    Whereas a movement is afoot to update the names of Talossan provinces, and Whereas all Talossans have a stake in this movement because we would prefer not to be embarrassed by placenames in our country (e.g. Mussolini Province), therefore we resolve that any newly-created placename within the territorial bounds of Talossa is hereby directed to be relevant to the history of Talossa under the following guidelines:
    1. Provinces may not be named after living Talossans.

    2. Provinces my not be named after foreigners, unless they
      1. Set foot on Talossan soil, and

      2. Have demonstrated connexions to Talossan heritage and

      3. Are dead. (Reagan doesn't count.)


    3. Provinces not named after people must be named in the Talossan language (e.g. Pórt Maxhestic).

    The Talossan Cartographic Institute (established 1988/IX, see LC37.4.88) shall oversee the implementation of all of the above.

Furthermore a Ministry of Native American Affairs (Ministrà dels Afáes Anischinàns) is created to oversee the creation of a general Talossan outlook supportive of Indian rights, identity and sovereignty.     The Kingdom of Talossa hereby resoundingly and resolutely condemns the nation of Iraq for its vile invasion and annexation of Kuwait, and calls for Iraq to withdraw from that country immediately and reinstate its leadership. Talossa supports any and all actions taken by the United States against Iraq and will abide by all UN resolutioons concerning the Persian Gulf crisis.
    The Foreign Minister is instructed to express Talossa's indignation within 30 days of the passage of this bill by notifying Iraq's UN delegation in writing.

    The Cosâ hereby directs the Secretary of State to conduct a nonbinding national referendum during the month of November 1990, with ballots sent to all available citizens, containing the following question in Talossan and English:

    Which of the following expresses best your intention for Talossa's future? (Choose one)
    1. Talossa has outlived its usefulness and should cease to exist, passing into history.

    2. Talossan democracy has become unpopular or unwieldy, and thus King Robert I should assume executive leadership of the State. Talossa will thus continue existing so we can come back into it at any time, but the cycle of elections and so forth will come to an end, at least for now.

    3. Talossa should continue "as is" since those who are currently uninterested can always come back in (if they so choose) whenever they want to.

    Whereas Talossa shares an unguarded border with the City of Milwaukee, and Whereas Alderman Michael McGee has threatened to conduct military actons, including but not limited to urban terrorism, food tampering and the overthrow of the elected government of our good neighbour the United States of America, Therefore the Cosâ resolves: to utterly condemn Michael McGee and his terrorist militia as a dangerous national security threat to the Kingdom of Talossa, and to call for massive American retaliation against McGee, his militia, or any of his supporters should he continue in the course of urban violence which he is committed to.

    WHEREAS all skateboarders, without exception, represent a public nuisance, a hazard to pedestrians and vehicular traffic, and are commonly viewed by the law-abiding citizenry of Talossa as being profoundly irksome, now

    Whereas, wrtie-in votes for political parties may provide an increased measure of public involvement in government, Therefore the Cosâ proceeds to allow write-in votes in Cosâ elections by adding Article 35a to the Constituziun. Article 35a will read as follows:

    Art. 35a. Instead of voting for the parties registered for the election and appearing on the ballot as per Article 30, voters may write in parties which have not registered. However, any party obtaining votes in this fashion must register (by fulfilling all the requirements given in Article 30, with the exception of the official 10x17 cm advert) itself with the Secretary of State before the Election Deadline. Any otes obtained by parties which do not register before the Election Deadline will be discarded.

    Statute

    The Cosâ hereby transfers control over the region of Dún Cestoûr ("Fort Cestoûr") to the Province of Vuode. This territory is locate east of Vuode and consists of areas north of North Avenue, south of Kenwood Boulevard, east of Vuode and west of Lake Michigan. Vuode promises to maintain Dún Cestoûr as an Autonomous Region and will protect the cultural peculiarities of the native inhabitants.

    Wheras, provincial leaders are not fond of holding elections all the time (as evidenced by their not doing it), the Constituziun (article 89) is rewritten as follows, to allow provinces a period of two years (instead of the previous one) between elections:

    "Art. 89. Confederate Provinces must have a parliamentary form of government, with free elections held no less often than once every two years. Provinces may adopt such form of government, of their own choosing, to meet these requirements. The provincial constitutions must allow provision for provincial laws to be overturned by national law."
