In the last 20 yrs, the rhino count in Asia and Africa has declined from @100,000 to less than 10,000. Asia's tigers have been even more decimated: from @100,000 to @5,000 today. It's almost a foregone conclusion that both species will disappear from the wild this decade. This massacre is due almost exclusively to illegal poaching, in which various parts of these animals are used for "traditional" medicines, sex enhancers, jewelry, etc. Despite years of prodding my other nations, China and Taiwan ignore the warnings and continue to consume animal parts for those grisly purposes, and answer critics with indifference, hollow promises and subterfuge. Talossa says ENOUGH!

Talossa hereby roundly and firmly condemns these hideous practices perpetrated by poachers and their protectors, and hereby calls upon the world's nations to take whatever measures necssary to save these disappearing animals. Ful trad sanctions are hereby imposed upon China and Taiwan.

The Cosâ hereby confers the titles of "Senior" and "Associate" Justice upon members of the Uppermost Cort by amending the Constituziun (Art. 77) as follows:


"The three members of the Uppermost Cort are co-equal for all purposes. However, the Justice which has served on the Cort for the longest overall period of time is designated as 'Senior Justice.' The remaining two Justice are designated as 'Justices.' These titles are purely ceremonial in nature."

Whereas Articles 34 and 35 of the Constituziun instruct the Secretary of State to make ballots available to party leaders (and all citizens) on the first day of the election (the Balloting Day) or as soon as possible thereafter, Therefore the Cosâ hereby instructs the office of the Secretary of State to set up a public occasion, called the "First Balloting", on the day ballots become available, to allow anyone who shows up to obtain his ballot then abd there. The First Balloting should take place at a definite time and place (example: "7:30 p.m. on January 15th at Wendy's on Capitol Drive near Pick 'n Save"). with plenty of advance notice in the press and personal advance notification of all party leaders. Any party leader who fails to attend the First Balloting may make alternate arrangements or have his ballot mailed to him.

RZ21 - The Right to Bear Arms Act

Statute

A well-regulated militia being necessary to the security of a free state, the right of the members of a well-regulated militia to keep and bear arms shall not be infringed. All gun owners living in Talossa shall henceforth compose a military police force or National Guard of Talossa, to be known as the Talossan Well-Regulated Militia (La Militziâ Ben-Reguladâ Talossán--MBRT). They will receive military training and be obligated to serve for a certain period of time each year. Those gun owners who refuse to comply will be considered deserters, and shall be dealt with in whatever manner the Militia chooses to deal with deserters (blindfold optional). Anyone convicted of a crime involving firearms must be sentenced to life without parole, or worse. Ownership of guns is banned for minors and for anyone convicted of a felony. Enforcement of this law is deferred until such time as Talossa achieves more effective sovereignty.

RZ23 - The Court Order and Injunctions Amendment

WHEREAS the Cort is the final arbiter and protector of civil and human rights in the Kingdom of Talossa, and WHEREAS the RT Constituziun does not clearly empower Cort Justices to intervene in the political process as soon as they perceive violations of law to occur; THEREFORE the Cosâ hereby adds the following language as Article 84b:



Art. 84b: Any judge or justice may issue court orders or injunctions according to the generally accepted principles of Anglo-American law. These injunctions may order a party to perform his/her legal duty, or may prevent the enforcement of a law which may be Inorganic (unconstitutional). Violation of an injuction is treated as contempt of court. The final arbiter of the organicity of injunctions is the Uppermost Cort of Talossa.

WHEREAS in January the Cosâ directed the inhabitants of Southwest Territory/Flúviâ Province (John Eiffler, John McGarry, Gary Schwichtenberg) to adopt a constitution for the self-government of that Province and to cease Territorial status; and WHEREAS King Robert I graciously drafted such a constitution for them but it has never been approved or disapproved by the inhabitants, THEREFORE the Cosâ hereby orders King Robert I to conduct a referendum among the inhabitants of Flúviâ Province for the approval/disapproval of said Constitution, and to direct the installation of a legitimate constitutional government there if the referendum passes. If the referendum fails, Flúviâ Province will revert to its previous Territorial status.

The Cosâ hereby provides for the public's right to know in the field of election campaigns by enacting the following into law:



Because it is unethical and unTalossan to conduct "secret" election campaigns hidden from voters, historians, and journalists, the Cosâ hereby stands RESOLVED: The dissemination of "Political Adverts" (written political advertisements, mailings, formal appeals for votes, and all similar documents which the Cort considers to be variations thereof) is regulated according to the following law. 1) Political Adverts may be distributed as part of a package along with national ballots, in such a manner that every citizen receiving a ballot receives the same Political Adverts; 2) Political Adverts may also (or instead) be disseminated by publishing them in reputable Talossan newspapers. (For the purpose of this Act, a "reputable" newspaper is defined as one that has published continuously for at least one year, with a minimum of ten issues per year and a minimum of seven subscribers. This provision is included to prevent people from slapping a masthead onto an Advert and calling it a "newspaper.") 3) The use of mail, hand-delivery, fax, or any other means to evade rules 1 and/or 2, as given above, is a criminal offence which shall be punished by deprivation of Cosâ seats or other appropriate measures as the Cort shall inflict.

