RZ3 - The Budget Committee Act

Due to the widespread dismay over the inactive and seemingly useless Account of Inland Revenue (AIR), and due to the repeated failed attemopts to resolve the matter (witness RC 35, 10/91), the Cosâ hereby established a Budget Committee to assess the problem and to discuss the future of the AIR. The Cosâ grants the Committee 60 days to reach some sort of consensus and provide the Cosâ with appropriate, final legislation and/or report. The Cosâ appoints the King, Prime Minister, Defence Minister and Burgermeister of Inland Revenue to this Committee. They may appoint others as they may deem necessary.

RZ9 - The Terpelaziuns (Question Time) Act

Statute

Whereas Living Cosâs are the only forum at which the PM, his Ministers, and other MCs assemble to confront one another directly, and Whereas Talossa expects accountability from her government (and not just in apocalyptic ways like the Vote of Confidence), Therefore the Cosâ authorises a question and answer period during Living Cosâs. This will be called "Terpelaziuns" ('enquiries') or, for short, "Terps," or "Question Time." During Terpelaziuns, each MC may ask any other MC one question (plus a follow-up) and expect to receive some sort of answer. The Opposition Leader shall put the first question. Questions shall alternate between Government and Opposition members until all MCs on one side or the other have spoken. The remaining MCs may then put questions. Questions will be politely phrased in the third person and directed at the Speaker. Order of Questioners will be determined on an ad hoc basis by the Speaker.

Statute

Whereas Ron Rosalez has raised the important issue of welfare, and Whereas his bill's extreme tone will probably doom it, but Whereas the Issue remains important, Therefore the Cosâ thanks the honourable Member for Atatürk for raising the issue, and enacts the following as a general principle of RT polity:



"Talossa recognises basic health care as a right to be guaranteed by the government, endorsing in principle a Canadian-style system. The RT further undertakes to initiate no social welfare programme which pays people not to work. The foundation of Talossan society is activity, and any RT welfare programme must demand responsible behaviour in exchange for social assistance. Able-bodied persons will be expected to accept workfare jobs in exchange for welfare payments, and no welfare recipient may under any circumstances be permitted to voluntarily have children. Any Talossan social welfare administration must enforce these guidelines through all conceivable means."

RZ11 - Talossan Joint Chiefs of Staff Act

Statute

Whereas, a great many active Talossans are skilled/interested in or obsessed with the art of warfare, and Whereas national defence demands eternal viglance and has become increasingly important in this world of terrorism, strife and uncertainty, Therefore the Cosâ hereby establishes a Talossan military hierarchy as follows, to be called the "Joint Chiefs of Staff, Kingdom of Talossa" (JCSRT)"


• Commander-in-Chief of the Talossan Armed Forces (King/Regent; currently King Robert I)


• Minister of Defence (appointed by current PM; currently Wes Erni)


• Chief of Staff, Army (General Wes Erni, currently)


• Chief of Staff, Air Force (currently vacant)


• Chief of Staff, Navy (currently held by Mercenary Admiral Kurt Litscher)


• Chief of Staff, Marine Corps (currently vacant, but see subsequent bill!)


The King is hereby entitled to come up with official Talossan language equivalents of the above titles and offices. Each C of S is appointed by the Cosâ, which alone grants ranks of office. C of S's have direct direct control over tactics, doctrinw, commands (but only the Cosâ grants rank!). The entire military command structure must at all times fully comply with existing RT civilian law.

RZ17 - The New Baby Bill (Amendment)

Repealed

WHEREAS, our Constituziun in its present mutilated form denies the basic rights of citizenship to those offspring who spring off from Talossans, and, WHEREAS, the notion of Talossa as an in-bred, discriminatory communiity died along with the Peculiarism that gave birth to it (no pun intended), THEREFORE the Cosâ hereby amends the Constituziun as follows:



Add the following Article: "Article 95. Children of one or more Talossan parents (if born after 1 January 1989/X) shall be entitled to acquire Talossan citizenship automatically upon their own request upon reaching their 14th birthday. A formal petition to the Cosâ to that end shall be sufficient to encitizenise said persons. Native-born Talossans ("Dandelions") shall not be granted Talossan citizenship against their will or without actively requesting it.

Amend Article 92 to read: "Talossan citizenship is acquired only by birth or by legal action of the Cosâ."

