    Repealed

    First, Vague Principle 4 is amended. The following language is tacked onto it: "In the interest of practicality, however, the Cosâ may limit the volume of legislation." A referendum proposing this change is to be held among the Talossan people as soon as possible. Second, the following articles are added to the Constituziun:
    Art. 73a. Bills submitted to the Clark (except for proposed Constitutional Amendments) shall not exceed 150 words, unless the MC proposing the bill pays a fee of 50 cents (U.S.) for every additional 150 words or part thereof.
    Art. 73b. No member may submit more than three bills to any one Clark, unless he pays a fee of 50 cents (U.S.) for each additional bill. Bills submitted jointly by more than one MC shall count, for purposes of this article, against only the first name on the list of sponsors (Other sponsors may lend their names as moral support to the bill.)

    Whereas Citizen Brook Gläfke has for the past five years of his Citizenship shown great involvement and interest—and hence patriotism—in his adopted homeland of Talossa, and Whereas he has been the sole Citizen outside the immediate vicinity of the Kingdom to sustain such activity, the Cosâ hereby grants him the special title of "Commander of Talossan Overseas Forces." While purely ceremonial in character, this title nonetheless is granted to Mr. Gläfke because his patriotism and involvement in the face of adverse distance is admirable and worthy of duplication and imitation by Citizens in similar circumstances.

    Article 92 is henceforth amended to read: Talossan citizenship is onl;y acquired through legal action by the Cosâ (The original text rads: "Taossan citizenship is only acquired through birth or legal action by Cosâ.")
    Article 95 is henceforth eliminated. (Article 95 gave children born to one or more Talossan parents automatic citizenship rights at a certain age and exempted them from the usual process of applying for citizenship if they were born after September 1987.

    The Secretary of State is hereby directed to suggest to all prospective citizens that they read The History of the Kingdom of Talossa by Robert Madison, but since the Cosâ realizes that a bought book guarantees not a read book, the law mandating that all new citizens purchase that book is repealed. (Think about it: you can't make people read the book, so why make them buy it?)

    Whereas the Talossan Uppermost Cort has unanimously recommended that Charmaine Chvala-Smith (whose Essay appears in the December Støtanneu) be admitted as a citizen, the Cosâ hereby votes to approve her citizenship. The Cort's exact finding will be found in the Addresses to the Whole House.