Whereas Talossan voters are tired of cheap and dishonest campaigns; and Whereas they value free, robust and public debates among parties contesting elections; Therefore the Cosâ resolves:
That copies of any and all campaign literature (as the Cort may define this) distributed by a party (either registered or otherwise) must at the same time be delivered to all other registered parties and all parties currently represented in the Cosâ.
Reputable newspapers (having a minimum of seven citizen readers and which appear a minimum of six issues per year) are not considered "campaign literature" for the pupose of this act.

WHEREAS allowing the Prime Minister to decide when By-Elections are held allows an unpopular, craven PM to cling to power despite a disappearing political base in the Cosâ, and WHEREAS the problems resulting from this fact can be easily overcome, THEREFORE the Cosâ hereby amends the sentence "the Prime Minister may, by PD, authorise a by-election to fill any and all vacant seats" to read as follows: "the King shall issue a Writ of Election to authorise a by-election to fill any and all vacant seats." (Note that this make by-elections automaic if an MC refuses to vote on two consecutive Clarks, and takes this function out of the hands of people. The King must conform to this law.

Talossa's war against Serbia and the Bosnian Serbs has been in effect since the Cosâ passed LC29 (6/93). Since that time, the war has by-and-large been successfully prosecuted, with UN air attacks, the end of the siege of Sarajevo, and recent Bosnian Muslim counter-attacks 150 miles NW of Sarajevo, which have taken a large number of abandoned weapons and sent 7,000 Bosnian Serbs into flight. There is no - thanks to Talossa's resolute action - an improving and larger Muslim-led Bosnian army winning out over an increasingly static and stretched Serb-backed enemy.
The Cosâ hereby requests that the PM, at his earliest convenience, either issue a PD or aauthor a bill to end our war with Serbia and its allies.

Whereas, the Cosâ did last month approve making "Fleetwood Mac's Greatest Hits" the Kingdom's official CD (that's disc with a "c", Ben); and whereas their odd song "Tusk" did serve as Talossa's first national anthem (actually, from 12/26/79 to 1/11/80; and then again from 2/11/80 to 10/19/80); therefore we hereby amend Article 8 of the Constituziun and make "Tusk" Talossa's official National Song. The last sentence of the article is replaced with the following:


"The official national song of Talossa is 'Tusk,' as performed by Fleetwood Mac."

Whereas, gajillions of bills have been passed attempting to define who lives in what provinces and what the rules are for moving from one province to the other, but Whereas, it is impossible, utterly impossible to keep track of our rapidly shifting citizens for the purposes of determining exactly where each and every one of us lives at any given moment; THEREFORE the Cosa hereby repeals any and all previous bills dealing with the question of what province people are living in, and adopts the following as the Law of the Land:


Talossans shall be considered to inhabit Provinces permanently, regardless of where they really live. If a Talossan citizen wishes to change his Provincial assignment from one Province to another, he must do so by Law of the Cosâ. For purposes of this Act, our Citizens are considered to be living in the following Provinces: ATATÜRK (Dave Kuenn, Ron and Jasmine Rosalez, Florence Yarney, Harry Wozniak); MUSSOLINI (Jenn Williams, Antonio Riley, Tom Buffone, John Eiffler, Josh Macht, Sandee Prachel); VUODE (Ben, Harry, & Jennifer Madison, Nick Kovac, Andrew Worm, Wes Erni, Dan Lorentz); SOUTH-WEST TERRITORIES (Andrew Wozniak, John & Patrick McGarry, Gary Schwichtenberg, Melanie & Alexander Freeman); MARJTIIMI-MAXHESTIC (John Jahn, Charmaine Chvala-Smith, Brook Gläfke).

Furthermore it is declared that unless George and Evelyn actually vacate the residence, that the PM shall not really live there. Finally this Act shall not be construed as to have any bearing on the past, present, or future affectional preferences of any past, present, or future Prime Ministers.

RZ46 - The Buy Our Books Amendment

Talossans have a variety of sources from which to learn about Talossa. The sentence "Furthermore, no person may acquire Talossan citizenship unless he purchases or otherwise acquires a copy of the most recent edition of The History of the Kingdom of Talossa by Robert Madison" in Art. 94c of the Constituziun is hereby stricken from the Constituziun. lt is replaced by the following text which shall apply to any current or future applicants for RT citizenship:


Furthermore, the Cosâ may judge a prospective citizens commitment to Talossa on the grounds of whether or not the prospective has purchased or otherwise lawfully acquired works which the Cosâ feels are appropriate to the new citizens naturalisation and edification. Such books may include Madison is History of Talossa, the National Atlas of Talossa, the Lexicon of Talossan English, Jahn's Flags of the Kingdom of Talossa, or other similar works written by Talossans about Talossa. The bill put before the Cosâ to naturalise a new Citizen shall specify any such book or books so obtained, so that the citizen's commitment to Talossa may be publicly evaluated.