RZ19 - The Buy the History Amendment

Whereas the Solitarian nuclear network has just about been completely absorbed into Talossa and is currently being digested, it is apparent that future immigrants to the RT (if any there are) will come from outside our close-knit community and will know little about us personally or about Talossa, except that it's a country of various odd proclivities and odd persons who told them, THEREFORE the Cosâ changes the last sentence of Art. 94c of the Constituziun to read as follows:


Furthermore, no person may acquire Talossan citizenship unless he purchases or otherwise acquires a copy of the most recent edition of The History of the Kingdom of Talossa

RZ20 - The Yippee! More Flags Act

WHEREAS Talossa has always been in favour of secessionism everywhere, and WHEREAS, last year's flying-apart of the USSR was greeted with rapturous applause by everyone in Talssan with the possible exception of Jack Schneider, but WHEREAS, certain break-offs have not been recognised by Talossa as independent, sovereign states, THEREFORE the Cosâ resolves: Talossa hereby recognises the republics of Russia (the Russian Federation), Kazakhstan, Turkmenistan, Uzbekistan, Tadzhikistan, Kyrgyzstan, Belorussia (Belarus), Georgia, Azerbaijan and Armenia (in addition to the Ukraine and Baltic States which we long ago recognised) to be independent, sovereign states. Furthermore, Talossa encourages the further breakup of th Russian Federation into its component parts if the local inhabitants so wish. Finally, the RT proudly extends the hand of diplomatic recognition to the breakaway Chechen-Inguish Republic in the Caucasus because... "There will always be an Inguish." (Or some corner of a far-off field shall be for ever Inguish, etc.)

Whereas, informal conversation has revealed a remarkable (nay, bizarre) concord of views on American political issues of late, and WHEREAS, Talossans desire the best for their American neighbour who looms so importantly over (and under and through) Talossa, THEREFORE the Cosâ hereby formally endorses Bill Clinton in his efforts to become President of the United States, urges all Talossans who hold US citizenship to vote for Clinton in their respective state primaries/caucuses, and requests that Talossans not talk too openly about this bill till after the general election in November in case Talossan endorsement should provoke further media-driven pseudoscandals involving the Governor.

RZ25 - An Act to Curb the Spread of Mutations

WHEREAS Atricle 5 of the Constituziun grants the Cosâ (as lawmaking body of Talossa) the right to make decisions concerning the Talossan Language, and, Whereas a change of the magnitude here envisioned deserves the attention in a public forum of the entire Talossan people (or at least their elected representatives), THEREFORE the Cosâ hereby resolves: That because the complex and cumbersome system of consonant mutations in the Talossan language (wherein initial consonants are "mutated" according to fixed rules, such as: "Cosâ" becoming "la C'hosâ") renders the language difficult to learn and thereby endangers its survival, the Cosâ hereby instructs the Comità për l'Útzil del Glhetg to abolish the system of mutations entirely.

Whereas, the dastardly dictator of Libya (Muammar _________ - provide your own spelling) has continued to stonewall and protect two Libyans suspected of mass murder (blowing up an airliner over Scotland) despite UN actions aimed at their extradition for a fair trial, Therefore Talossa hereby condemns the Libyan government and enacts a complete embargo against all Libyan goods (no Talossa will willingly support the Libyan economy by purchase of Libyan goods, and will refrain from an and all travel through Libyan territory). Both the embargo and condemnation shall remain in force until the accused are brought to justice.

Whereas a glitch in the Constituziun in Art. 49 talks about the PM not being able to use his extra 15 seats in votes on "adulthood" when it really means "citizenship" (the old language once applied but amendments have since changed stuff around--trust me) the Cosâ hereby changes the words "Adulthood (Article 95)" to "Citizenship (Article 94c)" in Article 49 of the Constituziun.

WHEREAS Jack Schneider has been moiling about for months (years?) trying to find dirt on various people and keeps making threats about Cort cases, but

WHEREAS these threats are veiled in secrecy and make it impossible for those threatened by legal action to prepare to defend themselves, now

THEREFORE the Cosâ hereby establishes a legal precedent and declares that for all crimes not involving bodily harm, a statute of limitations exists equal to three months, after which no person may be prosecuted for the supposed offence.

Whereas, Talossan culture would be greatly enhanced by the crowning of a Talossan Grand Master in chess, and a tournament might be a lot of fun, Therefore Talossa recognises the official Talossan Chess Championship and gives power too the Bradford Province Triumvirate (DL, HW, RM) to organise the details of the tournament. All Citizens of Talossa should be notified and allowed entry. (If the BPT is unwilling Nick Kovac will assume organizational duties.)

RZ40 - The Talossan Armed Forces Reorganisation Act

Statute

Whereas, Talossa has no air or sea assets dedicated to transporting marine assault troops to their destination, I therefore propose the newly-formed Talossan Marine Corps (RTMC) be considered an adjunct of, and subordinate to, the Talossan Navy, which possesses the only vehicle for amphibious insertion. If at some later date someone donates an "assault canoe" or similar transportation device totally dedicated to carrying two fully-equipped and trained amphibo-killers, I would then encourage the creation of a totally independent marine corps.
