    34 RZ1 - THE NAPOLEON'S MEMORIAL WARGAMING DAY ACT

    WHEREAS it was with great sadness that we learned of the closing of the illustrious and famed Napoleon's store, and

    WHEREAS Napoleon's played a special role in our nation's history and in the lives of so many individual Talossans, and

    WHEREAS it would be wise to remember this fine establishment in a very special way.

    THEREFORE, the Ziu of the Kingdom of Talossa establishes that:

    1. From now on February 21 shall be a Talossan National Holiday and be known as "Napoleons Memorial Wargaming Day"; and

    2. Each year on that day, Talossans shall share memories of Napoleons and enjoy the National pastime of wargaming.

    34RZ2 - THE TALOSSAN IMMIGRATION ACT OF 2005 [as amended by 34RZ5]


    WHEREAS immigration procedures in Talossa have changed dramatically in recent times, and

    WHEREAS in these reforms historic elements of naturalization were removed, and

    WHEREAS it has become difficult for the Immigration Minister to determine when citizenship should be granted, and

    WHEREAS both the biographical essay and the What Talossa Means to Me essay provided valuable information about prospective citizens and showed some level of interest in the nation from the prospective,

    THEREFORE the Ziu hereby restores the biographical essay and the What Talossa Means to Me essay as requirements of naturalization and the Ziu hereby enacts the following legislation into law as the official Talossan rules for immigration procedure, understanding that all older legislation which is directly in conflict with the principles outlined herein is thereby rendered null and void, to the extent of the conflict.

    1. Non-Talossans shall become Talossan citizens through the immigration process outlined herein. No person who is already a Talossan citizen shall be affected by this legislation.

    2. In order to become a Talossan citizen, a non-citizen (hereafter, "the
      prospective") shall notify the Immigration Minister of his intent to acquire Talossan citizenship. The Minister shall provide him with a copy of this Act and the prospective shall provide proof of identity to the satisfaction of the Immigration Minister.

    3. Upon completion of step #2, the prospective shall be granted a Wittenberg account.

    4. The prospective shall submit a biographical essay of a length to be determined by the prospective, to the Immigration Minister. The biographical essay shall be made public on Wittenberg.

    5. The prospective shall submit a "What Talossa Means to Me" essay of a length to be determined by the prospective, to the Immigration Minister. The "What Talossa Means to Me" essay shall be made public on Wittenberg. This essay shall answer the following questions:

      • Why do you want to join Talossa?
      • How do you plan to participate in Talossa?
      • How did you find out about Talossa?
      • Other than a place for you to express your opinions, what does Talossa mean to you?


    6. Upon completion of step #5, the Immigration Minister, in consultation with the Government and with the Opposition Leader, shall either grant or refuse the prospective citizen Talossan citizenship. In the event of refusal, the prospective may submit a petition for the Cort to examine his/her file (which the Cort can consent or refuse) or simply repeat the process.

    7. If citizenship is granted under step #6, the person shall be considered a naturalized Talossan for all purposes, legal and moral.

    8. Members representing one-third of the Cosâ may, by resolution, during a period of one year following the naturalization of any prospective under this Act, express its official protest against the naturalization. In this event, the Ziu must itself ratify the person's citizenship, by law, or else the citizenship lapses.

    9. Any person naturalized under the provisions of this Act shall have one year following the date of his naturalization, to complete the Civics Exam and any other requirements for citizenship which may hereafter be imposed by law. Failure to complete these assignments within the one-year period shall result in the automatic termination of said citizenship.

    10. No person granted Talossan citizenship prior to 13 March 2005 shall be affected in any way by this Act.

    34 RZ3 - THE ARMISTICE DAY ACT

    Whereas, the countless men and women who willingly sacrificed or risked their lives in service to their country in many conflicts and wars are worthy of public recognition, and

    Whereas, nations around the world observe some form of memorial for veterans, often on the date of November 11th, and

    Whereas, Talossa does not have a day of commemoration for veterans,

    Therefore the Ziu hereby declares that since November 11th is the anniversary of the official end of World War One, November 11th of each year shall be designated as Armistice Day in honour of all veterans.

    Therefore the Ziu further declares that two minutes of silence is recommended to be observed by all Talossans at the eleventh hour on Armistice Day in honour of all veterans.

