    The Cosâ hereby establishes a festival to be held in honor of our Talossan State and its Citizens. It is to take place during the afternoon and early evening on one of the following dates (weather permitting): 7/13, 7/20, 7/27, 8/3 or 8/10. The object is to get together as Citizens and friends and have fun. Event coordinators are Ben Madiosn, Wes Erni, Dan Lorentz and myself, who will be responsible for arriving at an appropriate date and obtaining the participation of as many other Citizens (with non-Citizens welcome, too), and making sure there will be a wide enough variety of food, drink and entertainment. This event is to be held in Talossa's wonderful Lak Park (exact location to be determined later). Let's make it happen!

    The Cosâ hereby expresses its heartfelt sorrow at the assassination of Rajiv Gandhi, and expresses its condolences to his family and to the Indian people. We declare our utter condemnation and deplorement of all terrorist acts, while we affirm our continuing support for the attainment of a free homeland for the Sri Lankan Tamils, whose more extreme elements perpetrated this tragic assassination. The Cosâ furthermore commends the legacy of Rajiv Gandhi, who sterred India away from the socialist bloc towards a more politically and economically open society, thereby setting an example for other Third World nations to follow.

    Whereas the exact borders of the Talossan Capital Territory surrounding the nation's capital of Abbavilla have never really been known, even to me, and Whereas everybody knows that Abbavilla is located on the UWM Campus and that's specific enough for most of us, Therefore the Cosâ hereby abolishes the Talossan Capital Territory and proclaims that the nation's capital remains Abbavilla, a city located within the Province of Atatürk.

    Whereas the modern world compels us to update our thoughts from time to time, and Whereas Talossa has always been firmly committed to the ideals of personal independence from foreign-imposed conventions, and Whereas Talossa has always viewed its own and others' independence in national terms, Therefore the Cosâ reaffirms Talossa's commitment to World Singular Secession as put forth in our 1979 Declaration of Independence, considers that the ideals of World Singular Secession are valid in today's world as supporting national liberation struggles and secessionist movement, and proclaims Talossa's moral support for all national liberation struggles and secessionist movements in general, pending of course scrutiny of individual cases to make sure they are in keeping with our high ideals of fairness, peace and non-terroristicity.

    A glitch exists in the 198 Constituziun. Article 46 contains the following language: "Should the Prime Minister die or resign during his term (and not issue an order to dissolve the Cosâ), the King/Regent shall nominate a new Prime Minister to complete his term. He shall be nominated, confirmed and sworn in like other Prime Ministers. The King/Regent shall always have the option of dissolving the Cosâ instead and calling new elections. The new government must be formed and receive a vote of confidence before the end of the calendar month in which the PM resigns, or else the Cosâ must be dissolved and new elections called by the King/Regent." That is in conflict with Article 54, which states that if the PM dies or quits, the Deputy Prime Minister automatically takes over for him. THEREFORE: The Cosâ hereby repeals the quoted passage above from Article 46, so that the succession to the office by the Deputy PM is clearly affirmed.

    Whereas major issues often need to be addressed quickly in Living Cosâ, but Whereas the current procedure requires a month delay in getting one approved; and Whereas bills authorising Living Cosâ are always approved unanimously anyway, Therefore the Cosâ hereby adds the following text to the Constituziun, to be known as Article 104a:
    "The Prime Minister may, if he feels events warrant it, issue a PD authorising a Living Cosâ in the following calendar month. Such a PD may be vetoed (in addition to normal means) by a formal protest to the Secretary of State by Members of the Cosâ comprising one-third or greater the number of seats in the Cosâ. When setting the date of the Living Cosâ by PD in this fashion, the Prime Minister must abide by the conditions of Article 104."

    Whereas Article 108 of the Constituziun contains provisions which have been found to be unworkable in practice, the Cosâ hereby amends Article 108 to read as follows:
    "The Living Cosâ shall be presided over by a Speaker (in Talossan, el Túischac'h). He shall maintain order and direct the meeting. The Speaker must be present at the Living Cosâ, and He shall be appointed by PD before its convocation. He need not be a Member of the Cosâ. The Speaker can be removed and replaced during a Living Cosâ only by PD.

