    Art. 46 of the Constituziun is changed to read as follows:

    The King/Regent shall apooint, from among the Members of the Cosâ, a Prime Minister. This shall be done after consultation with party leaders with the objective of selecting a PM who will receive the support of a majority of the Cosâ in upcoming Votes of Confidence. Should a single party win an outright majority in the Cosâ, the King shall appoint as Prime Minister the choice indicated to him by that party's leader.


    Furthermore, Art. 45 is changed; the sentence "The first task of a newly elected Cosâ is to elect its Prime Minister" is deleted.

    Whereas numerous RT Prime Ministers (among them Tom Buffone, Wes Erni, Jack Schneider) have chosen to say their Oath of Office in the Talossan language, and Whereas, the PM represents the entire Talossan nation, and Whereas the Constituziun provides that "The sole historic and national language of the entire Talossan people is the Talossan language" (Art. 5), Therefore, the Cosâ hereby deltes the phrase "or English according to his wish" from Article 47 of the Constituziun, and changes the punctuation of the English text of the PM's Oath of Office to indicate that it remains in the Constituziun solely as a translationg of the Talossan version. The effect of all this is to say that future PMs will take their Oath in the historic and national language of the entire Talossan people, i.e. Talossan.

    Statute

    Whereas, Talossa revolves around its government, and Whereas, parties and get-togethers are a successful way of promoting Talossan national togetherness, the Cosâ hereby recommends strongly the following visionary proposal: Future elections shall be followed, when practical, by an official Living Cosâ which shall be styled the "State Opening of the Cosâ." At the Staet Opening, the PM shall read his Speech to the Nation and the Leader of the Opposition shall have a chance to rebut. A Living Cosâ shall be carried out at the same time, on the Government's first Clark. At the start of the State Opening, the new PM will be sworn in publicly. The State Opening shall feature food, drink, and as many Talossans as possible will be invited to attend.

    Whereas a promiinent and seemingly permanent feature of Leftist government in Talossa is the practice of creating "Oversight Committees" to single out individual Talossans and subject them to vague persecutorial auras, and Whereas Talossans have a right to be free from invasion of their psychological well-being in this regard (Cov. 15), and Whereas a current "Ben Oversight Committee" exists at Dan Lorentz's behest only to serve to add the pretended force of law to Dan's and Jack's policy disagreements with Ben, Therefore the Cosâ hereby abolishes the Ben Oversight Committee and furthermore bans the Government from establishing "Oversight Committees" at all.

    Whereas, numerous MCs have an abundance of ideas floating around somewhere in their heads, and Whereas there is no such thing as too much bureaucracy in a country whose initial purpose was to cure boredom, and Whereas our esteemed Secretary of State gets almost all of his copies for free anyway, Therefore Articles 73a and 73b of the Constituziun (LC1.12.90) are hereby amended into non-existence.
    This puts into reality RC34 of the May 1992 Clark, which was approved by the Living Cosâ but was then thrown out on a technicality by King Robert I. (Pay no attention to the whining of Ben and John that the grueling labor of having to press the "Print" button one more time is worht $.50) Nick Kovac also promises to provide extra scotch tape for Herr Jahn if he finds that to be an unfathomable expense.

    Whereas, the entire Mussolini Province presently has no self-government, and Whereas, Riverside University High School was attended by a very significant percentage of our population (including our king) and perhaps still holds a special place in their hearts, and Whereas education is propoerly revered among Talossans, and Whereas Nick Kovac aand andrew worm are the only citizens presently attending R.U.H.S., Therefore the area of Riverside and Riverside Park (bounded by the River, Locust St., Oakland Ave., and a few insignificant roadways) shall be considered separate from Mussolini Province, and in fact not a province at all.
    This area shall be officially titled the Riversidal Institute of Talossan Learning, or, if you like ironic acronyms: the Fabled Learning University of Neverending Knowledge (FLUNK), and will be an honored and unique part of Talossa. (Sort of like Vatican City, but still a part of Talossa.) NK and AW will have their citizenship moved from the Madison-dominated Vuode Province to this new and sacred shrine of Talossa. They will be considered its caretakers and will have full provincial-like authority over the region - to govern it and preserve its sacredness.

    Wheras, the RT military's future is uncertain as it is a point of controversy between the peace-coveting and wargaming/militaristically-inclined wings of Talossa, Therefore the Cosâ attempts to officially designate our military's duty and place in RT hierarchy. Talossa has no practical need of a military and our armed forces would be completely worthless if we had one. Nevertheless, the RT military will be available to all citizens while being allowed to organise itself and fantasize to its heart's content. But it will be considered a section of and subordinate to the WarGames Ministry. Anyone who commits actual acts of violence in the name of Talossa will lose their citizenship (according to the will of the Cort Inalt). We shall represent and encourage peace between nations.

    Statute

    Whereas, Talossa and the rest of the world are quickly being covered by landfills, industrial sludge, smog, and greenhouse gases courtesy of our corrupt politicians, greedy corporations, and ignorant, lazy public, Therefore it shall now be mandatory for all Talossan citizens to recycle all metals, aluminum, plastic, and paper possible. Citizens are also encouraged to take other steps in order to protect our environment (e.g. conserving tapwater, writing to politicians, etc...). Violators of the law will be forced to live on a toxic, uninhabitable world.

    Précis: This Amendment simply puts into law what the tradition has been ever since we started having elections. It also strips the King of his power to name a Prime Minister opposed by a majority party in the Cosâ. The following articles are rewritten as follows:

    Art. 45. The head of the government is called, in the national language, el Seneschál. In the English language, he is called the Prime Minister, or "PM." Any Member of the Cosâ is eligible to be Prime Minister; however, the King of Talossa may never be Prime Minister.

    Art. 46. The King shall appoint the Prime Minister from among the Members of the Cosâ. If a single party occupies a majority of the seats in the Cosâ, the King shall choose as PM whichever Member of the Cosâ shall be designated by that party's leader. If no single party hasa majority, the King shall appoint a Prime Minister afte consulting with party leaders with the objective of finding a PM who can be sustained (in subsequent Votes of Confidence) by a majority of seats in the Cosâ. The King must appoint a Prime Minister within one week of the end of elections.

    Art. 47. Once sworn in, it is the PM's responsibility to "form a government." This is an informal procedure designed to assure himself and the public that he has the support of a majority in the Cosâ (see Art. 56a). Once he has "formed a government," the Prime Minister receives control of his appointive seats.

    Article 34 is amended to read as follows:
    "The Secretary of State shall produce election ballots and dsitribute them to all citizens for whom the Secretary has a current address. Copies shall also be kept at the Secretary's office. Citizens may, by post or personal visit, obtain a copy (at or below cost) of the ballot for their own use. Furthermore, citizens may freely photocopy ballots and distribute them to other citizens as Taveliéirs (couriers), the point being that any party leader or citizen may send a ballot to any likely supporter. Individual voters and party leaders may obtain and distribute ballots at their own expense. Citizens may under no circumstances alter, amend or abridge ballots.