    Whereas, Talossans should be free to participate in the nation as much or as little as they please, and

    Whereas, requiring a citizen to vote or register a non-vote with the Secretary of State to maintain citizenship does not enhance democracy in any real way, and

    Whereas, as desirable as voting may be, the loss of citizenship for failing to vote in three consecutive Cosa elections is unnecessarily harsh,

    Therefore, the Ziu hereby authorizes a public referendum at the earliest legal opportunity to remove Article XVIII: Sec. 10 of the Organic Law in its entirety.

    34 RZ7 - THE SMOKING BAN ACT

    Whereas, smoking endangers the health of smokers and non-smokers alike and is unsightly and smelly, and

    Whereas, non-smokers should not be expected to endure the foul odour and fumes from tobacco products, and

    Whereas, a ban on smoking inside would help to reduce illness and death as a result of smoking,

    Therefore, the Ziu hereby declares that the smoking of all tobacco products is prohibited in all buildings with the exception of an individual's place of residence.

    34 RZ9 - THE PEOPLE TO PROVINCES (No More Microprovinces) ACT

    The Ziu hereby takes official action (yet again!) to repair all ambiguity, incompleteness, and silliness in the assignment of people to provinces based on their geographical location.
    An asterisk (*) indicates a clause which is changed from the previous version of this Act.

    1. This Act shall repeal any and all legislation ever passed by the Ziu (apart from Amendments to the Organic Law) concerning the topic.

    *2. The provincial assignments of all Talossan citizens, as of 1 May 2005/XXVII, are unchanged by this Act (but see paragraph 5 below). Included in this provision are the anomalous assignments of Brook Gläfke (Florencia), Albrec'ht Stolfi (Atatürk), and Ián Metáiriâ (Maritiimi-Maxhestic), all of which are confirmed as is.

    3. Future immigrants to Talossa shall be assigned to provinces based on the provisions of this Act.
    Current citizens who physically move so as to be reassigned to a different province under provisions of this Act shall be reassigned under the provisions of this Act. [Modified by 35RZ23]

    *4a. Talossan citizens physically living within the boundaries of the Kingdom of Talossa shall be assigned to whichever province they are actually living in. There shall be no exceptions to this rule and this clause overrides all other clauses in this Act.

    4b. Citizens living outside the boundaries of Talossa shall be assigned to a province corresponding to a geographic zone. The entire globe shall be divided into seven geographic zones so that anyone living anywhere outside Talossa is automatically assigned to the corresponding Talossan province.

    * 5. No Talossan citizen may transfer his provincial citizenship to a different province, except by physically moving into that province or into the zone corresponding to that province. A citizen living inside or outside of Talossa who moves into an outside zone corresponding to a different province may transfer his citizenship to the new province by law, but in the absence of such a law, is considered assigned to his original province for all purposes. [Modified by 35RZ23.]

    6. ATATÜRK PROVINCE. Talossan citizens living in the following areas shall be assigned to Atatürk Province: All suburbs of Milwaukee within Milwaukee County, which lie to the north and east of the City of Milwaukee; the Wisconsin Counties of Washington, Ozaukee, Sheboygan, Calumet, Manitowoc, Kewaunee, and Door; the nation of Canada; and the U.S. states of Massachussetts, Rhode Island, Maine, New Hampshire, and Vermont. Overseas, the nations of Scotland, Wales, Isle of Man, Republic of Ireland, Cornwall, Turkey, the Turkish Republic of Northern Cyprus, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan, and the Xinjiang-Uygur Region of China.

    7. MUSSOLINI PROVINCE: Talossan citizens living in the following areas shall be assigned to Mussolini Province: the Wisconsin counties of Waukesha, Jefferson, and Dane; and the U.S. states of Illinois, Indiana, Iowa, Michigan, Ohio, and Pennsylvania. Overseas, the nations of Italy, San Marino, Vatican City, Armenia, Georgia, plus all nations in Africa not listed elsewhere.

    8. VUODE PROVINCE: Talossan citizens living in the following areas shall be assigned to Vuode Province: The City of Milwaukee (WI) and the U.S. states of Connecticut, Delaware, Maryland, New Jersey and New York. Overseas, the nations of Morocco, Algeria, Tunisia, Western Sahara, Japan, Taiwan, Indonesia, the Philippines, Singapore, Sri Lanka.

