Whereas, it is likely that, in the future, bills before the Cosa may result in a tie vote,

Therefore, it is decided that the current King of Talossa (whomever that may be) cast a deciding single vote either for or against the tied bill(s). The King must decide these bills, and cannot decline to vote or abstain.
