes.

    3. Cupped Bedposts. Bedposts used by the Zouaves of the Royal Bodyguard may have an indentation in the end of the bedpost up to one inch in depth and between one and two inches in diameter. The indentation must be curved with no foreign substances added. The bedpost, for not more than 18 inches from its end, may be covered or treated with any material or substance (such as pine tar) to improve the grip. No bedpost may be used for military purposes which is not a single piece of wood or which has been hollowed out and filled with cork or rubber.

    4. Military Bedpost Regulation. Appropriate officers of the Guard shall be held responsible by the Ministry of Defence for establishing further regulations for the provisioning and use of said bedposts, such as specifying the size of the bedframe from which a bedpost issued to and maintained by service members at each military rank shall be taken, and specifying military exercises for the practice and display of proficiency and fluency in the use of the bedpost, for the purposes of both close-combat and the ceremonial fancy throwing the thing up and flipping it in circles and stuff before catching it with flair and shouldering it sharply, maybe even spinning around a time or two while it's in the air; you know, stuff like that.

    5. Cultural Enrichment Encouraged. The Ministry of Culture is instructed to promote the use of and reference to bedposts in all cultural endeavours sponsored by His Majesty's government, including in literature, in our nation's martial arts form, and of course in any staging of Talossan operatic works.