    9. MARICOPA PROVINCE: Talossan citizens living in the following areas shall be assigned to Maricopa Province: the Wisconsin counties of Polk, Barron, St. Croix, Pierce, Dunn, Chippewa, Eau Claire, Clark, Pepin, Buffalo, Trempeleau, Jackson, La Crosse, Monroe, Juneau, Adams, Vernon, Crawford, Richland, Sauk, Grant, Iowa, Lafayette, and Green; and the U.S. states of Arizona, New Mexico, Oklahoma, Texas, Hawaii, and California. Overseas, the nations of Spain, Portugal, Andorra, Brazil and Spanish-speaking Latin America; and all nations of Asia not included elsewhere.

    10. FLORENCIA PROVINCE: Talossan citizens living in the following areas shall be assigned to Florencia Province: the Wisconsin counties of Florence, Douglas, Bayfield, Ashland, Iron, Vilas, Burnett, Washburn, Sawyer, Rusk, Taylor, Price, Oneida, Lincoln, Langlade, Forest, Menominee, Shawano, Marinette, Oconto, Outagamie, and Brown; and the U.S. states of Alaska, Washington, Oregon, Idaho, Montana, Wyoming, Nevada, Utah, Colorado, North Dakota, South Dakota, Minnesota, Kansas and Nebraska.

    11. MARITIIMI-MAXHESTIC PROVINCE: Talossan citizens living in the following areas shall be assigned to Maritiimi-Maxhestic Province: All suburbs of the City of Milwaukee within Milwaukee County which lie to the south and west of the City of Milwaukee, and also the Wisconsin Counties of Racine, Kenosha, Walworth, and Rock; and the U.S. states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, and the District of Columbia.
    Overseas, the nations of Liechtenstein, Austria, and Germany and Vietnam, plus all island nations of the Pacific and Indian Oceans not listed elsewhere, including New Zealand, Papua New Guinea, East Timor, Madagascar, the Comoros Islands, and Australia. In addition, the Falkland Islands and all nations of the Caribbean Islands not listed elsewhere.

    12. CÉZEMBRE PROVINCE: Talossan citizens living in the following areas shall be assigned to Cézembre Province: the Wisconsin counties of Marathon, Wood, Portage, Waupaca, Waushara, Winnebago, Marquette, Green Lake, Fond du Lac, Columbia, and Dodge. Overseas, the nations of England, Northern Ireland, France, Monaco, Switzerland, Netherlands, Belgium, Luxembourg, Denmark, Norway, Sweden, Iceland, Finland, Estonia, Latvia, Lithuania, Russia, Belarus, Ukraine, Poland, Moldova, Romania, Bulgaria, Greece, Republic of Cyprus, Macedonia, Serbia, Montenegro, Bosnia-Herzegovina, Slovenia, Croatia, Kosovo, Albania, Czech Republic, Slovakia, and Hungary. In addition, all territories of the world not listed elsewhere.

    13. FIOVA PROVINCE. Talossan citizens living in the following areas shall be assigned to Fiova Province: The U.S. states of Montana, North Dakota, South Dakota, Kansas, Nebraska, Arkansas, Louisiana, Missouri, the nations of Australia, New Zealand, Portugal, Brazil, Macedonia, Serbia, Montenegro, Bosnia-Herzegovina, Slovenia, Croatia, Kosovo, Albania, Czech Republic, Slovakia, and all nations of Asia or the Pacific and Indian Oceans not included elsewhere.

    14. No Talossan citizen shall be assigned to the Territory of Pengöpäts or to any other Talossan territory.

    * 14a: All provincial citizenship assignments shall be made when the province to which the citizen is assigned is OPEN to nonresident immigration on the day prior to the naturalization of said citizen. A province shall be CLOSED if its population is equal to or greater than twice the population of the smallest province (by population) on the day prior to the naturalization of said citizen.

    14b. For purposes of this Act, provinces shall be listed in the following circular order: Cézembre, Florencia, Fiova, Atatürk, Vuode, Maritiimi-Maxhestic, Maricopa, Mussolini.

    14c. No citizen may be assigned to a "closed" province. In the event that a citizen's assignment may place him in a "closed" province, the citizen is assigned to the next province listed in clause 13b which is not "closed."