    The Cosâ hereby officially establishes the two following Talossan National Holidays. In doing do, it makes them official Talossan functions, not just authorised but mandated to take place each year, to the furtherance of our Nation's power, majesty, longevity, etc. The Cosâ also hereby establishes the Holidays Committee, to be comprised of the King, the Prime Minister, the Secretary of State and the Burgermeister of Inland Revenue. The Committee's duty will be organization, location, date, authorised purchases, etc. The Committee cannot of its own power cancel a Talossan Holiday or hold it at an unauthorised date.
    The official Talossan Holidays established are:
    • TALOSSAN NATIONAL INDEPENDENCE DAY (To be held on a Committee-chosen date during the months of December or January)

    • TALOSSAFEST (To be held on a Committee-chosen date during the months of July or August)

    Capitalism's intrinsically resulting social classism and political plutocracy are generally antithetical to the Christian virtues of selflessness, self-sacrifice on behalf of others, anti-wealth tendencies and non-exploitation of the weak. Capitalism is regarded as little more than Law of the Jungle economics and should be continually modified or even disbanded in order to more closely conform to these Christian ideals so as to avoid falling into a philosophy of Social Darwinism or natural law.

    Note: With the passage of the recent "Covenants", and in particular the 4th covenant, the RT has taken a firm step in the right direction concerning the rights of its Gay Citizens. This proposal would make more specific the protections and rights of said Citizens in the Kingdom.
    Gay Talossans are hereby accorded all the rights of their heterosexual counterparts. This simply means that the rights and responsibilities associated with property, marriage and adoption apply to all Talossans equally.
    Gay Talossans may not be discriminated against in any way on the basis of their sexuality with regards to any activities within the Kingdom and its territories, including employment, Government operations and military service.
    This law gives no preference to any Talossan on the basis of his/her sexual identification, but simply renders such a consideration absolutely irrelevant.

    Whereas, there is some public discomfort over the current system of 'BenPost' election ballot delivery, and Whereas, a remarkable consensus on this issue was reached at a recent meeting of the King, PM Jahn and concerned citizen Erni, Therefore the Cosâ with the passage of the following package of constitutional amendments takes a bold step towards fairness and voter responsibility:
    1. [Art. 34 is amended to read as follows:] "Every Talossan citizen is entitled to obtain an election ballot. The Secretary of State shall produce election ballots and retain them at his office. Any citizen may, by post or personal visit, obtain a copy (at or below cost) of the ballot for his own use. Furthermore, citizens may freely photocopy ballots and distribute them to other citizens as Taveliéirs (couriers), the point being that any party leader or citizen may send a ballot to any voter felt likely to support him. It is the responsibility of the individual voters and party leaders to obtain and distribute ballots at their own expense. Citizens may under no circumstances alter, amend or abridge ballots."

    2. [The first sentence of Art. 35 is amended to read as follows:] "Ballots must be available to the public on the Balloting Day, or as soon thereafter as possible."

    3. [Art. 37 is amended to read as follows:] "Voters shall send their ballots back to the Secretary of State by whatever means is most convenient, including having Taveliéirs return their ballots for them if the voter and the Taveliéir concur. Ballots are not secret. If a voter returns more than one ballot, the first one returned is counted and all others are discarded. When the Election Deadline has passed, a final tally of votes (both by ballot and by VIA form) is publicly announced. Any votes arriving after the Deadline, even if they were posted before the Deadline, are considered null and void."

    Approved but Ephemeral

    Whereas, the Cosâ, in July of this year, recognised the independence of Croatia by the overwhelming vote of 182-20, and Whereas Croatia has neither achieved actual sovereignty nor obtained peace, the Cosâ hereby denounces in the strongest possible terms the Serbian Government and military. Serbia has continued to slaughter innocent Croatians who only yearn to be free of foreign oppression, and must be stopped through whatever means necessary with all due haste, and the security and independence of Croatia assured.