    Whereas, some confusion exists concerning the proper order of precedence for official state functions, and

    Whereas, Talossans generally delight in titles, honours and other pompous things, and

    Whereas, a Table of Precedence would greatly enhance the official life of the Kingdom, while allowing for a smoother functioning of gala Talossan events,

    Therefore the Ziu hereby establishes the following Table of Precedence:


    1. The King
    2. The Queen
    3. Children of the Sovereign in birth order
    4. The Prime Minister
    5. Senior Justice of the Uppermost Cort
    6. The Mencei of the Senate
    7. The Speaker of the Cosâ
    8. The members of the nobility and knighthood in order of their rank and tenure
    9. Cabinet members according to the seniority of their ministries

    10. The Secretary of State
    11. Provincial Constables
    12. Premiers of Provinces
    13. Puisne Justices of the Uppermost Cort in order of their appointment.
    14. Senators
    15. MCs
    16. Admiral of the Talossan Royal Navy

    34 RZ13 - ROYAL TALOSSAN HERALDIC AUTHORITY ACT

    Whereas, the art of heraldry enhances the cultural life and prestige of the Kingdom, and

    Whereas, current coats of arms and crests of Talossa should be catalogued and organized in such a fashion so that all Talossan citizens may study this important aspect of our nation's life, and

    Whereas, the granting of new coats of arms and crests should be encouraged and a simple procedure to obtain new arms should be created,

    Therefore the Ziu hereby establishes the Royal Talossan Heraldic Authority with the following mandate:


    1. The maintaining of records of all coats of arms and crests in use throughout Talossa
    2. Granting new arms and crests to individuals, organizations, and government departments that make a request to the Authority.
    3. The fostering of a greater knowledge of and appreciation for heraldry in Talossan.


    The Ziu hereby declares that the Royal Talossan Heraldic Authority shall be governed by a person designated as Chief Herald. The Chief Herald be appointed by the Prime Minister. The Chief Herald shall be free to select other individuals to assist in his work.

    34 RZ14 - The $20 Registration Fee Act


    Whereas, the mounting costs of running the Kingdom of Talossa need to be
    defrayed, and Whereas, the Organic Law grants the Secretary of State the
    right
    to impose a uniform fee on political parties to defray the costs of
    Talossa's
    official expenditures,

    Therefore, the Ziu hereby directs the Secretary of
    State
    to charge a fee of 1180 Ben ($20 US) to each political party in forthcoming
    elections,
    with the understanding that parties which do not pay the fee shall not be
    registered. The funds will be placed in the Account of Inland Revenue and
    the
    government may, by law, appropriate funds from that account to defray
    specific,
    itemized expenditures.

    34 RZ19 - The "Give Me A Prize for a Book I Wrote" Act

    Whereas, the development of Talossan literature and media is a most noble pursuit, and

    Whereas, those who author works about Talossa or materials in the Talossan language deserve recognition and encouragement,

    Therefore the Ziu hereby establishes an annual award scheme to be known as the "Prime Minister's Literary Awards." The awards shall be distributed by the Prime Minister according to rules and regulations established by a three member committee that shall be appointed by the Prime Minister.

    The Ziu further declares that this committee shall make these regulations public on Wittenberg and they shall be subject to final approval by the Ziu.

    Whereas, as an organized corporation Talossa needs to have an official point
    man
    handling its revenues, and Whereas, Talossan precedent and tradition has
    enshrined the (now defunct) office of Burgermeister of Inland Revenue to
    handle
    the Kingdom's finances,

    Therefore, the Prime Minister shall designate a Burgermeister of Inland
    Revenue
    to handle any moneys that Talossa shall take in, and shall empower the
    Burgermeister to consult with banks in the Greater Talossan Area to
    establish an
    official bank account for the Government of Talossa.

    Whereas, el Bicoloreu, the national flag of Talossa, has been unchanged in design since 1981 and has stood for more than two decades as a unifying symbol of all Talossans everywhere, and

    Whereas, most Talossan public gatherings (including this TalossaFest) include the Flag as the most profound emblem of our 25 year old community,

    Therefore, the Ziu hereby adopts as official this Salute to the Flag, which can be said voluntarily, with one's right hand over one's heart, at all public gatherings which include the Flag:
    "I salute the Talossan flag, with affection and smiling devotion to the Kingdom for which it stands: one Talossan nation, undivided and free, a home for all our people."
